References: ‘a. Memorandum for the USPO re: Separation of Management of Women Inmates dated 27 January 2005: and b. Memorandum to all Regional Directors. dated 18 October 02004. 2. To ascettaiia effective and efficient separation of management of women inmates, the following procedures/guidelines are hereby created and established for strict implementation a, Upon assumption, female wardens must coordinate with the male warden on the program of actions to: be undertaken to effectively implement the separation of management of female inmates, both administratively and operationally. Female personnel who will be assigned and will be given to the female warden should be taken from the ranks of female personnel in the said jail facility upon clearance from the male warden. Female jail officer must sustain and promote the welfare of the female inmates by maximizing the support of NGOs, GOs, CGUs nd other support groups sensitive to the promotion of women’s ights. Male wardens shall provide additional manpower to maintain jail security and control over female dormitories. Expenses incurred during escorting operations shall be the respensibility of female wardens as applicable Respective RDs must ensure appropriateness of distribution of female personnel proportionate to jail population in all jail under their areas of responsibility.
