In the Philippine Education, there are three main agencies that take charge in the different levels

namely DepEd, CHED, and TESDA. Each agency has its own purposes, duties, and responsibilities
to follow and do in order to provide quality and accessible education.

This agency also have their functions.

Now lets go to the regulatory functions of deped and ched in Philippine education system.

The Department of Education was established through the Education Decree of 1863 as the
Superior Commission of Primary Instruction under a Chairman. The Education agency
underwent many reorganization efforts in the 20th century in order to better define its purpose
vis a vis the changing administrations and charters. The present day Department of Education
was eventually mandated through Republic Act 9155, otherwise known as the Governance of
Basic Education act of 2001 which establishes the mandate of this agency.

The Department of Education (DepEd) formulates, implements, and coordinates policies,

plans, programs and projects in the areas of formal and non-formal basic education. It
supervises all elementary and secondary education institutions, including alternative learning
systems, both public and private; and provides for the establishment and maintenance of a
complete, adequate, and integrated system of basic education relevant to the goals of
National development.

"A good quality education is one that provides all learners with capabilities they require to become
economically productive, develop sustainable livelihoods, contribute to peaceful and democratic
societies and enhance individual well-being. The learning outcomes that are required vary according
to context but at the end of the basic education cycle must include threshold levels of literacy and
numeracy, basic scientific knowledge and life skills including awareness and prevention of disease.
Capacity development to improve the quality of teachers and other education stakeholders is crucial
throughout this process."

The Commission on Higher Education is the Philippine government’s agency in charged with
promoting relevant and quality higher education, ensuring access to quality higher education, and
guaranteeing and protecting academic freedom for continuing intellectual growth, advancement of
learning and research, development of responsible and effective leadership, education of high level
professionals, and enrichment of historical and cultural heritages.
