Reflection 3

Last Saturday, May 22, 2022, I learned about the difference between the primary
objectives of Human Resources in Government vs. HR in Private Companies vs. Non-
Governmental Organization.

According to Professor Cortez, HR in Government is about public service. Hence, it is


focused on the workforce because the work in the Government requires tremendous
energy coming from the employees. In addition, the core responsibility of HR in
Government must be to ensure that the public and its programs have been correctly
implemented. Therefore, the best possible staff must be well motivated and rewarded,
and they are adequately trained with access to development programs.

HR in Private Companies is focused on profit or income for the companies to survive. The
private sector has been able to flourish in many ways without the benefit of the Government
since private companies have the ability to judge performance through profits. This economic
difference gives the private sector an advantage in that it can pinpoint inefficiency problems by
virtue of financial losses. Although this seems to be an advantage, this word should be used in
the loosest definition. The private sector could enjoy increases through collaboration in HR and
management.

On the other hand, Hr in NGOs aims to make small and medium-sized NGOs understand
and assess organizational behavior and functioning; manage organizations through
planning, implementing, and monitoring activities strategically; improve the
performance of their staff; build effective management systems, policies, and plans and
improve long-term sustainability and resource mobilization.
It also pointed out during our class the definition of Anticipatory governance. The state
uses practice to collect information and data about its citizens to assess events or
behaviors predictably based on the knowledge gathered. Anticipatory governance is
also a method of decision-making that uses predictive measures to anticipate possible
outcomes to make decisions based on the data provided.
Prof. Cortez also discussed Futures thinking as a creative and exploratory process that
uses divergent thinking to seek many possible answers and acknowledge uncertainty.
It's a different mindset from analytical thinking, which uses convergent thinking to seek
the correct answer and reduce tension.
Finally, we discussed industrialization 4.0, Japan's Population Pyramid vs. the
Philippines, and its impact or advantage and disadvantage on a country's workforce.
