One great way to get more testimonials is to limit the amount of work
a client has to do to give you one. Here’s an example:

important to change the budget to adjust.
Be upfront about it. The client has two options, either keep the scope
as-is or accept the new pricing. Both of these options are a win for
you. It pays to be upfront!
One of the best ways to get more referrals is to give more referrals.
It also helps you get value even from clients who aren’t a good fit for
your services. You not only become a trusted advisor to the client, but
you help a friend who might refer a project your way in the future.

Refer that work to someone who is perfect. Clients will love you for
this, and other freelancers will reciprocate.

send another email and/or start imposing a late fee.

You again acknowledge how busy the client is, but also catch their
attention but referencing a late fee.
Make sure to give a justifiable business reason for the late fee (it
causes accounting delays, which costs you money), so it doesn’t feel
punitive to the client.
