P AND GRANTING OF
LOANS TO MEMBERS IN VIEW OF THE REMOVAL OF
FINANCING COMPANIES IN APDS PROGRAM OF DEPED

For the information of all, DepEd Order No. 14 Series of 2019 was
issued providing the procedures for the proper implementation of the
=5,000.00
P Net Take Home Pay (NTHP), and compliance with the
applicable provisions of Republic Act No. 11260 (R.A. No. 11260) or the
General Appropriations Act for Fiscal Year 2019 (FY 2019 GAA) as well as
the President’s Veto Message in connection with the Automatic Payroll
Deduction System (APDS) Program of DepEd.

Note that aside from implementing the minimum monthly NTHP of

=5,000.00
P for teachers, DepEd also provided the procedures relative to
the President’s direct veto of item (g), Section 52 of FY 2019 GAA. As a
result thereof, the inclusion in the authorized deductions for salaries of
government employees of those contributions and/or obligations due to
“(g) financing companies and other similar entities that have authority to
engage in lending xxx xxx.”, are now deemed prohibited, for lack of
legal basis. Thus, effective August 2019 payroll, financing companies
shall not be allowed to use the APDS facility of DepEd.

In view of the foregoing, all Branch and Extension Office Managers

are directed to carefully read the list of affected financing companies
(copy of which are attached hereto for your reference), and in anticipation
of the changes thereof, to extend additional loans to all affected
members.
