1. PURPOSE:
1.1. The purpose of this bulletin is to provide updates regarding the following implementation:
a) Update on the system enhancement for quota management for all IPS based on
the circular issued by the Ministry of Education (Bahagian Pendidikan Swasta) [Ref:
KPM 100-3/3/1 Jld.4 (58)] dated 29th June 2018.
b) Restriction for certain nationalities to apply for student pass for New application
based on the circular issued by the Malaysian Immigration Department [Ref:
IM.101/HQ-G/1130/1].
c) Extension of e-Visa Approval Letter (eVAL)
2. IMPLEMENTATION:
2.1. Based on the circular issued by the Ministry of Education (Bahagian Pendidikan
Swasta) [Ref: KPM 100-3/3/1 Jld.4 (58)] dated 29th June 2018, EMGS has made a
system enhancement to introduce the quota system for international students
2.1.1.The permitted quota of international students for an institute must be calculated
based on the approved number of students (international & local) as mentioned
in ‘Lampiran A’ of the institute’s Certificate of Registration (Surat Perakuan
Pendaftaran).
2.1.2.Since there are two class sessions allowed per day, the total number of students
(International and Local) allowed for an institute is multiplied by two (2). For an
example, if the approved number of students stated in ‘Lampiran A’ is 100, the
maximum number of students allowed to be enrolled by an institute is 200
students.
2.1.3.The permitted quota of international students will be 80% from the maximum
number of students allowed to be enrolled by an institute. For an example, if the
total allowed is 200 students, the total number of international students allowed
is 160 (200 x 80%).
2.1.4.The quota allocation per nationality is 20% out of the total number of
international students allowed. For an example, if 160 is the total number of
international students allowed, the maximum number of international students
from any one country is 32 (160 x 20%).
2.1.5.To help institutes have better monitoring and control over the number of
international students allowed, EMGS has introduced a system enhancement that
provides institutes with a detailed view on breakdown of enrolled international
students based on the quota.
2.1.6.Institutes can view the quota system through the EMGS STAR System via ‘My
Account’ > ‘My Quota’. This feature will help institutes to monitor the number of
international students per nationality. Please refer to the screen shot of “My
Quota” feature:
2.2. Restriction for certain nationalities to apply for student pass for New application
based on the circular by the Malaysian Immigration Department.
2.2.1.Based on the circular by the Malaysian Immigration Department [Ref: IM.101/HQ-
G/1130/1], international students from an additional 21 countries from the initial
4 (Afghanistan, Bangladesh, India & Pakistan) are restricted to apply for New
student application at an IPS.
