PRESIDENTIAL DECREE No. 223 June 22, 1973

CREATING THE PROFESSIONAL REGULATION COMMISSION AND PRESCRIBING ITS

POWERS AND FUNCTIONS

The Professional Regulation Commission (PRC), previously called the Office of

the Board of Examiners, was first created as a national government agency by
Presidential Decree (P.D.) No. 223 dated June 22, 1973, signed by then President
Ferdinand E. Marcos.

The regulation of the various professions is so extensive, practically covering

all social and economic life of the country, was regulated by the Office of the Boards
of Examiners. All the professional laws creating the various Boards have charged
the Boards of Examiners with the supervision and regulation over the professional
practice in the Philippines.

It was a three-man Commission created to administer, implement, coordinate

and supervise the various Boards of Examiners; to effectively enforce the regulatory
policies of the National Government with respect to the regulation and licensing of
the various professions and occupations.

SECTION 1. Professional Regulation Commission. There is hereby created a

three-man Commission to be known as the Professional Regulation
Commission which shall be attached to the Office of the President for
general direction and coordination.

Professional Regulation Commission or The “Komisyon sa Regulasyon ng mga

Propesyon”. The PRC is composed a three man committee attached to the
Department of Labor and Employment and directly to the office of the President.
The Professional Regulation Commission (PRC) is mandated to promote the
sustained development of a corps of competent Filipino professionals, to recognize a
world class professional service and practice to enhance professional growth and
development. The PRC composed of a three man committee headed by the
Chairman, Hon. TEOFILO S. PILANDO, JR. Commissioner, Office of the Commissioner
1; Hon. YOLANDA D. REYES and Commissioner, Office of the Commissioner 2; Hon.
JOSE Y. CEUTO, JR. They are appointed by the Republic of the Philippines President.

SECTION 2. Composition. The Commission shall be headed by one full time

Commissioner and two full time Associate Commissioners, all to be
appointed by the President for a term of nine (9) years without
reappointment to start from the time they assume office, except the first
two Associate Commissioners who shall be appointed, one for six (6) years
and the other for three (3) years, and thereafter, any vacancy in the
Commission shall be filled for the unexpired term only with the most
senior of the Associate Commissioners succeeding the Commissioner at
senior of the Associate Commissioners succeeding the Commissioner at
the expiration of his term, resignation or removal. No person shall be
