PROBABLE CAUSE:
On Sunday, December 18th, 2022, at approximately 0014 hours, I, Officer A. Jefferson #149 was assigned
to the Street Crimes Unit (SCU). While assigned to SCU, | was partnered with both Officers McCain #198
and D. Cornn #310. While partnered together, we were proactively patrolling the 400 Block of West 9th
Street, Lakeland, Florida. We were patrolling this area in our black unmarked Ford Explorer. Our vehicle
was equipped with a spotlight, red and blue lights, and a siren which clearly identifies it as a police
vehicle. At the time, we were wearing our black SCU shirts, with department patches sewn to both
sleeves, along with a department badge sewn to the left chest area and the words "Special Weapons and
Tactics" sewn to the right chest area. We were also wearing our tactical outer vests which have the word
“POLICE” in bold white letters on the front and back. Officer McCain was driving, and | was the front-seat
passenger. The above location was a high crime/drug area in which numerous arrests have been

‘While traveling eastbound on West Sth Street, it appeared the driver of a black four-door BMW bearing
Florida tag AVKOIP, was not wearing his safety belt. As the vehicle was slowly roling (driving
approximately 3-Smph) on west Sth Street, | pulled our police vehicle alongside it on its driver's side) to
Confirm the driver was not wearing his seat belt. Once alongside the vehicle, Officer McCain shined his
flashlight into the vehicle and confirmed the driver was not wearing his seat belt, which isa violation of
FSS 316.614.
After seeing the traffic violation, Officer McCain signaled to the driver to stop his car, at which time he
did. The driver was later identified by the Driver and Vehicle Information Database (DAVID) as Antwan
Denard Glover (B/M 6-13-86, Defendant). Once Mr. Glover stopped his car, | stopped our police car, still

on his driver's side, Next, | got out, walked around the front of our police car, and approached the
driver's side of the BMW.
{should be noted while speaking with Mr. Glover at the driver's side door, the door was open and a
‘cannabis cigar could be seen in plain sight, near the cup holder. Based on my training and experience, |
know that cannabis cigars typically contain cannabis. In this case, | could see a green leafy substance
sticking out the end of the cannabis cigar. Also based on my training and experience, | knew the green
leafy substance was consistent with cannabis.
Due to the odor of burnt cannabis coming from inside the car, | saw Officer McCain ask Mr. Glover to
exit the vehicle. As Mr. Glover was exiting the car, | saw officer McCain attempt to remove a bag from
around Mr. Glover's neck, | which time | saw him attempting to pull away from Officer McCain. Next, Mr.
Glover was told to place his hands behind his back by Officer McCain. As Officer McCain was attempting
to turn Mr. Glover around, | saw him pull away from Officer McCain; thus, committing the crime of
resisting an officer.
As Officer McCain was attempting to gain control of Mr. Glover, | saw him continue to actively and
Physically resist, so much so that he pushed Officer McCain; thus, committing the crime of battery on a
law enforcement officer. At this time, a struggle with Mr. Glover began. During the struggle, Mr. Glover
was escorted to the ground. While on the ground, | saw Officer Cornn bending over, attempting to place

PROBABLE CAUSE:
hands, | saw him pull away from Officer Cornn with his left arm, then place his arm around Officer
Cornn’'s neck, placing him in a headlock. Mr. Glover was now resisting an officer with violence and had
battered a second officer.
Due to Mr. Glover's violent behavior, | deployed my department-issued Conducted Energy Weapon
(CEW) into the upper muscle group of Mr. Glover's back. By me deploying my CEW, Neuromuscular
Incapacitation (NMI) was achieved and we were able to place Mr. Glover in handcuffs and secure him.
Once Mr. Glover was secured, a search of the vehicle was conducted. The following items were located
Inside the car: two containers containing a green leafy substance, a cannabis cigar, a green leafy
Substance inside of the ashtray, and a black scale. The green leafy substance located on scene was later
field-tested and yielded a positive result for cannabis (approximately 33.75 grams).
It should be noted, Mr. Glover claimed he had a valid medical marijuana card; however, none of the
cannabis located was inside its sealed original dispensary container. Furthermore, | was not able to
locate his marijuana card.
Based on my investigation, there was probable cause to believe Mr. Glover battered a law enforcement
officer, resisted an officer with violence, was in possession of cannabis over 20 grams and he was in
