Leonid Nevzlin – Founder and Board Member of Nadav Foundation

 Nevzlin was not found to be a party to any regulatory, sanctions, or enforcement proceedings in Israel. In
addition, Nevzlin does not currently appear on any domestic or international watch lists. In 2016, Interpol
withdrew the international arrest warrant that the Russian Federation had previously issued against
Nevzlin on criminal charges.
 Nevzlin was not found to be a party to criminal proceedings in Israel, with the exception of two traffic case
appeals.

 Nevzlin’s company O.G.R.M International Ltd. has been involved in a civil lawsuit against an individual and
another entity, claiming compensation for an unpaid loan: O.G.R.M International Ltd. VS Bora Bora Spa
Ltd. and Yosef Neustadt-Milstein. Tel Aviv District Court. Case no.: 49309-11-11. Date filed: November 27,
2011. Type: Monetary Claim. Status: Closed.
 Nevzlin has been sentenced to life in prison by the Russian courts for organizing murders and
misappropriation of funds. Nevzlin had left Russia for Israel in 2003, and the charges brought against
Nevzlin by the Russian courts were in absentia. The Russian authorities sought to obtain Nevzlin’s
extradition from Israel, which was refused by the Israeli Ministry of Justice in 2008.
 Nevzlin is highly politically exposed as the former senator for the Mordovia Republic in the Russian
Federation Council. Nevzlin’s son-in-law is Yoel “Yuli” Edelstein, an Israeli politician, former Minister of
Health and Speaker of the Israeli parliament. In March 2015, Nevzlin contributed NIS 2,300 to an Israeli
center-left political party The Zionist Union.
 Nevzlin formerly served in several roles at the Russian oil and gas company Yukos, such as the Vice
President and member of the board of directors. In 2003, the Russian government presented Yukos with a
series of tax claims that amounted to USD 27 billion. The company’s assets were frozen by the
government, and on August 1, 2006, Yukos was declared bankrupt. Several company officials have faced
criminal charges related to their roles at Yukos. The CEO of Yukos, Mikhail Khodorkovsky, was convicted of
fraud, tax evasion, and other economic crimes and sentenced to prison.
 Nevzlin was reportedly pressured to resign as the First Deputy Director General of the Russian News
Agency TASS due to the political developments in Russia at the time. In September 1998, Yevgeny
Primakov became Prime Minister of Russia and reportedly asked Nevzlin to step down from his position.
 In 2003, Nevzlin served in absentia as the rector of the Russian State University for the Humanities, after
fleeing Russia to Israel. Nevzlin was reportedly pressured to resign from his role as the rector by Vladimir
Filippov, the education minister in Russia.
 A Russian private commercial bank Menatep went bankrupt in 1999 due to the Russian financial crisis,
while Nevzlin served as its First Vice Chairman.
 No bankruptcies or liens naming Nevzlin were identified in Israel.

 FTI was unable to independently confirm the following affiliations reported in Nevzlin’s biography:
shareholder and a top manager at the Rosprom financial industrial group (dates unknown).
 FTI identified a gap in Nevzlin’s professional employment from 1992, when he left his role at Bank
Menatep as its president, to 1996, when he began serving as the Vice President and member of the board
of directors of Yukos. Nevzlin reportedly served in unknown high-ranking positions at Menatep Bank and
Group from 1992 to 1996.
 FTI identified a discrepancy regarding Nevzlin’s role at ANU Museum of the Jewish People (“ANU”), as
Nevzlin’s biographies report the role as chairman of the International Board of Trustees of Beit Hatfutsot -
the Museum of the Jewish People (ANU’s former name), while ANU’s website states that Nevzlin is its
Honorary Chair.
 Nevzlin’s received a degree at The Gubkin Russian State University of Oil and Gas, the faculty of
automation and computer science, in 1981. FTI is unable to independently confirm this degree in the
jurisdiction of Russia.
 Nevzlin received a master’s degree in Management and Marketing from the Moscow Plekhanov Highest
School of Economics in Russia in 1991. FTI is unable to independently confirm this degree in the
jurisdiction of Russia.
 Nevzlin studied at The Institute of Philosophy of The Russian Academy of Sciences towards a Doctorate of
Humanities degree since June 2003 but did complete his studies. FTI is unable to confirm this educational
claim in the jurisdiction of Russia.
 Nevzlin holds an honorary doctorate degree from The Hebrew University of Jerusalem. FTI is unable to
confirm the date this honorary degree was awarded.
Investigative Findings
Leonid Nevzlin
The research examined public records relating to Leonid Nevzlin (“Nevzlin”), age 63, the founder and board
member of the Nadav Foundation. Nevzlin was born on September 21, 1959, in Moscow, Russia, and immigrated
to Israel in 2003.1 Nevzlin holds Israeli ID number 317964039. Nevzlin’s address in Israel is 94 Ha-Eshel St, Herzliya,
Israel.2 According to the Israeli Land Registry records, Nevzlin owns a 1,043 square meters property located at this
address since April 2, 2013, purchased by him for an undisclosed price.
Nevzlin is currently married to Tatiana Greenberg, according to the media. 345 His prior spouses were Olesya Kantor
(married between 2008 and 2015) 678 and Anna (last name not identified). 9 Tatiana Greenberg is on the board of
directors of several companies associated with Nevzlin (O.G.R.M International Ltd., Sniper Investments Ltd., and
Jart World Ltd.), according to the Israeli Corporations Authority records. Nevzlin reportedly has five children.101112
One of Nevzlin’s children is a daughter named Irina Nevzlin, who is married to Yoel “Yuli” Edelstein, an Israeli
politician, former Minister of Health and Speaker of the Knesset (the Israeli parliament). 131415 Irina Nevzlin is the
president of the Nadav Foundation and chairs the Board of Directors at ANU Museum of the Jewish People. 1617

Education and Credentials

The Hebrew University of Jerusalem
According to the official website of the Hebrew University of Jerusalem 19, Nevzlin holds an honorary doctorate
degree from the university. The research did not identify additional details regarding Nevzlin’s honorary degree.
FTI was unable to verify the date this honorary degree was awarded.
The Institute of Philosophy of The Russian Academy of Sciences
Nevzlin began his studies at the institute towards a Doctorate of Humanities degree in June 2003 but did not
attend the defense of his dissertation as he had fled Russia to Israel. 20

Moscow Plekhanov Highest School of Economics

Nevzlin received a master’s degree in Management and Marketing from the Moscow Plekhanov Highest School of
Economics in Russia in 1991.21 An additional media source claims that Nevzlin studied at the Plekhanov Institute
from 1989 to 1991.22

Yukos Oil Company OJSC, a.k.a. Yukos was an oil and gas company based in Moscow, Russia. 8081 Yukos was founded
in 1993 as a state company and was privatized in 1996 by Mikhail Khodorkovsky through Menatep Bank. 8283

Bankruptcy and Litigation

In 2003, the Russian government presented Yukos with a series of tax claims that amounted to USD 27 billion,
following a tax reassessment.93 The company’s assets were frozen by the government and on August 1, 2006, a
Russian court declared Yukos bankrupt. In 2004, the CEO of Yukos Mikhail Khodorkovsky was put on trial by the
Russian authorities and subsequently convicted of fraud, tax evasion, and other economic crimes and sentenced
to prison.94 In a second trial in the Russian courts, which began in March 2009, Khodorkovsky was convicted of
embezzlement.95 Khodorkovsky was released from prison in 2013. 96 Platon Lebedev, the former CEO of Group
Menatep, was convicted along with Khodorkovsky for embezzlement and money laundering by The Russian
Supreme Court but has since been released from his prison sentence. 9798 Nevzlin had left Russia for Israel in 2003,
and the charges brought against Nevzlin by the Russian courts and pertaining to his tenure at Yukos were in
absentia.
The Parliamentary Council of Europe has condemned Russia’s campaign against Yukos and its owners as
manufactured for political reasons and a violation of human rights. 99
The group of Yukos shareholders have claimed compensation for the Russian government’s seizure of the

FTI identified a gap in Nevzlin’s professional employment from 1992, when he left his role at Bank Menatep as its
president, to 1996, when he began serving as the Vice President and member of the board of directors of Yukos.

Centre for Scientific and Engineering Creativity of Youths, a.k.a. Menatep, was an entity set up by Mikhail
Khodorkovsky set up to carry out technical and scientific research. 107 Menatep Bank, which was a private
commercial bank in Russia, was established on the basis of this entity and cooperatives. 108
Nevzlin served as the Head of the Contracts Department at the Centre for Scientific and Engineering Creativity of

This is a civil lawsuit, claiming NIS 5,453,498. According to an October 2014 article by the Israeli newspaper
Globes,134 the affair began in 2009, when Arkady Gaydamak (a Russian-Israeli oligarch) fired the defendant, Yossi
Milstein, as his assistant and media advisor. Milstein experienced financial difficulties and asked Leonid Nevzlin for
financial help. Milstein asked Nevzlin for a loan to set up a spa center in Herzliya and assured the subject that he
would repay the loan within two years. Nevzlin transferred the funds to Milstein through the jewelry company of
his then-wife Olesya Kantor, O.G.R.M International Ltd., which is listed as the plaintiff in this case. The lawsuit was
filed because the loan was not returned as agreed between the parties. The court accepted the plaintiff’s claims
and ordered the defendant to repay the loan. The case officially closed on October 19, 2014.

Other Findings
FTI researched Nevzlin in a wide range of media sources and other online materials. As described above, Nevzlin is
a Russian Israeli businessman and philanthropist. He is known as one of the former leaders of the Russian oil
company, Yukos, and as an oppositionist to the Russian regime. In Israel, Nevzlin is affiliated with several media
outlets, as he holds a stake in the Haaretz newspaper through his company Astra Holdings Ltd. and is a board
member of the newspaper. Nevzlin is a founder of the Liberal magazine, as well as the news and analytics website
Detaly.154 Nevzlin carries out numerous philanthropic and educational projects in Israel through Nadav Foundation,

a non-profit organization founded by him. In 2021, Nevzlin was rated by Forbes Israel as the 70th of the 100
wealthiest individuals in Israel, with an estimated capital of USD 1.1 billion. 155
It was broadly reported that in two legal criminal proceedings that took place in 2008 and 2013, Nevzlin was
convicted by the Russian court in absentia for ordering the murders of business rivals and officials and
misappropriation of funds, and was sentenced to life imprisonment in Russia. 156157 In 2008, the Russian government
requested Israel to extradite Nevzlin from Israel, but the Israeli Justice Ministry refused, stating that there was no
place to grant this request as Nevzlin’s conviction was based on evidence inadmissible in Israel. 158159 The Israeli
Supreme Court affirmed the Ministry of Justice's decision not to extradite Nevzlin. 160
Following the conviction, Interpol issued a “red notice” arrest warrant for Nevzlin, at Russia’s request, but
canceled it in 2016, explaining that Nevzlin’s conviction was politically motivated. 161 Nevzlin is also well known for
his criticism of Russia’s president Vladimir Putin and his politics. He has been very vocal about his anti-Putin
position since Russia’s invasion of Ukraine in February 2022. 162 Nevzlin has given multiple interviews in Israel and
to media abroad about his opinion on Putin, his estimates regarding Russia’s situation after the invasion, and
similar issues. In March 2022, Nevzlin stated that he was renouncing his Russian citizenship due to Russia’s military
invasion of Ukraine. 163164165166167168169 In the context of Israeli politics, Nevzlin stated in a July 2022 interview with the
Israeli newspaper Zman that the former Israeli Prime Minister Benjamin Netanyahu is a “dictator” and, as such,
“wishes to emulate Putin.”170 Nevzlin has been critical of the former Israeli Prime Minister Naftali Bennet as well,
and stated repeatedly that Israel should provide more aid to Ukraine. Nevzlin hass expressed this opinion in
interviews, on his social media, and in an op-ed he has written for Haaretz.171172173`
Several social media profiles were identified and reviewed for Nevzlin: two LinkedIn profiles 174175; Facebook

Research was conducted into Nevzlin using open legal databases that cover all legal jurisdictions in Israel. The
databases contain information dating 20 years back, and in some cases even further. Family and criminal records
are confidential in Israel. That said, on certain occasions, the court releases the records to the databases we
screen.
The scope of the criminal records research in Israel covered the following databases:
• A litigation records index maintained by Nevo, the official publisher of the Israeli Judicial System, which
includes full records of legal cases and covers all jurisdictions in Israel;

Leonid Nevzlin VS State of Israel. Lod District Court. Case no.: 112-06-08 182, 317-08.183 Date filed: June 1,
2008. Type: Criminal Traffic Appeal. Status: Closed.
Both of these cases are classified as criminal traffic appeals, discussing the same matter of Nevzlin being fined for
speeding. Nevzlin was the one who was fined, as he was a registered owner of the vehicles, but they were being
driven by his employees, private drivers. According to the available court verdicts, both of the appeals were
dismissed by the court and closed on May 11, 2008 (317-08), and July 9, 2008 (112-06-08).

magistrates’ courts. The searches covered the last 20 years, and may date back further, and pertain to the vast
majority of litigation in Israel; however, they are not comprehensive.
The scope of the civil records research in Israel covered the following databases:

October 18, 2022. Type: Rental Eviction Claim. Status: Open.
This is an ongoing civil case in which Nevzlin submitted a claim for eviction of a tenant from a rental property. The
legal databases contain no further details on the matter. The next hearing in the legal proceedings is scheduled for
December 26, 2022.
Leonid Nevzlin and 12 others VS Herzliya Local Planning and Building Committee. Tel Aviv District Court.
Case No.: 57912-01-16 and 65422-12-15185. Date filed: January 28, 2016. Type: Administrative Appeal.
Status: Closed.
This is an administrative appeal regarding betterment levy matters and construction in the Herzliya Pituach
neighborhood, under the control of the Herzliya Local Planning and Construction Committee. The court dismissed
the case, and it closed on October 29, 2017. These matters were discussed in a few other cases, under case
number 65422-12-15, as well as in relation to the Appeal Committee ruling on the decision of the Herzliya Local
Planning and Building Committee against the plans to build a basement in the subject’s property. 186187 The case was
closed on October 29, 2017.

These cases are appeals to the Supreme Court regarding the Russian authorities’ request to extradite Nevzlin.
According to the Russian authorities, although Nevzlin did not stand trial, he was found guilty of committing
several serious crimes in Russia, including the ordering of a murder. Nevzlin was sentenced to life imprisonment in
a secure prison in Russia. The petitioner defined himself as a writer and journalist, who appealed to the Minister
of the Interior to revoke the Israeli citizenship granted to Nevzlin, and to the Attorney General to initiate
proceedings for Nevzlin’s extradition to Russia. The Israeli Supreme Court rejected the petition’s requests, and the
appeal was closed on May 14, 2008.
 Yosef Dahan, Felipe Tik VS Leonid Nevzlin and 128 others. Tel Aviv District Court. Case no.: 60876-03-
11.190 Date filed: March 31, 2011. Type: Administrative Appeal. Status: Closed.
This case pertains to an administrative appeal against a decision taken by the Herzliya Local Planning and Building
Committee regarding the construction plans in Herzliya’s Marina area. According to the verdict, the court
dismissed the appeal, and the case closed on January 17, 2016. While Nevzlin is listed as a defendant, no mentions
of him were found in the legal documents of the case.

Bankruptcies, Pledges and Liens
FTI searched Nevzlin in Israel’s Official Receiver database, which includes official execution proceedings and
bankruptcy details, and in the Bank of Israel credit registry, which includes information on restricted accounts and
customers. FTI also conducted searches of the Israeli Pledges Registrar to identify pledges or references to the
subject. The Israel Pledges Registrar is a database linked to the Israeli Ministry of Justice that lists liens, pledges,
and mortgages registered to an individual.
No bankruptcy proceedings191 and no restricted accounts192 or other negative references to Nevzlin were identified.
In a check conducted on Nevzlin’s ID (317964039) in the Israeli Pledges Registrar, it was found that Nevzlin has no
active pledges.

Israeli Political Donations

According to the database of the State Comptroller and Ombudsman – National Donations and Guarantees, on
March 23, 2015, Nevzlin had contributed NIS 2,300 to “The Zionist Union,” a political party (In Hebrew: ‫המחנה הציוני‬
– Hamahaneh Haziyoni).201 This center-left political alliance was established in December 2014 by the Israeli Labour
Party (headed by Isaac Herzog) and HaTnuah (headed by Tzipi Livni) to create a joint electoral list to run in the
2015 elections with the aim of unseating then-Prime Minister Benjamin Netanyahu. While it failed to do so, it did
come in second place with 24 seats in the Knesset, to lead the opposition (minority). However, in early January
2019, ahead of the April 2020 elections, the party was dissolved.
