About Dr. A.

Shanker
Born in 1957 in an aristocratic and highly educated family Dr. Shanker Adawal is a multi-
faceted personality. From devising corporate boardroom strategy to mitigating the effects of
planetary misalignments, almost everything bedecks the repertoire of his erudite knowledge
enriched by solid experience and vast skill. Shanker, the son of a bureaucrat father and an
educationist mother, earned his Ph.D. in Economics from Delhi University and went on to
add a Management degree in Business Administration with a major in Marketing
Management from Delhi University, and honed his technical skills by learning various
software languages in Singapore.
He is also a passionate promoter of human rights. As President, Corporate Affairs, Reliance
Industries, he is a seasoned management expert, accomplished astrologer, activist, social
reformer and author all rolled into one.
Dr. Adawal entered the corporate world after earning a PhD in economics and studying
management at Delhi University. He quickly rose through the ranks of a number of famous
corporate houses, including DCM, Modi Xerox, Tata Group, Nortel, and, most recently,
Reliance Industries. Since India's liberalisation process began, he has worked in the sphere of
telecommunications. In the fields of telecommunications, energy, retail, and life science, he
has over 35 years of experience with regulations, government relations, and support services.
Dr. Adawal was instrumental in Reliance's successful network rollout in the first decade of
the twenty-first century. He has also been actively engaged in the field of higher education at
the same time.
Besides serving as president of corporate affairs, Reliance industries Dr. Adawal is the
President of the Manavadhikar Samajik Manch (MASM), a non-profit organization he
founded in 1997 with headquarter in New Delh and chapters in Odisha and Uttar Pradesh.
Led by Dr. Adawal, MASM has been fighting for human rights for the past 25 years, and its
motto is "to build a just and equitable society." MASM, has action-oriented and research-
oriented goals, with primary focus on conducting medical and legal camps. The second most
important goal is to identify human rights violations and networking with similar
organisations, and the third goal is on conducting seminars, surveys, and research on various
themes across India.
Apart from his proven brilliant acumen in the corporate sector, he is also a renowned
astrologer. In fact, he became interested in astrology at a very young age and went on to
complete his Jyotishacharya. Dr. Adawal also has a keen interest in astrology and has
conducted research on the subject for over 37 years. He has written 18 astrology books,
demonstrating not only his passion for the topic but also a comprehensive understanding of
the world of planets and their expertise. In fact, astrology has always been a hobby of his
since he was a child. It is both an inward search and a means of public outreach for him,
particularly as a helping hand for those who have come to him during times of need. Dr.
Adawal is dedicated to the upliftment of the oppressed and is always working for betterment
of the plight the marginalized and unprivileged sections of the society.
His dedication to the oppressed culminated in an ashram in Vrindavan Dr. Adawal
established on his own initiative and with his own resources. The Ashram has a temple
and a residential complex for women and girls with basic medical facility and free
distribution of food to the poor and needy. The Ashram attracts a good number of devotees
and people from marginalized groups who visit the ashram and live there.

As A Professional
Shanker Adawal's personality was imbued with a sense of responsibility from his early days
as the eldest child in his family. His parents never interfered in his decision about his future
career, believing that their child could choose and choose well for himself. Shanker Adawal
chose to study Economics at a time when it was not the most popular subject in Indian
universities. His mother was always the one to inspire him, as she was the first woman in
Uttar Pradesh to earn a Ph.D. in English Literature. Shanker Adawal entered the professional
world at DCM after completing the loop with an MBA from Delhi University, at that time,
computing was something out of a science fiction novel.
This was his first experience in the corporate world, and working for a behemoth like DCM
set the tone for the years to come. From there, he took a stride to join Larsen & Toubro's
prospective planning department to hone his strategy and engineering skills. This event in his
life taught him to see the trees as well as the forest. He could see the big picture as well as all
the gears that have to work together to achieve the goal ahead.
Then, Shanker Adawal decided to try his hand at entrepreneurship at the young age of 27
with his limited experience. In the grand scheme of things, this was probably the most
difficult learning curve he would have to face. He established a factory for the production of
automobile axels. While demand was always high, output was insufficient. "I always had
faith in my abilities, but it takes a lot more than that to keep your own enterprise going. Even
though that was my first & brief brush with failure, it taught me a lifetime of lessons that I
carry with me with whatever task I undertake." It was this loss, both in terms of time and
money that led Shanker Adawal back to the corporate world.
But now, he was a different person; young in years but wise from everything he had learned
within such a short time. His stints with TATA and Nortel were exciting because they
occurred at a time when the Indian economy was opening up to the rest of the world. He
learned various tactics of the trade both in the professional as well as personal spheres of
interpersonal skill development. With Nortel, he was able to see how things worked on a
global scale, both in terms of process and professional etiquette.
Shanker Adawal and Reliance started a long and fruitful partnership in 1998. He applied his
knowledge accumulated over the years to all of Reliance's divisions, with a holistic approach
to the flawless operation of all the gears in the Reliance machinery. Given Shanker Adawal's
abundance of knowledge gained through working with industry legends, it is safe to claim
that learning from him would improve the mind in a variety of professional and personal
ways.
Dr. Shanker’s approach to life is absolutely empirical. When asked for any advice he had for
people entering the workforce, he had this to say, “I work with a very young team and after
seeing them in their natural habitat, I would tell them three things:
 Patience is the mother of all virtues and all great things take time. Do not be in a hurry
to succeed, as you may miss out on important learnings along the way.
 Look up from their phones & computers from time to time. (This comes from the
person who ushered in the computer revolution in India.)
 Don’t chase money but pursue wealth. Money is just one thing, wealth encompasses
all the things that make one’s life rich; knowledge, a flourishing personal life, and of
course, enough money to keep you comfortable.
DCM Data Products (1978-1981): The unassuming Cancerian’s first job at DCM Data
Products entailed selling computers and calculators. It also included training. So well did
Shanker fit into the groove and so green did the spreadsheet read that his training and
probation period were curtailed by six months. In two years, he notched up four promotions.
Larsen & Toubro (1981-1986): By virtue of his Excellence and accolades he won so far
Shanker was offered a position at Larsen & Toubro where he handled national accounts.
During the five-year stint, he was adjudged the youngest achiever to meet targets well before
the deadline.
Modi Xerox (1987-1989): After leaving L & T for good Shanker joined Modi Xerox in
1987, the year reprographics was creating incessant buzz as the latest concept in the country.
In the very first year he took the sales graph to the top and hurried up ta ladder to become e
National Accounts Manager of the company.
Tatas (1989-1993): Just when the Indian economy opened its doors to liberalization, Shanker
landed in Nelco, a company then headed by Mr Ratan Tata where the job was challenging as
Shanker was entrusted with turning around the fate of Nelco. He effectively introduced the C-
Dot technology to the industry and clinched some major government accounts. Orders started
pouring in and the coffers of Nelco jingled with what seemingly an impossible turnover of
Rs. 100 crores a year.
There were still more feathers to adorn his cap. As part of Tata Services, he was instrumental
in forging an alliance with Bell Canada and the foray of Tata Bell Canada’s into the GSM
business. The company’s internal policies threw spanners in the project, but that did not deter
Shanker. He struck a deal with Teleglobe of Canada and the credit of selling the first Public
Switching Data Network to Department of Telecom goes to Shanker. Later, he was also
involved in the acquisition of Teleglobe’s Data Division by the Tatas.
Nortel (1993-1997): Starting Nortel’s liaison office was the first of the achievements in
Shanker’s four-year stint in the company. Starting the company’s enterprise network division
was next on agenda, followed by relentless efforts in the fields of coordination, business
development and public relations with Nortel offices in Singapore, the UK and the USA. He
was strategically involved with various service providers who wanted to enter the country
and interacted at the highest level with various industrial houses like Essar, Bharti, BPL,
Hughes etc. for sale of equipment and financing.
At Nortel, he forged alliance with Global Tele-system for the enterprise division that shot up
to an annual turnover of Rs 100 crore and also saw through a tripartite arrangement with GE
Global and EDC of Canada to set up the First Electric Mail Business in India.
The job included extensive travel through Europe, the US and Asia to attend seminars,
workshops and business meetings. The frequent flier miles gave Shanker a global perspective
of the industry and economy.
All this was topped with four promotions in four years; he had walked into Nortel as a
manager but walked out as the Director, Business Development and Enterprise Network. No
one has been able to match that feat.
Reliance Industries (1997-present): Shanker’s major task at RIL has always been liaison
with the government and the industry environment while continuously adding market
knowledge to facilitate the expansion of the company’s business in all spheres. Another area
of thrust has been to undertake proactive initiatives to facilitate all regulatory compliance
critical to run the projects on pan-India basis.
The highlights have been setting up single-point corporate management of critical ministries
like Petroleum, Commerce, Industry, Coal, Power, Finance, Telecom and Environment and
support system to execute all statutory approvals required by the ongoing projects. He is
remembered for executing huge projects and creating a regulatory basis that founded and
shaped various projects.
Presently, he is also working on the aspects of higher education sector which is in the process
of being deregulated by the Indian Government. Shanker’s rapport in the corridors of
government organizations and Industry Chambers have positioned and benefited RIL
immensely.
For Shanker, the journey continues… just the way it had begun, with utmost dedication. And
yes, deadlines still amuse him. And conclusions still walk in with the beginnings.

As A Philosopher
Some may say that it is in the genes, but the Adawal family's knowledge of metaphysics lives
on through Shanker Adawal. He attributes his interest to all those days that he spent sitting
with his father and his friends discussing the astrological events of the time. All the luminous
figures in the sphere of astrology would congregate in his family home, surrounded by a
plethora of books on the subject. It was there that he discovered that astrology is about what
is within us rather than what is in the stars. Simply put, it is just energy.
Dr. Shanker now has a library of over 2,000 books that he enjoys reading when he is at
leisure at the end of the day. The books Dr. Shanker has cover a myriad of subjects
including astrology mythology, ancient scriptures and philosophy, that help him analyse
issues in esoteric science more holistically.
He never allowed his passion for knowledge and service to humanity yield to
commercialization and consumerism and he, rather, prefers to write about what he learns.
Many people, from politicians to Bollywood stars, seek guidance from him on various issues.
The adage t slow and steady wins the race, befits Dr. Shanker. By writing a page a day, he is
able to produce a book every year on topics such as Palmistry, Zodiacs, Vedic Astrology and
the technicality behind those themes. He has now written over 16 books on the subject and
continues to do research on the subjects of his interest. Shanker Adawal aspires to establish a
university on the banks of the river Ganga in the future.

As An Author
Earnestly aspiring to create a just and equitable society, or Shanker is concerned with the
impartial protection and promotion of Human Rights in all of their manifestations.

Human Touch: Dr. Shanker Adawal is the founder of Human Touch, a monthly magazine
on human rights. Human Touch is a platform for non- partisan portrayal of human rights
issues in their different forms. Be it the rights of the weaker sections of our population such
as the women, the children, the aged and the physically challenged, or the victims of some
social customs, cultural traditions and economic & non-economic policies, the publication
brings out the issues objectively and in a manner that would give succour to the people whose
rights are either violated or put in jeopardy.
Human Touch also acts as a forum for scholars, activists, concerned individuals and the
common men & women to ventilate their grievances, express their views and to highlight
cases of human rights violations, so that appropriate ameliorative actions can be taken by the
concerned agencies. It is meant to help the helpless and to speak for those whose voices are
not heard. It engages in constructive and incisive debate on issues that are not only of day-to-
day concern but also on issues that are important for posterity. This publication is a step
forward in realising the vision i.e., creation of a just and equitable society.
MASM is devoted in carrying out various activities under the overall umbrella of Human
Rights. They include giving a helping hand to the needy persons and institutions in the field
of Human rights as well as Health Rights. In this direction MASM wants to take up various
burning issues, case studies and survey reports, which publishes monthly magazine namely,
“Human Touch”. This magazine is the only magazine in the country today which focuses
only on promotion and protection of human rights and providing access to justice. The
monthly magazine is in publication since March 2004 without break.
Digital Media: Dr. Adawal is dedicated to raising awareness and ensuring that people
receive accurate information. To that end, he runs a digital news platform at

As A Researcher
Dr. Shanker Adawal has a keen interest in social research. He has designed, managed and
undertaken research projects related to a variety of social issues such as gender, health,
education and social policy and communication. To gather and spread knowledge figures at
the top of the priorities of Manavadhikar Samajik Manch and Dr. Shanker Adawal plays a
deciding role in executing the research and consultancy assignments of Manavadhikar
samajik Manch whose top priority is spreading knowledge and gathering relevant figures. Dr
Adawal understand the societal concerns and is well versed with the policies of the
government.
Dr. Shanker believes in providing quality service, authentic information and effective
consultancy in community development, environment management, feasibility & situation
analysis, project and programme evaluations. He understands that the complexities of the
developmental process have given rise to the need for unbiased understanding of the social
setting and authentic information before intervention. His motto is to equip the policy makers
and the implementers with the knowledge of the space specific socio-cultural dynamics for
successful operation of developmental programmes.
Manavadhikar Samajik Manch under the able leadership of Dr. Adawal has built up a sound
team capable of providing a wide range of research and consultancy services in wide areas
including community development, health care, women & child development, human rights,
urban development, rural development, child rights, disability, social justice, environment
protection and resettlement & rehabilitation.
Few studies Credited to Dr. Adawal
Concurrent Evaluation of National Rural Health Mission, Ministry of Health &
Family Welfare, Government of India for the state of Arunachal Pradesh and
Dadra & Nagar Haveli Union Territory:
The National Rural Health Mission was launched to provide accessible, affordable
and accountable quality health services even to the poorest households in the remotest
rural regions. The thrust of the Mission was on establishing a fully functional,
community owned, decentralized health delivery system with inter sectoral
convergence at all levels, to ensure simultaneous action on a wide range of
determinants of health like water, sanitation, education, nutrition, social and gender
equality.
Impact Study on Implementation of the Maulana Azad National scholarship
scheme for meritorious girl students belonging to Minorities, Ministry of Minority
Affairs, Government of India:
This study was undertaken to assess whether the scholarship was awarded to girls in
the stipulated target group in term of income criteria, marks, etc.; what percentage of
scholarship holder girls completed higher secondary level and what percentage went
for higher studies; in what proportion they secured employment or became self-
employed; and provided suggestions for the improvement of the scheme.
Research project entitled “Condition of women staying in destitute homes in India”,
ICSSR, Ministry of Human Resource Development, Government of India:
This research project was undertaken to assess the environmental conditions in the
destitute homes, quality of staff and their attitude towards the women beneficiaries,
facilities provided to women beneficiaries, training, quality and methodology, quality
of counselling provided to women in different circumstances, monitoring system,
background of the family to which the victims belonged, their place in the social
hierarchy; age, educational qualification and Social profile of the victim; details of the
relationship, if shared any relationship with the offender; rehabilitation package
offered to the victim; kind of life the victim is living at present; problems that the
victim facing to lead a normal life; and the details of the legal battle, if any, filed by
the victim for justice.
Evaluation & Impact Assessment of the Implementation of the Protection of Civil
Right Act, 1955 & the Schedule Caste & Schedule Tribe (Prevention of Atrocities)
Act 1989, ICSSR, Ministry of Human Resource Development, Government of
India:
This was undertaken to carry out a review, analysis and evaluation of the existing
‘Protection of Civil Right Act, 1955 & the Schedule Caste & Schedule Tribe
(Prevention of Atrocities) Act 1989; to document the nature, extent, intensity and
frequency of the atrocities against SC and ST communities with special emphasis on
mapping the change in them over the years; to analyse the implementation of these
laws and to identify challenges to their effective implementation; to identify specific
areas in implementation to be addressed at the policy level for better enactment of
these laws ; and to carry out a detailed study of the judgements delivered under these
laws in last ten years so as to identify processes that impact delivery of justice to SCs
and STs and enabling these processes to become better aligned to the needs of SCs
and STs facing a hostile environment
ESIA and RRP Studies on the Development of Dedicated Freight Corridor Project
(Phase 2) for DFCCIL, Ministry of Railways, Government of India:
The study covered 13 districts of 5 states namely, Gujarat, Maharashtra, Haryana,
Uttar Pradesh and Rajasthan. The study was conducted to identify all such local
inhabitants right whose lives and livelihood may be impacted by the project due to
land acquisition for the DFC Project. The survey consists of 3 major parts, namely the
Census, the Inventory Survey of the Affected Assets and the Socio-economic Survey
of the PAPs.

Baseline Study and Impact Assessment Study for Metro inside train panel Line-I, II
& III and LCD screens at Kashmir Gate and Rajeev Chowk Metro Stations,
Ministry of Health & Family Welfare, Government of India:
This study was done to measure the knowledge level of the target population and
impact assessment study after the campaign to measure the impact of the campaign.

Survey-cum-study on implementation of Scheme for Rehabilitation of Manual


Scavengers in Delhi, NHFDC, Ministry of Social Justice & Empowerment,
Government of India:
This study demonstrated the present scenario of implementation of SRMS in Delhi
and efforts made by DSFDC and NHFDC for rehabilitation of manual scavengers; the
actual socio-economic status of the identified manual scavengers both rehabilitated
under SRMS and otherwise; identified the problems and bottlenecks in the
implementation of SRMS scheme and suggest measures for further improvement.

Pre & Post campaign KABP survey on HIV in Delhi, Government of NCT of Delhi:
MASM, under the leadership of Dr. Shanker Adawal and with the support of Delhi
State AIDS Control Society conducted a survey in Delhi to access existing knowledge
of the population regarding STI/HIV/AIDS; knowledge of routes of transmission and
its prevention; opinion on and response to those infected with HIV; sexual practices in
relation to STI/HIV/AIDS; and knowledge of HIV/AIDS services.

Baseline Study for the Radio Programme for Migrants in Delhi, Government of
NCT of Delhi:
MASM, under the leadership of Dr. Shanker Adawal and with the support of Delhi
State AIDS Control Society conducted a quantitative study of the target population of
the radio programmes to understand the media habits of the target audience (migrants)
in Delhi. The study measured the knowledge of the target audience about the routes of
transmission and prevention of AIDS; measured the knowledge of the target
audiences about the services available (ICTC, PPTCT & ART, etc.); and measured
the media habits of the target audience.
Project / Work in Connection with the Inmates of the Jail belonging to Notified
Minority Communities in Delhi, Delhi Minorities Commission, Government of NCT
of Delhi:
This project was undertaken to assess the status and living conditions of Notified
Minority Community prisoners to understand what were their vital statistics, their
sufferings, and the possible remedial measures. The project was awarded to the
organization by Delhi State Minorities’ Commission. It is observed that despite of the
legal sanction, the rights of the prisoners are violated more often than not. Many of
the prisons in the country are overcrowded and always criticized for lack of even
basic facilities. Minority communities constituting a bigger chunk of the total prison
population are also a neglected lot. They are not getting the advantages of the law
even though they are eligible for many. It is precisely because it is assumed that they
suffer from the process of assimilation. The study attempted to explore the prevailing
conditions of the notified minority community prisoners so as to facilitate the
government to get an insight into the realities and thereby helping them to initiate
adequate measures for improving the living conditions especially of the persons who
represent notified minority community.

As A Philanthropist
It is not just the responsibility of the leaders in a democratic society to uphold democratic
values and equal rights. As fellow humans, we must do all we can to help the needy. Dr.
Shanker Adawal's mind was firmly fixed on this issue and one fine day, in 1997, he was
confronted with a situation where a group of people had been displaced from their property
but were unaware of their rights. Till then, he had never been in a situation which had
displayed such stark disparity between the haves and the have-nots. This brought into
existence Manvadhikar Samajik Manch (MASM), a non-profit organization dedicated to
assisting the underprivileged in society.
The inception of Manvadhikar Samajik Manch (MASM) laid the foundation of an
organisation which was dedicated to support underprivileged people in receiving essential
services like as legal aid, conducting medical camps, imparting vocational training,
rehabilitation and relocation of destitutes and rural entrepreneurial programmes. People have
access to information on disease prevention at MASM, with a separate cell dedicated to
women's health concerns.
Dr. Shanker Adwal is an independent philanthropist and does not promote or oppose any
government, political ideology, economic interest or religion. He also does not support or
oppose the views of the victims whose rights he seeks to protect. He is primarily concerned
with the impartial protection of human rights to empower the public, promote, reinforce, and
safeguard human rights and good governance in India, and to bring about change in human
rights observance at the local, national, and worldwide levels. The idea is to establish a Just
and Equitable Society.
As a philanthropist, his broad objective is to promote the cause of national and global
integration by strengthening the efforts for recognse and protect human rights. he also aims to
create legal and human rights awareness and empowerment among the general public through
the provision of legal and civic education, provision of legal aid, conducting research and
follow- up studies on human rights violations.
Dr. Adawal participates in a variety of activities related to human and legal rights. Those
include lending a helping hand to those in need in the sphere of rights, particularly those who
are affected by human rights violations or denials, or who have remained outside of the legal
system due to their vulnerable condition. As a step in this direction he launched in Match
2004 a monthly magazine ‘Human Touch’ , an organ of MASM and since its inception,
MASM has taken up number of cases pertaining to violation of rights in different fora like
National Human Right Commission, State Human Rights Commissions, National
Commission for Women, State Women Commissions, National Minorities Commission,
State Minorities Commissions, State Legal Services Authorities, Crime Against Women Cell
etc.
As An Activist
If anyone asks Dr. Adawal about his amazing ability to squeeze time for benevolence from
his already cluttered 24 hours, he just gives a disarming smile. For him, generosity is not an
acquired virtue; it is a way of life. This was a lesson which he learnt quite early in his life
from his parents whom he often saw lending a helping hand to those who needed it the most.
He says; “you need to count your blessings and give back to the society.” For that urge to
speak for the downtrodden and the exploited, he always stands for truth to make this world a
better place.
In the past 25 years, Dr. Shanker has lived his motto of ‘impartial protection and promotion
of human rights in all its form’ and each day he strives to fulfil its vision of ‘the creation of a
just and equitable society’. MASM has action-oriented and research-oriented goals; one
stressing on medical and legal camps, spotting the incidents of human rights violation,
networking with like-minded organizations, while the other focuses on seminars, surveys and
research on various subjects.
Had MAMS not been there, Sashi Bansal would have been added to the statistic of dowry
deaths. In the dusty Godhla village in Jharkhand, nobody spared a thought about this 23-
year-old who was dumped by her husband for not providing a motorcycle. Sashi begged and
pleaded, but her tears trickled in vain. It was then that MASM intervened under the able
leadership of Dr. Shanker, providing Sashi and her in-laws with the much-needed
counselling. Eventually, Sashi’s story had a happy ending. When that smile finally flickered
on the Sashi’s distraught face, Shanker did not count it as another milestone. He added peace
to his soul. That is his reason for existence.
She is not the only victim. There have been many such cases. Another such case was that of
Rinku Bindra who was caught in a web of deceit and treachery by her family who wanted to
snatch away not only her property but also her dignity. The case was tricky, but the case was
pleaded with the National Human Rights Commission and National Commission for Women
and the guilty were brought to book.

As An Astrologer
Dr. Shanker’s personality is a confluence of profession and passion. That is not Shanker’s
alibi to while away lazy hours, it is his preferred passion - a passion that fell his way in
childhood, a zeal that he picked from his father. As a child, Shanker often saw his father, a
bureaucrat-astrologer, scrambling with dates and numbers on a horoscope; he often sat at his
father's feet as he flipped through books to unravel the mysteries of human lives and
existence. While boys of his age were fiddling with cars and machines, Shanker sat hours to
partake in intellectual debates about the futility and paradoxes of life that his father had with
his friends and fellow astrologers.
The esoteric learning fascinated Shanker so much that he studied astrology to become a
Jyotishacharya. As word spread, Shanker’s weekends started getting crowded as friends
sought solace and answers and strangers knocked on his doors for ways to mollify an irate
planet. The more he delved deep into it, the more astrology intrigued him. He perused his
personal library of 3,000 books, trying to cull wisdom from ancient scriptures and musings of
sages, and the more he studied, the more he felt the need to share his knowledge with others -
a need that has resulted in 16 path-breaking books on astrology.
The common questions everyone ask are: what is destiny? Are human beings dictated by
destiny? Is everything preordained? Are we mere puppets playing our roles in this world
without any control over our lives? Do horoscopes hold the secret to our future? Can
astrologers unfold lives and reveal what waits at the next bend? Dr. Shanker rebuffs common
perceptions and he refuses to attribute everything to destiny. He affirms that not everything is
predestined. Our lives, to a great extent, are shaped by our choices and our character.
Do astrologers know all about future? No, not everything. For Dr. Shanker, astrology is not
an absolute science, it is a predictive science. It is based on assumptions, on the average of
the larger numbers. Ask him about the absurdity of human predicaments and he would tell
you about the physics of the metaphysical, about the journey of the primal energy, about the
impact of colours on our lives. Nothing is absurd, nothing is random, it is our karma.
Shanker promises no miracles with astrology. For him, astrology is an alternative or
supportive therapy, a handy tool to mitigate problems and help people become better within
their contexts. He says, “we are not here on earth to change our destiny, but to fulfil it.” For
Shanker, astrology is more than a passion; it is a responsibility. A responsibility that he fulfils
ardently. He does it every day.

Dr. Shanker’s Contribution to Society


For Dr. Shanker, the secret to living is giving. He says, “when you serve something greater
than yourself, whether it be your family, your community or this world at large, you discover
a deeper purpose and create more meaning in your life.” Dr. Shanker is making a positive
impact on the society by supporting causes that matter to him personally. For years, he has
given to others in many ways, and has learned that the key to fulfilment lies in giving. Some
of the major contributions of Dr. Shanker are:
Gender Resource Centre: Under the able leadership of Dr Adawal, Manavadhikar Samajik
Manch ran a Samajik Suvidha Kendra (SSK) / Gender Resource Centre (GRC) in the Jwala
Puri, West Delhi District under the aegis of Delhi Government’s Mission Convergence
programme during the period 2010 to 2015. The major aim of the project was to reduce
poverty by promoting access of women to their economic, social and cultural rights and
making them agents of change. This project was supported by a strategic funding from the
Dutch Government. It catered to women and children from approximately 20,000 urban poor
households in Delhi.
The identified areas were around Udyog Nagar, Mangol Puri Industrial Phase-1, J.J. Colony
3,4,5 (Nangloi), Miyanwali Nagar, Bheem Nagar Camp 1,2,3 (Nangloi), all blocks of Jwala
Puri, Jwala Puri Camps, Guru Hari Kishan Nagar (Paschim Vihar), Bhera Enclave, Peera
Garhi, Nangloi Saiyed, Ambika Vihar, Paschim Vihar GH-13 and J.J. Cluster Near Surajmal
Stadium. These congested clusters are of poor and predominantly Muslim households. The
extensive slum areas comprise temporary shacks housing hundreds of households. Many poor
families also live in one room tenements in unauthorized constructions. When MASM started
operations, there was minimal empowerment of women happening in this area. In order to
develop an in-depth understanding of the problems in this area, MASM completed an
exhaustive survey of over 20,000 households. This survey helped to identify the gaps in the
developmental work that had taken place in this area over the years. While a few
organizations were imparting skills in tailoring, toy making etc., these activities were not
strategic, and did not appear to have any spin-off effects in terms of empowerment.
Dr. Adawal believes that empowerment can be achieved by making efforts to transcend the
welfare mode of charity and doles, and embracing the mode of social enterprise and
entitlements; the GRC has undertaken nine key activities namely: Vocational Training, Non-
Formal Education, Health, Legal, Self-Help Group, Aawaz Uthao (Gender Equality), Samajik
Suvidha Kendra, Health and Nutrition.
Health Programmes and Campaigns: Dr. Shanker Adawal is dedicated his free time to
work to sensitize women towards their health needs and promote health seeking behavior in
them. ““Dr Adawal perceives women in the target areas neglect their health and therefore
there is an urgent need to create awareness on primary health care and link them with
government services. In this endeavour, the organisation provides support to the community
through weekly health clinics, monthly health camps, counselling for adolescents, IEC
Campaigns including Nukkad Natak and distribution of medicines.
Then, Manavadhikar Samajik Manch also arranges the visit of a gynaecologist every week a
to the resource centre. The doctor addresses the issue of reproductive and maternal health,
adolescents concern of women of different ages. Medicines are distributed free of cost and
proper records of the same are maintained.
The organization also conducts monthly camps. The camps are organized at different
locations in the selected catchment areas. The camps conducted by MASM generally have
three consultants, i.e., a gynaecologist, a paediatrician and a general physician. The health
camps provide free general check-up to the community with a special focus on the girl child
and reproductive health to promote maternal health. These camps have helped address several
neglected diseases like tuberculosis and cataract by taking the help of the various
organizations like DHS, AIIMS, IDA, Rotary International and DOTs etc. Serious cases
identified in such camps are helped to get specialized medical care through referrals given by
these doctors. These camps have helped create awareness about Dr. Shanker and MASM’s
commitment to serve the community at large.
Awareness Programme Camps on Health and Hygiene: Under the guidance of Dr.
Shanker, Manavadhikar Samajik Manch periodically organizes awareness programs on
various issues of health and hygiene across the country. Information about the conduct of
health awareness sessions and camps is widely canvassed in advance. These sessions and
camps were organized in coordination with the community keeping their time and other
constraints in mind. Through these activities, it is ensured that such programs reach
maximum number of people specially the project affected persons. Main focus of these
camps are Covid-19, TB, dengue, drinking water, sanitation, hygiene, nutrition, child
immunisation and first aid etc. There has been regular involvement of District Health and
Education Departments in these programmes. MASM also collaborates with local NGOs to
conduct the health awareness programme in the project affected areas.
Different type of banners, posters, leaflets are used to create awareness besides distributing
condoms and raising awareness about HIV/AIDS. There are also interactive talks followed by
question-and-answer sessions including face-to-face consultation for assessment and
Counselling. Group sessions for health awareness are also conducted. The health awareness
camps served the purpose of empowering the people, especially women and children with
regard to their health and problems confronted by them. Moreover, talks on maintaining a
healthy lifestyle and eating right kind of locally available food were organized successfully.
Periodic Blood Donation Camps: Dr. Shanker Adawal has been leading MASM’s Blood
Donation Camps since 2005. These campaigns are done as part of its drive towards AIDS
free society and donating blood to Rotary International. Teams of medical and paramedical
experts are associated with Manavadhikar Samajik Manch from Indian Red Cross Society for
turing those drives into great success stories.
HIV/AIDS Awareness Camps: In India, the prevalence of HIV/AIDS varies between and
within states, ranging from areas with high prevalence to areas that are experiencing low
prevalence but high vulnerability. As in other parts of the world, HIV tends to move along the
highways. Men and women working along the road sides, with trucking companies, road
construction companies and a variety of service industries, tend to be at higher and increased
risk for HIV infection.
In the fight against HIV AIDS, these groups are important to focus and work on them
because they are likely to experience higher rates of HIV infection and further risk of passing
it on. For example, transport sector workers might bring HIV infection home to their wives
and other sexual partners. In Bihar, a large number of new infections are now occurring
among women in remote villages whose spouses proceed to urban centres to earn wages
mostly construction workers.
The awareness camps are aimed at making everyone aware about HIV/AIDS, its causes and
ways of prevention as in how to prevent it. Several HIV/AIDS awareness campaigns in high-
risk areas and programme were conducted at all locations. Different methods are employed to
create awareness on the subject such as holding small group meetings, community meeting
and different government departments and stakeholders also support these initiatives. These
initiatives have motivated community members and other adults and women from the villages
to contact the concerned persons in hospitals for HIV testing.
Manavadhikar Samajik Manch also conducts HIV/AIDs awareness camps for the Delhi State
AIDS Control Society (DSACS). The main objective of the DSACS society is to make efforts
to create awareness about HIV/AIDS and prevent/control HIV transmission by strengthening
state’s capacity to respond to long-term challenge posed by the epidemic. In order to create
state-wide awareness about HIV/AIDS in Delhi, the Delhi State AIDS Control Society
organizes awareness campaigns in
J.J. Clusters and Manavadhikar Samajik Manch is an implementing partner of DSACS. In
order to create an impact among the vulnerable sections of the society, vigorous and effective
counselling through pictorial/display material, printed leaflets, audio/visual aids was
conducted.
Non-Formal, Adult and Remedial Education: Dr. Adawal believes that good quality
education in High Schools can be a firm foundation for the bright future of children. With
this in mind, his organisation aimed at taking computer literacy to the students studying in
high schools of the remotest villages in the country. The programme was planned to reach out
to about one lac children on an annual basis. The objective of non-formal education is to
increase the level of literacy in the community, prevent drop outs and attract mainstream
children to government schools.
The organization targeted people (both male and female) over 15 years who have never
attended schools or are drop outs of schools. Remedial education is also provided to school
going children to prevent further drop outs. Class-room teaching is being provided at the
centre run by MASM. Relevant linkages are worked out with local government schools in the
area where children will be encouraged to take board examination either through schools or
NIOS.
Nutrition Camps: MASM under the guidance of Dr. Shanker organises camps to promote
awareness on nutritional requirements. The doctors of the health centre are providing
feedback on the health status of the community and the key nutrient deficiencies. Keeping in
mind the immediate needs of the community and with a primary focus on the health of girl
child special cooking classes with low-cost nutritious recipes are engaged by a professionally
qualified nutritionist/ dietician.
Initially it was a challenge to convince people to attend these workshops as people saw this as
just a cooking class. However, with consistent efforts to create awareness about the value of
nutritious food through the other operations of the MASM, participation in these camps has
increased significantly.
Skill Development: Manavadhikar Samajik Manch is engaged in imparting vocational
training programmes to the underprivileged women. Dr Adawal’s vision and approach is to
go beyond skill building and the vocational training must translate into economic
empowerment. The strategy being employed is to train and empower women with business
management skills and make them employable. Over 12,800 women and girls have benefited
from these training programmes.
The organisation also helps the women in developing market linkages and placements. The
guiding approach is to be innovative, catalytic and sustainable. The long-term vision of this
project is to make a conscious effort to break the siege of gender biased activities. However,
all efforts are
Gradually, with constant community feedback the initiatives became sustainable. The choice
of vocational training was completely based on the demand from the community. The
maximum duration of each course is six months where both class-room and exposure classes
are arranged.
Counselling and Legal Awareness: A considerable population of our country lives in areas
where crime rate is high and these poor residents do not have access to any kind of legal aid.
The women especially continue to suffer domestic violence in silence due to their highly
conservative communities.
Under the leadership of Dr. Adawal, Manavadhikar Samajik Manch periodically organises
legal clinics in such areas to create general awareness on legal as well as human rights. The
organisation continuously works to enhance the understanding of the general public on legal
issues. The issues covered in these sessions are the Domestic Violence Act 2005, Right to
Information Act, Women Helpline, Human Rights, Juvenile Justice, Divorce under Muslim
Law and the Police Control Room. The prime objectives of the camps are to provide
diagnostic support, counselling and dispute redressal services.
Campaign for Self-Protection of Adolescent Girls: Under the stewardship of Dr. Adawal,
the organisation undertakes campaign for enhancement of safety of women and to provide
support to the women in distress including situations of sexual harassment, assault or rape.
The campaign not only stresses upon providing assistance to the victims but also work on the
preventive measures for the crime of such nature.
For implementing the project in NCT of Delhi, the organisation worked in co-ordination with
DTC, MCD, NDMC and Delhi Police. Awaz Uthao Campaign was sanctioned by
Department of Women & Child Development, Government of NCT of Delhi in December,
2011. Under the programme, the organisation conducted community meetings and awareness
campaigns in addition to facilitating the process of safety audit and forming Stakeholder
Committees.
Creating Awareness on Human Rights: Human rights are essential for everyone's physical
and emotional well-being. Manavadhikar Samajik Manch, realising the importance of these
rights, has been running a statewide Human Rights Awareness Campaign since 2004.
Anti-Child Labour (Child Rights) Campaign: Manavadhikar Samajik Manch, as a
resource agency have been participating in a number of the camps related to the issues of
Child Labour. These camps are organised by Delhi Competitive and Vocational Society
(DCVS). General discussions take place in such camps on the awareness on child labour.
Manavadhikar Samajik Manch was invited by Delhi State Legal Services Authority as a
resource agency.
Debate Competitions: Manavadhikar Samajik Manch organises public debates on burning
social issues such as ‘Social Harmony and Exploitation of Women’, ‘Exploitation of Women
and Human Rights’, ‘Is Punishing Children in School a Violation of Human Rights?’ etc.
Students, women and other concerned individuals of the area participate in such
competitions. Prizes are also distributed among deserving debaters.
Creating Awareness on Human Trafficking: Trafficking in persons (TIP) or Human
Trafficking for labour and/or sexual exploitation is a widespread and a serious problem in
India. Trafficking is prevalent in destination states because of high inflows of migrants, high
demand for sex workers, generic gender/caste issues, lack of community responsibilities for
social security and welfare and the absence of a strong legal frame work. For transit areas, the
main reasons cited are infrastructure and natural location between sources and destination
states. The groups worst plagued by trafficking in persons in India are commercial sex
workers, bonded labour in different industrial and agricultural pockets, domestic workers,
entertainers and beggars etc.
In view of these problems, Dr Shanker spearheaded human trafficking awareness campaigns
in many construction camps and market places across the country. Few of the states where
such campaigns are conducted include are West Bengal, Uttar Pradesh and Bihar.
Solid Waste Management Campaigns: Under the mentorship of Dr Shanker, Manavadhikar
Samajik Manch conducts solid waste management campaigns since 2005 in Delhi. The
organisation initiated the implementation work in a resettlement colony because it was found
that since beginning these colonies suffer from various infrastructure inadequacies like water
supply, sewerage, drainage, garbage disposal, electricity, schools, hospitals and roads etc. A
survey conducted by the Council for Social Development indicated that the system of solid
waste disposal is extremely unsatisfactory and hardly 30% of the waste is collected for
disposal.
The location of MASM’s project is Madanpur Khadar village, located in the Southeast Delhi,
near the border of Haryana. The residents of the village are mainly the migrant population.
Organising Road Safety Campaigns: Dr. Adawal believes that everyone needs to be aware
of the road traffic rules, especially children and young people who are at significant road
accident risk. According to the statistics (World Health Organization, 2008), it is found that
most of the hospitalisation cases and leading cause of death are because of the road trauma.
He perceives that everyone should learn the road traffic and safety rules at a very early age to
perform safer behaviour in later life.
The road safety programmes conducted by Manavadhikar Samajik Manch focusses on
general road safety issues for the general public. The issues, which were taken up for
spreading awareness, were:
• The need for wearing helmet for both the driver and the pillion rider
• Not using mobile phones while driving
• Not jumping Zebra Lines at signals or stopping vehicles on Zebra lines
• Signal jumping or avoiding signal jumping
• Overloading of school auto rickshaws or avoiding sitting in an overloaded auto
rickshaw
• Not mixing drinking and driving; and of seat belts
Dr. Adawal ensures that MASM conducts regular Road Safety Awareness Programme
through IEC materials, signboards, interactive discussions and rallies across the country.
Keen interest was taken by the general public. In fact, many volunteered to speak to road
users about their experiences, good or bad implying on the need to improve safety on roads.
There was also an overwhelming support from the transport authorities for organizing the
camps.

Resettlement and Rehabilitation Projects in Infrastructure Sector to Give Justice to


Affected Persons: Dr. Adawal plays a pivotal role in execution of resettlement and
rehabilitation projects taken up by Manavadhikar Samajik Manch. The basic objective of
Resettlement Action Plan (RAP) implementation has been to address the issues of the entire
affected population. Special importance has been given to socially and economically
vulnerable group of projects affected persons such as Women Headed Households, the
Scheduled Castes, Scheduled Tribes and the economically vulnerable group of people living
below the poverty line. All out efforts have been made to ensure the payment of
compensation and assistance to the PAP (Project Affected Persons) for their acquired
/affected land & assets so that the amount can replace their earlier assets based on market rate
with a prime motive to restore & improve their livelihood. During the execution of the
projects, the PAPs are consistently consulted for their resettlement & rehabilitation. PAPs
participation in the rehabilitation & socio-economic development is ensured at each & every
