Annexure-A
1.0.0 General Terms & Conditions

1.1.0 General instruction: - Do not leave any space blank or incomplete, write NA/NIL/Free wherever applicable. Each
page of the offer (enclosures) has to be acknowledged by the bidder with their acceptance (signature & company
stamp). In case of offer, which are not found in line with our guidelines and Terms & Conditions, may subject to
rejection.

1.2.0 Submission of offer: - Bidder shall submit their sealed offer in a single bid/envelope, superscripting the envelope
with tender No., date & due date along with following enclosures-
1.2.1 Covering letter with reference no. & date
1.2.2 Acknowledgment of Scope of ‘Work and Technical Specification’ and ‘General Terms & Conditions’.
1.2.3 Schedule of deviations sheet [deviation /additional item/service as identified by vendor during his site visit]
1.2.4 Duly filled & signed Price schedule

1.3.0 Acceptance of offer: -Balmer Lawrie & Co. Ltd. reserve the right to reject/accept all or any offer(s) without
assigning any reason whatsoever.

1.4.0 Selection & placement of offer: Selection & placement of offer: A tenderer must have to quote for all the
items/heads under supply and service portion provided for this tender. Purchase/work order will be placed on a
single technically & commercially qualified vendor, whose total price of entire job (supply + service) stands
lowest.

1.5.0 Jurisdiction: - All disputes are subject to Silvassa jurisdiction.

1.6.0 Delivery/completion schedule: -The expected completion period of entire job should be 15 days from the date
issue of Purchase Order (PO) or LOI whichever is earlier. However, the short/early completion period quoted by
bidder for the job(s) may be preferred. The job shall be carried out at our works at Survey No. 201/1, Sayli-
Rakholi Road, Sayli, Silvassa – 396230 (A UT of D&NH).
1.7.0 Liquidated damages: -Vendor shall be liable to pay liquidated damages for the following:

1.7.1 Failure to complete erection, commissioning and handing over of job to BL within the scheduled period. In such
case, vendor shall be liable to pay liquidated damages @ 0.5% of job contract value per week or part thereof
subject to a maximum of 5.0%.

1.7.2 Any damage caused to the property and/or machinery (including its any part) of BL, directly and/or indirectly
incidental to and connected with the execution of the work-In such case the loss shall be assessed by BL and
vendor shall be liable to indemnify the value of such damaged property and/or machinery.

1.8.0 Price schedule: - The price shall be quoted as per specified format given under the head price schedule as
annexure-C.. The price must be quoted considering all the items/head as per technical data sheet, items/head
mentioned by the vendor in their Schedule of deviations sheet & scope of work to complete the job in all respect.

1.9.0 Payment terms: - 90 % of PO value within 30 days after completion of the job and Balance 10 % shall be kept as
retention money & will be released after completion of guarantee period without any interest or against submission
of performance bank guarantee.

1.10.0 Guarantee Period: -24 (Twenty four) months from the date of successful completion of job.

1.11.0 Validity of offer: - The offers shall remain valid for a period of 60 days from the date of the offer.

1.12.0 Working days & hours: - All work required to be carried at BL’s site, shall be done only during working days
between 8:30 am. To 5:00 pm.

1.13.0 Factory Rule: -Your engineers/ workmen have to abide by the BL factory rules and regulations. Only adult and
skilled workmen shall be allowed to work in BL premises.

Annexure-B

2.0.0 SCOPE OF WORK AND TECHNICAL SPECIFICATION

DETAILS OF THE WORK

(1)The brief scope of work shall be carrying out necessary excavation, Providing and fixing of earth electrode
with GI pipe and funnel, providing and filling of charcoal and salt, construction of earth pit chambers, Providing
earth pit cover ,Painting of earth pit and earth pit covers, measurement of earth pit resistance and connecting
the earth electrode with existing earthing strip .
(2)The details of installations along with the quantity of new earth pits to be installed is given in Annexure – C

EXCAVATION OF EARTH PITS:


(1)The job includes excavation of hard / soft soil of 3 meters (Depth) x1 meter (Length) x1 meter
(Width).Excavation shall be carried out by means of digging the soil where ever is practicable or by means of
auguring the soil. After excavation broken lumps and stones are to be removed from the earth pit.
(2)The necessary tools and tackles, material and labour required for carry out digging and auguring of earth
pits is in the scope of the vendor.

PROVIDING AND FIXING OF EARTH ELECTRODE:


(1) The job includes providing of 100 mm diameter (NB) class B GI pipe of 3 meters length.13 mm diameter
holes are to be drilled on the earth electrode at 150 mm intervals for a length of 2.5 meters from bottom portion
of the GI electrode for watering purpose. Bottom portion of the GI earth electrode is to be made sharp for easy
penetration into the soil.
(2) GI earthing strip of 300 mm (Length) x 10 mm (Thickness) x75 mm (Width) bent to the shape of the pipe
and welded at 75 mm from top portion of GI earth electrode. Tapped holes of 12 mm diameter shall be
provided on the GI earthing plate for connecting earthing strips to the earth electrode.
(3) Funnel with a mesh shall be provided on the top portion of the earth electrode for watering purpose.
(4) GI earthing plate welded to the earth electrode at the top shall have hot dip galvanized coating of not less
than 10 microns thickness.
(5) The necessary tools and tackles, material and labor required for carry out welding of GI earth plate, drilling
of holes on earth electrode and GI earth plate etc is in the scope of vendor.

PROVIDING AND FILLING OF CHARCOAL AND SALT:


(1) The job includes filling up of the earth pit with high conductivity soil and alternate layers of charcoal or coke
dust and common salt after placing the earth electrode in the excavated earth pit. Charcoal, common salt and
high conductivity soil are watered and rammed as tight as possible for shall be carried out proper bonding of
the electrode with the adjacent soil.
(2) The necessary tools and tackles, material and labour required for carry out filling of Charcoal, common salt
and high conductivity soil, watering and ramming etc is in the scope of the Vendor
.
CONSTRUCTION OF EARTH PIT CHAMBER:
(1) The job includes providing earth pit chambers, Depth of the earth pit chamber should be 400 mm from the
ground level.
(2) The necessary tools and tackles, material and labour required for carrying out construction of earth pit
chambers is in the scope of the vendor.

PROVIDING EARTH PIT COVERS:


(1) The job includes providing not less than 8 mm thick cast iron plate on the top portion of the earth pit
chamber with suitable handle for lifting arrangement. A base frame of suitable dimensions shall be fixed to the
top portion of the earth pit chamber to accommodate earth pit cover.
(2) The job includes painting of earth pit and earth pit cover .The earth pit is also to be provided with earth pit
display board having identification number as per existing practice. Inside portion of the pit shall be cleaned
properly.
(3) The necessary tools and tackles, material and labour required for the above job in the scope of the vendor.
No additional payment will be made for the same.

IDENTIFICATION OF EARTH PITS:


(1) Earth pit Display boards to a iron rod duly painted consisting of earth pit number, individual pit resistance,
due date for measurement and name of location on the display board shall be provided by the BL.

MEASUREMENT OF EARTHPIT RESISTANCE:


(1) The job includes measurement of resistance of the new earth pits .
(2) The values are tabulated and submitted to concerned BL Engineer. If the earth pit resistances are not within
the limits regeneration with charcoal and salt shall be carried out.
(3) The necessary tools and tackles, material and labour required for measurement of earth resistance and
regeneration with charcoal and salt is in the scope of the vendor. No additional payment will be made for the
same. Contractor shall submit consolidate report of measurement of earth resistance of newly installed earth
pits .

SUPPLY & LAYING OF EARTH STRIP:


(1) Supply & connecting earth strip with existing earth strip Laying of 50x6 mm GI earth strip.
(2) All hardware, including spring washers used for this purpose shall be hot dip galvanized as per IS: 802.
(3) Joints and tapings in the main earth loop shall be made in such a way that reliable and good electrical
connections are permanently ensured.
(4) All hardware, parts like Brass/SS bolts & nuts, washers etc.which to be used for the above jobs, is also in
the scope of the vendor.

OTHER TERMS AND CONDITIONS:


(1) The necessary tools tackles, labour etc required for carrying out this job shall be borne by the vender at his
cost & risk .No additional payment will be made for the same.
(2) The vender is responsible for any damage caused while carrying out earth pit jobs.
(3) Vendor shall provide Personal Protective Equipment(s) and insulated tools to his personnel for carrying out
installation of new earth pits.
