What are the existing national laws related to health trends, issues, and
concerns?

Responsible Parenthood and Reproductive Health Act of 2012 (RA 10354)

You must have heard countless times that the family the basic structure of the society,
Healthy families make for a healthy country. Our
country is considered to be the 39th most densely
populated country, with a density of over 335 per
square kilometer (2010 est, by CIA World Facebook).
In the 2015 census our country's population is at
100,981437, the growth rate of which is at 1.72%
(2010-2015), Though the issue on the relationship
between population and poverty is highly debatable,
many studies show a connection between these two
Some studies strongly pointed out the link between
rapid population growth and poverty in research
comparing our country's economic growth and population growth rates with that of our
neighbors Thailand and Indonesia.
Based on the experience of other Asian countries. It has been recognized that a
government-funded family planning program is crucial in reducing incident of poverty
in a country.

What is The Responsible Parenthood and Reproductive Health Act of 2012


(Republic Act No. 10354)?

It is a law in the Philippines, which guarantees universal access to methods of


contraception, fertility control, sexual education, and
maternal care. It is also informally known as the
Reproductive Health Law or RH Law. What is
responsible parenthood?
Parenthood is generally considered as a natural
outcome of marriage. It is about raising children and
supporting their needs financially, morally,
educationally, teaching them values and giving them
love and care,
Parenthood is one of the most important duties in our society. Children benefit from
having married parents who respect each other. There are children who do not live
with their parents perhaps because of separation or death of a parent. The parents
they are living with may have good parenting skills. There are children living with either
loving or abusive parents These situations change the family structure. It is ideal for
children to live with two loving, married parents. Parenthood means centering on
someone else's needs besides one's own. The best reason to have a child is the desire
to love and guide a child. Children need guidance in growing up, in developing oneself,
and in being a responsible individual.

Other reasons focus more on the parent's needs than the child's Some people want a
child who looks like them. Some want children to carry their family name or inherit their
family business, money property Some compensate on having a child to save their
marriage, make up for an unhappy childhood, or feel more secure as a woman or a
man There are those who feel a need to conform to their peers or what others expect
of them to please their parents or guardians, to do what their friends are doing, or to
avoid from being criticized for being childless Couples should consider the three is
before becoming parents: the Reason for wanting a child, the Resources needed to
raise a child, and the Responsibilities one has as a parent.

What are the responsibilities of parents?


Set aside a quantity of time as well as a quality

What is reproductive health?


It refers to the state of complete physical, mental, and social well-being and not merely
the absence of disease relating to the reproductive system and to its functions and
processes. This implies that people are able to have a responsible, safe, and
consensual sex life. This further implies that women and men attain equal relationships
in matters related to sexual relations and reproduction

What is family planning?


It is a program that provides information and a means for couples and individuals to
have the desired number of children that they can responsibly raise. Family planning
is deciding the number of children a married couple would want. Couples decide when
to have the next baby and use responsible means to achieve their desired number of
children. It can also be a decision to seek help for childless couples to have children.
The program also provides access to safe, effective, affordable, non-abortifacient
modern natural, and artificial methods of pregnancy planning

Tobacco Regulation Act of 2003

You must have heard about the complaints of non-cigarette smokers on how they are
affected by people who smoke in public. You have surely heard also the discussion
on the dangers of cigarette smoking
Is there a policy in your community or barangay prohibiting or regarding cigarette
smoking?
What could be the reasons behind this policy or regulation?

What is the purpose of the Tobacco Regulation Act of 2003?

The purpose of RA 9211 is generally to promote a healthful environment. It informs


the public of the health risks associated with cigarette smoking and tobacco use as
well as regulate and subsequently ban all tobacco advertisements and sponsorships.
More importantly the new law protects the youth from being initiated to cigarette
smoking and tobacco use by prohibiting the sale of the products to minors.

What are these public places where smoking is prohibited?

No Smoking Designated area

1. Centers of youth activities such schools, hostels, and


recreational facilities
2. Elevators and stairwells: places considered fire hazards
3 Public and private hospitals, clinics, health centers, nursing
homes, dispensaries, and laboratories
4 Public conveyances and facilities including airports, ship terminals,
train and bus stations, restaurants, and conference halls
5. Shopping malls, movie houses, hotels, restaurants, and food preparation areas

The new law mandates that starting 1 January 2004, all cigarettes sold in the
Philippines should bear in either English or Filipino, on rotating basis o separately and
simultaneously, the following government warnings:

1. Cigarette is Dangerous to Your Health


2. Cigarettes Are Addictive
3 Tobacco Smoke Can Harm Your Children
4 Smoking Kills
5. Other important matters

Designated smoking areas may be placed in public places but it must be in open
spaces or separate areas with proper ventilation, but it must not be located within the
same room of a non-smoking area,

Moreover, a visible "Smoking Area' sign must be posted and it must include a warning
about the health effects of direct or second hand exposure to tobacco smoke.
The law also provides minimum age requirements for the sale, purchase, and use of
tobacco by a minor (below 18 years old). In case of doubt as to the age of the buyer,
the retailer must verify by asking for an identification card with a photo and date of
birth

Selling tobacco is also prohibited within 100 meters away from a school public
playground, or other facilities frequented by minors.

Stores selling tobacco products must also post a notice that "Sale/Distribution to or
purchase by minors of tobacco products is unlawful or It is unlawful for tobacco
products to be sold/ distributed to or purchased by persons under 18 years of age: In
addition to the above health warnings, all packages of tobacco products must also
contain on one side panel the statement No Sale to Minors or "Not for Sale to Minors.
Violators of the law will be punished with a fine ranging from P500.00 to P400,000 and
imprisonment from 30 days to three years.

Dangerous Drugs Act of 2002 (RA 9165)

You have heard from your school officials and also from
your local and national government officials how illegal
drugs destroy many of our countrymen,

You must have seen on TV, various commercials


narrating how dangerous drugs destroy lives of people
and family relationships. You have also seen many
young celebrities convincing television viewers to say no
to drugs.

After the election of President Rodrigo Roa Duterte in 2016, there has been very strict
implementation on the law on dangerous drugs by government officials and police
officers. The reason for this is, according to the president to protect all Filipino, Filipino
families, and the future of the young generation of Filipinos

What is the Comprehensive Dangerous Drugs Act of 2002 (RA 9165)?


The Comprehensive Dangerous Drugs Act of 2002 is a policy imposed by the
government to deal with the state's problem with illegal drugs, particularly how it affects
the youth.

Many experts in the field of law said that this Dangerous Drugs Act is one that needs
to be taken seriously especially by young people. This is because teenagers still lack
the maturity and discernment on the importance following laws of the country,
This law has to be taken seriously because it does not allow play bargaining. This
means that once an offender is caught, he or she could make an arrangement with a
prosecutor. With this, the defendant of the accused could not plead guilty to a lesser
charge. He or she could not avoid a criminal trial. To make things worse, the probation
law is not allowed those who violate this national law on dangerous drugs or RA 9165,

What does this law cover?

The policy covers drug-related situations such as trafficking, possession, using, and
even the rehabilitation of previous drug users.
Some details of these drug-related situations are as follows

1. Introducing a dangerous drug into a person's body


by injection, inhalation, or any other method. The exception
is if it is done by a licensed practitioner (doctor, nurse, etc.)
for medication purposes
2 Passing a dangerous drug to another. It may be
done personally or using another person or means
3. Giving away or selling dangerous drugs.
4. Illegal trafficking, delivery administration,
dispensation manufacture, sale trading, transportation,
distribution, importation, export and possession of any dangerous drug, and/or
controlled precursor and essential chemical
5. Trading - Transactions involving the illegal trafficking of dangerous drugs
and/or controlled precursors and essential chemicals using electronic devices. This
includes e-mails, text messages, cellular phones, landlines, 2-way radios, the Internet,
instant messages and chat rooms, or acting as brokers in any way of such transaction
in violation of the Dangerous Drugs Act. It may be for money or any other consideration
usually by a group of two or more persons Joining together (drug syndicate) who
functions in any one of these:
a. Financier - Ary person who pays for, raises, supplies money for, or underwrites any
of the illegal activities under the Dangerous Drugs Act.

b. Protector/Coddler - Any person who knowingly and willfully consents to the


violations of the Dangerous Drugs Act and uses his/her power, influence, or position
to shield, harbor screen, or facilitate the escape of any person he/she knows suspects,
or has reason to believe has violated the Dangerous Drugs Act in order to prevent the
violator from being arrested, prosecuted, and/or convicted.

C. Pusher Any person who sells, trades, administers dispenses gives away on
whatever terms, distributes dispatches in transit transports dangerous drugs, or acts
as a broker in any transaction that violates the Dangerous Drugs Act

The penalty for any of the given situations ranges from 6 months for possession of
drug paraphernalia to life sentence or even death sentence for maintaining a drug den

This law also includes the following:

1. Fast destruction of dangerous drugs that are seized


2 Punishment for policemen and law enforcers who delay drug
cases
3. Mandatory drug test for drivers
4 Random drug tests for students and government and private
workers
5. Compulsory education on dangerous drugs in all school levels

Why should this law be obeyed?

1. This law protects the integrity of all Filipinos from the harmful effects of
dangerous drugs on their physical and mental well-being.
2. It pursues a serious and an intensive campaign against the trafficking and use
of dangerous drugs and other similar substances.
3. It makes sure that people with legitimate medical needs including the use of
dangerous drugs are not adversely affected by this program.
4. It provides effective mechanisms or measures to reintegrate into society
5. individuals who have fallen victims to drug abuse or dangerous drug
dependence through sustainable programs of treatment and rehabilitation
