TOPIC: PERMIT TO WORK SYSTEM
A permit to work is a document that controls the undertaking of a task involving sufficient hazards to
require a written record of hazard identification, control measure verification, authorization to start,
acceptance, return an Examples of circumstances were a Permit to Work System may beneficially be
operated are:
a. Work at height
b. Electrical Work
c. Trench Work
d. Hot Work
e. Confined Space
f. Demolition works
These tasks must not be started until the permit has been written, and received by the persons
undertaking the work.
The originator of a permit to work is generally the responsible manager, who must ensure all control
measures detailed in it are in place before issuing it. The hazards identified and consequent control
measures specific to the particular task will vary depending upon the task. All hazards must be
identified, clearly detailed on the permit, and suitable and sufficient control measures must be put in
place.
This is necessary because in case of any incident then the permit to work along with the method
statement and controls in place will be used to further justify to the insurer that the necessary
precautions were put in place and this will facilitate the easy access of any compensations.
The following points are common to all permits to work:
Before start of the work:
1. Check that all sections have been completed i.e. all hazards have been considered.
2. Check the date and times when the permit starts and expires. Note: Permits are issued to
individuals, therefore should only be valid for one shift. Circumstances can change while you are
away, so a new permit is necessary for the next shift.
3. Check the work location to ensure that no problems have been overlooked. Check that persons not
included on the permit are excluded from the area. (barriers, notices etc.)
4. When you are sure everything is in order, sign for acceptance of the permit and commence work.
During the work:
1. Ensuring that everybody involved observes all the conditions of the permit. Do not relax any of the
stipulated precautions.

2. Make sure any safety devices like padlock keys or fuse links are safely in your possession.
3. If things go wrong or the situation changes notify the authorized person at once. The permit may
need to be cancelled and a new one issued to cover the new situation.
4. If time runs out, stop work and notify the authorized persons at once. He can decide to issue a new
permit or to extend the time.
On Completion:
1. Return the permit to the authorized person and both of you sign it to show that the work is
complete and the responsibility is passed back to him.
Note: Always ensure that the list of emergency contacts has been provided for all the workers under
the permit to work.
Remember: Never give safety a day off!
Any time a worker is on your organization’s premises, hazards are a fact of life, so offer reminders that
help keep them mindful and careful.
