General

The Special Technical Requirements (STR) shall be read in conjunction with the Special
Conditions of Contract (SCC) and General Terms & Conditions of Contract (GTC), specifications
of work, drawing including its amendments and any other document forming part of the contract.

Bidder/Contractor shall adhere to all the instructions cover under the GTC, SCC & STR including
all design standards, as stipulated in the respective sections and should be in a position to submit
the required records as evidence for review of OWNER as and when required and shall carry out
changes based on owner review.

Notwithstanding the sub-division of the documents into separate sections and volumes wherever
done, each part shall be deemed to be supplementary of other part and shall be read with and as
part of the contract so far as it may be practicable to do so.

Where any portion of the GTC are repugnant to or at variance with any provisions of the Special
Conditions of Contract, then, unless different intentions appear, the provision of the special
conditions of contract shall be deemed to override the provisions of the GTC shall to the extent
of such repugnancy or variations prevail.

The materials, design and workmanship shall satisfy the applicable relevant Indian Standard (IS),
API, ASTM, OISD, IBR, BS, PESO & OSHA standards. In the event of any conflict between the
codes and the standards referred to elsewhere in the specification and the requirements of this
specification, more stringent of the two shall govern. In such a case, the CONTRACTOR /
VENDOR shall promptly refer the conflicts to Owner/PMC in writing to obtaining Owner's
instruction.

The bidder /contractor are advised to examine the work site, its surroundings and arrange for
itself on its own responsibility all information that may be necessary for preparing the bid and
entering into the contract. Claims of any kind, due to variation or ignorance of site conditions &
environment conditions, will not be eligible in any circumstances.

The scope of work outlined hereunder is only indicative and not exhaustive. All activities are
required to be completed by the vendor within their quoted rates whether the same has been
explicitly mentioned or not in the specification.

Carrying out of any enabling activity required for the EPCC-11 Job is Contractor’s scope of work.

1.0 Soil Investigation is to be carried out by LSTK contractor and its report to be submitted for
Owner/PMC review, Soil investigation carried out by Owner attached elsewhere with this
tender is preliminary and is only for reference and submission of quote. No claim shall be
accepted arising out of difference in Soil Investigation report submitted along with Tender and
post order Soil Investigation carried out by Contractor.

2.0 Degreasing of equipment’s etc. shall be in LSTK Contractor’s scope.

3.0 Tools and tackles along with any special requirement given by Vendor/ Supplier for execution,
pre-commissioning, commissioning shall be in LSTK EPC contractor scope and the same
shall be handed over to client with a consolidated list.

4.0 Mandatory spares list preparation, its approval from Owner/PMC, SAP entry, SAP codification,
preparation of templates for codifications, finding code in existing system, generation of new
SAP code etc. is LSTK EPC contractor’s scope of work, Contractor’s representative can be
allowed to work on HRRL’s SAP system for above work. Complete handing over of Mandatory
spares as per SAP requirement is also contractor’s scope of work. Contractor to complete
SAP codification and handing over to Mandatory spares to HRRL within three month after
Mechanical completion of the Project. SAP Specifications and SAP guideline shall be provided
to successful bidder.

5.0 All codification of materials, material requisition/ purchase requisition of materials, issuing of
materials, preparation of schedule of rates (SOR) for work contracts, shall be done in
computerized system. Material Reconciliation also through system as well as physical
verification.

6.0 Contractor to make their own arrangement for potable construction water for Civil/Structural
work. HRRL may supply Construction water near to battery limit on chargeable basis if excess
water is available with HRRL. Contractor to make their own arrangement for bringing
construction water up to work site.

7.0 List of Major Milestone for EPCC-11 is attached as ANNEXURE-I of this document. Contractor
to adhere to these milestone while preparation of the overall planning of EPCC-11.

8.0 CEO/ Director or Management representative of EPCC-11 Contractor having power to take
Financial and Technical decision must attend the monthly review and APEX level
management review meeting with Owner/ PMC. This is required for quick decision making
and expeditious project implementation.

9.0 HRRL COT Located at Mundra (Gujarat) is green field project, sufficient Construction space
shall be allocated within COT premises for construction as well for storage yard by Engineer
In-Charge. If Contractor requires more space for execution of LSTK PACKAGE-05
construction activities within the project premises of Rajasthan Refinery Project site,
contractor to arrange additional area outside the Project complex beyond the area as allotted
to EPCC-11 contractor. LSTK Contractor has to make their offices and warehouse in the form
of porta-cabin/ prefabricated temporary office inside the project complex by their own cost.

10.0 Batching plants, if, required shall be established by LSTK EPC contractor for the project and
transportation arrangement to be made by EPCC-11 Contractor as per requirement.

11.0 Contractor to arrange required grade M-Sand by using stone crushers for Project, as river
sand availability is uncertain for construction work. While using Stone crushers required safety
precaution like dust prevention and protection due to stone crushing, noise of crusher shall be
within applicable Govt. noise pollution norms.

12.0 Construction power shall be arranged by EPCC-11 Contractor through Diesel generator or
any other means for uninterrupted construction activities to meet Project Schedule
requirement. If surplus power available with HRRL, Power shall be supplied at the prescribed
norms on Chargeable basis near to battery limit. Contractor to make their own arrangement
for distribution within Project construction site.

13.0 Safety induction programs will be conducted by EPCC contractor in presence of Owner/PMC
safety representative before issuing gate passes to new workers. Construction worker shall
enter premises after due verification procedures as per HRRL & Local security norms issued
by authorities.

14.0 Contractor to provide chemical mobile toilets for workers inside the Project complex for gents
and ladies separately. Regular cleaning of toilets and maintaining hygienic conditions to be
ensured by LSTK EPC contractor.

15.0 Water sprinkling (Dust suppression) on project site & on roads, road cleaning & housekeeping
etc. to keep area clean & dust free during project execution is EPC contractor’s responsibility.
Contractor makes arrangement for above work. Daily morning and afternoon water sprinkling
to be done by EPCC-11 contractor on roads and given project & construction site. Failing to
do so Engineer In-charge shall issue suitable penal action and course correction shall be
taken through other agency at the risk and cost of EPC Contractor.

16.0 Constructability study, erection feasibility study shall be carried out by EPC Contractor and
report shall be submitted to PMC/Owner within 60 days from award of contract. A detailed
presentation on complete Scope of work for Crude storage tanks Constructability shall be
given to Owner/PMC within 90days of Award of LSTK EPC work.

17.0 Pre-fabricated and painted steel structure with Bolted connections for quick assembly shall be
executed by LSTK EPC contractor for faster execution of project.

18.0 Utilities required for Pre-commissioning purpose shall be arranged by LSTK EPC Contractor.

19.0 Use of Selenium based source for radiography to be implemented as per Instruction of
Engineer-in-charge of PMC/Owner so that radiography can be done with minimum
interference with other construction activities.

20.0 Use of Digital radiography and Phased Array ultrasonic testing (PAUT) shall be maximized by
LSTK EPC Contractor to the extent possible, which will provide Real time digital imaging and
helps faster interpretation. Where ever Digital radiography is not possible conventional
radiography to be used after Engineer In-Charge approval.
21.0 LSTK EPC contractor to arrange separate Inspection & Expediting team for Critical and all
other material follow up, also depute representative at vendor shop for day to day follow up
and weekly report shall be submitted to PMC/Owner.

22.0 Material IN-TRANSIT report shall be prepared and to be submitted fortnightly basis to
Owner/PMC against each PO.

23.0 OWNER/PMC shall participate in Inspection of critical equipment/items along with the Third
Party Inspection agency (TPIA). Contractor will give 06 weeks advance intimation for foreign
inspection and 04 weeks for Indigenous item inspection. Appointment of approved TPIA and
its necessary payment for inspection (as per inspection categorization plan & approved ITP)
is in the scope of LSTK EPC contractor.

24.0 Contractor shall develop HSE plan for their scope of contract, covering all phases viz. design/
engineering, procurement, construction / installation, testing and commissioning. Contractor
shall submit the developed HSE plan for Owner / PMC review / records within one month from
award of contract.

Contractor shall perform HAZOP and Other Safety Studies, Fire & Gas Detection and Alarm
System, PHSER, and Constructability Studies of related package under contractor’s scope.
Inputs for carrying out the above studies shall be provided by Owner/ PMC to Contractor in
form of Guidelines / Methodology, as applicable. Contractor shall invite Owner / PMC and
Package vendors, as applicable, during above HSE studies. Applicable Design and
Engineering deliverables shall be updated /revised / developed, based on outcome /
recommendations of above studies.

HAZOP Committee shall be chaired by recognized third party chairman who shall be
appointed by contractor after approval from Owner/ PMC. Contractor to submit bio-data of
above proposed chairman for approval.

At Construction sites, Job specification for Health, Safety & Environment (HSE) management
at Rajasthan Refinery project Sites (B224/B229-6-82-0001) shall be followed by Contractors
develop and implement the HSE Management System for Construction sites.
Contractor shall monitor HSE compliance / performance regularly and submit HSE compliance
/ performance report to Owner / PMC on monthly basis. Complete HSE dossier shall be
submitted to Owner/ PMC by Contractor during the final documentation.

25.0 Contractor shall develop and implement quality assurance and quality control system for
contract, in line with the attached Specification No. (Doc. no. B224-6-78-0001). Above system
shall cover all phases of project viz. design/ engineering, procurement, construction /
installation, testing and commissioning. Contractor shall submit the developed Quality system
for Owner/PMC review / records within one month from award of contract.

Contractor shall plan and carry out the Quality Management System (QMS) audits for the job
in line with the requirement of QMS Specification (doc. no. B224-6-78-0001). QMS audit
schedule shall be submitted to Owner / PMC, covering all phases of project (during KOM or
within one month from date of award). QMS audits shall be conducted by contractor at
following stages of project, as minimum:

1. At Overall Progress between 25%- 30%


2. At Overall Progress between 50%- 55%

3. At Overall Progress between 75%- 80%


Contractor shall give at least two weeks advance notification to Owner / PMC, prior to
conducting QMS audit. Owner / PMC may participate in above audits.
Contractor shall develop documents / data for their scope, in line with following specifications,
as applicable:
 “Specification for documentation requirements from contractors (doc. no. 6-78-0002)”
 “Specification for documentation requirement from suppliers (doc. no. 6-78-0003)”
Contractor shall carry out inspection activities for equipment / materials under their scope
work, in line with Inspection Methodology and Coordination procedure (B224-5-1842-0005).
Contractor shall be responsible for quality of construction works carried out by them / their
approved sub-contractors in accordance with the requirement given in (B224-00-101-1941-
0001).

Contractor shall monitor performance of Quality System regularly and submit Quality
performance report to Owner / PMC on monthly basis.

QA/QC report to be prepared on monthly basis for entire LSTK package on regular basis and
to be submitted to Owner/PMC for monitoring corrective action by concerned agencies.

26.0 EPC contractor shall carryout the work strictly as per scope defined in the bid elsewhere for
piping, electrical, instrumentation, civil, mechanical, DCS etc. to integrate the entire project
activity and sort out discrepancies between various vendors, agencies, sub-contractors,
licensors and other EPC package.

27.0 Safety permit clearance from the HRRL-Rajasthan Refinery Project (RRP) Safety department
shall be in LSTK EPC scope and contractor has to meet all the statutory requirement and
guidelines of RRP to obtain the safety & work permit for executing the job.

28.0 Store management and project store construction including paved open yard with complete
infrastructure for storing /handling of material of different categories at site is LSTK EPC
contractor’s scope of work, Lining up of agency for transportation of material from transporter
go-down to project store/site is EPC contractor’s scope of work. Store & Inventory
management software need to be used for Project execution.

29.0 An ambulance to be kept at Construction site (round the clock) for meeting any eventuality,
Contractor to arrange the same till recommissioning/commissioning of the Project.

30.0 Pre-fabricated spools for impulse piping to be used wherever possible for fast implementation
of project.

31.0 PROJECT RISK MANAGEMENT:


31.1 Contractor shall establish a Project Risk Management System for identification,
quantification, categorization and mitigation /management of risks spread over the entire life
cycle of the Project. The Risk Management System shall be approved by owner / PMC.

Project Risk Management system shall cover both internal and external factors impacting
project objectives i.e. Cost, Schedule and Quality.

31.2 While identifying the risks, bidder to ensure comprehensive coverage of risks under various
aspects of Project execution viz. Residual Basic Engineering, Design/ Detailed Engineering,
Procurement, Sub-contracting, Shipping, Construction, Pre-commissioning &
Commissioning. Various other categories such as HSE, Local issues, statutory approvals,
and Location problems, financial issue of Contractor and sub-contractor / supplier should
also be considered for identification of risks.
31.3 Contractor shall assess and quantify risks based upon their probability of occurrence and
overall impact on the Project Objectives.
31.4 Contractor is required to maintain a Project specific risk register enlisting all the identified
risks, their respective risk scores, categorization and action plan to mitigate the impact. Risk
register shall be continuously reviewed and updated by the Contractor based on latest status
of activities.
Contractor shall submit Monthly Project Risk Management Report to Owner / PMC, covering
Risk summary, Risk profile and Risks & their mitigation plans along with updated Risk
register.
31.5 During monthly Project Review Meetings with Owner / PMC, bidder shall present and
discuss all Critical/ Major risks identified along with their mitigation plans.
31.6 Contractor shall arrange Risk Management Review meeting with Owner/PMC on quarterly
basis.

32.0 ACCESS CONTROL SYSTEM (ACS)

a) Smart card facility at the new entrance gate for safety and security purpose shall be
provided for Access Control System (ACS) for LSTK EPC Contractor workers of
“RRP” Project.
b) Smart card with photo identification shall be issued to individual. Any one of the
following documentary evidence containing photo & address of the individual shall be
considered for issue of smart card-
i) Aadhar Card
ii) Ration Card
iii) Driving License
iv) Voter ID Card
v) Passport
vi) Any other, photo ID card with address issued by the Government authority,
Municipality etc.
c) Access Control System (ACS) is smart card based system and every worker must
present smart card issued to them, during gate entry.
d) All the smart card issued by HRRL shall remain the property of HRRL and must be
returned to HRRL with complete reconciliation after completion of job.
e) Any loss/ damage of smart card shall be on EPCC Contractor’s account.

Financial implication, if any, from loss of card / non surrender of cards after completion
of project, etc shall be to the bidders account, Lost/damaged/non surrender card etc.

amount shall be deducted from Contractor’s final bills as per card cost from HRRL’s
Rajasthan Refinery Project.

33.0 HSE FOR LABOURS: HSE for labors considering labor colony including sanitation, drinking
water, dispensary, Canteen, Power supply, Cleaning etc. shall be in LSTK EPC contractor’s
scope and contractor to shall adhere all safety norms as per Government/statutory guideline
and bidding documents.

Additional Requirement pertaining to Labours:-

Contractor shall comply following and indemnify Owner/PMC for any breach by Contractor:

i) Compliance to applicable contract Labour Abolition Act rules and regulations and BOC
Act rules and regulations.
ii) Compliance to applicable PF Act/ ESI Act and keep record of Contractor wise filings for
labour deployed.
iii) Compliance to Labour Licence requirements and keep track of labour license versus the
labour deployed.
iv) Compliance and record to the timely filing of the Labour returns (Half yearly & Yearly).
v) Compliance to Approvals/ Royalty payments to Mines and Geology Department.
vi) Compliance to Labour wage disbursement and certification rules. Contractor to release
all the payments to its Employees (Regular or Contractual including Labour) through
Direct Bank Transfer (DBT) only. Contractor to submit proof of the same along with their
monthly invoices.

Further Contractor shall also submit an undertaking / certificate that contractor has complied
with all the above requirements including various requirements of labour laws. Contractor will
also confirm that all payments statutory levies as well as wages of workers have been paid.

Submit documentary evidence along with an undertaking that wages of all workers have been
paid through Direct Bank Transfer (DBT).

34.0 Contractor has to arrange all Safety gadgets, tools, safety nets, boiler suits, safety helmets,
safety shoes and required sets of H2S meter, CO meter, O2 meter & multi-gas meter at site.

35.0 LSTK EPC Contractor to arrange compulsory safety training for all the workers on quarterly
basis, no worker shall go for high elevation work (more than 3.0 meters) without safety training
on work at high elevation.

36.0 LSTK EPC Contractor to provide all necessary HSE facilities, equipments and all other
systems/facilities/materials/equipment etc. those are not under HRRL scope of supply, though
not specifically mentioned but required for timely completion of the job.

HSE related activities, studies & reviews to be performed as part of design &engineering stages
include

 Fire Protection philosophy,


 Hazardous Area Classification,
 HAZAN Study
 Hazard and Operability Study (HAZOP)
 Quantitative Risk Assessment Study (QRA) (Will be carried out by EIL, all support &
relevant documents to be provided by the contractor as per requirement), any
recommendation of QRA w.r.t to COT, shall be implemented without cost & time
implication.
 Safety Integrity Level (SIL Classification & Verification) / LOPA Study,
 Project HSE Review (PHSER)
 Evacuation, Escape and Rescue Assessment (EERA) Study,
 Fire and Gas Detection Philosophy
 HSE Dossier
 3D Model Review Workshop & Report etc

HSE DELIVERABLES

Following unit specific detailed HSE Deliverables to be provided by LSTK contractor during detail
engineering:

a) Project HSE Plan


b) Project HSE Philosophy
c) HAZOP Methodology & Report
d) SIL Classification Study Methodology & Report
e) HAZAN(RRA) Methodology & Report
f) Fire & Gas Detection and Alarm System Philosophy
g) Fire & Gas Detection and Alarm System Layout(s)
h) Evacuation, Escape and Rescue (EER) study methodology & Report
i) HSE Dossier

Note: EPCC Contractor to review all recommendations and implement any pending RRA
recommendations (B224-000-17-43-RRA-1004 Rev 0) pertaining to COT attached with the tender
without cost & time implication.

37.0 While submission of Construction RA Bills LSTK-EPC contractor to submit material


reconciliation report along with each RA bill, this will help to initiate any mid-course Correction

if needed and close Contract without any problem at the end of the Project. No RA bill shall
be processed without material reconciliation report.

38.0 CONTRACTORS are required to submit along with their technical bids the Quantum of Work
separately for the Package in detailed formats of the same are enclosed as ANNEXURE-II in
the tender. The information being sought is specifically for the purpose of assessment of
understanding of the bidders with respect to defined scope.

39.0 Contractor to arrange conference room of reasonable size at their Design office and Site
office, with video conferencing, LAN connection and projection facility for VC with OWNER /
CONSULTANT.

40.0 Contractor shall arrange High speed Internet connection with minimum 100 MBPS transfer
speed (broad band connection running on lease line) for uploading /downloading documents
through Electronic Data Management System (eDMS).

41.0 Contractor shall have LAN Connectivity for all PCs/ laptops.

42.0 A0, A3 and A4 heavy duty photocopy machines, Plotter, heavy duty Laser Printers (color/black
& white) and scanners are to be at Contractor arranged at Home office and Site office.

43.0 Construction Equipment/ Machinery:

44.1 Bidder to specifically refer to the minimum construction equipment required to be provided
to executed the LSTK EPC contract and categorically confirm the same as part of their
offer.

44.2 Bidder is expected to carry out a survey of site before mobilization of erection equipment
/lift cranes and it shall remain their exclusive responsibility for carrying out the work in line
with the guidelines listed out above.

44.3 Testing of all cranes shall be done at site in presence of EIL/HRRL/Third Party before
engaging them in actual work. Load testing shall be preferably conducted on cranes with
all components. Usage-Clearance certificate is to be obtained by LSTK EPC contractor
from authority/Third party after completion of assembly and testing at site.

44.0 ENGINEERING STANDARD/ SPECIFICATION/ DRAWING SUBMISSION


(a) Engineering standard/ specifications, inspection test plans, any other additional
document required for completion of detail engineering and execution of the project
shall be prepared/developed by vendor and submitted to owner/ Consultant for
approval, new standard/Spec should be well accepted in the Industry.
(b) Effort shall be made to review all the drawing/documents across the table with
HRRL/EIL for expeditious delivery of the project. Regarding Licensor approval if any
shall be given within 15 working days after receipt of query/document to Owner/PMC.
