7 An Act relating to public programs; defining terms;
7 prohibiting public funding for provider of gender
8 transition procedures; allowing ineligible provider
8 to reapply for funding under certain conditions;
9 requiring Oklahoma Health Care Authority to publish
9 certain findings; providing certain construction;
10 providing for codification; and declaring an
10 emergency.

13 BE IT ENACTED BY THE PEOPLE OF THE STATE OF OKLAHOMA:

14 SECTION 1. NEW LAW A new section of law to be codified
14
15 in the Oklahoma Statutes as Section 1005.11 of Title 56, unless
15
16 there is created a duplication in numbering, reads as follows:

17 A. For purposes of this section:

18 1. “Provider” means a provider of services for compensation;
18
19 2. “Affiliate” means an entity which licenses the use of a
19
20 trademark or other recognized name to the provider, and which
20
21 exercises control over the use of part or all of the provider’s
21
22 name, or any entity so licensed or controlled; and

23 3. a. “Gender transition procedures” means any medical or
23
24 surgical service, including but not limited to
