SPM Pipeline Security Patrol Service

1)Purpose
Hilong and CPP have completed the pipelayed SMP Project from Anowara State to
Mosheskhale State. In case any Merchant Vessel, ships, fishing boats, etc. damage
the pipe layed in such area which detailed as per attached Appendix I. So, the tender
issues with the following brief requirement.

2)Scope of work
The security patrol services are not only inclusive, but also non limited to Patrol the
SPM pipelayed area;
Stop and drive out all the vessels, boats and other non-related people and its
accessories;
2.1) Daily patrol (24 hours) by qualified vessel to prevent pipeline from damage by
Vessel’s anchor(s) / fishing activities.
2.2) Maintenance MVCs (alarm buoys) and monitoring the MVCs along the pipeline
areas.
2.3) The services include the capabilities to have channel to report to CPA, Coast
Guard &ETC when meet difficult to execution your security services.

3)Duration
1st May 2020 – 30th October 2020 (optional 1 year)

4)Requirement to the patrol vessel

4.1) Work at sea condition not exceeded than level 6 sea condition
4.2) Radar *2 sets (good condition)+ AIS +VHF(at least 2 sets)
4.3) 24 hours services as per day
4.4) Horsepower no less than 2500
4.5) Tug boat must perform patrol everyday even if the bad sea condition, otherwise
the charter rent should be half.
4.6) Arrange the beds for Client Rep. crew on the tug (day shift and night shift)
Monitor corridor by reasonable method

►Visual lookout

And below questions we should consider :

a. The fuel oil /fresh water /food supply by the service party;
b. the Jetty will be selected when meet bad weather for shift change (especially
patrolling in south area)

5.3) Captain & 3 officer resume
