informing details of the counseling process and applicable reservation
shall be released by the designated counseling authority for NEET-PG
2023.

1. L'<:F)/Introduction
नीट-पीजी राष्ट्रीय िचिकत्सा आयोग अिधिनयम, 2019 की धारा 61(2) के तहत, िजसे भारतीय
िचिकत्सा पिरषद अिधिनयम, 1956 के 10D साथ पढ़ा जाए, िविभन्न एमडी/एमएस और पीजी
िडप्लोमा पाठ्यक्रमों में प्रवेश के िलए एकल प्रवेश परीक्षा के रूप में िनधार्िरत पात्रता-सह-रैंिकंग
परीक्षा है।

एमडी/एमएस/पीजी िडप्लोमा पाठ्यक्रमों में प्रवेश के िलए राज्य या संस्थान स्तर पर कोई अन्य
प्रवेश परीक्षा मान्य नहीं होगी। देश के िविभन्न िवश्विवद्यालयों/संस्थानों के तहत एमडी/एमएस/
पीजी िडप्लोमा पाठ्यक्रमों में प्रवेश के िलए नीट-पीजी उत्तीणर् होना अिनवायर् है। भारत में
िचिकत्सा पाठ्यक्रमों में प्रवेश पाने के इच्छु क िवदेशी नागिरकों के िलए भी नीट-पीजी अिनवायर्
है।

NEET-PG is an eligibility-cum-ranking examination prescribed as the

single entrance examination for admission to various MD/MS and PG
Diploma Courses as per Section 61(2) of the National Medical
Commission Act, 2019 read with 10 (D) of Indian Medical Council Act,
1956.

No other entrance examination, either at the state or the Institution

level, shall be valid for entry to MD/MS/PG Diploma courses.
Qualifying NEET-PG is mandatory for entry to MD/MS/PG Diploma
courses under various Universities/ Institutions in the country. NEET-
PG is mandatory even for foreign nationals seeking admission in
medical courses in India.

नीट-पीजी 2023 शैक्षिणक सत्र 2023-24 के एमडी/एमएस/पीजी िडप्लोमा पाठ्यक्रमों में

प्रवेश के िलए एकल पात्रता सह प्रवेश परीक्षा होगी िजसमें िनम्निलिखत शािमल होंगे:

1.1. भारत के सभी राज्यों / केंद्र शािसत प्रदेशों के िलए अिखल भारतीय 50% कोटा सीटें।
1.2. भारत के सभी राज्यों/केंद्र शािसत प्रदेशों के िलए राज्य कोटे की सीटें।

 1.3. पूरे देश में सभी िनजी मेिडकल कॉलेज, संस्थान और िवश्विवद्यालय / डीम्ड िवश्विवद्यालय
1.4. सशस्त्र बल िचिकत्सा सेवा संस्थान।
1.5. पोस्ट एमबीबीएस डीएनबी पाठ्यक्रम, डायरेक्ट 6 साल का DrNB कोसर् और पोस्ट
एमबीबीएस एनबीईएमएस िडप्लोमा पाठ्यक्रम।

िनम्निलिखत िचिकत्सा संस्थान 2023 सत्र के िलए नीट-पीजी के माध्यम से एमडी/एमएस सीटों
के िलए केंद्रीकृत प्रवेश के दायरे में नहीं आते हैं:
1.1. एम्स, नई िदल्ली और अन्य एम्स
1.2. पीजीआईएमईआर, चंडीगढ़
1.3. िजपमेर, पुडुचेरी
1.4. िनमहंस, बेंगलुरु
1.5. श्री िचत्रा ितरुनल आयुिवर् ज्ञान और प्रौद्योिगकी संस्थान, ित्रवेंद्रम

कोई भी राज्य सरकार/िनजी मेिडकल कॉलेज/िवश्विवद्यालय प्रवेश सत्र 2023-24 के िलए अपने
एमडी/एमएस/पीजी िडप्लोमा पाठ्यक्रमों में प्रवेश के िलए कोई अलग प्रवेश नहीं आयोिजत
करेगा।

NEET-PG 2023 shall be the single eligibility cum entrance examination

for admission to MD/MS/PG Diploma Courses for the academic
session 2023-24 which will include the following:

1. All India 50% quota seats for all States/Union territories of India.
2. State quota seats for all States/Union territories of India.
3. All Private Medical Colleges, Institutions & Universities/Deemed
Universities all across the country
4. Armed Forces Medical Services Institutions.
5. Post MBBS DNB Courses, Direct 6 years DrNB Courses and Post
MBBS NBEMS Diploma Courses

The following Medical institutions are not covered by centralized

admissions for MD/MS seats through NEET- PG for 2023-24 session:
1. AIIMS, New Delhi and other AIIMS
2. PGIMER, Chandigarh
3. JIPMER, Puducherry

Examinations in Medical Sciences

भारत सरकार ने अिखल भारतीय आधार पर आधुिनक िचिकत्सा में स्नातकोत्तर परीक्षाओं के उच्च
और समान मानकों को स्थािपत करने हेतु एवं क्षमता िनमार्ण के िलए उपलब्ध मौजूदा स्वास्थ्य
सेवा के बुिनयादी ढाँचे का उपयोग करके िचिकत्सा िशक्षा की गुणवत्ता में सुधार लाने के उद्देश्य से
1975 में आयुिवर् ज्ञान में राष्ट्रीय परीक्षा बोडर् (एनबीईएमएस) की स्थापना की।।

एनबीईएमएस का मुख्य उद्देश्य आधुिनक िचिकत्सा में स्नातकोत्तर िचिकत्सा िशक्षा के मानकों को
ऊंचा करना और अिखल भारतीय स्तर पर उच्च स्तर की परीक्षा आयोिजत करना है।

एनबीईएमएस स्नातकोत्तर और डॉक्टरेट प्रिशक्षण के ज्ञान और दक्षताओं की प्रािप्त के न्यूनतम स्तर

के मूल्यांकन के िलए एक सावर्जिनक राष्ट्रीय मानक प्रदान करता है। एनबीईएमएस िनम्निलिखत
परीक्षा आयोिजत करता है:

The Government of India established the National Board of

Examinations in Medical Sciences (NBEMS) in 1975 with the objective
of improving the quality of the Medical Education by establishing high
and uniform standards of postgraduate examinations in modern
medicine on an All India Basis and utilizing existing healthcare
infrastructure for capacity building.

The prime objectives of NBEMS is to elevate the standards of post

graduate medical education in modern medicine and conducting
examinations of high standard on an all India basis.

2. Information for Candidates
2.1. नीट-पीजी 2023 प्रवेश सत्र 2023-24 के िविभन्न एमडी/एमएस/पीजी िडप्लोमा
पाठ्यक्रमों में प्रवेश के िलए पात्रता-सह-रैंिकंग परीक्षा है।NEET-PG 2023 is the
eligibility-cum-ranking examination for admission to various MD/
MS/ PG Diploma courses of 2023-24 admission session.

2.2. नीट-पीजी 2023 एनबीईएमएस द्वारा आयोिजत िकया जाएगा। उम्मीदवार ध्यान दें िक
एनबीईएमएस की भूिमका नीट-पीजी के संचालन, पिरणाम की घोषणा और नािमत परामशर्
प्रािधकरण को पिरणाम सौंपने तक सीिमत है। पीजी सीटों की काउं सिलंग और आवंटन में
एनबीईएमएस की कोई भूिमका नहीं है। दस्तावेजों का सत्यापन और उम्मीदवारों की पात्रता
िनधार्रण काउं सिलंग/प्रवेश प्रिक्रया के समय संबंिधत प्रािधकारी द्वारा िकया जाएगा।
NEET-PG 2023 will be conducted by NBEMS. Candidates may note
that the role of NBEMS is limited to the conduct of NEET-PG,
declaration of the result and handing over the result to the
designated counseling authority. NBEMS has no role in counseling
and allotment of PG seats. Verification of documents and eligibility
determination of the candidates shall be undertaken at the time of
counseling/admission process by concerned authority.

2.3. उम्मीदवार कृपया ध्यान दें िक नीट-पीजी में उपिस्थित पोस्ट ग्रेजुएट एमडी / एमएस / पोस्ट
ग्रेजुएट िडप्लोमा सीट सुरिक्षत करने के िलए कोई स्वत: अिधकार प्रदान नहीं करता है।
राष्ट्रीय िचिकत्सा आयोग (एनएमसी) अिधिनयम, 2019 और िनरिसत भारतीय िचिकत्सा
पिरषद अिधिनयम, 1956 के अनुसार एमडी / एमएस / स्नातकोत्तर िडप्लोमा पाठ्यक्रम
चलाने के िलए मान्यता प्राप्त िकसी भी िचिकत्सा संस्थान में स्नातकोत्तर सीटों पर चयन और
प्रवेश प्रवेश मानदंड को पूरा करने के अधीन है। पात्रता, िचिकत्सा िफटनेस और ऐसे मानदंड
जो संबंिधत िवश्विवद्यालयों, िचिकत्सा संस्थानों, एनएमसी, राज्य / केंद्र सरकार द्वारा
िनधार्िरत िकए जा सकते हैं।Candidate may kindly note that appearance in
NEET-PG does not confer any automatic rights to secure a Post
graduate MD/MS/Post Graduate Diploma seat. The selection and
admission to Postgraduate seats in any medical institutions
recognized for running MD/ MS/Post Graduate Diploma courses
as per the National Medical Commission (NMC) Act, 2019 and the
repealed Indian Medical Council Act, 1956 is subject to fulfilling

 the admission criteria, eligibility, medical fitness and such criteria
as may be prescribed by the respective universities, medical
institutions, the NMC, State/Central Government.

2023 के िलए ऑनलाइन सबिमशन प्रिक्रया शुरू करने से पहले सूचना बुलेिटन के साथ-

पर िदए गए ऑनलाइन आवेदन पत्र को जमा करने के बारे में िनदेर्शों का अध्ययन करें।
Candidates are advised to read the Information Bulletin carefully
and go through the instructions regarding submission of online
application form given in the information bulletin as well as on
NEET-PG 2023 index page on NBEMS website https://nbe.edu.in
before starting online submission process for NEET-PG 2023.

2.5. यह समझा जाता है िक उम्मीदवारों ने आवेदन पत्र ऑनलाइन जमा करने को पूरा करने पर
नीट-पीजी 2023 के िलए सूचना बुलेिटन और सूचना बुलेिटन में िनयमों और शतोर्ं को पढ़
िलया है, सहमत हैं और स्वीकार कर िलया है। Candidates are deemed to have
read, agreed and accepted the Information Bulletin and the terms
and conditions in the Information Bulletin for NEET-PG 2023 on
completing the online submission of application form.

2.6. उम्मीदवार को यह सुिनिश्चत करना चािहए िक आवेदन पत्र के ऑनलाइन जमा करने के दौरान
दजर् की गई सभी जानकारी सही और तथ्यात्मक है। ऑनलाइन आवेदन पत्र में उम्मीदवारों
द्वारा प्रदान की गई जानकारी को सही माना जाएगा और एनबीईएमएस िकसी भी पिरिस्थित
में उम्मीदवारों द्वारा प्रदान की गई जानकारी में बदलाव के िलए िकसी भी अनुरोध पर िवचार
नहीं करेगा। आवेदन पत्र में दजर् कुछ जानकारी को संपािदत करने का िवकल्प संपादन िवंडो
के दौरान उम्मीदवारों के िलए उपलब्ध होगा। कृपया एिडट िवंडो के बारे में िववरण के िलए
आवेदन पत्र भरने के िनदेर्श से सम्बंिधत अध्याय देखें। Candidate should ensure
that all the information entered during the online submission of
application form is correct and factual. Information provided by
the candidates in the online application form shall be treated as
correct and NBEMS will not entertain, under any circumstances,
any request for change in the information provided by the
candidates. The option of editing certain information entered in

 the application form shall be available to the candidates during the
edit window. Please refer Chapter on Instructions to fill
Application Form for details regarding Edit Window.

2.7. एनबीईएमएस स्वयं िकसी भी पिरिस्थित में ऑनलाइन आवेदन पत्र जमा करने के समय
उम्मीदवारों द्वारा दजर् की गई िकसी भी जानकारी को संपािदत / संशोिधत / पिरवितर् त नहीं
करता है। संपादन िवंडो बंद होने के बाद आवेदन पत्र में दी गई जानकारी में कोई पिरवतर्न
करने के िलए आवेदन पत्र तक पहुंचने का कोई प्रावधान नहीं है। कोई पिरवतर्न करने के ऐसे
अनुरोधों पर िवचार नहीं िकया जाएगा। हालांिक, उम्मीदवार िनधार्िरत कट-ऑफ तारीखों
तक अपलोड की गयी छिवयों के संबंध में अपने आवेदन (यिद ऐसा एनबीईएमएस द्वारा
सूिचत िकया गया है) में किमयों को सुधारने में सक्षम होंगे। NBEMS itself does not
edit /modify/alter any information entered by the candidates at
the time of online submission of application form under any
circumstances. There is no provision of accessing the application
form to make any changes in the information provided in the
application form after closure of edit window. Such requests to
make any changes shall not be entertained. Candidates, however,
shall be able to rectify the deficiencies in their application (if so
communicated by NBEMS) regarding images uploaded, by the
prescribed cut-off dates.

applications submitted and rectify the deficiencies, if found any,

may be communicated to them by NBEMS, however, it shall be
the sole responsibility of the applicant to ensure that the
application submitted is complete in all aspects as per the
information bulletin. If any deficiency in the application which
was not communicated by NBEMS to the applicant before conduct
of the examination, is noted at any later stage, this would not
create any equity in favour of the candidate and confer any rights
on to the candidates for grant of eligibility for the examination.

successfully submitted their payment for the application during

No new application can be registered or payment can be made
during edit window. However, the balance fee required, if any, in
case of change in candidate category and/or PwD status can be
paid during the edit window. Any information/document can be
changed/corrected during the edit window except for Name, Test
City, Nationality, Mobile Number and Email ID. Information can
be edited any number of times before the closure of the window.

in their application as per prescribed image upload guidelines.
Failure to submit images as per guidelines and/or failure to

2.10.एक उम्मीदवार केवल एक बार नीट-पीजी 2023 आवेदन पत्र जमा कर सकता है। नीट-पीजी
2023 के िलए एक से अिधक आवेदन फॉमर् जमा करने वाले िकसी भी उम्मीदवार को नीट-
पीजी से वंिचत िकया जा सकता है, उसकी उम्मीदवारी रद्द की जा सकती है और

candidate can submit NEET-PG 2023 application form only once.
Any candidate found to have submitted more than one application
form for NEET-PG 2023 may be debarred from NEET-PG, his/her
candidature may be cancelled and further action as deemed

NBEMS. Action as deemed appropriate by NBEMS will be taken if
false or fabricated records/ information is submitted or any unfair

2.13.उम्मीदवारों को यह सुिनिश्चत करने की सलाह दी जाती है िक ऑनलाइन आवेदन पत्र में कोई
अिनवायर् कॉलम खाली नहीं छोड़ा गया है। आवेदन पत्र की अस्वीकृित की िस्थित में, िकसी

advised to ensure that no mandatory column in the online
application form is left blank. In the event of rejection of the
application form, no correspondence/request for re-consideration

2.14.उम्मीदवारों को परीक्षा के िलए आवेदन करने से पहले यह सुिनिश्चत करना चािहए िक उनकी
एमबीबीएस िडग्री एनएमसी अिधिनयम, 2019 और भारतीय िचिकत्सा पिरषद अिधिनयम

2.17.नीट-पीजी 2023 परीक्षा के िकसी भी चरण में अपात्र पाए जाने वाले उम्मीदवार को परीक्षा
में बैठने की अनुमित नहीं दी जाएगी। िकसी भी अपात्र उम्मीदवार के नीट-पीजी 2023
परीक्षा में बैठने और/या उत्तीणर् होने की संभावना नहीं होने की िस्थित में, ऐसे उम्मीदवार का
पिरणाम/उम्मीदवारी रद्द कर दी जाएगी और/या रद्द माना जाएगा, भले ही पिरणाम घोिषत
िकया गया हो या स्कोर काडर् जारी िकया गया हो। Candidate found ineligible at
any stage of NEET-PG 2023 Examination, will not be permitted to
appear in the examination. In an unlikely event of any ineligible
candidate appearing and/or passing the NEET-PG 2023
examination, the results/candidature of such candidate shall be

2.18.एनबीईएमएस िकसी भी उम्मीदवार को अनजाने में दी गई अनुमित, यिद कोई हो, को वापस

to withdraw permission, if any, granted inadvertently to any
candidate who is not eligible to appear in the NEET-PG 2023
Examinations even though the admit card/roll number has been
issued or name/roll number is displayed on NBEMS website.

2.19.शुल्क न तो भिवष्य की परीक्षाओं के िलए आगे बढ़ाया जाएगा और न ही िकसी भी

पिरिस्थित में वापस िकया जाएगा। एक बार प्रस्तुत िकए गए आवेदन को वापस नहीं िलया
जा सकता है। Fee shall neither be carried forward to a future exams nor
refunded under any circumstances. Application once submitted can
not be withdrawn.

2.27.एनबीईएमएस द्वारा नीट-पीजी 2023 का आयोजन इस उद्देश्य के िलए िलए गए िविभन्न

परीक्षा केंद्रों पर िकया जाएगा। उम्मीदवारों को सलाह दी जाती है िक वे परीक्षा केंद्र के मागर्

अध्याय देखें। NEET-PG 2023 shall be conducted by NBEMS at various
exam centres engaged for the purpose. Candidates are advised to
familiarise themselves with the route and location of the exam

2.28.ड्यूटी पर तैनात परीक्षा केंद्र के कमर्चारी उम्मीदवारों की पहचान को सत्यािपत करने के िलए
अिधकृत हैं और उम्मीदवारों की पहचान को सत्यािपत करने और िरकॉडर् करने के िलए कदम

examination test centre staff on duty is authorized to verify the
identity of candidates and may take steps to verify and record the
identity of candidates. Candidates are required to extend requisite
cooperation.

 2.33.नािमत परामशर् प्रािधकरण (एमसीसी) द्वारा आयोिजत की जाने वाली काउं सिलंग के समय
नीट-पीजी 2023 के िलए पंजीकरण, एनबीईएमएस द्वारा नीट-पीजी 2023 के िलए जमा
िकए गए आवेदन पत्र में उम्मीदवारों के िववरण के अनुसार होगा और काउं सिलंग के िलए
पंजीकरण फॉमर् में पहले से भरा हुआ होगा। इसिलए, उम्मीदवारों को सलाह दी जाती है िक
वे अपना समान पंजीकरण िववरण बनाए रखें जैसे िक एनबीईएमएस नीट-पीजी 2023

NEET-PG 2023 at the time of Counseling to be conducted by

be responsible for rejection of your application due to delay in
settlement of the payment by your bank to NBEMS.

4. Eligibility Criteria

The eligibility criteria for admission to MD/MS/PG Diploma
Courses is as follows:

4.1. एनएमसी अिधिनयम, 2019 और िनरिसत भारतीय िचिकत्सा पिरषद अिधिनयम 1956 के
प्रावधानों के अनुसार मान्यता प्राप्त एमबीबीएस िडग्री या अनंितम एमबीबीएस पास प्रमाण
पत्र रखने वाले और एनएमसी / तत्कालीन मेिडकल काउं िसल द्वारा जारी एमबीबीएस
योग्यता का स्थायी या अनंितम पंजीकरण प्रमाण पत्र रखने वाले उम्मीदवार भारत या राज्य
िचिकत्सा पिरषद और इं टनर्िशप का एक वषर् पूरा कर िलया है या 31 :)(G 2023 को या
उससे पहले इं टनर्िशप पूरा करने की संभावना है, वेबसाइट https://nbe.edu.in or

4.2. नीट-पीजी 2023 के िकसी भी स्तर पर अपात्र पाए जाने वाले उम्मीदवारों को परीक्षा और/
या काउं सिलंग में शािमल होने की अनुमित नहीं दी जाएगी। िकसी भी अपात्र उम्मीदवार के
नीट-पीजी 2023 में उपिस्थत होने और/या सफल होने की िस्थित में, ऐसे उम्मीदवार के
पिरणाम/उम्मीदवारी को रद्द कर िदया जाएगा और/या रद्द माना जाएगा। Candidates
found to be ineligible at any stage of NEET-PG 2023 will not be
permitted to appear in the examination and/or counseling. In an
unlikely event of any ineligible candidate appearing and/or being
successful in the NEET-PG 2023, the results/ candidature of such
candidate shall be cancelled and/or are deemed to be cancelled.

Requests for appearing in NEET-PG 2023 from candidates
completing internship after 31 st March 2023 or having
qualifications that are not recognized as per the NMC Act, 2019
and the repealed IMC Act, 1956 shall be summarily rejected.
Candidates are further advised not to canvass for the same.

4.4. आवेदन पत्र में 12 महीने की अिनवायर् रोटेिटंग रेिजडेंट इं टनर्िशप (यानी इं टनर्िशप शुरू होने
और पूरा होने की तारीख) के संबंध में उम्मीदवारों द्वारा बताई गई तारीखों को अंितम माना
जाएगा और उम्मीदवारों को आवंिटत मेिडकल कॉलेज / संस्थान में परामशर् / प्रवेश के
समय पर मूल अिनवायर् रोटेिटंग रेिजडेंट इं टनर्िशप पूणर्ता प्रमाण पत्र जमा करना होगा। The
dates indicated by candidates with regard to 12 months
Compulsory Rotating Resident Internship in the application form
(i.e. internship starting and completion date) shall be treated as
final and candidates will be required to submit the original
Compulsory Rotating Resident Internship completion certificate at
the time of counseling/admission in allotted Medical College/
Institute.

4.5. मेिडकल कॉलेजों की मान्यता के िलए कट ऑफ ितिथयां, जहां से उम्मीदवारों ने अपना

एमबीबीएस िडग्री कोसर् पास कर िलया है और वषर् 2023 के िलए अिनवायर् रोटेटरी
इं टनर्िशप पूरी कर ली है, एनएमसी द्वारा िनधार्िरत की जाएगी। एनएमसी द्वारा िनधार्िरत कट-
ऑफ ितिथ के बाद मान्यता प्राप्त कॉलेजों पर िवचार नहीं िकया जाएगा। The cut off
dates for the recognition of the Medical Colleges, from where the
candidates have passed their MBBS Degree Course and completed
compulsory rotatory Internship for the year 2023 will be as
prescribed by the NMC. The Colleges recognized after the cut- off
date prescribed by the NMC will not be considered.

4.6. एनएमसी/पूवर् भारतीय िचिकत्सा पिरषद या राज्य िचिकत्सा पिरषद के साथ पंजीकरण
आवश्यक है और इसका दस्तावेजी प्रमाण परीक्षा के िदन और परामशर्/प्रवेश के समय

 उम्मीदवारों द्वारा प्रस्तुत िकया जाना चािहए। Registration with the NMC/ the
erstwhile Medical Council of India or State Medical Council is
necessary and its documentary proof should be furnished by the
candidates on the day of examination and at the time of
counseling/admission.

4.7. कुछ िवश्विवद्यालयों / संस्थानों के िनयम हैं िक जो उम्मीदवार पहले से ही अपने

िवश्विवद्यालय या िकसी अन्य िवश्विवद्यालय में पीजी कोसर् कर रहे हैं, वे कोसर् पूरा होने तक
प्रवेश के िलए पात्र नहीं हैं। उम्मीदवार जो पहले से ही अिखल भारतीय कोटा या राज्य कोटा
के माध्यम से पीजी पाठ्यक्रम कर रहे हैं और अिखल भारतीय कोटा / राज्य कोटा सीटों के
तहत एक सीट के िलए आवेदन कर रहे हैं, इस संबंध में उस िवश्विवद्यालय की पात्रता शतोर्ं
की पुिष्ट कर सकते हैं। NBEMS/MoHFW/नािमत परामशर् प्रािधकरण िजम्मेदार नहीं
होगा यिद ऐसे उम्मीदवारों को प्रवेश के िलए मना कर िदया जाता है। ऐसे उम्मीदवार अपने
जोिखम और लागत पर िवषय और कॉलेज का िवकल्प चुन सकते हैं। Some of the
Universities/Institutions are having regulations that candidates
who are already pursuing the PG Course in their University or in
another University are not eligible for admission till they complete
the course. The candidates who are already pursuing PG Courses
either through All India Quota or State Quota and are applying for
a seat under All India Quota/State quota seats may confirm the
eligibility conditions of that University in this regard. NBEMS/
MoHFW/Designated Counseling Authority shall not be
responsible if such candidates are refused for admission. Such
candidates may opt for the subject and the college at their own risk
and cost.

4.8. डीम्ड िवश्विवद्यालय में प्रवेश के िलए एनआरआई की पिरभाषा माननीय सवोर्च्च न्यायालय
के आदेश िदनांक 22/08/2017 के WP 689/2017 के अनुसार होगी। The
definition of NRI for admission to Deemed University shall be as
per Hon’ble Supreme Court order dated 22/08/2017 in WP
689/2017.

4.9. परीक्षा के िलए जारी िकए गए उम्मीदवारों की पात्रता पूरी तरह से अनंितम होगी। एनईईटी-
पीजी 2023 में उपिस्थित एमडी / एमएस / पीजी िडप्लोमा पाठ्यक्रमों में प्रवेश के िलए

 उम्मीदवार को कोई स्वचािलत अिधकार प्रदान नहीं करता है। Eligibility of
candidates issued admit card for the examination shall be purely
provisional. Appearance in NEET-PG 2023 does not confer any

PG Diploma courses.

नागिरक िजन्होंने भारत के बाहर मेिडकल कॉलेजों से अपनी प्राथिमक िचिकत्सा योग्यता
प्राप्त की है, उन्हें स्क्रीिनंग टेस्ट िविनयम, 2002 के अनुसार िवदेशी िचिकत्सा स्नातक परीक्षा
(स्क्रीिनंग टेस्ट) उत्तीणर् होना चािहए, जो राष्ट्रीय द्वारा आयोिजत िकया जाता है। िचिकत्सा
िवज्ञान में परीक्षा बोडर्। इसके अलावा, उन्हें एनएमसी / भारतीय िचिकत्सा पिरषद या राज्य
िचिकत्सा पिरषद के साथ पंजीकृत होना चािहए था और 31 :)(G 2023 को या उससे पहले
अपनी इं टनर्िशप पूरी करनी चािहए या अपनी इं टनर्िशप पूरी करने की संभावना है।
ELIGIBILITY CRITERIA FOR FOREIGN MEDICAL
GRADUATES: Indian citizens or overseas citizens of India who
have obtained their Primary Medical Qualifications from Medical
Colleges outside India should have qualified the Foreign Medical
Graduate Examination (Screening Test) as per Screening Test
Regulations, 2002 which is conducted by National Board of
Examinations in Medical Sciences. Further, they should have been
registered with the NMC/ the erstwhile Medical Council of India
or State Medical Council and should have completed their
internship or likely to complete their internship on or before 31st
March 2023.

4.11.<6I-7" !)N\/FA F- O,9 $)23) :)!IW;/ ELIGIBILITY CRITERIA FOR

FOREIGN NATIONALS:

4.11.1.एमबीबीएस के समकक्ष उनकी मूल िचिकत्सा योग्यता राष्ट्रीय िचिकत्सा आयोग द्वारा
मान्यता प्राप्त होनी चािहए। Their basic Medical Qualification
equivalent to MBBS should be recognized by the National
Medical Commission.

 4.11.2.नीट-पीजी परीक्षा में उपिस्थत होने के इच्छु क िवदेशी नागिरक और िजन्हें गृह मंत्रालय
(एमएचए) की आवश्यकताओं के अनुसार सुरक्षा मंजूरी की आवश्यकता है, उन्हें नीट-
एमडीएस के िलए आवेदन करने से पहले गृह मंत्रालय, भारत सरकार से सुरक्षा मंजूरी
प्राप्त करनी होगी। नीट-एमडीएस परीक्षा के िलए आवेदन करते समय सुरक्षा मंजूरी जमा
करनी होगी। Foreign Nationals desirous of appearing in NEET-PG
and those, who are required to have security clearance as per
the Ministry of Home Affairs (MHA) requirements, shall obtain
the security clearance from Ministry of Home Affairs, Govt. of
India before applying for NEET-PG examination. The security
clearance shall be required to be submitted while applying for
NEET-PG examination.

4.11.3.राष्ट्रीय िचिकत्सा आयोग, पंजीकरण के िलए िनधार्िरत शुल्क के भुगतान पर, उस

मेिडकल कॉलेज/संस्थान तक सीिमत स्नातकोत्तर पाठ्यक्रम की अविध के िलए
अस्थायी पंजीकरण प्रदान कर सकता है, िजसमें उसे स्नातकोत्तर अध्ययन करने के िलए
िवशेष रूप से अस्थायी रूप से प्रवेश िदया गया है। बशतेर् िक ऐसे िवदेशी नागिरक का
अस्थायी पंजीकरण इस शतर् के अधीन होगा िक ऐसा व्यिक्त अपने देश में उिचत
पंजीकरण प्रािधकरण के साथ िविधवत पंजीकृत है, जहां से उसने अपनी मूल िचिकत्सा

The National Medical Commission may, on payment of the
prescribed fee for registration, grant temporary registration for
the duration of the Post Graduate course limited to the medical
college/institution to which he/she is admitted for the time
being exclusively for pursuing postgraduate studies. Provided
further that temporary registration to such foreign national shall
be subject to the condition that such person is duly registered
with appropriate registering authority in his own country where
from he has obtained his Basic Medical qualification, and is
duly recognized by the corresponding Medical Council or
concerned authority and Permission/No Objection Certificate
from the medical council of that country to allow undertaking
Post Graduation in India has also been obtained.

of NEET-PG 2023
5.1. नीट-पीजी 2023 एक िदन और एक सत्र में कंप्यूटर आधािरत परीक्षा के रूप में 5 :)(G
2023 को आयोिजत िकया जाएगा। NEET-PG 2023 shall be conducted in a
single day & single session as a computer based examination on
5th March 2023.

5.2. $)?@:: परीक्षा के पाठ्यक्रम में भारत सरकार के पूवर् अनुमोदन से पूवर् भारतीय िचिकत्सा
पिरषद द्वारा जारी स्नातक िचिकत्सा िशक्षा िविनयमों के अनुसार िवषय / ज्ञान क्षेत्र शािमल
होगा। Syllabus: The syllabus for the exam shall comprise of
subject/knowledge area as per Graduate Medical Education
Regulations issued by the erstwhile Medical Council of India with
prior approval of the Govt of India.

5.3. परीक्षा िनधार्िरत योजना के अनुसार कंप्यूटर नेटवकर् (सीबीटी) का उपयोग करके दी जाने
वाली बहुिवकल्पीय प्रश्न परीक्षा होगी। The examination shall be a multiple
choice questions test delivered using computers network (CBT) as
per scheme prescribed.

5.4. परीक्षा में 200 बहुिवकल्पीय प्रश्न शािमल हैं। प्रत्येक प्रश्न में केवल अंग्रेजी भाषा में 4

6. Admit Card & Test Day Procedures
6.1. 56-7 $2: प्रवेश पत्र 27 फरवरी 2023 को राष्ट्रीय परीक्षा बोडर् की वेबसाइट https://
nbe.edu.in पर जारी िकए जाएं गे। परीक्षा के आयोजन से पहले अपात्र पाए गए
उम्मीदवारों को प्रवेश पत्र जारी नहीं िकए जाएं गे। Admit Card: Admit cards
shall be made live on National Board of Examination in Medical
Sciences website https://nbe.edu.in on 27 February 2023. Admit
cards will not be issued to candidates found ineligible before
the conduct of the examination.

6.2. उम्मीदवारों को एनबीईएमएस वेबसाइट पर प्रवेश पत्र की उपलब्धता के संबंध में

सीबीटी) आयोिजत करेगा। एनबीईएमएस के पास COVID-19 महामारी के बदलते
पिरदृश्य के मद्देनजर CBT के परीक्षा िदवस प्रिक्रयाओं की समीक्षा करने का अिधकार
सु र िक्षत है । TEST DAY PROCEDURES: NBEMS shall be
conducting the Social Distanced - Computer Based Test (SD-
CBT) in safe and secure environment maintaining social
distancing norms wherever needed. NBEMS reserves its rights to
review the test day processes of conduct of CBT in wake of
changing scenario of COVID-19 pandemic.

Time Slots given in the Admit Cards: Candidates are required to
report at the ‘Reporting Counter’ of test venue at as per time
indicated in their admit cards. To avoid crowding at the test venue
entry, there will be staggered time slots for candidates to report.
The reporting counter will close 30 minutes prior to the test start
time. This will allow time for security checks, identity verification
and checking in for examination.

परीक्षा में बैठने की अनुमित नहीं दी जाएगी। एनबीईएमएस िकसी भी कारण से उम्मीदवार

or beyond the prescribed time shall not be allowed to appear in the
exam under any circumstances. NBEMS shall not be responsible
for any delayed arrival of the candidate in reaching the centre due
to any reason.

Nationals who are desirous to appear in NEET-PG are required to bring their passport
(original & valid) to the test centre along with any other documents (Registration with
Medical Council in their country of nationality) as a proof of they being a medical practitioner
in their country.

6.15.वैध आईडी प्रमाण के िबना उम्मीदवारों को परीक्षा पिरसर में प्रवेश करने की अनुमित नहीं दी
जाएगी। Candidates without valid ID proof shall not be allowed to
enter the examination premises.

6.16.झूठे / जाली दस्तावेज / आईडी प्रूफ पेश करने वाले उम्मीदवारों के िखलाफ अनुिचत
साधनों का मामला दजर् िकया जाएगा। Unfair means case shall be registered
against the candidates producing false/forged documents/ID
Proofs.

6.17.$/"8) FBu $/ &+/8): उम्मीदवारों को िकसी भी पिरिस्थित में परीक्षा पिरसर में सुरक्षा जांच

THE TEST CENTRE: Candidates will not be allowed to take the

हेल्थ बैंड, कैलकुलेटर, इलेक्ट्रॉिनक पेन/स्कैनर आिद। Any electronic device like Mobile
Phone, Bluetooth, Earphones, Microphone, Pager, wrist watch/Health Band,
Calculator, Electronic Pen/ Scanner etc.

• सभी आभूषण जैसे कंगन, अंगूठी, झुमके, नोज-िपन, चेन/हार, पेंडटें , पेंडटें के साथ हार, बैज, ब्रोच
आिद। All ornaments like bracelets, Ring, Earrings, Nose-pin, Chain/
Necklace, Pendants, Necklace with pendants, Badge, Brooch etc.

• अन्य सामान जैसे वॉलेट, गॉगल्स, हैंडबैग, बेल्ट, कैप आिद। Other items like Wallet,
Goggles, Handbags, Belt, Cap etc.

• कोई भी खाने योग्य वस्तु खोली या पैक की हुई, शीतल पेय, पानी की बोतल आिद। Any eatable
item opened or packed, soft drinks, water bottle etc.

• कोई अन्य वस्तु िजसका उपयोग अनुिचत साधनों के िलए िकया जा सकता है, संचार उपकरणों जैसे
वायरलेस/ब्लूटूथ िडवाइस, स्पाई कैमरा आिद को िछपाने के िलए। Any other item which
could be used for unfair means, for hiding communication devices like
wireless/Bluetooth device, spy camera etc.

6.18.उम्मीदवारों को अिनवायर् रूप से िनम्निलिखत वस्तुओं को अपने साथ परीक्षा केंद्र में ले जाना
होगा: Candidates will be compulsorily required to carry following
items with them to the examination lab:

6.19.केन्द्रों पर अभ्यिथर् यों की कोई वस्तु/वस्तु रखने की कोई व्यवस्था नहीं की जायेगी। यिद कोई
अभ्यथीर् सुरक्षा जांच स्थल के बाहर केंद्र के अंदर िकसी भी प्रितबंिधत वस्तु के कब्जे में पाया
जाता है, तो इसे अनुिचत साधनों के उपयोग के रूप में माना जाएगा और संबंिधत प्रावधानों
के अनुसार उम्मीदवार के िखलाफ कारर्वाई की जाएगी। िकसी भी किठनाई से बचने के िलए
उम्मीदवारों को सलाह दी जाती है िक वे अपने साथ िनिषद्ध वस्तुएँ परीक्षा केंद्र पर न लाएँ ।
No arrangement will be made at the centres for keeping any
articles/items belonging to the candidates. In case any candidate is
found in possession of any of the barred items inside the centre
beyond the security check point, it will be considered as use of
unfair means and action will be taken against the candidate in
accordance with the relevant provisions. To avoid any hardship
candidates are advised not to bring prohibited items along with
them at the test Centre.

6.20.परीक्षा केंद्र (सुरिक्षत क्षेत्र) पिरसर में प्रवेश पर िफ्रिस्कंग (हैंड हेल्ड मेटल िडटेक्टर) की
जाएगी।Frisking (Hand Held Metal Detector) will be done at entry to
test centre (secure zone) premises.

6.21.एसडी-सीबीटी में परीक्षा स्थल पर परीक्षा के िलए पंजीकरण के समय उम्मीदवारों के िफंगर
बायोमेिट्रक्स को कैप्चर िकया जाएगा। इसके अलावा, परीक्षा के िदन पंजीकरण के समय,
प्रत्येक बायो-ब्रेक पर और परीक्षा के दौरान उम्मीदवारों की तस्वीर भी खींची जाएगी। परीक्षा
के िदन खींचे गए फोटोग्राफ और आवेदन में अपलोड िकए गए फोटोग्राफ के िखलाफ फेस
आईडी का सत्यापन िकया जाएगा। इसिलए, फेस आईडी सत्यापन प्रिक्रया में बेमेल से
बचने के िलए, िनधार्िरत छिव अपलोड िदशािनदेर्शों के अनुसार आवेदन में हाल की तस्वीर
अपलोड करना आवश्यक है। उम्मीदवारों से अनुरोध है िक वे प्रितरूपण के िकसी भी मामले

 time of registration for the test at test venue in SD-CBT. In
addition, Photograph of the candidates shall also be captured on
the exam day at the centre at the time of registration, at each bio-
break and during the exam. Face ID shall be verified against the
photograph(s) captured on the exam day and photograph(s)
uploaded in the application from. Therefore, it is essential to
upload a recent photograph in the application as per image
upload guidelines prescribed, in order to avoid mismatch in Face
ID verification process. Candidates are requested to cooperate with
this essential activity to avoid any cases of impersonation. This is a
security feature which will ensure that only genuine candidate
appear for the exam. Any candidate not adhering to the
aforementioned security measures will not be allowed to take the
test. Manual Attendance with signature and manual thumb
impression shall also be done.

6.22.आईडी के सत्यापन और फोटो खींचने के बाद, उम्मीदवारों को सोशल िडस्टेंिसंग सुिनिश्चत

designated computer terminal at the test centre ensuring social
distancing and an Invigilator will assist the candidate for check-in
process of the test.

6.23.उम्मीदवारों को परीक्षा के आयोजन के दौरान हर समय अपना प्रवेश पत्र और फोटो पहचान
पत्र अपने साथ रखना आवश्यक है। Candidates are required to keep their
admit card and photo identification with them at all times during
the conduct of examination.

6.24.परीक्षा शुरू करने के िलए उम्मीदवारों को िनरीक्षक के िनदेर्शों को सुनना आवश्यक है।
प्रत्येक कायर् केंद्र को तीन तरफ से अवरुद्ध िकया जाएगा - सामने, बाएँ और दाएँ ।
उम्मीदवारों को सलाह दी जाती है िक वे अन्य उम्मीदवारों की ओर न देखें क्योंिक वहां
िनगरानी कैमरे भी होंगे जो वीिडयो िरकॉडर् करेंगे। रफ वकर् के िलए कोई रफ पेपर या पेन/

 required to listen to the invigilator’s instructions to begin the
exam. Each workstation will be blocked from three sides – front,
left and right. Candidates are advised not to look around at other
candidates as there will be surveillance cameras also that will
record video. No rough paper for rough work or pen/pencil shall
be provided at the test centre. There is no requirement and no
permission to carry a pen/pencil and rough paper inside the test
centre.

6.25.उम्मीदवार की ओर से िकसी भी संिदग्ध या िवघटनकारी व्यवहार से उम्मीदवारी रद्द की जा

for OTHERS must note that though NBEMS will make all efforts to
allot a testing centre in the State of correspondence address of the
candidate, however, in case of unavailability of testing seat in the
concerned State due to logistic, administrative or other reasons,
testing centre anywhere in India may be allocated. Candidates
opting for OTHERS option shall be informed about their testing
city through email.

which are not as per prescribed specification shall not be
considered and may lead to rejection of the application. Please
ensure that uploaded photograph is a RECENT photograph and in
any case should have not been taken more than 3 months before
the date of application submission. Uploading a photograph which
is not a recent one or which is not as per prescribed image upload
guidelines as detailed in this information bulletin and/or failure to
rectify the same in the final edit window shall invite rejection of
the application.

on first come first serve basis. While the city will be chosen by the
candidate himself / herself at the time of online submission of
application form, allotment of test centre/venue in the chosen city
shall be done by NBEMS.

8.17.परीक्षा शहर के चयन के बाद, उम्मीदवार को िनधार्िरत परीक्षा शुल्क का ऑनलाइन भुगतान
करना होगा। शुल्क का भुगतान ऑनलाइन आवेदन पत्र में उपलब्ध भुगतान गेटवे के अलावा
िकसी अन्य माध्यम से नहीं िकया जा सकता है। After selection of test city, the
candidate shall be required to pay the prescribed examination fee
online. The fee can not be paid through any mode other than the
payment gateway available in online application form.

8.18.यिद आवश्यक हो तो िकसी भी सुधार करने के िलए उम्मीदवारों को जमा करने से पहले पूरे
आवेदन का पूवार्वलोकन करने के िलए प्रेिरत िकया जाएगा। उन्हें "घोषणा" से सहमत होने
के बाद आवेदन जमा करना होगा। यह आवेदन जमा करने की पूरी प्रिक्रया को पूरा करेगा।

 Candidates shall be prompted to preview the entire application
before submission in order to make any corrections, if so required.
They shall be required to submit the application after agreeing to
the “declaration”. This shall complete the entire process of
application submission.

acknowledgement email shall be sent to the registered email ID
confirming submission of an application by the candidate.
Submission of application shall be completed only after successful
payment of examination fee. Candidate should confirm the status
of payment in the application form PDF where ’S’ would stand for
“Successful” and “F” would stand for “Failed”.

Window: Candidates who have successfully submitted payment for
their application during Application Submission window shall only
be allowed to edit their applications during 30th January 2023 to 3rd
February 2023. No new application can be registered during edit
window or payment can be made during the window. However, the
balance fee required, if any, in case of change in candidate category
and/or PwD status can be paid during the edit window. Any

window except for Name, Test City, Nationality, mobile number and
Email ID. Information can be edited any number of times before the
closure of the window. The last submitted information will be saved
in records.

uploaded (i.e. Photographs, Signatures and Thumb impression),
if required, shall be communicated through emails at registered
email ID of concerned candidates only. and same can be
corrected during the final edit window i.e. 14th February 2023
to 17th February 2023. Only those images which require
corrections shall be editable during this final edit window. No
further opportunity shall be given to make corrections.
Candidates are advised to submit the images in their
application as per prescribed image upload guidelines. Failure
to submit images as per guidelines and/or failure to rectify the
images shall invite rejection of the application.

during the edit window which requires him/her to make any
payment of the difference in Examination Fee to NBEMS, that

8.27.एनबीईएमएस िकसी भी पिरिस्थित में ऑनलाइन आवेदन पत्र जमा करने के समय
उम्मीदवारों द्वारा दजर् की गई िकसी भी जानकारी को संपािदत / संशोिधत / पिरवितर् त नहीं
करता है। एनबीईएमएस द्वारा श्रेणी, जन्म ितिथ, पीडब्ल्यूडी िस्थित आिद में पिरवतर्न के
िकसी भी अनुरोध पर िवचार नहीं िकया जाएगा। उम्मीदवारों को सलाह दी जाती है िक वे

entered by the candidates at the time of online submission of
application form under any circumstances. Any requests for
change in category, Date of Birth, PWD status etc by NBEMS shall
not be entertained. Candidates are advised to carefully enter the
information in the application form. The Category/PwD status
filled by the candidates while applying for NEET-PG 2023 will not
be changed by Medical Counseling Committee (MCC) of DGHS,
Govt of India at the time of counseling. The details of the candidates
will be pre-populated in Counseling Registration Form as provided
by them while filling up the NBEMS Application form for NEET-PG
2023. Any representation in this regard will not be entertained by
MCC.

 8.28.उम्मीदवार जो अपेिक्षत दस्तावेजों के साथ िविधवत भरे हुए आवेदन जमा करने में िवफल
रहते हैं और / या सुधार के िलए िनधार्िरत अंितम ितिथ तक अपने आवेदनों में किमयों को
सुधारने में िवफल रहते हैं, उन्हें अपात्र घोिषत िकया जाएगा। अपात्र घोिषत िकए गए
उम्मीदवारों को प्रवेश पत्र जारी नहीं िकया जाएगा। ऐसे में पूरी फीस जब्त कर ली जाएगी।
Candidates who fail to submit duly completed applications with
requisite documents and/or fail to rectify the deficiencies in their
applications by the last date prescribed for rectification shall be
declared ineligible. Admit Card shall not be issued to candidates
who are declared ineligible. In such cases, the entire fees will be
forfeited.

Summary of Steps in Online Application Form Submission

securing good marks/merit position in any of the exams
conducted by NBEMS.

9.7. नीट-पीजी एक स्वािमत्व परीक्षा है और केवल एनबीईएमएस द्वारा आयोिजत की जाती है।

examination including answer keys/answer sheets.

9.8. ऑनलाइन माध्यमों या सोशल मीिडया के माध्यम से साझा करने सिहत इस परीक्षा की कोई
भी सामग्री दोस्तों, पिरिचतों या तीसरे पक्ष के साथ साझा नहीं की जानी चािहए। सोशल
मीिडया में एसएमएस, व्हाट्सएप, फेसबुक, िट्वटर, हैंगआउट, ब्लॉग आिद का अपना खाता
या प्रॉक्सी खाता (खातों) का उपयोग करना शािमल है। No content of this exam
must be shared with friends, acquaintances or third parties
including sharing through online means or via social media. Social
media includes but not limited to SMS, Whatsapp, Facebook,
Twitter, Hangouts, Blogs etc. using either one’s own account or
proxy account(s).

9.9. नीट-पीजी के िलए पंजीकरण और/या उपिस्थत होकर उम्मीदवार स्पष्ट रूप से उपरोक्त गैर

9.10.िकसी भी अिधिनयम का उल्लंघन दंडात्मक कारर्वाई और उम्मीदवारी को रद्द करने के िलए

उत्तरदायी होगा। Violation of any act or breach of the same shall be
liable for penal action and cancellation of the candidature.

C. V!+Z(3 &)U!/Unfair Means

यिद प्रिशक्षण/परीक्षा के दौरान, कोई उम्मीदवार िनम्निलिखत में से िकसी एक में भी िलप्त
पाया जाता है, तो उसे अनुिचत साधनों का उपयोग करने वाला माना जाएगा। If during
the course of training/examination, a candidate is found indulging
in any of the following, he/she shall be deemed to have used unfair
means.

9.11.यिद यह पाया जाता है िक िकसी उम्मीदवार ने परीक्षा/काउन्सिलंग/प्रिशक्षण में प्रवेश के

िलए अपने आवेदन पत्र में गलत बयान िदया है या झूठा बयान या झूठा/जाली दस्तावेज
पेश करके एनबीईएमएस के िकसी भी परीक्षा/पाठ्यक्रम में प्रवेश पाने का प्रयास िकया है
या सुरिक्षत करने का प्रयास िकया है। If a candidate is found to have made a
wrong statement in his/her application form for appearance in the
examinations /counseling /admission to the training or has
attempted to secure or has secured admission to any of the
examinations/courses of NBEMS by making a false statement or
by production of a false/forged document .

9.12.यिद िकसी भी स्तर पर िकसी उम्मीदवार ने प्रमाण पत्र या अंकों के िववरण या िकसी सरकारी
या गैर-सरकारी िनकाय द्वारा जारी िकसी प्रमाण पत्र या एनबीईएमएस द्वारा उसे जारी िकए
गए िकसी अन्य दस्तावेज में िकसी भी प्रिविष्ट के साथ छे ड़छाड़ की है। If at any stage a
candidate has tampered with any entry in the certificate or
statement of marks or any certificate issued by any governmental
or non-governmental body or any other document that has been
issued to him/ her by NBEMS.

9.13.इं टरनेट के साथ या िबना, मोबाइल फोन सिहत िकसी भी प्रकार के इलेक्ट्रॉिनक गैजेट्स का
उपयोग/कब्जा (चाहे गैजेट्स वास्तव में उपयोग िकए गए हों या नहीं)। Use/

phones with or without internet (whether the gadgets are actually
used or not).

9.14.एक उम्मीदवार को अपने कपड़ों, शरीर, डेस्क या टेबल या उपकरण जैसे सेटस्क्वेयर,
प्रोट्रैक्टर, स्केल आिद के िकसी भी िहस्से पर िलखे गए नोटों की नकल करते हुए पाया जाता
है या जो िकसी नोट को िछपाने, िवकृत करने, पढ़ने योग्य बनाने, िनगलने या नष्ट करने का
दोषी पाया जाता है या उसके पास पाए गए कागज या सामग्री या उत्तर पुिस्तका या प्रश्न
पत्र का हल के साथ आदान-प्रदान करते हुए या िकसी व्यिक्त से बात करते हुए या परीक्षा
हॉल के बाहर, शौचालय या शौचालय में जाते समय नोट्स या पुस्तकों पर परामशर् करते हुए
पाया गया। A candidate found copying from notes written on any
part of his/her clothing, body, desk or table or instrument like
setsquares, protractors, scales etc. or who is found guilty of
concealing, disfiguring, rendering illegible, swallowing or
destroying any notes or papers or material found with him/her or
found exchanging answer book or question paper with solution or
talking to a person or consulting notes or books outside the

व्यिक्त से संपकर् करना या संवाद करना या ऐसा करने का प्रयास करना। Contacting or

books or any other material or outside person while going out of

9.21.परीक्षा केंद्र में प्रवेश लेने के िलए फोटो पहचान में जालसाजी/इस उद्देश्य के िलए झूठे

entry in the test centre/producing false documents for the

method or means in connection with the examination.

9.24.परीक्षा संचालन से जुड़े िकसी अिधकारी को धमकाना या िकसी भी अभ्यथीर् को धमकाना।

Threatening any of the officials connected with the conduct of the
examinations or threatening of any of the candidates.

9.25.दूसरे उम्मीदवार के कंप्यूटर मॉिनटर स्क्रीन में झांकना। Peeping into the computer

होना। Disclosing his/her identity or making distinctive mark in the

9.30.उम्मीदवार ने व्यिक्तगत रूप से या िकसी अन्य व्यिक्त के माध्यम से िकसी परीक्षक, या

एनबीईएमएस या उसके प्रौद्योिगकी भागीदार की परीक्षाओं से जुड़े िकसी अिधकारी या
अिधकारी को परीक्षाओं से संबंिधत िकसी भी मामले में एनबीईएमएस या प्रौद्योिगकी
भागीदार या उनके कायार्लय में अथवा संबंिधत िनवास (ओं) में प्रभािवत करने या दबाव
डालने का प्रयास िकया है।,। Candidate found to have attempted or trying
to attempt personally or through another person to influence or
pressurize an examiner, or any officer or official connected with the
examinations of the NBEMS or its technology partner, either at
NBEMS or at the office of technology partner or their respective
residence(s), in any matter concerned with the examinations.

9.31.ऊपर बताए अनुसार एनडीए का उल्लंघन करने वाले िकसी भी उम्मीदवार को यूएमसी माना
जाएगा। Any candidate violating the NDA as detailed above will be
treated as UMC.

 9.32.यिद िकसी भी स्तर पर यह पाया जाता है िक उम्मीदवार परीक्षा के एक ही सत्र में कई बार
उपिस्थत हुए हैं या अलग-अलग नामों से एनबीईएमएस की एक ही या अलग-अलग परीक्षा
में उपिस्थत हुए हैं, तो ऐसे उम्मीदवार के िखलाफ अनुिचत साधन का मामला दजर् िकया
जाएगा और तदनुसार कारर्वाई की जाएगी। If at any stage if it is found that the
candidate has appeared multiple times in the same session of
examination or has appeared in same or different examination of
NBEMS with different names, unfair means case shall be registered
against such candidate and dealt accordingly.

9.33.उम्मीदवार/िकसी भी व्यिक्त का कोई भी कायर् जो परीक्षा के सुरिक्षत और सुचारू संचालन

के िलए हािनकारक है और इस संबंध में ईईसी का िनणर्य अंितम होगा। Any act of
candidate/any person which is detrimental to safe, secure and
smooth conduct of examination and the decision of EEC in this
regard shall be final.

9.34.परीक्षाथीर् परीक्षा कक्ष में परीक्षा के घंटों के दौरान िकसी अन्य उम्मीदवार से बात करते /
झाँकते हुए पाए जाते हैं। Candidate is found talking/peeping to another
candidate during the examination hours in the examination room.

9.35.एक उम्मीदवार जो परीक्षा केंद्र / कंप्यूटर लैब के अधीक्षक का पालन करने से इनकार करता
है और िकसी अन्य उम्मीदवार के साथ अपनी सीट बदलता है और / या परीक्षा के दौरान

A candidate who refuses to obey the Superintendent of
Examination center/Computer Lab and changes his/her seat with
another candidate and/or creates disturbance of any kind during
the examination and/or otherwise misbehaves in the examination
hall.

9.36.िकसी भी उम्मीदवार को उपरोक्त में से िकसी एक या अिधक अनुिचत साधनों / कदाचार

Ethics Committee after considering each case.

बढ़ाई जा सकती है। कृपया ध्यान दें िक एमडी/एमएस/पीजी िडप्लोमा पाठ्यक्रमों के
िलए प्रवेश का पंजीकरण एनएमसी/पूवर्वतीर् मेिडकल काउं िसल ऑफ इं िडया द्वारा

10.8.1.2023-24 प्रवेश सत्र के िलए अिखल भारतीय 50% कोटा परामशर् में भाग लेने के

50% quota counseling for 2023-24 admission session who fulfill
the eligibility criteria provided by the designated counseling

clarified that a candidate may qualify NEET-PG 2023 as per
criteria mentioned in para 10.1 but may not be in the list of
candidates eligible for counseling for All India 50% quota seats
based on eligibility criteria provided by designated counseling
authority. Such a candidate is however eligible to be considered
for counseling for State quota seats in accordance with
applicable regulations, qualifying criteria, applicable guidelines
and state reservation policies.

10.8.3.नीट-पीजी 2023 में 50 पसेर्ंटायल से कम (एससी/एसटी/ओबीसी के मामले में 40

पसेर्ंटायल से कम, एससी/एसटी/ओबीसी के पीडब्ल्यूडी और यूआर पीडब्ल्यूडी
उम्मीदवारों के मामले में 45 पसेर्ंटायल से कम) हािसल करने वाले उम्मीदवारों पर एमडी/
एमएस/पीजी िडप्लोमा पाठ्यक्रमों में प्रवेश के िलए िवचार नहीं िकया जाएगा और ऐसे
उम्मीदवारों को योग्यता िस्थित या रैंक भी नहीं दी जाएगी। Candidates securing
less than 50th percentile (40th in case of SC/ST/OBC, including
PWD of SC/ST/OBC and 45th in case of UR PWD candidates)
in NEET-PG 2023 will not be considered for admission to MD/
MS/PG Diploma courses and no merit position or rank shall be
given to such candidates.

ओबीसी के िलए 40वां पसेर्ंटाइल। In order to be eligible for admission to
Postgraduate Medical Course for an academic year, it shall be
necessary for a person with benchmark disabilities as specified
under the Rights of Persons with Disabilities Act, 2016, to score
the minimum marks of 45th percentile for General Category and
40th percentile for SC/ST/OBC in the National Eligibility-cum-
Entrance Test (NEET-PG).

करने के िलए पीडब्ल्यूडी प्रमाण पत्र जारी करने के िलए 16 केंद्रों की पहचान की गई है।

issuing PWD certificates: 16 Centres have been identified for
issuing PwD certificate to claim for 5% PwD reservation in

10.9.1.एक राज्य में सभी िचिकत्सा संस्थानों में राज्य कोटे की सीटें और राज्य सरकार द्वारा
स्थािपत संस्थानों में सीटें, राज्य / केंद्र शािसत प्रदेश िवधानमंडल के एक अिधिनयम
द्वारा स्थािपत िवश्विवद्यालयों, नगर िनकाय ट्रस्ट, सोसायटी, कंपनी या अल्पसंख्यक
संस्थानों को नीट-पीजी की मेिरट सूची का उपयोग करके भरा जाएगा।। कोई भी राज्य
सरकार/िनजी मेिडकल कॉलेज/िवश्विवद्यालय अपने स्तर पर कोई प्रवेश परीक्षा
आयोिजत नहीं करेगा। State quota seats in all Medical Institutions in a
State and seats in institutions established by State Govt.,
Universities established by an Act of State/Union Territory
Legislature, Municipal Bodies Trust, Society, Company or
Minority Institutions shall be filled by utilizing the merit list of
NEET-PG. No State government/private medical college/
universities shall be conducting any entrance exam at their own
level.

10.9.2.एनबीईएमएस संबंिधत राज्यों के पात्रता मानदंड, आरक्षण मानदंड आिद को लागू

िकए िबना, डीजीएचएस, भारत सरकार के माध्यम से राज्य सरकार / परामशर्
प्रािधकरण को नीट-पीजी 2023 में केवल उम्मीदवारों का डेटा और उनके अंक प्रदान
करेगा। राज्य कोटा रैंक, राज्य श्रेणी रैंक, इन-सिवर् स उम्मीदवारों के िलए लाभ, ग्रामीण
पोिस्टंग (यिद लागू हो) आिद का िनधार्रण/सृजन संबंिधत राज्यों/संघ राज्य क्षेत्रों/
संबंिधत प्रािधकारी की नािमत एजेंसी/प्रािधकरण द्वारा लागू िविनयमों, पात्रता मानदंड,
िदशािनदेर्श और लागू आरक्षण नीितयों के अनुसार िकया जाएगा। NBEMS shall

through DGHS, GoI, without applying eligibility criteria,
reservation criteria etc of the concerned states. State quota rank,
state category rank, benefit for In-service candidates, rural
posting (if applicable) etc shall be determined/ generated by the
designated agency/authority of the concerned States/UTs/
concerned authority as per applicable Regulations, eligibility
criteria, guidelines and applicable reservation policies.

10.9.6.उम्मीदवारों को संबंिधत राज्य सरकार/केंद्र शािसत प्रदेशों से सत्यािपत करना होगा

िक क्या उन्हें राज्य कोटा पोस्ट ग्रेजुएट सीटों/संस्थान पूल में प्रवेश के िलए लागू

respective State Government/UTs if at all they will be

Reservation
11.1. पीजी मेिडकल सीटों का आरक्षण भारत सरकार और संबंिधत राज्य सरकारों के मानदंडों के
अनुसार लागू हो सकता है। Reservation of PG Medical seats shall be as per
the norms of the Government of India and respective State
Governments as may be applicable.

11.2. (i) एमएचए अिधसूचना िदनांक 4 माचर् 2021 के अनुसार ओसीआई/पीआईओ को िवदेशी
माना जाएगा और वे केवल एनआरआई सीटों के िलए पात्र होंगे और अिखल भारतीय कोटा,
राज्य कोटा, डीम्ड िवश्विवद्यालयों और िनजी मेिडकल कॉलेजों की पेड मैनेजमेंट सीटों जैसी
भारतीय राष्ट्रीय सीटों के िलए पात्र नहीं होंगे। As Per MHA notification dated 4th
March 2021, OCI/PIO will be treated as foreigners and only eligible
for NRI seats and will NOT be eligible for Indian National seats like
All India Quota, State Quota, Paid Management seats of Deemed
universities and Private medical colleges.

(ii) एनआरआई उम्मीदवार अपनी योग्यता के अनुसार एनआरआई सीटों और भारतीय राष्ट्रीय
सीटों दोनों के िलए पात्र होंगे।NRI Candidates will be eligible for both NRI
Seats and Indian National seats as per their merit.

(iii) इसके अलावा, एनआरआई, ओसीआई, पीआईओ होने का दावा करने वाले उम्मीदवार
एससी/एसटी/ओबीसी/ईडब्ल्यूएस के तहत आरक्षण के िलए पात्र नहीं होंगे और उन्हें केवल
अनारिक्षत माना जाएगा। Further, candidates claiming to be NRI, OCI, PIO
will not be eligible for reservation under SC/ST/OBC/EWS and will
be treated as Unreserved only.

11.3. केवल ओबीसी - एनसीएल (नॉन क्रीमी लेयर), ओबीसी की केंद्रीय सूची के अनुसार, अिखल
भारतीय 50% कोटा सीटों की काउं सिलंग सिहत डीजीएचएस के एमसीसी द्वारा आयोिजत की
जाने वाली काउं सिलंग में ओबीसी आरक्षण का दावा करने के पात्र हैं। नीट-एमडीएस के िलए
सभी आवेदकों को तदनुसार सलाह दी जाती है िक वे आवेदन पत्र में ओबीसी के रूप में अपनी
श्रेणी का तभी भरें जब उनकी जाित ओबीसी की केंद्रीय सूची से संबंिधत हो और वे नॉन क्रीमी
लेयर के अंतगर्त आते हों। OBC - NCL (Non Creamy Layer) as per Central

quota seats counseling. All applicants for NEET-PG are accordingly
advised to indicate their category as OBC in the application form
only if their caste belongs to the Central list of OBCs and they fall

12.3.यिद उम्मीदवार सशस्त्र सेना िचिकत्सा सेवाओं के संस्थान/अस्पताल में स्नातकोत्तर

पाठ्यक्रम लेने का इच्छु क है, तो नीट-पीजी 2023 के िलए ऑनलाइन आवेदन पत्र जमा
करने के समय, उम्मीदवारों को "हां" िवकल्प का चयन करना होगा, इस प्रश्न के उत्तर में,
"क्या आप सशस्त्र बल िचिकत्सा सेवाओं के संस्थान / अस्पताल में स्नातकोत्तर पाठ्यक्रम

Medical Services”. Thereafter, they will have to indicate their
category as mentioned in Para 12.2

12.4.एएफएमएस संस्थानों में एमडी/एमएस/पीजी पाठ्यक्रमों के िलए पात्रता मानदंड और

प्रवेश प्रिक्रया का उल्लेख करते हुए िवस्तृत िनदेर्शों के साथ एक अलग अिधसूचना

आवेदन करना होगा। AFMS will publish a separate notification with
detailed instructions mentioning eligibility criteria and admission
procedure for MD/MS/PG courses at AFMS institutions & will be

candidates desirous for admission to AFMS institutions will have
to go through the notification & apply accordingly to be
considered for admission after declaration of NEET-PG result.

12.5.उम्मीदवारों को नीट-पीजी 2023 के स्कोर और प्रवेश पत्र को संरिक्षत करना चािहए, जो िक

उनकी संबंिधत श्रेिणयों में स्नातकोत्तर पाठ्यक्रमों में प्रवेश के िलए आयोिजत की जाने

12.6.2.स्नातकोत्तर िचिकत्सा पाठ्यक्रम संचािलत करने वाले सशस्त्र बल िचिकत्सा सेवा

संस्थानों में अनुसूिचत जाित/अनुसूिचत जनजाित/अन्य िपछड़ा वगर्/पीडब्ल्यूडी के िलए
सीटों के आरक्षण का कोई प्रावधान नहीं है। There is no provision of
reservation of seats for SC/ST/OBC/PwD in the Armed Forces
Medical Services Institutions conducting Post Graduate Medical
Courses.

12.6.3.इन संस्थानों में चयन और अंितम प्रवेश सशस्त्र बल िचिकत्सा सेवा द्वारा उम्मीदवारों
की योग्यता के आधार पर और पैरा 12.2 में उिल्लिखत प्राथिमकता के क्रम के अनुसार
िकया जाएगा और िजन्होंने नीट-पीजी और एएफएमएस दोनों के िलए ऑनलाइन
आवेदन िकया है और प्रवेश होगा संबद्ध िवश्विवद्यालयों पर लागू होने वाले िनयमों और
िविनयमों के संयोजन में भारत सरकार के रक्षा मंत्रालय के िनयमों के अनुसार िकया गया।
Selection and final admissions to these institutions shall be

 made by the Armed Forces Medical Services based on merit of
the candidates & as per order of precedence mentioned in para
12.2 and who have applied online both to NEET-PG and to
AFMS and the admissions shall be done as per Govt of India
Ministry of Defence rules and regulations in conjunction with
those applicable to the affiliating Universities.

12.6.4.एएफएमएस संस्थानों में एमडी/एमएस/पीजी िडप्लोमा सीटों के इच्छु क सभी योग्य

उम्मीदवारों को अिनवायर् रूप से डीजीएचएस, एमओएचएफडब्ल्यू, भारत सरकार के
एमसीसी के साथ इसकी वेबसाइट www.mcc.nic.in पर पंजीकृत होना होगा, तािक

institutes, failing which they will NOT be considered for
allocation of specialties.

12.6.5.नािमत परामशर् प्रािधकरण यानी िचिकत्सा परामशर् सिमित (एमसीसी) एएफएमएस

परामशर् का केवल पंजीकरण िहस्सा करेगी। आगे की ऑफलाइन मेिरट आधािरत सीटों
का आवंटन और प्रवेश प्रिक्रया एएफएमएस द्वारा शारीिरक िफटनेस टेस्ट के बाद

 Image Upload Instructions
Note: Kindly go through the guidelines carefully.
Images uploaded in the application form which are
not in accordance with the guidelines or failure to
rectify the images in the edit window/final edit
window shall invite rejection of application.
Before applying online, a candidate will be required to have a scanned (digital)
image of his/her photograph, signature and thumb impression as per the
specifications given below. Your online application will not be registered unless
you upload your photograph, signature and thumb impression as specified.

A. PHOTOGRAPH
Processes for photo upload:

The candidate shall be required to upload TWO photographs:

1. A REAL TIME PHOTOGRAPH taken by the webcam/in-built camera of the

computer system while filling the online application form:
a. Confirm that the system used to fill the form has an in-built camera/webcam.
b. Be properly dressed in a formal attire.

c. Stand/sit against a white background (Avoid distracting backgrounds)
d. There should be bright light falling on your face but not on the webcam.
e. No objects should be behind you while capturing the photograph through
web cam). The image must not include other objects or additional people.
Ensure that you are only one person in picture.
f. The image must contain the full face, ears, neck, and shoulders of the entrant
in frontal view with a neutral, non-smiling expression and with eyes open and
directed at the camera.
g. The image must not contain any parts of the body below the entrant's
shoulders.
h. Click on “Capture Photo” button in the application form.

9. Upload a RECENT PHOTOGRAPH (Not more than 3 months old) which

can be prepared in following way:

CLICKING YOUR RECENT PHOTO USING DIGITAL CAMERA:

❖ DO NOT UPLOAD MORE THAN 3 MONTH OLD PRE-

SAVED PHOTOGRAPH OF YOURS. Uploading a
photograph which is not a recent one shall invite rejection
of application.

❖ IN CASE OF GROSS DIFFERENCE IN YOUR

APPEARANCE IN REAL TIME PHOTOGRAPH AND UPLOADED
PHOTOGRAPH, THE APPLICATION WILL BE REJECTED.

a. Preference to be given to upload a photograph taken in a photo-studio in last

3 months to avoid any likely error in photograph. If you decide to take the
photograph at home, please follow the instructions mentioned below.
b. Be properly dressed in a formal attire.
c. Click colour photograph in bright light using any high resolution digital
device (preferably with > 5-megapixel resolution). Avoid using flash as it
tends to create a shadow on the white background. Images which are taken in
with improper light shall be rejected.
d. Avoid selfie; ask someone else to take the picture for you. They might also
help to direct you a bit, like telling you to straight your head or tuck your hair
behind your ears. Selfies shall be rejected.
e. Do not wear spectacles (to avoid reflection in the glass), cap, goggles,
stethoscope around neck, makeup, ornaments while getting the photo shot.

f. Stand/sit against a white background (Avoid distracting backgrounds)
g. No object should be in the background. The image must not include other
objects or additional people. Ensure that you are only one person in picture.
Images having any object in the background shall be rejected.
h. The image must contain the full face, ears, neck, and shoulders of the entrant
in frontal view with a neutral, non-smiling expression and with eyes open and
directed at the camera.
i. The image must not contain any parts of the body below the entrant's
shoulders. Images having parts of body below the shoulder shall be rejected.

Checklist for editing & uploading the digital photograph:

a. Transfer the photograph from the digital device to a computer/laptop.

b. Photograph is in colour with white background.
c. Your face is clearly visible.
d. The size of image should be less than 80kb. Size of the image can be checked
by right click on the image and then go to “Properties” link. (Maintain aspect
ratio, i.e. height and width ratio to avoid distortion of image)
e. Image is in .jpg/.jpeg format.
f. Image is not blurred in the process of editing.
g. Digital enhancement or other alterations or retouching are not permitted.
h. Make sure your face takes up at least 70-80% of the frame.

B. SIGNATURE

Digital image of your Signature can be made in two ways:

• Using a digital device to directly image (i.e. camera)
• Scanning the signature

PREPARING DIGITAL IMAGE OF SIGNATURE USING A DIGITAL

DEVICE (CAMERA)

Clicking image of signature using a digital device:

a. Draw a box of size 1.5 cm (height) x 3.5 cm (width). Use a black or dark
blue ink pen to sign within this box.
b. Click the signature within the box in bright light conditions using any
digital device (preferably with > 5-megapixel resolution). Avoid using
flash.
c. Check the shadow of your hands/camera/smartphone etc. does not fall

on the sheet.

Editing digital image of the signature:
a. Transfer the digital image to a computer/laptop.
b. If required, use auto-correct feature of image editing software so that
the signature is clear against a white background.
c. Crop the image such that borders of box are reached.
d. Resize the image to 20 – 100 Kb (maintain aspect ratio, i.e. height and
width ratio to avoid distortion of image)

II. SCANNING THE SIGNATURE:

a. The candidate should provide his/her complete signatures and not just
initials.
b. The signatures should be done by the candidates only as it may be
checked any time frequently.
c. Signature done on the blank white page without lines only will be
accepted
d. Take the white sheet and mark the box size of 3.5 x 1.5 cm (width x
height)
e. Sign inside the box with blue/black pen.
f. If the Candidate’s signature on the answer script, at the time of the
examination, does not match the signature on the Attendance Sheet, the
candidate will be disqualified.
g. Set the scanner to 200 dpi
h. The scanned image should be saved in .jpeg/.jpg format.
i. Crop only box area and not the complete white page.
j. The size of image should be less than 80kb.

C. THUMB IMPRESSION

Instruction for preparing digital image

of thumb print

Taking a thumb-print

a. Draw a box of 3.5 cm x 1.5 cm

(width x height) on a white

 sheet of paper (you may draw more than 1 box to take multiple thumb
print and select the best).
b. Use a fresh blue/black colour ink pad.
c. Practice on a sheet of paper to get the
proper thumb-print especially the density
or darkness of the colour. The impression
of the print should be clear and readable;
neither dark nor smudged or light.
d. Clean your hands and dry them before you
begin (oil/dirt can obscure the prints)
e. Gently press your LEFT THUMB against
the ink pad and take a horizontal print of
your left thumb within the box. Do not press too much or wriggle as it
may lead to smudging of print.
