EPL means limiting the power of the main engine by changing/adjusting the

governor’s settings.

EPL is conducted to improve the ship’s attained EEXI so that the value complies
with Required EEXI in accordance with regulation 25 of M ARPOL Annex VI.

III. The EPL is to be locked physically so that the limitation cannot be released
without permission from the ship's master or the officer in charge of navigational
watch.

IV. Releasing the EPL is only allowed for the purpose of securing the safety of a ship
or saving life at sea, consistent with regulation 3.1 of M ARPOL Annex VI (e.g.
operating in adverse weather and ice-infested waters, participation in search and
rescue operations, avoidance of pirates and engine maintenance).

V. This M anual was developed in accordance with 2021 GUIDELINES ON THE


SHAFT / ENGINE POW ER LIM ITATION SYSTEM TO COM PLY W ITH THE
EEXI REQUIREM ENTS AND USE OF A POW ER RESERVE

Technical Description of the EPL System

A schematic diagram of the governor system is shown in Figure.1.1. Control Unit
2

compares the set engine speed with the actual engine speed detected by using Pulse
Generator, makes a PID calculation of the deviation to control Actuator connected
to the fuel pump, and adjusts the fuel supply to the engine to eliminate the
deviation.
In addition, the fuel index is limited physically by the mechanical stop screw on the
connection from local control. The screw is fixed in the upper operating limit
position of the actuator. The illustration is shown in Figure.1.2.
In the EPL system, the engine power is limited by changing the set of governor’s
fuel index limiter and adjusting the mechanical stop screw corresponding to the
limited install power M CRlim.

3.1. Updating the engine governor

A new set of governor limiter is determined on the basis of the engine

shop test data, the vessel’s sea trial data and so on by the engine
manufacturer, and the value is to be set to the governor consol.
The values before/after the EPL are shown as below.

3.2. Adjusting the M echanical Stop Screw


The mechanical stop screw is adjusted according to the fuel index
corresponding to the M CRlim. The lengths of the mechanical stop screw
before/after the EPL are shown as below.

The screw is adjusted and locked on slightly above the governor’s limit
point in order to avoid physical interferences with the actuator when
full rpm is ordered from the governor.

3.3. Sealing the M echanical Stop Screw


The mechanical stop screw is to be sealed by using a wire, such as the
following picture.

The EPL system is to be inspected by the Administration or the RO and the port

state control officers in accordance with the following process:

① Check whether the mechanical stop screw is sealed or not.

② Confirm the fuel index limiter of the governor and the length of the
mechanical stop screw are the same as the recorded values in chapter 3.

5. Time Required for Un-limiting the EPL

The time required for un-limiting the EPL is about 30 minutes.

6. Procedures and M ethods for Releasing the EPL

In case of emergency, the EPL is to be released temporary in accordance with the


following process:

Remove the sealing of the mechanical stop screw.

Adjust the mechanical stop screw corresponding to the length before the
EPL.

③ Set the governor limiter corresponding to the value before the EPL.

④ Once the risks have been mitigated, the ship should be operated below the
certified level of engine power under the EPL. In addition, the EPL system
should be reactivated or replaced by the crew immediately after the risks
have been prevented and the ship can be safely operated with the limited
engine power, M CRlim.

⑤ Set the governor limiter corresponding to the value after the EPL.

⑥ Adjust the mechanical stop screw corresponding to the length after the
EPL.

Procedures for the Report on Releasing of the EPL

In cases where the EPL is released, the records of releasing and

reactivating/replacing the EPL are to be reported to the RO (eedi@ classnk.or.jp)
and the competent authority of the relevant port of destination, and the
reactivation/replacement of the EPL system is to be confirmed by the RO, in
accordance with the following process.

① W hen the EPL is released, record the date, position of the ship, weather
condition, and reason for using the power reserve in the record page of the
OM M . (W here an EPL override is activated but the power reserve is not
subsequently used, this event should be recorded in the bridge and engine
room logbooks. The engine-room logbook should record power used
during the period when the override was activated. The EPL should be
reset as soon as possible, and details of the reset should also be recorded in
the bridge and engine-room logbooks.)

② W hen EPL is the reactivated or replaced, record the date, position of the
ship in the record page of the OM M .

Notify the RO and the competent authority of the relevant port of

The reactivation/replacement of the EPL system should be confirmed (e.g.
validation of mechanical sealing) with supporting evidence (e.g. engine
power log, photo taken at the occasion of resetting the mechanical sealing)
by the RO at the earliest opportunity.

4. Scope of work
The limitation onboard works are as below.
Before start limitation works, to record the setting length of
mechanical stopper and the original governor setting parameters.

1. Change procedure of parameter (FLMAN and FLMAX)


On the BMS monitor
1) To be pressed “SET” menu
2) To be inputted the password (777777 or 123456)
3) To be selected ”ECS SET” menu by press “ECS”
4) To be selected “GOV OTHER SET” menu by press “OTHER”
5) To be adjusted the setting value in accordance to “EPL Setting data sheet”.
Parameter can be selected by press “▲” or “▼” key.
Adjustment of setting value can be changed by press “DEC SET” or “INC SET”.
After adjust the parameter, please press “SAVE” key

4. Select of “DIRECT MODE”
To be pressed the “DIRECT MODE” switch on the maneuvering panel on ECR, and to be confirmed
light indication of “DIRECT MODE” switch and BMS (or EMS) monitor with red color.
Relative figure is Fig-6 and Fig-11.

5. Confirmation of governor actuator position


To be confirmed the governor position on the monitor and engine side after operating the speed
adjustment handle to maximum position.
Relative figure is Fig-6, 11 and 12.

If the speed adjustment handle use roughly, the Actuator Abnormal is occurred.
3 The cause was estimated to too much current. The operation is necessary for reset it.
=How to reset the Actuator Abnormal alarm
4 ① Return “Stop” position using Speed adjust handle.
② Push the “Cause reset” button on the maneuvering display(BMS2000) or operating panel(BMS2000
Ⅱ,Ⅲ) and confirm to disappear the alarm.
③ Press the reset button on servo panel and confirm without no alarm on it.
*The servo panel is located on near the alarm monitor or inside of control room.
*The servo panel has two types as shown next fig.
**The position of reset button is difference depending on the governor type.
④ Confirm that the governor value in the engine side is zero.

To be installed the new stopper bolt and nut when the speed adjustment handle reaches the FLMAX
value(BMS-2000II) or FLMAN value(BMS2000III), and to be adjusted the clearance between mechanical
stopper and lever to 2mm.

8. Restoration of operated switch, valve and transmitter etc.


Once complete above adjustment and confirmation, to be restored the following items as original.
+Speed adjusting handle to be stopped position
+ “DIRECT MODE” switch (State of light off)
+MLO transmitter
+Valve of control air,3way valve etc
