ENVIRONMENTALLY ACCEPTABLE LUBRICANTS (EALS)

The US Environmental Protection Agency (EPA) has referred to a study by Etkin


(2010) in which the operational discharges (including stern tube leakage) from
commercial shipping globally were estimated to add between 36.9 and 61
million litres of lubricating oil into marine port waters annually.

The 2013 Vessel General Permit (VGP) includes a new requirement for EALs in all
applications that have the potential for an “oil-to-sea” interface, in order to
reduce potentially harmful impacts to humans and to aquatic life.

These new lubricants are “Environmentally Considerate”.

EQUIPMENT IN SCOPE

Equipment with potential for an “oil-to-sea” interface


Any mechanical or other equipment where seals or surfaces may release
small quantities of oil into the sea. The VGP specifically identifies applications
that have the potential for an oil-to-sea interface as:
Controllable Pitch Propellers and Thrusters
Other oil-to-sea interfaces that may have lubrication discharges:

Paddle wheel propulsion


Stern Tubes
Thruster Bearings
Stabilizers
Rudder Bearings
Azimuth Thrusters

WHAT IS AN “ENVIRONMENTALLY ACCEPTABLE
LUBRICANT” (EAL) UNDER THE 2013 VGP?
