India-based Policy Advocacy
Case
Global Titanium Manufacturer
• H****** GmbH (One of the leading titanium manufacturer from Eastern Europe)
reached out to us with a problem statement of understanding the South Asian
market and feasibility for their investment (especially with regards to India) . The
company wanted to be positioned as a serious and successful business, and
reliable partner for emerging economies of this part of the world. The client
partnered with CCLE through Alexis Partner (a third-party advocacy firm based out
of USA).

• CCLE reached out to important stakeholder based out of India and Bangladesh to
understand the market as well as the supply chain. India imported most of its
titanium metal from UK, US and China, out of which China cater to the 48.3% of
import demand. The price-cap and proximity to market, is the major factor why
China had got the top space in the Indian Market.

• CCLE team partnered with industry association based out of southern India to raise
the issue with Government of India regarding disproportionate import
dependency on China with regards to titanium dioxide (not titanium metal) to
sense check whether it would be able to create the market space for some new
players as well. As a result, major news daily covered the issue and based on the
analysis, a feasibility report was presented before the client in order to help them
make informed decision for their investment in the Indian market.
Global Generic Drug Manufacturer
• L***** L***S (a global generic drug manufacturer based out of Hyderabad, India)
reached out to CCLE with a problem statement of introducing their new preventive
medication for HIV/AIDS, PreP (Pre-Exposure Prophylaxis) as an OTC (Over the
Counter) drug and managing the government stakeholder for smooth transition.

• India’s safe sex practices basket is regulated by NACO (National AIDS Control
Programme) and the client wanted to reach out to NACO through third-party
advocacy. As NACO had spent more than 30 years for mainstreaming safe sex
C o mthe
practices, the officials were reluctant to disturb p e tcounter-measure
i t i o n f o r G o o d basket.

• CCLE reached out to high-risk incident group and their advocacy organizations
based out of Mumbai, Delhi and Kolkata. Our team facilitated the stakeholder
consultation with CDSCO and NACO about the success PreP had in other countries
and how it is high time to expand the basket of safe sex practices. With
appropriate positioning of PreP in front of the important stakeholders, CCLE was
able to put the debate for “need for reform” as a mainstream issue.

• As a result of these advocacy efforts, PreP is currently been considered for an OTC
drug by Department of Pharmaceutical’s steering committee and advocacy
organizations had been asked to provided their inputs to the committee.
ADIF: Alliance of Digital India
Foundation
• Problem Statement – Understanding Global digital markets and presenting the
position paper in front of Competition Commission of India

• One of the major digital tech associations in India had approached us with a
problem statement on how to remove entry barriers in varied allied markets in
digital technology to democratize the economic opportunities available within. The
Competition for Good
Association wanted to expand the business horizon for it's member companies in
the Indian, as well as global market. The CCLE provided end-to-end support to this
Association where it conducted a research study to inquire the number of
suppliers and customers in the given market. The Centre also made representation
to a nodal statutory regulator along with the corresponding governmental ministry
as a third-party to highlight the issues faced by the Indian digital tech companies
and possible remedies for the same.

• The relevant stakeholders passed two legal orders which implemented the said
remedy widely reported in India. The suggestions given by the Centre were
incorporated in the legal framework itself thereby furthering business
opportunities for the members of the Association.
