Principal’s Desk August 2022

Dear Students and Parents,

On behalf of the faculty and staff of Westminster High School, welcome to the 2022-2023 school year! We look forward to seeing
all our returning students soon and we are excited to welcome all our new students including the class of 2026!
In my new role as Principal at WHS, I am excited to continue working with all of you and share my passion for teaching, learning,
and this community. Having been a student, parent, teacher, Assistant Principal, and now Principal of this school, I know how
amazing we are. I believe WHS is a great place to teach, work, and learn. I want us to celebrate our successes and build on our
strengths as we work on areas of improvement to increase the success of all our students.
I believe that communication with families and the community is vitally important to the success of WHS. This is an area that I
hope to improve upon by starting quarterly information sessions. These sessions will include presentations of school related top-
ics and conclude with a town hall style question and answer session. It will be open to all to allow parents and community mem-
bers to receive information and to ask questions in a relaxed atmosphere. We are looking to host the first of these meetings this
fall and will send out information once a date has been secured.
Just a few quick reminders:
1. Our Back-to-School Night is September 1st at 4:30pm. We will be following a modified bell schedule that evening so
all students can meet their first quarter/first semester teachers. Look for more details in this newsletter.
2. Bus Information is located on the CCPS website.
3. Student drop off and Pick up will be VERY congested this year and students are encouraged to ride CCPS bus trans-
portation. Look for more details on drop off/pick up and student parking in this newsletter.
4. No car traffic should be in the bus loop area between 7:00am - 7:35am or from 2:00pm -2:30pm.
5. There is NO parking along the back drive at ANYTIME before, during or after school. This drive is now a 2 way road
and cannot accommodate parking. Please be sure to park in designated parking areas.
6. Cafeteria meals will no longer be free for all students. We encourage parents to fill out the federal Free and Reduced
Meals application which benefits the student, family and the school in many ways beyond the meal plans. Please see the
cafeteria page in this newsletter for more details.
7. Freshman and new students’ CCPS computer distribution will occur during the first week of school. Students should
bring them charged each day and keep them protected.
As Carroll County Public Schools continues to examine ways to support learning this year, ALL teachers will be using the School-
ogy learning management system (LMS). Students will be instructed during class on how this will be implemented and used dur-
ing the school day and beyond. We will also have staff on hand in the media center during Back-to-School night to help families
navigate this and understand how they can help their student.
Finally, I would like to encourage students and families to get involved in our school. From sports, drama, gaming, FFA, honors
societies, and clubs for every interest, there is an organization at WHS for every student. Parents can join one of our booster or-
ganizations or volunteer with your student’s clubs/organizations. These groups are filled with many dedicated parents that make
significant contributions to our school’s success and we couldn’t run this school without our parent volunteers!
We hope that all our students have a successful year! We look forward to seeing everyone on September 1st for Back-to-School
night and all students on Tuesday, September 6th at 7:30 a.m. for the first day of school.

Dear WHS Community,

I am excited to announce that after 14 years of teaching at WHS (22 years overall) I have been appointed
to the position of Assistant Principal here in my own community. This is a huge privilege, and I am
extremely grateful for the opportunity to work with the outstanding administrators, faculty, and staff at
WHS.

I began teaching Social Studies in 2000 after graduating with a B.A.


in Political Science and a Master of Arts in Teaching from Olivet
Nazarene University in Bourbonnais, Illinois. I taught middle
school for two years before starting at North Carroll HS. I
transferred to Westminster HS in 2008, where I have been ever
since. As a teacher, I was involved with the Ski Club, Mock Trial
Team, and SAT program. For the last few years, I served as the
Social Studies Department Chair and Co-Chair of the School
Improvement Team until I was appointed “acting” Assistant Principal
in January, 2022. Now it’s official, and I am eager to work towards
the tradition of excellence that is well-established at WHS. This
school plays a vital role to ensure that all students gain the
knowledge and have the skills necessary not only to follow their
chosen college/career path, but also to be good citizens in our
community and nation.

I have personal experience with the positive impact WHS has on


kids’ lives as I have had two children here, one who graduated in
2021 and one who is about to start her senior year. In my spare time, I love to travel, hike, kayak, camp,
cook, or just sit on the beach and read a good book. I also enjoy attending the many extracurricular
events at WHS, and I am thrilled to serve the students, faculty, and parents where “We are Westminster,
We are One!”

I will be working with students with last names that start with E – K. Parents and community members,
please do not hesitate to contact me with any questions or concerns that might arise throughout the
school year.

Parent Drop Off/Pick Up
Due to the ongoing construction at the Career and Technology Center the Back Driveway beyond the C-Lot
will be closed to thru traffic until further notice. All vehicles must turn around in the C-Lot and exit back
down the Back Driveway as this road is now a two-way thoroughfare. To expediate the drop off/pick up
process the following are recommended:
It is highly encouraged that students utilize the CCPS transportation that is provided free of charge.
Parents may drop off/pick up anywhere on the Back Driveway from the Greenhouse to C-Lot. Remember
this is now a two-way road so there is NO passing. Please do not attempt to turn around. You will be able to
turn around in the C-Lot.
Parent drop off prior to 7:15 should give your child ample time to get to their MOD 1 class on time.
After 2:30 parent pick up will be at the Back Driveway or the Main Entrance in the front of the school.
Parents are encouraged to wait until after 2:30 to pick up your child.
Parents wishing to avoid the congested areas around the Back Driveway are encouraged to drop off/pick up
in the Stadium Lot and have your child walk from there.

Option #2: Get a senior portrait taken by a local photographer (Aug. - Dec. 5th)
Any senior who will have a senior portrait done at a local studio must have his/her/their picture submitted by
December 5th in order to appear in the yearbook. Those pictures must be head shots taken in formal attire* on a
blue background WITHOUT props (refer to last year’s book for examples). We will NOT accept pictures on
backgrounds that are any color other than blue.
Please tell your photographers NOT to crop the pictures. All local photographers should submit the pictures via e
-mail or on a flash drive as a .jpeg file. If sending a flash drive, the photographer must include a thumbnail of all
pictures with the seniors’ names. Please call your photographer and ask him/her to send the flash drive to Ms.
Myers at Westminster High School. The yearbook staff is not responsible for acquiring your portrait from any
photographer other than Lifetouch Studios.

Viewing Your Schedule


Schedules for the upcoming school year are now viewable on Home Access Center.
Current schedules are still considered to be in draft form. There is a possibility that clas-
ses and/or teachers may change prior to the start of the school year. Please be sure to
check Home Access Center prior to attending Back to School Night (9/1) to ensure that
you have your most up to date schedule information.

Schedule Changes
As you review your schedule please keep in mind the schedule change criteria. Schedule chang-
es will only be made if the change meets one of the criteria listed below. If you can answer
“yes” to one of the questions below you should reach out to your counselor regarding a schedule
change. Counselors will not be in the office daily until the school year begins but will be available
on a limited basis throughout the month of August.
1. Does your schedule show a mod with no class scheduled?
2. Do you have two classes that meet during the same mod?
3. Are you scheduled for a course without having already passed a prerequisite course?
4. Are you scheduled into a class that you have already taken and passed?
5. Are you a SENIOR who is not scheduled for a course that is required for graduation?

Counseling News continued
Dual Enrollment
All students must sign out in the attendance office prior to leaving for dual enrollment
each day. Whenever possible students who are scheduled for dual enrollment should plan to
leave the building during their scheduled dual enrollment mod. Students who are unable to leave
the building during their dual enrollment mod may use the media center to complete work. Stu-
dents must report to the attendance office and indicate on the sign out sheet that they
will be working in the media center.
Do you need to talk to a Counselor?
Students can meet with their counselors, by requesting an appointment, in a couple of ways. Stu-
dents can access the QR Code located on posters throughout the building, or by coming into the
counseling office and filling out a blue appointment request form. Either Mrs. Williams or Mrs.
Nowosielski will schedule the students within 1-2 days with their designated counselor unless it is
specified urgent.

All students should familiarize themselves with Naviance.


Access to Naviance is through the Clever Portal. A link is with additional information is provid-
ed below. Seniors will use Naviance for college applications, transcripts, and request letters of
recommendation.

Important Upcoming Dates:
 PSAT Testing is scheduled for Wednesday, October 12th here at WHS . Cost of exam is $20.
Come to the Counseling Office to register with payment. Deadline to register for PSAT Exam
is October 1.*
 Carroll County Career and Tech Center will host an open house on October 20th, 6-8 PM
 College Fair at Carroll County Ag Center will be held on October 11th from 6-8 PM
 College Visits will be held both in person, during Flex Mod, and Virtually afterschool. Refer
to Naviance, for the list of colleges, dates, and times, to register to meet with representatives.
 Military Visits will resume during lunch mods, throughout the year.
*Registration will take place through MY School Bucks this year. Please see testing and assessment section on the
Counseling pageon our website. CASH & CHECK payments also accepted in the counseling office.

Student Laptops
• All students are expected to bring their charged laptop the first
day of school

• All incoming freshman or new students to the school will receive their laptops in ad-
visory the first day of school

• If a laptop is damaged a fine up to $150.00 will be charged to the student

• If a laptop is lost or stolen a fine up to $300.00 will be charged to the student

• If a student damages or loses the charger a new one can be purchased for $50.00 in
media and is expected to be turned in with the laptop at the end of their senior year.

Maryland Comprehensive Assessment Program (MCAP)


The Maryland Comprehensive Assessment Program (MCAP) is the overarching term
used for all state assessments. At the high school level, the Maryland State Depart-
ment of Education (MSDE) administers assessments for Algebra I, English Language
Arts (ELA) Grade 10, Government, and the Maryland Integrated Science Assessment
(LS MISA).

For the 2022 – 2023 school year, students will meet the graduation assessment re-
quirement by taking the requisite MCAP assessment after earning course credit for
Algebra I, English 10, Government, and Biology.

Audition information: although these will be cold-read auditions, audition pieces and
other information will be posted on the theatre program’s website
www.westminsterhighschooltheatre.weebly.com by the week of August 30th for those who
would like to see them in advance. Most roles will be open to students of any gender or
identity. Anyone with questions about our fall production or the theatre program in gen-
eral can email Ms. Purdy.

ATTENDANCE PROCEDURES
Whenever a student is absent, verification must be made by the biological parent/court-appointed guardian via a written note, fax, email, or
parent phone call. Regardless of the form of the notification, it must include the following: (1) Student’s legal name, (2) Student’s Grade, (3)
Reason for absence, and (4) Phone number where biological parent/court-appointed guardian can be reached for verification, if needed.
1. Written Note: If you send a written note, please have your student bring it to the attendance office upon return to school prior to
Mod 1
2. Fax: Please fax notes to 410-751-3640 on the day of the absence.
3. Email: Please email notes to the following address: whsattendance@carrollk12.org
on the day of the absence.
4. Phone Call: Please phone in your student’s absence to 410-751-3641 on the day of the absence.
If your method of reporting your student’s absence is fax, email, or a phone call, no further written notification is required. Please note that
the school may call the biological parent/court-appointed guardian to verify the authenticity of an absence notification.
Current policy states that if verification of an absence is not received within 5 days of the student’s return to school, the absence will be con-
sidered unlawful. In addition, students who are absent three or more consecutive days are expected to provide documentation from a physi-
cian.
TARDINESS TO SCHOOL AND EARLY DISMISSALS
The school day begins at 7:30 a.m. Students who arrive to school after 7:30 a.m. must first report to the Attendance Office to be recorded
as tardy to school and to receive a tardy pass admitting them to class.
The school day concludes at 2:20 p.m. Students that request an early dismissal from school should bring a written note from a biological
parent/court-appointed guardian requesting an early dismissal to the attendance office prior to mod 1 to receive an early dismissal pass.
Athletes and other students who participate in extracurricular activities are to be present for the entire school day in order to par-
ticipate (practice, play, or perform) that day. Students who are tardy to school or leave early are not eligible to participate in ex-
tracurricular activities.
The principal may grant exceptions for athletes or students involved in extracurricular activities that were tardy or dismissed early from
school for professional appointments such as physician or dental visits. A note from the physician or dental office must confirm that the
missed time was due to the appointment. The student must present the note to the attendance office for approval and provide the approved
note to the coach/sponsor in order for the student to participate. Tardiness resulting from a court summons must be substantiated by pre-
senting a copy of the summons.
Students who are tardy or dismissed early due to illness, whether through the nurses office or when a parent calls or provides a note, are
considered to have a lawful absence for the portion of the day they missed however they do not meet the requirements of participation in
athletics and extracurricular activities for that day.
Students who present a note identifying an excuse other than one defined by state criteria, or who arrive with no note identifying the reason
for their tardiness, will be considered unexcused for the portion of the day they have missed. Oversleeping, traffic and/or car problems are
not lawful reasons for tardiness to school. Excessive tardiness to school will result in appropriate disciplinary action being taken by the ad-
ministrator.
ATTENDANCE CUT-OFF TIMES
Present Full Day (pertains to extracurricular school activities); In attendance for 4 hours or more of the school day.
Absent Half Day: In attendance for at least 2 hours of the school day, but less than 4 hours.
A student who arrives between 7:30 and 10:20 will be marked tardy in the a.m.
A student who arrives after 10:21 will be marked absent ½ day in the a.m.
A student who arrives after 12:21 will be marked absent for the full day.
A student who leaves before 9:30 will be marked absent for the full day.

Dress Code Policy
Tops: reasonably cover the back, the cleavage area, and entire midriff. See-through not
permitted w/o undershirt.
Bottoms: Cover entire buttocks and private areas while student is sitting, standing,
bending over.
Hats/Hoods: not allowed anywhere during school hours
No profanity, symbols of hate (swastikas and Confederate battle flag)
If the violation cannot be fixed, we will give the student another shirt or shorts. Failure
to correct the violation will result in administrative action including
removal from class.

No cell phones in class now that students have a 1 to 1 laptop


there is not a need for a cell phone in class.
Students who are on their cell phones during class will receive
a cell phone violation slip.
The student will come to the main office and speak with an administrator
1st offense: Verbal Warning and phone call home
2nd offense: After School Detention and phone call home
3rd offense: Major disrespect referral, a day in ISI, phone call home
4th offense: Major disrespect referral, Saturday School and phone call home
5th offense: Parent meeting, possible suspension,
possible loss of phone during the day
These consequences are per quarter
Students are not allowed to record peers/staff anytime during the school day, unless given
approval. Students that record, disseminate video footage of peers will receive consequences, up
to and including out of school suspension

Athletic Boosters Information

Our first meeting of the school year will be held on Monday, September 19 at 7:00 pm in room
B203. All families of new and returning athletes are encouraged to attend and become involved
in supporting our athletes!

The Athletic Boosters are looking for openers/closers in the concession stand this school year!

As an opener you are scheduled an hour prior to the start of a game. Openers turn on all food
machines to get them warm/hot, start preparing the food, bring candy out, unlock coolers, and
prepare cash register, etc...so the window can open 15 minutes prior to game time. Openers are
responsible for monitoring food and making more as needed.

As a closer, you will take over for the opener to make sure enough food is available and then
oversee the cleanup of the concession stand. Closers put items away, restock drink cooler, close
out the register at the end of the shift, etc...so the concession stand is left ready for the next
event.

Openers/closers are asked to sign up to cover three shifts each season. As a thank you we will
give you an annual family pass for four to get into all regular season home games.

Training for openers/closers will be held on Friday, 8/26 and Wednesday, 8/31 from 6:00-7:00
in the outdoor concession stand. If you are interested, please plan on attending one of the train-
ings. Please RSVP via email.

Senior Sunrise Breakfast
The Parent Boosters will provide goodies from Tell Tale Coffee and Snickerdoodles dur-
ing the Senior Sunrise event on Tuesday, September 6. A table will be set up in the senior
lot. Pastries, coffee, and hot chocolate will be served to the Class of 2023 to help them
kick off their senior year with a smile!
This event will be held rain or shine.

NON-CUSTODIAL PARENT INFORMATION

Non-custodial parents may receive school records and routine school information unless prohibited by court
order. This information may be obtained in two ways; a non-custodial parent may register in the Home Access
Center to receive electronic access to student information, or the non-custodial parent may make a request to
the principal for information annually in writing. The request should include the non-custodial parent’s name,
address, student name, and the type of information requested. When a written request for information is sub-
mitted to the principal, the custodial parent shall be notified when such a request has been received by the
school. However, the custodial parent may not ‘veto’ the non-custodial parent’s request without a court order.

Permission to Photograph, Videotape or Audiotape
Throughout the school year, the Carroll County Public School System frequently covers school ac-
tivities and may use your child’s photograph, video image, or voice for educational, informational, or pub-
lic relations purposes, with or without identification by name.
If you do not wish to have your child’s voice reproduced on tape or to have his/her image appear
in such things as a video or a photograph, or on the school or school system website or social media,
please notify the school principal in writing. It is assumed that parents and guardians consent to their
children being audiotaped, photographed, videotaped, or having their image placed on a school website or
social media by the school system unless such notification is received.
There are also occasions when the media cover certain school events (such as when a government
leader visits a school). If you do not wish to have your child’s name or likeness published by the media,
you should address your concerns directly to the school involved so that the media is so advised. Please
be advised that the school system has no control over the media when they are covering activities such as
sporting events and musical programs that are open to the public.
Use of Student Work on Websites or in Publications
There may be times throughout the year when the Carroll County Public School System wishes to display
student work on school websites, social media, or in publications. If you do not wish to have your child’s
art, poetry, writing, etc. appear on school websites, social media, or in publications, please notify the
school principal in writing. It is assumed that parents and guardians consent to their child’s work being
displayed on school websites, social media, or in publications unless such notification is received.
