land and it’s ownership, cultivation, and
tenure.”

AGRARIAN REFORM
Means the distribution of lands, regardless of
crops or fruits produced to farmers and regular
farmworkers who are landless, irrespective of tenurial
arrangement, to include the totality of factors and
support services designed to lift the economic status of
the beneficiaries and all other.
W hat is AGRARIAN POLICY?

AGRARIAN POLICY
Comprises all the actions of government
towards agriculture. It includes:
Policies relating to land revenue;
Surveying and records:
• Land ownership, tenancy, and rural
labour;
• Agricultural production and trade
• Science and development of cultivation

AGRARIAN REFORM POLICY


Agrarian reform can refer either, narrowly, to
government- initiated or government- backed
redistribution of agricultural land or broadly, to an
overall redirection of the agrarian system of the country,
which often includes land reform measures.

AGRARIAN REFORM POLICIES?

Comprehensive agrarian Reform Law of 1988


(Republic Act No. 6657)

An act instituting a comprehensive Agrarian Reform


Program to promote social justice and industrialization,
providing the mechanism for its implementation, and for
other purposes. The Acts contains of 78 Sections, divided
into 15 Chapters.
W hat is the importance of the
policies on Agrarian Reform?

The agrarian reform contributed to relieve the


unemployment pressure and to increase agricultural
production and productivity, although it could not
prevent a massive exodus or rural population from
the mountains and the most marginal areas.

Philippines?

The agrarian reform program under the Arroyo


administration is anchored on the vision “To make the
countryside economically viable for the Filipino family
by building partnership and promoting social equity and
new economic opportunities towards lasting peace and
sustainable rural development.”

 Promote social justice and to move the nation toward


sound rural development and industrialization, and
the establishment of owner-cultivatorship of
economic- size farms as the basis of Philippines
agriculture;

land, with due regard to the rights of landowner to
just compensation and to the ecological needs of the

 Agrarian Reform program is founded on the right of


farmers and regular farm workers, who are landless,
to own directly or collectively the lands they till or, in
the case of other farm workers, to receive a just share
of the fruits thereof;

 Recognize participation of farmers, farm workers and


landowners, as well as cooperatives and other
independent farmers’ organizations in the planning,
organization and management of the program;

production, marketing and other support services
(Section 5, Article XIII, 1987 Philippine
Constitution);

in a manner provided by law ( Section 6, Article XIII,

individual beneficiaries and small landowners.
