This is a general record of actions of the congregation, including baptisms, confirmations, marriages,
and funerals as well as lists of members, communicants, officers, pastors, constitutions, and collections
for benevolences. Traditionally, it was the pastor's duty to maintain and record in this book.
A valuable history of the beginning of the congregation (author not identified) is at the end of the
book.
This print includes everything that is in the original book, with the sole exception of the records of the
days/times that communion was taken by individual members 1890-1909, and index pages AB-YZ.
The "alphabet pages" AB through YZ occur between numbered pages 2 and 3 and served as a
rudimentary index for the book, and serve no useful purpose. They have been replaced by a composed
index for this print version, which follows immediately after this page you are reading.
In general, the pages of this print follow exactly the pages of the original, except where one topic (e.g.,
the constitution) is continued on later pages separated from the rest.
Recording in the book begins with the founding of the congregation in 1889. Topics end in different
years, but most end in the 1940s. Apparently a second "church book" succeeded this one.
Writing is in German until 1918-1920. As was the custom, even when writing in German, the recorder
often used English letters for personal names.
Names are spelled as they are entered in the record. Therefore some family names have various
spellings.
The 314 numbered pages of the original are here printed on 102 pages. [Many pages of the original are

Constitution of the German Evangelical Congregation at Fulton, Mo.

According to scripture, “Let all things be done decently and in order” (I Cor. 14:40), therefore,
we, the undersigned, confess to the following constitution:
Article I – Name
The congregation has and retains the name: German Evangelical Congregation at Fulton, Mo.
Article II – Purpose
The purpose of our church organization is, shall be, and remain: To create and promote the
fellowship in the devotion and knowledge of the Word of God [Scripture], as it is expressed in the
Evangelical Church, through song and prayer and principally through the preaching of the pure and
unadulterated Word of God and the Gospel of Jesus Christ, as well as through the administration of the
holy sacraments, which are holy baptism and holy communion according to the sacramental words of
Jesus Christ.
The congregation acknowledged the Holy Scriptures of the Old and New Testaments as the
Word of God and as the sole and unmistakable guiding principles of faith and life. In so doing, it
confesses to the interpretation of Holy Scripture as laid down in the symbolical books of the Lutheran
and Reformed Churches, of which the principal ones are: the Augsburg Confession, Luther’s
Catechism, and the Heidelberg Catechism, in so far as they are in agreement with each other. In their
differences the congregation retains for itself the freedom of conscience of interpretation of the
pertinent points of Holy Scripture that is accorded by the Evangelical Church.

c) attend worship services diligently and participate in the holy sacraments.
d) take part in financing the expenses of the congregation to the best of his ability and take interest in
all that is to the betterment of the congregation’s welfare.
§II If someone wants to join the congregation, he must apply to a member of the council or to the
pastor. The council publicly announces this application for joining two times. If no objection against
approval arises, the applicant is approved in a public congregational meeting by vote,+ whereupon he
then signs the constitution.
§III Women and young women, whose husbands or parents are not members of the congregation,
can be members, if they sign the constitution.
§IIII Each male member, who has reached 20 years of age, has the right of voice and vote in all
congregational meetings. All members have the duty to have their children baptized, instructed, and
confirmed and to raise them in a Christian way and to be subject to the rules of the constitution and the
decisions made at congregational meetings.
Those who do not comply with the duties of a member of the congregation under Article IIII b,
c, d, and e, [p. 17] after repeated, unsuccessful admonishments, will be stricken from the list of
members and lose thereby all rights to church property. Still, the congregation is willing, at any time,
to accept back those who recognize their wrong.
Article VI – [Pastor]
§1 The congregation has the exclusive right to call and dismiss its pastor. But the congregation
may call and elect only a pastor who either is already a member of the Evangelical Synod of North
America or is recommended for election by the President of the Missouri District.
§2 A written call, signed by the council of the congregation, will be issued to the elected pastor by
the secretary of the congregation, in which his rights and duties are clearly and specifically given.
§3 As soon as the pastor has taken up his office, no one has the right to carry out official acts of
the congregation or church, without his permission.
§4 The pastor has to conduct his office as preaching the Word of God faithfully and
knowledgeably, without respect to persons, and to vigorously promote the welfare of the congregation.
He, jointly with the council, has to practice church discipline, and he has to be in charge of and keep
the church registers accurately.

§5 Should the pastor cause offenses himself, or should disputes occur between the pastor and the
congregation, then, if the trouble remains unresolved by the church council, the congregation will turn
to the District authorities of the Synod to settle the dispute.
§6 When the association between pastor and congregation is broken, three months’ notice of
dismissal, on both the side of the pastor and the side of the congregation, will be required. Only
through gross negligence on the side of the congregation and through a great wrong on the side of the
pastor, can this association be mutually broken.
§7 When the election of a pastor is necessary, the church council, through its secretary, will turn to
the District President of the Synod to propose a suitable man for election, who will be voted on at the
next opportunity. [p. 18] A majority of members present decides the election, after which all members
will be informed of the election.
§8 The pastor will be elected in a public congregational meeting for an unspecified term.
§9 The salary of the pastor will be paid by the treasurer in quarterly installments.
§1 The church council consists of the current pastor, three elders who are also at the same time the
trustees of the congregation, and three deacons. Each year, the two who have served for the longest
time leave the council, and they will be replaced by a new election. The departing ones may be re-
elected. The election takes place in the general congregational meeting by paper ballot. Each year the
council elects from among itself a president, secretary, and treasurer. The officially elected council will
be introduced by the pastor on a suitable Sunday in front of the assembled congregation. The council
has the duty to see that the salary of the pastor will be collected and paid, and that the congregational
property is maintained. The council has no authority to spend a sum of more than $25.00, unless it is
authorized by the congregation to do so.
§2 The deacons have to see that all goes well and orderly in the church building, to show visitors
to seats in the church, to collect for benevolences each Sunday, and that, in the absence of the pastor, a
worship service by readers takes place, if possible.
§3 The trustees are entrusted with the management of church property. They buy and sell only on
the direction of the congregation. They also represent the congregation in legal affairs.

§4 The president conducts the meetings of the congregation and church council. The pastor
conducts them in his absence.
§5 The secretary records the ongoing business and decisions of the congregation in the minutes
book, after reading aloud the minutes of the previous meeting at the opening of the meeting. He takes

care of all monetary transfers and promissory notes, etc., with the president’s signature, and in general
looks after all written actions of the congregation.
§6 The treasurer has to faithfully keep the property of the congregation, whether in cash or paper.
He has the authority to pay the pastor’s salary. However, he has no authority to make any other special
expenditures without instructions signed by the president or secretary. He has to file each year at the
general meeting a report over income and expenses backed up completely with receipts. A committee
consisting of 3 members of the congregation will be called to review on it. Also the council can
examine the account books at any other time.
In order not to stand isolated and to ensure better its continued existence, the congregation,
with its pastor, joins the German Evangelical Synod of North American at the next District meeting.
Article IX – [Meetings]
§1 The general meeting takes place the first week of every January. Order of business is: Opening
by prayer. Reading of the minutes. Acceptance of new members. The council reports on the status of
the congregation. The treasurer presents his account. [p. 20] The congregation elects a committee for
three members to examine the reports. Election of new officers takes place. The chairman announces
the results.
§2 Other congregational meetings may take place when the council or pastor deems such
necessary. They will be announced 14 days prior to the meetings. The members present constitute a
quorum. For a decision to be approved, one vote over one half of the cast votes is required.
§3 Amendments that do not contradict the main clauses of the constitution of the congregation,
may be made in any properly called congregational meeting.
Article X
§1 Changes to this constitution can only be made when two thirds of all voting members vote in
favor.
§2 Articles I, II, III, and X are unalterable, as long as three members adhere to the constitution.
§3 All property of the congregation is and remains the indivisible property of the congregation, as
long as three members adhere to this constitution of the congregation.
The grace of our Lord Jesus Christ, the love of God the Father, and the communion of the Holy Ghost
be with us all. Amen.

Article IV
Instead of only male members over 20 years of age having the right of voice and vote in
congregational meetings, now all members who have joined the congregation, whether male or female
and also under 20 years of age, have the right of voice and vote in congregational meetings.
If someone wants to join the congregation, he notifies the local pastor or a member of the
church council, and if there is no objection by any member of the congregation against the application
for membership, then he will be approved by the assembled congregation as a member of the of the
congregation.
Article VI
Instead of paying the pastor's salary in quarterly payments, payments can be made monthly.
Article VII
Section 1. Instead of the vote for congregational officers having to take place by ballot, voting can also
take place by acclamation after the candidate has been nominated.
Instead of the council electing a president, vice president, and secretary from among
themselves, they will be elected by the congregation.
Section 6. The treasurer can pay all current expenses before prior permission of the president or
secretary.
Article X
Should the congregation dissolve, congregational property will devolve to the Evangelical
Synod of North America.

Preamble: Since, by a change of the constitution of the Fulton Evangelical Church on April 20, 1931,
the Sunday School became an integral of the church,
And since said constitution contains no provisions for governing the Sunday School, save the electing
of the superintendent by the membership of the church, be it resolved that the Sunday School be
conducted and governed by the following rules and bylaws.
Council: The governing body shall be a Sunday School council, consisting of the officers and teachers
of the school. Decisions shall be arrived at by majority vote. The council shall meet monthly for the
transaction of all business pertaining to the school. Five members present at such meeting shall be
considered a quorum.
Officers: The officers of the Sunday School shall consist of a superintendent, assistant superintendent,
secretary, treasurer, and pianist.
Duties of Officers: The Superintendent shall conduct the devotion exercises of the school and shall
preside at the meetings of the Sunday School council. In the absence of the Superintendent or at his
request, these duties shall be performed by the assistant Superintendent. The treasurer and secretary
respectively shall perform all duties that pertain to their office.
Election of Officers: Officers shall be elected annually in the December meeting of the council and
shall be for the term of one year and be installed on the first Sunday in June.
Teachers: Teachers for the adult class shall be elected by the respective class, on the Sunday preceding
the first Sunday of the New Year. All other teachers shall be called by the Sunday School council.
Nothing contained in these rules and bylaws shall be construed as abrogating Art. VIII of the
constitution of the Fulton Evangelical Church, wherein the pastor of the church is charged with the
supervision of the religious education of the children of the church, and by virtue of this article the
pastor is a member of the Sunday School council.
Changes and amendments: Changes and amendments may be made by a two thirds vote of the
members of the council, but such changes must be in conformity with the constitution and the bylaws
of the church.
These rules and bylaws shall be spread on the records of the Sunday School by the secretary, on the
first meeting after their adoption.

Constitution
of the
Evangelical Church at Fulton, Mo.
Mindful of the Word of God: "Let all things be done decently and in order," I Cor. 14:40, we
have adopted the following constitution for our congregation.
II. Creed
The congregation recognizes the Holy Scriptures of the Old and New Testaments as the Word
of God, and the sole and infallible guide of faith and of life and accepts the interpretation of the Holy
Scriptures as given in the symbolic books of the Lutheran and Reformed Churches, the most important
being: The Augsburg confession and Luther's and the Heidelberg Catechisms, in so far as they agree;
but where they disagree the congregation adheres strictly to the passages of Holy Scripture bearing on
the subject, and avails itself of the liberty of conscience prevailing in the Evangelical Church.
III. Membership
All persons possessing the following qualifications [p. 75] may become members of this
congregation:
1. Those who are baptized and confirmed, or have already been communicant members of an
evangelical denomination, and who accept paragraph II of this constitution as their creed; (Amended
April 17, 1926 as per appendix)
2. Those who lead a Christian life;
3. Those who attend divine services regularly and make use of the Holy Sacraments;
4. Those who help bear the burdens of the congregation to the best of their ability;
5. And those who by their signature pledge themselves to be governed by this constitution.

VIII. The Duties of the Pastor
It shall be the duty of the pastor:
1. To perform all the acts required by his ministry;
2. To see to it that the children and young people of the con-[p. 78]gregation receive the
necessary religious instruction, according to the command of God, "Feed my lambs";
3. To prepare young people for confirmation, if possible in a two-year course;
4. To visit the sick and otherwise exercise the duties of a faithful pastor;
5. To set the members of the congregation a good example in life and conduct;
6. To lovingly seek and win indifferent members, and to admonish the fallen in love and
humility.
If the election of a pastor becomes necessary, the secretary of the church council shall request
the president of the District to recommend a suitable candidate, whose name shall be first voted upon.
Only in case this candidate has not been elected another candidate may be recommended. The pastor is
elected by ballot in public meeting of the congregation for an indefinite period. The pastor's salary is to
be paid regularly in monthly installments by the treasurer of the congregation. In order to sever the
relation between pastor and congregation three months' notice shall be required from either side.
After his election, the pastor shall receive a written call from the secretary of the congregation,
signed by the church council, in which his rights and duties are clearly and definitely stated. After the
pastor has assumed his office in the congregation no other pastor shall perform official acts in the
congregation or its house of worship without his consent.
X. Meetings
The annual meeting of the congregation takes place in January. The first Sun. in Oct. Special
meetings may be held whenever the pastor or the church council deem them necessary, or when one-
third of all voting members petition the church council in writing for such a meeting, with a statement
of the reasons therefor. The president of the congregation conducts all meetings, which are to be
opened and closed with prayer by the pastor. Meetings of the church council are to be held at the
beginning of every quarter and oftener when necessary. Every meeting of the congregation must be
publicly announced on two preceding Sundays. Concerning the manner of voting see Art. XII. The
order of business for the annual meeting in January shall be as follows: Opening prayer. Roll call.
Reading of minutes of preceding meetings not yet accepted. Admission of new members. Report of the
church council on the events of the year. The treasurer's annual report. Unfinished business. New
business. Election of officers. Adjournment with prayer.

XII. Changes, Quorum, etc.
Additions and changes to this constitution may be made in any regularly called meeting.
Paragraphs I, II, XI, and XII are unchangeable as long as three members agree to maintain them. One
vote more than half of those cast is sufficient to make a resolution binding. Changes in the constitution,
however, can only be made when [p. 80] two-thirds of the voting members vote in favor of a change.
Any regularly called meeting may pass binding resolutions; absent members vote with the majority.
The peace of our Lord Jesus Christ and the love of God and the communion of the Holy Spirit
be with us all. Amen

[p. 81] Art. V. shall be so construed and amended that the name of an applicant for membership shall
only be brought before the members in open session, if the Church Council is unable to reach a
decision and only in this event shall a public announcement be made by the pastor of the church
concerning the pending application.

In spring 1888 Pastor F. Klick, during a visit to his mother on Auxvasse Creek, learned that a
large number of Evangelical Christians lived in and around Fulton without spiritual care. Fully twenty
years ago a Reformed congregation was organized but they had a preacher for only a short time. Also,
Evangelical pastors from Jefferson City preached here in the 1870s from time to time. And a German
Presbyterian pastor always preached on Sunday afternoons in the English church, but the Germans
considered him more distant than close. Only a few attended his worship services and he did not
encourage them to attend. Soon several German men came to realize there was an opportunity to start a
mission at this place. Pastor Klick held a worship service, and then it was arranged that still more
should take place. Theological candidate F. Trefzer(?) was sent here for Good Friday and Easter
[1889?] at the instigation of the Reverend at the Board of Missions of the Missouri District of the
German Evangelical Synod of North America. Then after him candidates Nicolai, Schroeder, Meyer,
Geobel, Brendjes, Bettex, Meisenhalten, and Kienly preached, and Pastors Berens and Walser, each
once. After that Pastor Wm. Meyer, who had just been ordained, was sent to Fulton, Mo., to cast out
the fishing net. Of course, it was not joyful at first. The young pastor's courage would often sag, but he
continued with the support of those who sent him there. The Lord helped through prayer and
understanding. On August 5 [1889] an Evangelical congregation was organized and a congregational
constitution was approved. Eighteen male members [p. 313] signed it. Among those who stood
faithfully at the side of the pastor at the founding of the congregation and who rendered great service
can be named: Fr. Lorenz, August Fischer, John Langenbach, Ewald Petri, and Peter Wichmann.
The Reformed congregation sold its lot on Asylum and Nichols Streets to the Evangelical
congregation for $1. The worship services were always held in the house standing on that lot, and the
congregation was inclined to be satisfied with it. In the New Year meeting 1890 it was discussed
whether a church should be built. There were those without courage who opposed the project and were
not pleased with it. Only after appeals by the Pastor was the decision finally made that we would build
a church. Nothing further was said. But that decision was acted upon the next morning when Pastor
Meyer, in company with John Langenbach, began working for the church building. With excited and
joyful hearts it was announced the next Sunday that the subscription list had already exceeded $1,000.
It should be mentioned that Aug. Fischer especially was untiring in collecting for the church building.
Still, one should not be worried with that, since other members had not yet contributed to that work.
The Pastor must admit from his heart that almost all members of the congregation had given joyfully
and to their abilities. And although a number of Germans who were not members of the congregation,
showed little love to this work, it must also be noted that other Germans and many, many English
townsfolk helped us in a generous way. Also, the Ladies Aid worked mightily for the interior
furnishings. Even the small Sunday School, which was started on August 25, brought in $216 during
its first two years for the congregation [p. 314] and other purposes. Along with the pastor, Phil. Backer
has worked very faithfully and untiringly for the success of the Sunday School.

The church building was dedicated on May 18 [1890?]. After a short worship service in the old house,
the congregation moved into the new church. The local pastor consecrated it to the work of the tri-une
God, and Inspector L. Haeberle of the Evangelical Preachers' Seminary gave the dedication sermon. In
the afternoon Pastors F.A. Umbeck [of California, Mo.] and K. Koch preached, as well as Pastor J.U.
Schneider [of Jefferson City, Mo.] in the English language. The church was debt free in August, and it
was decided to build a parsonage. The old part of the house was torn down and re-built as a
woodhouse. Three rooms were built onto the main part of the house, which extended it 30 feet to the
west. A total of $500 was contributed for this. In September 1889 an organ was bought for $65 and
covered by pledges.
In September 1891 a bell was bought, which was covered by pledges. The Sunday School contributed
$87 for it.
