Rationale

Computers are becoming essential for business, particularly in the educational system. It
contributes significantly to making work more progressive and productive. It is essential for any firm or
establishment because it assists in many ways including data organization, storage computing, and data
manipulation. Computer programs can assist a company in expanding and make them stay competitive in
the commercial and industrial world. It is beneficial because practically, all businesses nowadays are
computer-based and highly competitive in many ways, such as using computers or smartphones for their
daily job. In recent years, the utility of mobile and computer devices has dramatically increased, allowing
users to conduct more things while on the go. This improvement in utility has come at the expense of the
gadgets' usability in various situations.

Academic Institutions value the quality of teaching. The institution encourages the faculty to
understand the effectiveness of integrating computers in teaching, to develop new approaches to teaching,
to be innovative in developing learning methodology, and to implement leading-edge technology in the
classroom. The faculty evaluation system helps students to evaluate teachers' performance in different
areas, which helps in supporting effective teaching, as well as provide the High School Community with
information about student perception of the quality instruction of the school.

This Faculty Evaluation System will evaluate the strengths and weaknesses of Potia National
High School faculty members in all those areas which are essential to students. This information may also
be used by higher authorities of the institute to form qualified teams of faculty members for the school's
different academic and administrative activities.

The primary purposes of this project are to develop a system that will automate the processes for
faculty evaluations, make it simpler for the faculty evaluation committee to conduct faculty evaluations,
speed up the process of evaluating faculty member's performance, and produce reliable and accurate
evaluation results, and also create a system for more effective and convenient teacher evaluations
processes.

The Potia National High School (PNHS), located at Purok #4 Potia, Alfonso Lista, Ifugao, is an
example of an academic institution that uses a classic evaluation system. The current evaluation system
has a four-way process. The "Principal" itself will design the content of the evaluation form , after creating
and designing the content, the principal will give the evaluation forms to the "Admin aid". The admin aid
will distribute and at the same time be in charge in collecting the answered evaluation paper. The "Head
teacher" will consolidate the evaluation forms of the students and after the consolidation of forms the
head teacher will submit the consolidated form to the principal. The "Principal" itself will accept the final
result of the consolidated evaluation forms.

Process performed in creating, distributing and receiving of questionnaires (see appendix 1.0)

 Principal. The principal will design the overall content of the evaluation form. The final
consolidated forms will be given to the principal directly as well.
 Admin aid. After receiving the evaluation forms from the principal, the admin aid will distribute
the forms to the class representative per year level. If the student finished answering the
questionnaire, the admin aid will now collect the evaluation forms. The admin aid will now
submit the collected evaluation forms to the head teacher.
 Head teacher. The head teacher will accept and consolidate the evaluation forms together with
the assigned non-teaching staff or admin aid from the evaluation committee. After consolidating,
the head teacher will then submit the final result of the evaluation to the principal.

Process performed by the students in answering the questionnaires (see appendix 1.1)

 Class representative. After receiving the questionnaires from the admin aid, the class
representative will now distribute the questionnaires to his/her co-students. The class
representative is also in charged submitting all piled-up evaluation form from the class to the
admin aid.
 Students. Upon receiving the questionnaires, the students will now commence in answering
the evaluation form. After answering the questionnaires, the students will no submit the
completed evaluation form to the class representative.
 Admin Aid. After receiving the piled-up forms from the class representative, the admin aid
will now submit the collected forms to the head teacher.

During the interview session and observation, the following issues and problems are observed
within the current evaluation system of Potia National High School:

1. Slow process on evaluation result- since the manual evaluation method uses Tali in getting the
overall results of the evaluation, the evaluation findings were not completed on time.
2. Inaccurate and unreliable evaluation result- because the aforementioned institution employs the
Tali method to obtain the overall outcome of the evaluation, the result is unreliable and
erroneous.
3. Time consuming on numerous procedures- since the said institution uses manual evaluation
system, they use hard copy wherein the process from printing numerous copies of evaluation
forms to distribution of forms to the designated rooms are commonly the cause of delayed result
and other matters.

The researchers then proposed an automated Faculty Evaluation System which aims to
eliminate the current problems stated above of faculty committee.

Objectives of the Projects

The general objective of the proposed project is to create an automated evaluation system that
will smoothen the institution's current system and eliminate and reduce the current system's shortcomings.

Significance of the Study

Potia National High School (PNHS). The proposed system will benefit the institution by providing
accurate and reliable evaluation results. Furthermore, it will make it simpler for the faculty evaluation
committee to conduct faculty evaluations.
Faculty Evaluation Committee. The system will ease their jobs in preparing and conducting the faculty
evaluation. The system will lessen the paperwork they need to handle, especially in producing many of
the questionnaire's hard copies.

Students. It will be easier for them to rate the performance of the faculty. They will not need to invest too
much time and effort.

Faculty. The system will ensure the accuracy and reliability of the evaluation result they will receive.

Researchers. The researchers of the study will gain more experience in developing successful systems.

Future Researchers. The study will guide them in doing their study about Faculty Evaluation System.

Scope and Delimitation

The proposed system is intended to be used at Potia National High School by its concerned
faculty members and students. The proposed system has constraints that only registered students in the
database can use the system and evaluate the teachers through the subjects they teach. In addition,
students are not allowed to view the evaluation result, and the system will only be used before the end of
the first and second semesters.

Definition of Terms

PNHS. This Refers to Potia National High School.

Manual Evaluation System. Refers to the manual evaluation system or existing Potia National High
School system, a paper-based evaluation system.

Automated Evaluation System. Refers to the proposed system, which will change the manual evaluation
system of Potia, Alfonso Lista, and Ifugao. A computerized evaluation system that will help both students
and faculty members in the said institution.

Admin aid. Refers to the one in charge of distributing and collecting evaluation papers in a manual
evaluation system.

Headteacher. Refers to the one in charge of consolidating the students' evaluation forms.

Student. Refers to the evaluators of the manual and automated faculty evaluation system.

Class representative. Refers to the student who’s in charge in distributing the evaluation forms to the
class.

Principal. Refers to the one in charge of accepting the final result of the consolidated evaluation forms.

Cascading Style Sheets (CSS). Are used to format the layout of Web pages.

HyperText Markup Language (HTML). Is used for structuring and presenting content.
MySQL. Is a relational database management system.

PHP Hypertext Preprocessor. Is a scripting language used to develop dynamic web applications with
MySQL, HTML, CSS, and javascript.

Database. Is an organized collection of data. The data are typically organized to model aspects of reality
in a way that supports processes requiring information.
