At 3:00 PM today, the location of the eye of the typhoon is at 1,650 km east of Southern Luzon (13.8°N, 139.5°E) (OUTSIDE PAR) with maximum sustained winds at 185 km/h near the center and gustiness up to 225 km/h, It is forecasted to move west at 0km/h. The typhoon is threatening Northern Luzon and may traverse the Cagayan - Batanes area this Saturday (15 September). Tropical Cyclone Warning Signal (TCWS) # 1 may be raised as early as tomorrow evening (12 September). The typhoon may strengthen the Southwest Monsoon bringing scattered light to moderate rains and thunderstorms over the Zamboanga Peninsula, Western Visayas and Palawan starting Thursday (13 September) a. The alert status at the NDRRMOC was rasied from WHITE to BLUE ALERT effective 5:00 PM, 10 September 2018, and from BLUE to RED ALERT effective 8:00 AM, 11 September 2018 b. Conducted Pre-Disaster Risk Assessment (PDRA) Core Group Meeting for TY “MANGKHUT” ([.N.) on 10 September 2018 . Provided constant updates on weather alerts/advisories to all ROs. ©. Directed all concemed DILG ROs to take proactive measures in the impending disaster. d. The DSWD Central Office (CO), concerned Field Offices (FOs), and National Resource Operations Center (NROC) have stockpiles and standby funds amounting to P1,701,776,347.65 with breakdown as follows’ Stockpiles A total_of 356,349 Family Food Packs (FFPs) amounting to P118,947,845.65 and available Food and Non-food Items (FNIs) amounting to P710,825,555.00. Standby Funds A total of P872,003,147.00 standby funds in the CO and FOs. The Disaster Response Operations Monitoring and Information Center (DROMIC) of the DSWD-DReAMB is monitoring the disaster events and report updates. 4. DSWD CO-QRTs were alerted and on-standby for possible augmentation to disaster affected areas. @. NROC, Pasay City and Visayas Disaster Response Center, Cebu City are on standby for possible augmentation of Food and Non-Food Items (FNFls) f, Prepared Food & Non-Food Items readily available at any given time. a. On Blue Alert b. Activated OPLAN PAGHALASA and OPLAN LISTO. ¢. Placed emergency vehicles with duty personnel on standby for possible deployment d. Alerted all Provincial, City and Municipal Fire Stations to coordinate with other government agencies in preparation for the effects of the weather disturbance, ©. Alerted BFP stations and personnel for possible evacuation, rescue and other disaster-related activities. {BFP Stations conducted roving within respective AOR. RDRRMC/OCDROs |, Il, MIMAROPA and CAR are continuously disseminating weather advisories/ bulletins to RDRRMC member-agencies, PIC/MDRRMCs, and local media (radio stations) through OCD InfoBoard Text Blast System, and upload the samRce to social accounts to effectively ensure public safety and achieve zero-casualty, Office of Civil Defense (OCD) I a. b. On BLUE ALERT Conducted PDRA/ERP Meeting on 10 September 2018 at RDRRMC1 Emergency Operations Center, Pagdalagan, San Fernando City, La Union and joined NDRRMC PDRAIERP through video conference (WebEx) Continuous and redundant ~— dissemination of + weather forecasts/bulletins/advisories to all concemed local DRRMCs, RDRRMC. member agencies, tri-media and several fishermen associations thru facsimile and SMS. Advised all PDRRMCs and RORRMC member agencies to be on alert and ‘standby for possible rescue, relief, and other response operations relative to the said weather disturbance. Issued and disseminated RDRRMC | Memorandum No. 100 re Raising of Alert Status to Blue Alert for TY “MANGKHUT". Directed the Regional Incident Management Team (RIMT), Rapid Emergency Telecommunication Team (RETT) and Rapid Damage ‘Assessment and Needs Analysis (RDANA) Team to be on standby for possible deployment. Police Regional Office (PRO) | a. b. Activation of 3-stage Disaster Preparedness and Response Plan, Implemented IMPLAN SAKLOLO, PDRRMO Ilocos Norte a Recommended the following actions to all Local DRRMCs: * Conduct PDRA/ERP and enforce preventive and/or force evacuation of residents in high-risk areas * Inform all Punong Barangays and City/Municipal Officials of the upcoming weather disturbance and to disseminate the same to all residents and take precautions and regularly monitor weather updates « Advise all residents to limit outdoor activities and prohibit children from swimming, fishing in swollen rivers and creeks during strong winds and heavy downpour of rains + Advise Barangay Officials and farmers / livestock raisers to ready animal shelter to safe areas and for fishermen not to venture out sea when gale warning is raised + Advise famers to immediately harvest mature palay and other crops with the guidance of the City/Municipal Agricultural Officer and Agricultural Technicians to lessen crop damages * Conduct inspection of evacuation centers and ensure their functionally * Placed equipment on standby for possible response operations MDRRMO Vintar a. b. c. 4 e. Alerted all response teams and other MORRMC personnel for possible activation of the Municipal EOC. Undertake preparedness actions based on OPLAN LISTO. Continuously monitoring the situation. MDRRMO Burgos a p20o Activated MDRRMC Operations Center for monitoring and coordination re possible effects of the typhoon. Undertake preparedness measyres prescribed under OPLAN LIsto. Continuous dissemination of updates re typhoon. Close monitoring of the water level of rivers and tributaries. Conducted risk assessment and inventory of response assets PDRRMO Pangasinan a. b. ©. Continuously monitoring weather situation, status of San Roque Water Dam Elevation. Stockpiling of relief goods, medicines and other basic housing and infrastructure materials. Monitoring water releases of the San Roque Dam, flood bulletins from PAGASA Flood Forecasting branch, Agno Flood Forecasting and Warning Center. Placed rescue and WaSAR teams and volunteers with equipment for possible response operations Continuous dissemination of weather updates to fisherfolks and stakeholders. CDRRMC Alaminos a b. c. Conducted risk assessment and inventory of response resources. Implementation of action plans including disaster preparedness IEC installation Conducted city-side declogging of canals, pruning of trees and clean up drives. d. Established communication link with PDRRM Operations Center to HF/VHF radio communications. DILG I a. Disseminated memorandum to all LGUs to establish critical preparedness actions based on Operation Listo protocol DSWD FO II a. Field office has available standby funds of P1,503,422.04 and stockpile of 7,000 family food packs aside from the 21,700 family food packs already repositioned in the municipalities. b. Disaster Monitoring and Response Teams (DMRT) in the Field Office, Social Welfare and Development (SWAD), and Municipal Action Teams (MAT) in the provinces of Batanes, Cagayan, Isabela, Quirino, and Nueva Vizcaya are on standby. Police Regional Office Il (PRO Il) a. Directed all Provincial Directors, City Directors, and SCPO to preposition their disaster response teams. PDRRMC Batanes and Cagayan a. Continuous dissemination of weather updates to MDRRMOs. b, Closely coordinating with MDRRMCs re situation in their AOR. ¢. Continuous monitoring of AOR SSSRDRRMC MIMARGPAT one ciana ena OCD MIMAROPA a, Continuous dissemination of Daily Weather Forecast, Severe Weather Bulletins and General Flood Advisories to R/PICDRRMCs, LGUs, Local Radio Station and line member agencies thru SMS, infoboard, facsimile, and uploaded the same to OCD-RDRRMC MIMAROPA official social media accounts to ensure widest dissemination. b. Continuous coordination with response agencies and monitoring of weather situation in AOR, c. Coordinated with RDRRMC member agencies re preparedness measures for TY “MANGKHUT”. d. Coordinated with Coast Guard Stations and Substations within the area re status of port operations. e. With available stockpile of 1,908 family food pack NFI and 3,000 Hygiene kit. £. Prepositioned six (6) Generator Sets (2 Mobile Generator Set 75KVA and 4 Portable Generator Set) in PDRRMC Marinduque, Sta. Cruz District Hospital, Lubang, Occidental Mindoro, and in Baton, Concepcion and Corcuera in Romblon. DILG MIMAROPA a. Immediately informed all concemed personnel on the update re weather disturbances through DILG facebook page b. Informed and ensured all field officers to be guided and observe Operation Listo. c. Disseminated advisories re weather updates to respective provinces and cities down to the barangay level d. Advised provinces to submit reports on any untoward incident and situational reports re effects of the weather disturbances. e. Advised Municipal Local Government Operations Officers (MLGOOs) and DRRMOs to be on alert and ensure open line of communication to receive updates re weather disturbances DSWD MIMAROPA a. Activated Field Office Operations Center to monitor daily local weather condition and provide situational awareness. b. Alerted all P/C/M Quick Response Teams in § provinces of MIMAROPA to regularly monitor the situations in their areas. c. Advised P/MQRT to coordinate with concemed LGUs to report any untoward incidents in their respective areas. d. Placed all members of Rapid Emergency Telecommunications Team (RETT) on standby for possible deployment. e. Ensured the availability of Food and Non-food items for possible relief operation. f. With available stockpile of 32,371 family food packs to all SWADT and Regional Warehouses including prepositioned goods in identified critical areas and available standby funds amounting to P2,686,500. 00. Department of Health (DOH) MIMAROPA a. Coordinated and continuously monitoring the mobilization of all logistical requirements of the DOH needed in the region b. Coordinated with regional hospitals for their preparedness and availabilty of back-up teams. c. Facilitated the issuance of appropriate warnings to all concerned health offices and facilities in anticipation of impending emergencies. d. Prepositioned drugs, medicines, and medical supplies in provincial DOH offices and DOH retained hospitals. Department of Public Works and Highways (DPWH) MIMAROPA a. Alerted maintenance crew of the District Disaster Risk Reduction and Management Teams to monitor condition of national roads and bridges and other infrastructure facilities. b. Placed equipment on standby for possible mobilization BFP MIMAROPA a. Constant coordination with LGUs, NGOs and other government agencies to support the operational activities. b. Placed alll trucks and response assets on standby for possible response operations. PRO MIMAROPA a. Advised all unit commanders to direct all contingencies to prepare and to have teams on alert to secure their respective AOR and assist LGUs. b. Continuously disseminating weather forecasts to all units PIC/MDRRMCs MIMAROPA a. Continuous monitoring and coordination with M/BDRRMCs re situation updates and effects of TY "MANGKHUT’. b. Continuous monitoring of weather situation in the area and dissemination of weather advisories to BDRRMCs and line member agencies. 4. RDRRI ocD CAR a. Emergency Operations Center is on RED ALERT STATUS effective 1:00 PM, 10 September 2018. b. Conducted Pre Disaster Risk Assessment Meeting-Emergency Response Preparedness Meeting for TS MANGKHUT on 10 September 2018, 10:00 PM. c¢. In close coordination with PAGASA Baguio Synoptic Stations and continuous dissemination of weather advisories and alert status to all stakeholders thru all means of communication. d. Coordinated with the Local Disaster Risk Reduction and Management Councilos (LDRRMCs) in the region on weather status, road conditions, and reported incidents e. Issued preparedness tips to prevent any possible eventualities due to the enhanced southwest monsoon and localized thunderstorms. f. Two (2) OCD-CAR staff will be deployed per province to assist in the PDRRMC Operations Center. BFP Cordillera a, Placed on standby for possible disaster operations and/or augmentation. Philippine Information Agency (PIA) ~ Cordillera a. Continuous sending and providing warnings to the public thru SMS, Social Meda, and broadcast Media Police Regional Office - Cordillera a. Placed on standby for possible disaster operations and/or augmentation b. Placed Regional Public Safety Battalion (RPSB) with basic search and rescue equipment. CDRRMC Baguio City a. Raised alert status to RED effective 10 September 2018. a. The flights 5J 101 and 5J 102 going to and from Manila ~ Guam — Manila were cancelled on 11 September 2018 due to bad weather.
