More differently abled attend schools than before: 2011 Census

According to recently released new 2011 census data, nearly two-thirds of the disabled
population in the age-group of 5-19 in 2011 were attending educational institutions. It was
mentioned in the table C-22 of census which gives distribution of the disabled population in
the age-group 5-19 by their attendance status in educational institution, type of disability, sex,
age and residence. As many as 40.2 lakh (61.2%) out of the total of 65.7 lakh disabled
population in the specified age group were attending educational institutions in 2011.

51st Haryana Day observed

The 51st Haryana Day was observed on 1 November 2016. The day was observed as Haryana
Golden Jubilee (Swarna Jyanti) across the state. The day marks completion of 50 years of
Haryana’s existence as a state of the federal map of India. The year will be celebrated as
Haryana Swarna Jyanti from 1 November 2016 to 31 October 2017.

PM inaugurates Chhattisgarh foundation day celebrations; Unveils Pt Deendayal


Upadhyaya’s statue

Prime Minister Narendra Modi has inaugurated Chhattisgarh’s 16th foundation day
celebrations in Naya Raipur. The Prime Minister will later address people gathered on the
Shyama Prasad Mukherjee ground, where the 5-day long Rajyotsava is being held.
Chhattisgarh Governor B D Tandon and Chief Minister Raman Singh are also present at the
site. Mr Modi unveiled the statue of Pandit Deendayal Upadhyaya in Naya Raipur. He also
dedicate to people, ‘Ekatma Path’ and the Bus Rapid Transport System in the city.

SEBI tightens norms for credit rating agencies

The Securities and Exchange Board of India (SEBI) on 01st November 2016 tightened rules
for credit rating agencies, prescribing more disclosures on suspension and withdrawal of
ratings. The capital markets regulator also directed agencies to disclose the nature of their
compensation arrangements with rated entities, including exchange of gifts. CRISIL, ICRA
and CARE are the major agencies that assign credit ratings to issuers of debt instruments. The
SEBI move follows an increase in the number of defaults due to a deteriorating corporate
debt profile.

Sushil Chandra takes charge as CBDT chairman


Senior Indian Revenue Service (IRS) officer Sushil Chandra took over as chairman of the
Central Board of Direct Taxes (CBDT) today. He succeed Rani Singh Nair who retired from
service. Chandra is a 1980-batch officer of Indian Revenue Service. Prior to this appointment
he was working in the board as Member (Investigation). CBDT is nodal policy-making body
of the Income Tax (IT) department under the Union Finance Ministry. It is a statutory
authority established under The Central Board of Revenue Act, 1963. The composition of
CBDT includes Chairman and six members. It is responsible for framing policy and
administrative issues related to direct taxes and the Income Tax department.

Twitter India head Rishi Jaitly quits

Rishi Jaitly, Twitter’s India head who helped popularise the adoption of the micro-blogging
website among government departments to respond to citizen queries, has quit the company.
Jaitly was the vice-president for Asia Pacific, which includes India, West Asia and North
Africa for Twitter. He made the announcement on a twitter storm 01st November 2016. He
will leave the company at the end of November after four years of service.

Miroslav Klose confirms retirement and joins Germany coaching staff

Miroslav Klose, the top scorer in World Cup history, is ending his playing career and will
join Joachim Löw’s coaching staff as he studies for his pro licence, the German football
association (DFB) have confirmed. The 38-year-old retired from international football after
winning the World Cup with Germany in 2014, scoring twice to bring his total goal tally
from four tournaments to 16. He is also Germany’s record scorer with 71 goals.

2 November: International Day to End Impunity for Crimes against Journalists

The International Day to End Impunity for Crimes against Journalists was observed globally
on 2 November 2016. The Day is celebrated to spread awareness against the violence and
crimes done to journalists and media workers and to bring to justice perpetrators of crimes
against journalists and media workers, and ensure that victims have access to appropriate
remedies. It aims to promote a safe and enabling environment for journalists to perform their
work independently and without undue interference.

India-Bangladesh joint military exercise SAMPRITI-2016 to commence from 05 Nov


The joint military training exercise “Sampriti-2016” will be conducted between India and
Bangladesh at Tangail, Dhaka, Bangladesh from 05 to 18 November 2016. Exercise
SAMPRITI is an important bilateral defence cooperation endeavour between India and
Bangladesh and will be the sixth edition of the exercise which is hosted alternately by both
countries.

PM gives away Ramnath Goenka Awards for Excellence in Journalism

Prime Minister Narendra Modi has presented the Ramnath Goenka Awards for Excellence in
Journalism at a function in New Delhi. The honour acknowledges exceptional work across 28
categories in print, broadcast and online journalism in English, Hindi and regional languages.
The Ramnath Goenka Excellence in Journalism Awards, the biggest annual event in the
Indian media calendar, was instituted by the Ramnath Goenka Foundation in 2005 to
celebrate the legacy of the founder of The Indian Express Group. It recognises excellence in
journalism and showcases outstanding contributions by individuals each year. In both the size
of the award and its scope, these are the largest news media awards in the country. With this
year, over 300 journalists from over 50 news organisations – domestic and international –
have received these awards. Its categories cover investigative, political and sports journalism,
non-fiction writing, feature writing, sports and entertainment, commentary and work done in
regional languages.

ICICI Bank launches overdraft facility for salaried home loan borrowers

ICICI Bank has launched a credit facility against home loans for salaried customers. The
Home Overdraft facility will enable a salaried customer to seek loans up to Rs. 1 crore for
personal needs against his/her property. Salaried individuals, who have a home loan and a
salary account with ICICI Bank, are eligible to apply for the ‘Home Overdraft’ facility. Also,
salaried borrowers of preferred corporates who do not have home loans with ICICI Bank can
transfer their home loans to the bank to avail themselves of this service.

Australia announces 19 grants worth $6.3 million for projects with India

In a bid to boost ties with India, the Australian government on 02nd November 2016 has
announced 19 grants worth $6,30,000 dollars for several projects in the field of education,
science, sports, arts and culture. The successful grants include an exchange between TAFE
NSW and India’s Centurion University to share expertise for training indigenous learners,
collaboration between University of New South Wales and Indian scientists to develop
effective new water purification systems for the country’s water supply.

Pratul Joshi wins Bahrain International Challenge badminton tournament


Indian shuttler Pratul Joshi has won the Bahrain International Challenge badminton
tournament in the men’s singles category. It was his maiden international title. In the final
match played at Segayya in Bahrain, Pratul defeated his brother Aditya Joshi by 21-17, 12-21
and 21-15 score.
Women’s singles title: It was won by Sri fatmawati of Indonesia. She defeated her
compatriot Asty Dwi Widyaningru.
Men’s doubles title: It was won by Russian pair of Evgenij Dremin and Denis Grachev.
They defeated Indian pair of Vighnesh Devlekar and Rohan Kapoor by 18-21, 17-21 score.
Women’s doubles title: It was won by Tanisha Crasto (Bahrain) and Aprilsasi Lejarsar
Variella (Indonesia). They defeated Indian pair of Farha Mather and Ashna Roy by 12-21 18-
21 score.

Paris climate agreement becomes international law

The Paris Agreement to combat climate change officially entered into force after 55 parties to
the convention accounting for at least 55% of total GHG (greenhouse gas) emissions ratified
it. The threshold for entry into force of the Paris Agreement was achieved on 5th October
2016. 94 parties have ratified the convention.India was 62nd country to ratify it on 2 October
2016. It is an international climate deal to combat climate change. It facilitates enforcement
of global GHGs reduction measures in the post-2020 Under it, all countries must pursue to
keep global temperature rising below 2°C by 2100 above pre-industrial levels with an ideal
target of keeping temperature rise below 1.5°C.It forces developed countries to provide 100
billion dollars annually to the developing counterparts beginning in 2020 to deal with climate
change.

Chinese scholar Xuan Zang stayed in Vijayawada to study Buddhist scriptures

Seventh century Chinese Buddhist pilgrim and scholar Xuan Zang (also spelled Hsuan
Tsang) stayed a couple of years in Bezawada (the old name of Vijayawada) to copy and study
Buddhist scriptures. In 630 AD, Xuan Zang came to India through Kashmir after visiting
Central Asia, Iran and Afghanistan through the SilkRoute. During his stay, he had studied
and copied the Abhidhammapitakam, the last of the three pitakas (Pali for baskets)
constituting the Pali canon, the scriptures of Theravada Buddhism.

India’s first titanium project starts test production in Odisha

The first titanium project of India has started its test production Ganjam district of
Odisha.The project has been established by Saraf Group.This is first of its kind titanium plant
and the only one in the country. During the test run, one of its four furnaces became
functional. After inception, this plant is expected to produce 36,000 tons of titanium slag and
20,000 tons of pig iron per year.

Maharashtra first to launch cyber police stations in all districts

Maharashtra has become the first state in the country to have a cyber-police station in each
district to take on cyber criminals. In this regard, state government is converting 42 state-of-
the-art cybercrime labs into cyber police stations simultaneously. These cyber police stations
will also be set up at police commissionerate and Range IG offices. Any offence related to
cybercrime will be registered in these police stations at district level. Besides, additional
cyber police stations will also be set up in some cities.

Saudi Arabia awards water prize to 8 scientists

Saudi Arabia has awarded eight scientists the Prince Sultan Bin Abdulaziz International Prize
for Water at a ceremony at the United Nations headquarters in New York.The ceremony was
hosted on 3 November by UN. Friends of Water and presided over by Secretary-General Ban
Ki-moon along with the prize committee chairman Prince Khalid Bin Sultan Bin Abdulaziz.
The bi-annual prize, established in 2002, aims to provide recognition to scientists and others
whose work creatively addresses the problem of water scarcity.

NASA completes construction of James Webb Space Telescope

The National Aeronautics and Space Administration (NASA) has completed the construction
of the James Webb Space Telescope (JWST) after more than 20 years of work. JWST is the
largest-ever space telescope is expected to launch in 2018 following the in-depth testing. It is
bigger and more powerful than NASA’s operational Hubble Space Telescope. It is a 8.8
billion US dollars worth space observatory built to observe the infrared universe like never
before.

South Korea names new PM and finance minister amid scandal

South Korea’s presidential office on 03 November 2016 named a new prime minister and
finance minister. Kim Byong-joon, a senior former presidential secretary is expected to
replace Hwang Kyo-ahn as prime minister. The Blue House named Financial Services
Commission Chairman Yim Jong-yong as finance minister and deputy prime minister.

Latvia becomes first Baltic Sea country to link with China’s OBOR

Latvia has become the first country in the Baltic Sea area to sign a Memorandum of
Understanding to link up with China’s One Belt and One Road (OBOR) Initiative. The MoU
was signed after Chinese Premier Li Keqiang’s meeting with his Latvian counterpart Maris
Kucinskis in Riga (capital of Latvia). It was Chinese Premier’s first visit to the European
Union country. Besides, Latvia and China also singed five agreements on cooperation in such
areas as small and medium-sized enterprises, transportation and logistics.

Union Government launches Pradhan Mantri Surakshit Matritva Abhiyan

The Union Govt launched Pradhan Mantri Surakshit Matritva Abhiyan (PMSMA) to provide
free health check-ups to pregnant women at government health centres and hospitals.The
Scheme was launched by Union Minister of Health and Family Welfare J P Nadda in New
Delhi. It was announced by Prime Minister Narendra Modi during his monthly radio address
Mann Ki Baat in June 2016. The national programme aims to provide pregnant ladies free
ante-natal services (ANC) and required treatment for free on 9th of every month. Objectives
of the scheme are:
(i) Provide healthy life to the pregnant women.
(ii) Lowering the maternity mortality rate.
(iii) Making pregnant women aware of their health issues and diseases.
(iv) Making sure safe delivery and healthy life of the baby.

Centre imposes Rs 10,000 cr penalty on RIL and its partners

Government has slapped a nearly 10,000 crore rupee fine on Reliance Industries Limited
(RIL) and its partners BP and Niko for pumping out gas that flowed to the Krishna Godavari-
D6 Block from an adjoining field owned by ONGC. The Centre has given RIL a month to
respond. The Oil Ministry, in a notice, to all the three partners sought 1.47 billion dollars for
producing nearly 338 million British thermal unit in seven years ended March 2016.

Switzerland appoints Ranveer Singh as brand ambassador

Bollywood actor Ranveer Singh has been now named the first Indian ambassador for
Switzerland Tourism. Singh will now be in charge of promoting Switzerland Tourism’s
campaign for 2017 – “Nature wants you back!”.

Young Indian Lawyer Gets Elected Into UN’s Top Body Of Legal Experts
An Indian lawyer won an election in the United Nations General Assembly for membership
to the world body’s top body of legal experts. 33-year-old Aniruddha Rajput is among the 34
individuals elected by the General Assembly as members of the International Law
Commission.

November 5: World Tsunami Awareness Day

The First World Tsunami Awareness Day was observed across the world on 5 November
2016 to spread awareness among people across the world about Tsunami. The United Nations
General Assembly (UNGA) had constituted the day by adopting a resolution in December
2015. The proposal was first mooted by Japan after the 3rd UN Conference on Disaster Risk
Reduction held in Sendai (Japan) in March 2015. World Tsunami Awareness Day 2016
Theme is “Effective Education and Evacuation Drills”. It aims to spread awareness among
people across the world in matters related to the dangers of tsunami. It will stress on the
importance of early warning systems in order to mitigate damage from the devastating natural
calamity.

India, Venezuela sign deals to increase oil production

India and Venezuela have signed an oil production deals worth about 1.45 billion US dollar
to increase oil production. The agreement was signed between Oil and Natural Gas
Corporation (ONGC), Venezeulas Petroleos de Venezuela SA (PDVSA), and Venezuela’s
consortium Delta Finance BVin Caracas. The Indo-Venezuelan partnership created in 2009 is
expected to double the daily oil production of San Cristobal field from 20,000 to 40,000
barrels of oil.

India-Bangladesh joint military exercise SAMPRITI-2016 begins

The seventh edition of India-Bangladesh joint military exercise SAMPRITI-2016 has


commenced to practise counter-terrorism and disaster-management operations. The 14-day
(from 05 to 18 November 2016) joint military exercise will be held at Shaheed Salauddin
Cantonment in Tangail, Dhaka (Bangladesh’s Capital).

President approves payment of 2% DA from July 1


President Pranab Mukherjee on 04 November 2016 approved the 2% hike in Dearness
Allowance to central government employees, a move that could benefit 50.68 lakh employees
and 54.24 lakh pensioners. DA is provided to employees and pensioners to minimise the
impact of price rise on their earnings. Earlier this year, DA was hiked 6% to 125% of the
basic pay.

Andhra Pradesh tops World Bank’s energy-saving rankings

The sunrise state Andhra Pradesh has been ranked number one in the World Bank’s ‘Energy
Efficiency Implementation Readiness’. The ranking of the states were released in the World
Bank’s study report titled: ‘India’s State Level Energy Efficiency Implementation
Readiness’. Andhra Pradesh topped with overall score of 42.01 followed by Rajasthan
(41.89), Karnataka (39.34) and Maharashtra (39.29). Kerala, Gujarat, Delhi (UT), Punjab,
Odisha and Uttar Pradesh are the other states in the top ten ranking in that order. Andhra
Pradesh topped the list by achieving an energy saving of 1,500 million units (MU) i.e. around
650 MW in two years through use of LED lighting.

Indian Women’s hockey team wins 2016 Asian Champions Trophy

Indian Women’s hockey team has won the 2016 Asian Champions Trophy held in Singapore.
It was the maiden win of Indian Women’s hockey team in Asian Champions Trophy. In
summit clash held in Singapore, India defeated China by 2-1 goals. The first goal for India
was scored by Deep Grace Ekka in the 13th minute which was equalised by China’s Zhong
Mengling in the 44th minute. The second and winning goal was scored by Deepika Thakur
that gave the India formidable lead to win the tournatment

India rises to second place in global business optimism index

The latest Grant Thornton International Business Report for the July-September quarter has
placed India 2nd on the global scale for business optimism. During the April-June 2016
period, India was ranked at the 3rd position after being on top for two consecutive quarters.
Indonesia took the top spot, with the Philippines coming in third. India was ranked third
during the April-June period after being on top for two consecutive quarters. India regained
its top position on this parameter, from second position in the April-June period, while
profitability expectations also moved up.
PM Inaugurates 1st Intl Agro-biodiversity Congress

Prime Minister Narendra Modi inaugurated the first International Agro-biodiversity Congress
in New Delhi. The 4-day Congress (from November 6 to 9, 2016) will be attended by 900
delegates from 60 countries to discuss conservation of genetic resources. The conference has
been organised by the Indian Society of Plant Genetic Resources and Biodiversity
International, a CGIAR Research Centre headquartered in Rome, Italy. It will address the
threats imposed by climate change and ways to achieve sustainable agriculture production. It
may adopt ‘Delhi Declaration on Agrobiodiversity management and use’. India is one of the
most diverse countries in the world possessing unique crop and animal diversity. It covers
only 2.4% of the world’s land area and yet it harbours 7-8% of all recorded species, including
over 45,000 species of plants and 91,000 species of animals.

RBI appoints M Rajeshwar Rao as Executive Director

The Reserve Bank (RBI) has appointed M Rajeshwar Rao as Executive Director following G
Mahalingam’s voluntary retirement from the central bank. As Executive Director, Rao will
look after Department of Statistics and Information Management, Financial markets
Operations Department and International Department. Prior to taking over as the Executive
Director, he was the Chief General Manager, Financial Markets Operations Department. Rao
has a Bachelor of Arts in Economics and a Master of Business Administration from
University of Cochin. He is also a Certificated Associate of Indian Institute of Bankers. Rao
joined RBI in 1984 and as career central banker has exposure in various aspects of central
bank functioning.

Vice President Releases Throor book ‘An Era of Darkness: British Empire in India’

Vice President of India, M. Hamid Ansari released book ‘An Era of Darkness: The British
Empire in India’ authored by Dr. Shashi Tharoor, the Lok Sabha MP. The book recalls in
some detail the misdeeds of the British in looting India and making it suffer an agonizing and
violent death. In it, author has rightly points out that British rule in India was effectively and
regularly supplemented by famine, forced migration and brutality – the three examples of
why British rule over India was despotic and anything but enlightened.

Petra Kvitova wins 2016 WTA Elite Singles Trophy

Czech Republic’s Petra Kvitova on 6 November 2016 won the 2016 WTA Elite Singles
Trophy. She defeated Ukrainian Elina Svitolina 6-4, 6-2 to grab the title at Zhuhai, China.
Kvitova got off to a slow start in the first set but was able to get back into it midway through.
She jumped out to a 5-2 lead in the second set and Svitolina was unable to climb back into
the set. Venus Williams was the defending champion for the title. However, she chose not to
participate despite qualifying for the edition.

Ratnesh Kumar appointed MD and CEO of BoB Capital Markets

Bank of Baroda has appointed Ratnesh Kumar as Managing Director and Chief Executive
Officer of its wholly-owned investment banking subsidiary, BoB Capital Markets Ltd. The
public sector bank stated that Kumar started his career in the Indian capital markets and
financial services sector in 1993.

RBI issues clarifications on hedging for ECBs

The Reserve Bank of India (RBI) has issued the Clarifications on hedging for External
Commercial Borrowings (ECB). The Clarifications were issued under section 10(4) and 11(1)
of the Foreign Exchange Management Act, 1999.The financial hedge for all exposures on
account of ECB should start from the time of each such exposure (the day liability is created
in the books of the borrower),” the central bank said in a clarification on hedging in the case
of external commercial borrowings (ECBs).

China to block India’s bid for NSG membership

China has decided to once again block India’s bid for Nuclear Suppliers Group (NSG)
membership ahead of plenary meet of NSG in Vienna, Austria. Earlier, China along with few
other member countries of NSG had blocked India’s membership proposal in the plenary
meet of NSG in Seoul, South Korea in June 2016.NSG membership will be a significant
boost for India which is seeking to expand its atomic energy sector. It will pave the way for
India to access to the advance technology for a range of uses from medicine to building
nuclear power plants. With this advance technology, India can commercialize the production
of nuclear power equipment . It will give big boost to Make in India programme and exports
as India will have ability to offer its own nuclear power plants to the world.

India and Britain sign two agreements

India and the United Kingdom have signed two pacts to boost cordial relations between the
two nations. The pacts were inked during the 3 days visit of Theresa May, the Prime Minister
of the United Kingdom to India. PM Theresa May was on a three Day visit to India. one on
intellectual property (IP) and another for bilateral cooperation on raising ease of doing
business.
Vinod Rai to head advisory commission

Vinod Rai has been appointed as the Chairman of Fund Trustee and Advisory Commission of
Kerala. He will be entrusted with the responsibility to ensure that the funds of the Kerala
Infrastructure Investment Fund Board (KIIFB) are properly utilised and the interest of
investors is protected. Moreover, the board of the reconstituted KIIFB under Chairman
Pinarayi Vijayan also decided to appoint Usha Thorat, former Deputy Governor of RBI and
Prakash Bakshi, former Chairman of NABARD, as the other members of the FTAC.

Uttarakhand High Court bans construction near glaciers in Uttarakhand

The Uttarakhand High Court has banned near glaciers in Uttarakhand and directed the state
government to preserve the rapidly melting glaciers, a source of major rivers. The High Court
issued an order, taking notice of the degradation in the Himalayan ecology and environment
based on a Public Interest Litigation (PIL) petition filed on encroachment and illegal
construction around various water bodies including the Nainital lake.

Tunisian leader among four conferred Jamnalal Bajaj Awards

Well-known Gandhian and President of Tunisia’s Ennahdha Party, Sheikh Rached


Ghannouchi was among four prominent personalities conferred with the prestigious 39th
Jamnalal Bajaj Foundation Awards for 2016. Mohan Hirabai Hiralal, founder and convenor
of Vrikshamitra was honoured for outstanding contribution in the field of Constructive Work.
BonBehari Vishnu Nimbkar, founder of Nimbkar Agricultural Research Institute was
presented the award for application of science and technology for rural development. Dr.
Nannapaneni Manga Devi, founder secretary of Sri Venkateswara Bala Kuteer and Chetana
Charitable Trust was honoured with the award for development and welfare of women and
children.

Govt to open Pradhan Mantri Kaushal Vikas Kendra in every LS constituency

The Centre has decided to open Pradhan Mantri Kaushal Vikas Kendra in every
Parliamentary Constituency to impart skill training to the people and make them employable.
According to Minister of Skill Development and Entrepreneurship Rajiv Pratap Rudy,
through these centres, a standard will be created to enhance the skill level of trainees so that
they could earn more money.
 Rs. 500, Rs. 1,000 notes no longer legal tender

The Union Government has announced that Rs. 500, Rs. 1,000 notes will cease to be legal
tender. It was announced by Prime Minister Narendra Modi in a surprise address to nation.
The demonetisation drive of these two currency units was taken to root out the menace of
black money, corruption and fake currency from the country. The currency notes of 100, 50,
20, 10, 5, 2 and 1 rupee will remain unaffected by this decision and remain legal tender.
Persons holding old 500, Rs. 1,000 notes must deposit these notes in their bank or post office
accounts from 10th November till 30th December 2016 without any limit. Those who are not
able to deposit 30th December 2016 can go to the specified offices of RBI up to 31st March
2017 and deposit the notes after submitting a declaration form. However, for immediate
needs, old 500, Rs. 1,000 notes can be exchanged in any bank, head post office or sub post

Union Government appoints Praveen Kumar Sharma as CR, MD & CEO of CERSAI

The Union Government has appointed Praveen Kumar Sharma as the Central Registrar (CR),
Managing Director (MD) and Chief Executive Officer (CEO) of Central Registry of
Securitisation Asset Reconstruction and Security Interest of India (CERSAI). He was
appointed by the Appointments Committee of Cabinet (ACC) for the tenure of three years.
Prior to this appointment he was Sharma General Manager at State Bank of India
(SBI).CERSAI is a central online security interest registry of India. It is a Government
company licensed under section 25 of the Companies Act, 1956. Its headquarters is in New
Delhi.

Corp Bank inks pact with Indian Army

Corporation Bank has signed a memorandum of understanding (MoU) with the Indian Army
on the defence salary package. Corporation Bank would provide free/ concessional services
to the Army under the MoU. The services include free drafts, cheque books, funds transfers
to any bank in India through RTGS/ NEFT, free ATM cards, unlimited transactions on all
ATMs, including that of other banks.

Asian Development Bank $48 million loan to help Assam improve power distribution

This is the second tranche loan of the USD 300 million multi-tranche financing facility for
the Assam Power Sector Investment Programme that was approved by the ADB Board in
July 2014.The project will help Assam to enhance capacity and efficiency of its power
distribution system to improve electricity service to end user.

entrepreneurship education and training. The scheme spans over five years (2016-17 to 2020-
21) with a project cost of 499.94 crore rupees. It will provide entrepreneurship education and
training to over 7 lakh students in 5 years through 3,050 institutes.The institutes under the
PMYY include 2,200 institutes of higher learning (colleges, universities, and premier
institutes), 500 ITIs, 300 schools and 50 entrepreneurship development centres through
Massive Open Online Courses (MOOCs).

SC scraps Punjab law to stop sharing Ravi, Beas waters

The Supreme Court has scrapped Punjab Termination of Water Agreements Act, 2004 which
unilaterally allows Punjab to stop sharing Ravi, Beas waters with other States. Ruling in this
regard was given by a five-judge SC Constitution Bench led by Justice Anil R. Dave. The SC
bench gave its opinion on a Presidential Reference made by then President APJ Kalam in
2004 to the apex court under Article 143 (1) of the Constitution questioning the constitutional
validity of the Act.

and revive the African nation’s economy. Egypt will receive an immediate disbursement of
$2.75 billion.

Demonetisation: RBI sets up panel to oversee ATM recalibrations

The Reserve Bank of India (RBI) has formed Special Task Force to speed up the process of
recalibration of automated teller machines (ATM) to dispense the new denomination notes.
The Special Task Force will be headed by S.S Mundra, Deputy Governor, RBI.
Representatives from the Union Finance and Home ministries, RBI, State Bank of India,
ICICI Bank, HDFC Bank, Axis Bank and the National Payments Corporation of India
(NPCI) will be its members. Besides, representative from each of ATM original equipment
manufacturers (OEMs), cash in transit (CIT) companies and white label ATM (WLA)
operators will be invited to the Task Force’s deliberation . Expeditious reactivation of all
ATMs in a planned manner. Draw up an action plan and ensure its implementation for quick
recalibration of the ATMs to enable them to dispense the new Rs. 500 and Rs. 2,000 notes.

Federal Bank to open its first overseas branch in Dubai

Federal Bank, India’s major commercial bank in the private sector has received Reserve Bank
of India (RBI)’s permission to open its first international branch at the Dubai International
Financial Centre.Federal Bank has its Representative Office at Abu Dhabi that serves as a
nerve centre for NRI customers in the UAE. The Bank also has an IFSC Banking Unit (IBU)
in Gujarat International Finance Tec-City (GIFT City). The private sector bank operates
through a branch network of 1,252 branches and 1,524 ATMs spread across the country. The
Bank’s total business mix (deposits + advances) stands at Rs. 1.37 Lakh Crore as at March
31, 2016.

CRPF for first time deploys women commandos for anti-Naxal operations

The Central Reserve Police Force (CRPF) for the first time has deployed a team of women
commandos in anti-Naxal operations in Jharkhand. The 135 women commandos belonging to
the 232 battalion’s Delta company have started carrying out anti-Naxal operations. Key Facts
The women commandos are currently undertaking operations under the close supervision of
CRPF’s 133 battalion in Naxal-infested forests on the outskirts of Ranchi near Khoonti area.

Nitish Kumar launches free power connection programme

Bihar chief minister Nitish Kumar kicked off another resolve of his saat nischay (seven
resolves) programme with the project to provide a power connection to every household by
2018 . Keeping up with his another election promise, Bihar Chief Minister Nitish Kumar
launched a key programme to provide free electricity connection to about 50 lakh households
above the poverty line. The chief minister launched “Har Ghar Bijli Lagataar” programme,
which was key development thrust for the Assembly polls, at an event here. It aims to supply
power to every household in Bihar in the next two years.

India, ADB sign $500 million loan pact to build 9.8-km Ganga bridge in Bihar

The Union Govt and Asian Development Bank (ADB) have inked a $500-million loan
agreement to build a 9.8 km long road bridge across the Ganga River in Bihar. It will be
country’s longest river bridge and shall provide better connectivity between North and South
Bihar and also Patna and its surrounding areas. In addition to the loan, ADB will $900,000 in
technical assistance. The state govt will provide $215 million for the project. It is expected to
be completed by end of December 2020. The new Ganga Bridge will be located near Patna. It
will be first of its kind in India with its height and length customized to deal with climate-
related issues such as rise in water levels while ensuring minimum impact on the river. ADB
has its headquartered in Manila, Philippines.

Union Budget to be presented on February 1

The government has announced that it will present the Union Budget for 2017-18 on
February 1 and the budget session may begin in January. The government had issued the
customary budget circular in September. Notably, the Centre earlier approved the scrapping
of the 92-year old practice of presenting a separate Railway Budget and merged it with the
Union Budget.

DRDO’s combat drone Rustom-2 flies for the first time

The Defence Research and Development Organisation (DRDO) successfully tested its
unmanned combat aerial vehicle, Rustom-2. The medium-altitude long endurance (MALE)
category vehicle met all the expectations during the first flight. The first flight by the
Rustom-2, which is developed by the Aeronautical Development Establishment, was three
years delayed than the schedule.

Hunar Haat inaugurated at 2016 India International Trade Fair

The Union Ministry of Minority Affairs for the first time had inaugurated Hunar Haat (Skill
Haat) at India International Trade Fair (2016) at Pragati Maidan in New Delhi. It is aimed at

The Union Cabinet has approved constitution of ‘special committee for inter-linking of
rivers’ in compliance with a 2012 Supreme Court order. Decision in this regard was taken in
the Union Cabinet meeting chaired by Prime Minister Narendra Modi in New Delhi. The
constitution of committee will help in monitoring precious projects to be carried out under its
National Perspective Plan, 1980. The special committee will submit status-cum-progress
report bi-annually to Union Cabinet to facilitate faster and appropriate decisions in the
interest of the country.

“Post-Truth” Named Oxford Dictionaries Word of Year Amid 2016 Political Climate

The word “Post Truth” was named as word of the year 2016 by Oxford Dictionaries on 16
November 2016. Oxford Dictionary editors have chosen their 2016 international word of the
year: “post-truth,” a term that saw a massive spike after Brexit and Donald Trump’s
nomination as the Republican candidate for president. Oxford Dictionaries announced that
use of the term rose 2,000 percent between 2015 and 2016, specifically in discussions of
Britain’s decision to leave the European Union and the campaign of President-elect Trump.

Russia withdraws from International Criminal Court

Russia has officially withdrawn from International Criminal Court (ICC) after President
Vladimir Putin signed an executive order in this regard. The executive order mentioned that
Russia is pulling out of the 2002 Rome Statute, which establishes the ICC’s status and
powers. However, Russia had never ratified the statue meaning it was never member subject
to its jurisdiction. ICC based in The Hague, Netherlands is an intergovernmental organization
and international tribunal.

President launches National Student Startup Policy

President Pranab Mukherjee launched the National Student Startup Policy (NSSP) to promote
technology-driven student start-ups. It was launched during the second Visitor’s Conference
held at Rashtrapati Bhavan, New Delhi. The NSSP has been formulated by the All India
Council for Technical Education (AICTE). It aims to create 1 lakh technology based student
start-ups and a million employment opportunities within the next 10 years. It also aims to
propel Indian youth to contribute to the nation’s socio-economic progress through promotion
of technology-driven student start-ups.

Steel Ministry to set up of Steel Research & Technology Mission of India

Ministry of Steel is planning to set up Steel Research & Technology Mission of India
(SRTMI) to facilitate joint collaborative research projects in the iron and steel sector in India.
The conceptualization of SRTMI was done by a high level task force set up by the Union
Ministry of Steel. SRTMI has been setup as a Registered Society wherein the Union Ministry
of Steel is a facilitator. It is an industry driven institutional initiative.It will be governed and
administered by a Governing Body comprising the CEOs of steel companies, domain experts
and a representative from Union Ministry of Steel. Initial corpus for setting up of SRTMI is.
200 crore rupees. Union Ministry of Steel will provide 50% of corpus and the balance will be
provided by participating steel companies.

SC orders to constitute nodal agency to crack down sex selection ads


The Supreme Court ordered search engines Google, Yahoo and Microsoft’s Bing to
immediately stop displaying advertisements relating to pre-natal sex determination tests. It
also directed the Union government to constitute a nodal agency to monitor and trigger search
engines to crack down on online pre-natal sex determination advertisements.

Supreme Court refuses to lift ban on Jallikattu

The Supreme Court has dismissed a plea filed by Tamil Nadu to review a 2014 apex court
judgment banning Jallikattu. The apex court questioned the need to “tame” a domestic animal
like the bull and further held that Jallikattu has nothing to do with exercise of the fundamental
right of religious freedom. It also held that Jallikattu runs counter to the concept of welfare of
the animal, which is the basic foundation of the Prevention of Cruelty to Animals Act, 1960.
Tamil Nadu State Government countered that Jallikattu was defined as an act of “taming” of
bulls under the Tamil Nadu Regulation of Jallikattu Act, 2009 and it does not amount to
cruelty. This law was introduced to stop any kind of torture and taming a bull is not torture.

Iran becomes India’s top crude oil supplier

Iran for the first time ever has surpassed Saudi Arabia to become India’s top crude oil
supplier. It was revealed by ship tracking data and a report compiled by Thomson Reuters Oil
Research and Forecasts. Earlier, Iran used to be India’s second-biggest oil supplier after
Saudi Arabia till 2010-11. However, it had ceded its position to Iraq after the tougher western
countries sanctions imposed on Iran over its nuclear development programme.

HDFC Bank’s Aditya Puri has been ranked 36th in the US magazine Fortune’s top 50
business persons list for 2016, and is the only Indian among three persons of Indian origin in

inception in 1994, has been ranked 36th in the list, which evaluates corporate leaders’
business performance. While Facebook’s Mark Zuckerburg leads the list, Microsoft’s chief
executive Satya Nadella has been ranked fifth.
Reliance Group launches IoT services venture ‘UNLIMIT’

Anil Ambani promoted Reliance Group announced a strategic partnership with Cisco Jasper
for the launch of its new venture ‘UNLIMIT’ to provide Internet of Things (IoT) services to
enterprise customers across India. The outlook for IoT services in India is virtually
UNLIMITed, with the number of connected devices projected to rise from 200 million today
to around 3 billion by 2020, and revenues set to increase from $5.6 billion today to USD 15
billion in 2020. IoT, fuelled by machine-to-machine communication, essentially refers to
microprocessor and sensor-fitted gadgets or ‘things’ within a network talking to each other,
swapping real-time data and information to perform specific actions.

India and UK sign three Bilateral Advance Pricing Agreements

The Central Board of Direct Taxes (CBDT) signed three Bilateral Advance Pricing
Agreements (APAs) with the Competent Authority of United Kingdom (UK) to reduce tax
litigation. Earlier both countries had exchanged mutual agreements amongst them under the
Mutual Agreement Procedure (MAP) Article of the India-UK Double Taxation Avoidance
Convention (DTAC). With this, CBDT so far has entered into 111 APAs. These three APAs
cover international transactions in the nature of payment of intra-group service charges and
pertain to the telecom industry. They also have a roll-back provision.

Scientists discover Super Earth like exoplanet GJ 536b

Scientists have discovered a new ‘super Earth’ type exoplanet named as GJ 536b orbiting a
very bright star near to our Sun.The planet was jointly detected by Instituto de Astrofisica de
Canarias (IAC) and the Geneva Observatory.The exoplanet GJ 536b has a mass of around 5.4
Earth masses.It is orbiting a star much smaller and cooler than the sun.It is not within the
star’s habitable zone and has short orbital period of 8.7 day.The luminosity of its star makes it
an attractive candidate for investigating its atmospheric composition.

India, Switzerland sign Joint Declaration for implementing AEOI

India and Switzerland have signed a Joint Declaration for implementation of Automatic
Exchange of Information (AEOI) in respect of accounts of Indians held abroad. Under the
pact, both countries will start collecting data in accordance with the global standards in 2018
and exchange it from 2019 onwards.Thus, it will help India to get access details of bank
accounts held by Indians in Switzerland for 2018 and subsequent years on an automatic basis
from September 2019. It is considered as a big step towards fighting black money stashed by
Indians overseas.The pact is based on the Multilateral Competent Authority Agreement on
the Automatic Exchange of Financial Account Information (MCAA) also known as Common
Reporting Standards (CRS) on AEOI.

As per a report on global wealth published by Credit Suisse, the total quantum of wealth in
India is rising but disparity between rich and poor is also rising.The report says that the
uneven growth has left 96% of the adult population in India at the base of the wealth pyramid
with wealth below $10,000. However, a small fraction of the adult population (0.3%) has net
worth of more than $100,000. The wealth in India is mostly dominated by property and other
real estate. It makes up 86% of its estimated household assets. The wealth in India in local
currency terms increased 5.1% in 2016 but due to adverse currency exchange movements.The
annual growth of wealth per adult in rupees has averaged 6% between 2000 and 2016.

Sebi officials to chair IOSCO panels

Two officials of the Securities and Exchange Board of India (Sebi), Parmod Kumar Nagpal
and Amarjeet Singh are elected as chairpersons of two committees set up by IOSCO
(International Organisation of Securities Commissions) announced by IOSCO’s Asia-Pacific
Regional Committee chairman by Mr. Ashley Ian Alder. Nagpal would chair the Committee

Legendary vocalist, playback singer and composer Mangalampalli Balamuralikrishna passed


away due to age-related geriatric problems in Chennai. He was 86. He was considered as
doyen of classical music. During his long musical career he had excelled as a prominent
Carnatic vocalist, multi-instrumentalist, playback singer, composer and
actor.Balamuralikrishna was born on 6 July 1930 in Sankaraguptam, East Godavari District,
Andhra Pradesh. He had started his musical journey as a child prodigy at a tender age of 8.
Since then, he has performed in over 25 thousand concerts.

Govt asks NABARD to disburse Rs 21,000 crore to farmers

The Government has allowed NABARD to disburse Rs 21,000 crore to cash-starved farmers,
helping them sow winter crops like wheat ahead of the sowing season, Economic Affairs
Secretary Shaktikanta said today. The government’s demonetisation move, which swept away
86% of currency in circulation, has badly hit farmers leaving them without cash just ahead of
the sowing season.

RBI doubles cap on PPIs to Rs. 20,000

The Reserve bank of India (RBI) has increased the per month limit of Prepaid Payment
Instruments (PPIs) to Rs. 20,000 from Rs. 10,000 and to Rs. 50,000 for merchant bank. This
decision was taken due to sudden increase in demand for digital wallets (especially mobile
wallets) after Government announced demonetisation of Rs. 500 and Rs. 1000 notes. The
prepaid PPIs could be also issued to merchants if they provided a self-declaration in respect
of their status and bank account and also to be kept on record by the issuer. Funds transfer
from such PPIs will be permitted only to the merchant’s own linked bank account and upto an
amount of Rs. 50,000 per month, without any limit per transaction. Thus, this decision will
boost mobile wallet transactions following the withdrawal of high-value notes. The measures
will be applicable till December 30, 2016.

Bank deposits with RBI hit record high after demonetisation

In the wake of demonetisation, bank deposits with the Reserve Bank of India (RBI) have
reached a record high of Rs. 4.3 trillion, beating the earlier record of Rs. 1.7 trillion in May
2009. The RBI accepts money from various banks by offering government securities as
collateral. The Indian banking system had collected deposits worth Rs. 5.12 trillion as of 18
November.

5th International Tourism Mart begins in Imphal, Manipur

The fifth International Tourism Mart has begun in Imphal, Manipur. It will be held between
23– 25 November 2016. The event has been organized by the Union Ministry of Tourism in
association with the North Eastern States and West Bengal.North East region of India has
immense tourism potential because its varied topography, rich flora, fauna and ethnic
communities with rich heritage, lifestyles, festivals, arts, and crafts. The event has been
organised with the objective of highlighting the tourism potential of the region in the
domestic and international markets. It brings together the tourism business fraternity and
entrepreneurs together to facilitate interaction between buyers, sellers, media, Government
agencies and other stakeholders. 57 buyer delegations from countries like Australia, Japan,
Japan, US, Brazil, UK, Canada are participating in this edition of mart.

Tribals celebrate Wangala harvest festival in Meghalaya

“Hundreds of Garo tribals gathered here recently to celebrate the harvest festival of Wangala
with much fervour here.
The festival marks the end of a period of toil for farmers wanting a good output from their
fields. Dressed in their traditional fineries, farmers of the tribe gathered together to dance in
honour of Saljong, the spirit of the Sun and fertility. The popular dance, known as the
Wangala Dance or 100-drum Festival, is an intrinsic part of the post-harvest festival of the
region.”

China successfully launches fourth data satellite Tianlian I-04

China has successfully launched its fourth data satellite named Tianlian I-04. The satellite
will join its three predecessors to achieve global network operation. The satellite was
launched on board of Long March-3C carrier rocket from the Xichang Satellite Launch
Centre in southwest Sichuan province. Tianlian I-04 has been developed by the China
Academy of Space Technology under the China Aerospace Science and Technology
Corporation. The satellite seeks to achieve global network operation that will provide data
relay, measurement and control services for its manned spacecraft. The network will also
offer data relay services for the country’s medium- and low-Earth orbiting resources
satellites, control support and measurement for spacecraft launches.
