Commentaries:

In my examination of this contract I found that the DPWH was very careful to ensure that KPSL
General Contractor Inc. shall fulfill their obligation to finish and complete this project
(Construction/Improvements of Female Enlisted Personnel Quarters at Colonel Jesus Villamor Airbase,
Phase II). The safeguards I found in this contract are as follows:

1. Stipulation no. 5 = wherein provision to penalized slippage is herein attached. Here if KPSL
General Contractor Inc. is unable to do or finish his whole works in the set 210 Calendar days it
will result in nonpayment and cancellation of Contract.

2. Stipulation no. 2 (b) 9 = Integrity Pledge under Department Order no. 86, series 2013. In this
juncture the DPWH can maintain the integrity of their department against any speculation of
corruption.

3. Stipulation no. 2 (b) 8 = is designed to financially protect a DPWH in the event the KPSL
General Contractor Inc. defaults on its contractual obligations.

I saw nothing lacking in this contract but its proper implementation.
