3 Bidding Process
 Bidding Contractors must be a plan holder of record
as recorded by SSR.
 Bidding Contractors must attend the Pre-Bid Meeting
 Bidding Contractors must hold a valid and current
contractor’s license with the appropriate classifications
as issued by the State of Tennessee.
 As required by Tennessee Code, Contractor’s license
number and expiration date must appear on the
outside of the envelope containing bid.
 Sub-contractors as described in Section 00 21 13,
Part 15 must also be listed on the outside of the
envelope.
 If this information is not identified on the outside of the
envelope containing the bid, the bid may not be
opened.

4 Award Process
 Award will be based on lump sum base bid price and
any alternates determined by the Owner.
 Award will be made on the basis of the lowest
responsive, responsible bidder.
 Bid form must be completed in its entirety.
 All required bid attachments must be included in the
submitted bid.
 Bidder Qualifications may be requested from the
apparent lowest responsive, responsible bidder.

8 Project Specific Information
 The project includes construction of a 2,400sf PEMB
metal building with CMU walls and a brick façade to
match the existing structures.
 The building will consist of a meter test room, two
offices, a mezzanine storage level and a restroom.
 Also included is excavation & grading, foundations,
utilities, fencing, paving, grassing, erosion control and
in general all appurtenances for a complete and
operable addition to the City’s existing facility.
 An allowance has been established to purchase the
Ford Meter Test Bench.
 Permits
 City of Brentwood (Grading, Bldg, Etc.) The
contractor will need to obtain these permits but all
City permit fees are waived.
 All other permits
9 Third Party Testing
 Contractor shall employ and pay for services of an
independent testing laboratory to perform following
inspection and testing:
1) Concrete consistency, air content, compressive
test cylinder casting and compression testing
specified on the drawings.
2) Compaction testing.
3) Paving tests.
4) Other specified geotechnical tests.
5) Masonry testing.
6) Steel inspections including visual inspection of
welds, weld testing, visual inspection of bolts, and
determination of metal type and gauge thickness.
 Refer to Section 01 00 05 for more details.

10 Site Visit
 All attendees are given the opportunity to walk the site
after the Pre-Bid.
 Any questions arising from the site visit shall be
submitted in writing to the Engineer.
 Only answers provided by Engineer in writing will be
binding.
