WHAT IS TAX?
It is the process by which the sovereign, through it's law making body, race revenue use to
defray expense of government.
It is a means of government in increasing in revenue under the authority of the law, purposely
used to promote welfare and protection of its citizenry.
If is the collection of the share of individual and organizational income by a government under
the authority of the law.
CONCEPT OF TAX
Taxation is the inherent power of the state to impose and demand contribution upon persons,
properties, or rights for the purpose of generating revenues for public purposes.
The power of taxation upon necessity and is inherent in every government and sovereignty.
It was in 1901, during the American regime that the real property taxation in the Philippines
was formally instituted. In 1901, Act Nos. 82 & 83 of the Philippine Commission organized the
municipal and provincial governments.
DISTINCTION OF TAX
To support the colony, several taxes and monopolies were established. The buwis (tribute)
which could be paid in cash or kind, with tobacco, chickens, produce, gold, blankets, cotton,
rice, or other products depending on the region of the country.
Also there was the bandalá (from tagalog word mandala, a round stack of rice stalks to be
threshed) an annual forced sale and requisitioning of goods such as rice.

Income of residents in Philippines is taxed progressively up to 32%. Resident citizens are taxed
on all their net income derived from sources within and without the Philippines. For
nonresident, whether an individual or not of the Philippines, is taxable only on income derived
from sources within the Philippines.

Income in Philippines is divided into the following three categories which are taxed
2. Passive income: This income, including dividends and interest, is subject to tax at 7.5%.
3. Business income and professional income: This income is taxed at progressive rates on net
business income after deduction of certain specified expenses.
Corporate Tax
The corporate income tax rate both for domestic and resident foreign corporations is 30%
based on net taxable income. Excluded from the income tax are dividends received from
domestic corporations; interest on Philippine currency bank deposit and yield from trust funds.
It is important to note that foreign corporations, whether resident or nonresident, are taxable
only on income derived from sources within the Philippines.
A 12% value added tax (VAT) of the gross selling price is imposed to all importation, sale, barter,
exchange or lease of goods or properties and sale of services.
The term 'Gross selling price' means the total amount of money or its equivalent that the
purchaser pays or is obligated to pay to the seller in consideration of the sale, barter or
exchange of the goods or properties, excluding the value added tax.
Tax Incentives for SMEs
1. Direct Tax
A tax credit of 25% of the duties paid on raw materials and capital equipment and/or spare
parts.
2. Indirect Tax
Under the Investment Priority Plan (IPP), SME owners shall be eligible for the
following incentives.
An exemption from wharfage dues and export tax, duty import and fees
refunded upon submission of the proof of actual exportation and upon receipt of the
corresponding.
BUDGET DEFICIT
