B. COMPANY INFORMATION
9. If the applicant is a company incorporated in Papua New Guinea, it is required to submit a copy of its
Certificate of Incorporation, Company constitution, Company Registration Number and attach a copy of
the current company extract from the Companies Office. If the applicant is required to hold a certificate
under Sections 29 or 36E of the Investment Promotion Act 1992, attach a copy of a current certificate.
10. Provide the latest annual financial statements audited by a registered company auditor;
11. Provide the latest annual report;

12. Details of shareholding structure; direct or indirect. The applicant is required to provide document
showing the authorized, issued and paid-up share capital and the current share holding structure of the
company. The applicant is required to submit a copy of the documents that it filed to the IPA.

13. If the director(s) of the applicant company is/are also the director(s) of other companies which currently
hold or previously held any licences issued by the NICTA, please provide a list of such licences, licence
numbers and licensees’ names in relation to each director. If not applicable, please insert “NIL”.
14. Provide a copy of any agreement between the Port Moresby stock exchange and the applicant or any
related company of the applicant;
15. All other necessary information as required under Section 10 of the National ICT Regulations 2010

 C. EXPERIENCE IN TELECOMMUNICATIONS
16. The applicant must have the capability of running the proposed network to the satisfaction of NICTA.
This includes the expertise required for the operation of the proposed network. Previous experience in
operating telecommunications network in Papua New Guinea or overseas will be considered. The
applicant may list out his/her experience in telecommunications for NICTA’s consideration.

D. TECHNICAL SUPPORT DETAILS

NETWORK LICENCE

A. NETWORK AND SERVICES DETAILS

20. Provide a description of the telecommunications system to be installed for the operation of the proposed
network facilities and/or network services and how the system is to be interconnected with other
telecommunications network/facilities and/or services (e.g. fixed telecommunications network services,
international private leased circuits etc.) A detailed system configuration or network diagram to illustrate
interconnection arrangements including:
a) parties to be interconnected with (e.g. the fixed telecommunications network service/fixed carrier
etc; and
b) the means for interconnection (e.g. by switched circuits, by local/international private leased circuits
etc), transmission protocol/signaling and the capacity of each type of circuit.

21. The planned location of the facilities to be installed.

22. Description of the operation of the service. The applicant is required to provide details of how the service
will be operated (e.g. the operation manual for customers).

23. Description of the facilities to be provided, the expected in-service date and the implementation program
if the facilities is proposed to be introduced in phases.
