VEHICLE LOADING SYSTEM STUDY ON CROSSING VESSELS OWNED BY PT.


ASDP IN THE HUNIMUA - WAIPIRIT PROVINCE OF MALUKU IN 2020

Abstract
Hunimua’s Ferry Port is a Ferry Port that serves inter-island crossings within the province with
the Hunimua - Waipirit route. Hunimua’s Ferry Port is managed by PT. ASDP Ship and Regulation
of Transportation Minister Number 115 of 2016 Regarding the Obligation to Bind Vehicles to
Crossing Transport Ships Indonesia Ferry (Persero) Ambon Branch. This study aims to: 1.) To
determine whether the transportation at KMP. Rokatenda, KMP. Terubuk and KMP. Inelika 2020
is in accordance with the Regulation of Transportation Minister Number 115 of 2016 Regarding
the Obligation to Bind Vehicles to Crossing Transport Ships and Regulation of Transportation
Minister Number 30 of 2016 Concerning the Procedures for Transporting Vehicles Aboard the
Ship 2.) To analyze the transportation and vehicle binding equipment requirements required by
KMP. Rokatenda, KMP. Terubuk And KMP. Inelika, and 3.) To evaluate the loading of vihicles and
needs of lashing officers required by KMP. Rokatenda, KMP. Terubuk And KMP. Inelika.
Then to analyze this it is guided by the PM number 115 of 2016 Regarding the Obligation to Bind
Vehicles to Crossing Transport Ships and the Regulation of Transportation Minister Number 30
of 2016 Concerning the Procedures for Transporting Vehicles Aboard the Ship. The analysis that
will be used is the analysis of the transportation of the vehicle on the ship, the analysis of the
distance between the vehicles, and the analysis of the vehicle binding officers.
The results of this study are: 1) The loading of vehicles on the crossings on the Hunimua - Waipirit
route is still not in accordance with the loading procedures that have been regulated in the the
Regulation of Transportation Minister Number 115 of 2016 Regarding the Obligation to Bind
Vehicles to Crossing Transport Ships. 2) The obligation to tie the vehicle (Lashing) on the ferry
on the Hunimua - Waipirit route is still not in accordance with the Regulation of Transportation
Minister Number 30 of 2016 Concerning the Procedures for Transporting Vehicles Aboard the
Ship. due to the absence of binding vehicles on the ship. 3) There was no lashing officer on board
the Hunimua - Waipirit crossing so that the vehicle was not placed according to the rules.

INTRODUCTION
Transportation plays an important role in people's lives. In a small scope, humans really
need transportation to support high mobility in order to make it easier for humans to carry out
their daily activities. Meanwhile, in a broad scope, the role of transportation includes, among
other things, the lifeblood of economic, social and population distribution as well as contributing
to the realization of the whole archipelago insight. One of the transportation used by the
Indonesian people, especially those in Maluku Province is crossing transportation.
The Hunimua Ferry Port is a port located in Liang Village, Salahutu District, Central Maluku
Regency, Maluku Province. This port is managed by PT. ASDP Ambon Branch which only serves
one crossing route by Ro-ro type Ferry, namely the Hunimua - Waipirit route with a route
distance of ± 11.5 nautical miles. On the Hunimua - Waipirit route there are 3 (three) ships
belonging to PT. ASDP namely KMP. Rokatenda, KMP. Terubuk, and KMP. Inelika. Because it has
very high passenger productivity, security and safety are highly favored as a form of providing

not in accordance with the procedures for transporting vehicles on board. The distance between
one vehicle and another is too tight, which often results in damage to the body of the vehicle.
Vehicles that enter the ship are positioned transversely and without lashing, so that it is very
dangerous for vehicle operators or ship operators on the ship and there are no officers provided
to tie the vehicle rope. In an effort to ensure the safety of passengers and vehicles, the Ministry
of Transportation has issued Ministerial Regulation Number 115 of 2016 concerning Procedures
for Transporting Vehicles on Ships. Then regarding the binding of vehicles on ships, it is further
regulated in the Regulation of the Minister of Transportation Number 30 of 2016 concerning the
Obligation to Bind Vehicles to Cross Transportation. The two regulations aim to improve the
safety of Ro-Ro passenger ships, comply with safety standards for the transportation of vehicles
on board, minimize overloading, misplaced vehicle loading and the absence of binding of
vehicles on board.
RESEARCH METHODS
In conducting research, the type of research used is descriptive qualitative research. To
conduct an analysis of the distance between vehicles on a ship, the need for vehicle lashing
equipment on board, as well as the labor of vehicle lashing officers, a comparison of the existing
conditions with the expected conditions can be explained. The scope of discussion that will be
described in this study is limited only to the transportation and binding of vehicles and lashing
officers who are needed on board the ship at the Hunimua Ferry Terminal based on the Minister
of Transportation Regulation Number 115 of 2016 and the Regulation of the Minister of
Transportation Number 30 of 2016.
Data were collected using data collection techniques consisting of observation methods
and measurement methods to obtain primary data in the form of data on the distance between
vehicles on board, the number of lashing equipment on board, and the needs of vehicle lashing
officers. Meanwhile, to obtain secondary data used library methods and institutional methods
to obtain data on ship characteristics and vehicle productivity data.

RESULTS AND DISCUSSION


As mentioned above regarding the existing problems, the writer tries to analyze the
problem so that conclusions can be drawn which later can be used as a solution or problem
solving. For this, the author uses a reference according to the Minister of Transportation
Regulation Number 115 of 2016 and the Minister of Transportation Regulation Number 30 of
2016 as a reference in solving the following problems with existing conditions at the Hunimua
Ferry Port:

1. Vehicle Weighing Equipment

Based on the Regulation of the Minister of Transportation Number 115 of 2016 article
5 paragraph (2), that every vehicle entering the ship must be weighed in order to find out
information about the gross weight of the vehicle. Information about weight is also useful
for lashing officers on board in determining the number of lashings to be used. Based on
the author's observations, this obligation has not been carried out by the management of
Hunimua Port. Therefore, the Hunimua crossing port should provide a weighbridge at least
1 with the type of portable weigh bridge or permanent weigh bridge.
2. Placement of the Vehicle on the Ship
Based on the Regulation of the Minister of Transportation Number 115 of 2016 article
17 paragraph 1, the vehicle must be placed longitudinally (longitudinally) in the direction of
the bow or stern of the ship and must not be crossed. Based on the survey results, there
are still vehicles that are not suitable for placement on the ship, namely there are vehicles
that are placed crosswise.

4. Loading Space Must Be Clean From Spilled Oil

Based on the Regulation of the Minister of Transportation Number 115 of 2016 article
15 paragraph (1), the loading space must be clean from spilled oil and grease. Based on the
survey in the field, the average ships operating at Hunimua Port have dirty cargo spaces
and oil spills.
5. Vehicle binding
Based on the Regulation of the Minister of Transportation Number 115 of 2016 article
18, the number of straps must be adjusted to the overall weight of the vehicle, as for the
number of vehicle straps based on the overall weight of the vehicle as follows:
a. Vehicles whose total weight is between 3.5 (three point five) tons to 20 (twenty) tons,
must use at least 2 (two) lashing gear with a safe working load that is suitable for each
side of the vehicle.
b. Vehicles with a total weight of between 20 (twenty) tons to 30 (thirty) tons, must use
at least 3 (three) lashing gears with a safe working load that is suitable for each. side
of the vehicle.
c. Vehicles with a total weight of between 30 (thirty) tons to 40 (forty) tons, must use at
least 4 (four) lashing gears with a safe working load that is suitable for each. side of the
vehicle.
Based on the survey results in the table above, it can be explained that none of the ships
operating at the Hunimua Ferry Terminal use vehicle straps, even some truck drivers carry
clamps on vehicle wheels and use them themselves. Therefore it is clear that the level of
vehicle safety while sailing on this ship is very low and dangerous. Therefore, there is an
important role played by PT. ASDP Ambon Branch as the manager of the Hunimua Port to
further discipline the applicable regulations so that the level of vehicle safety while sailing
can be guaranteed.

6. Distance Between Vehicles


Based on a survey on the 3 crossing ships on the Hunimua - Waipirit route, the distance
between the vehicles on the ship is still not in accordance with existing regulations. The
survey results can be seen in the table as follows:

From the table above, it can be seen that the loading is above KMP. Terubuk is not in
accordance with the Regulation of the Minister of Transportation Number 115 of 2016
concerning Procedures for Transporting Vehicles on Ships, so that it can interfere with safety on
board.

Based on the survey results above, it is clear that the distance between vehicles is very close
together, this is very dangerous and very influential for the level of safety both for service users
and for ship operators and also based on the results of interviews with ship operators that they
are only concerned with the benefits that will be they get so as to ignore the safety of the
passengers.

According to the Minister of Transportation Regulation Number 115 of 2016 Article 20, the
distance between vehicles and walls is as follows:
1. The distance between one side of the vehicle is at least 60 cm.
2. The distance between the face and rear of each vehicle is 30 cm.
3. For vehicles whose side is adjacent to the ship wall, the distance of 60 cm is calculated from
the inner wall layer or the outer side of the ivory.

7. Availability of vehicle binding officers


Based on the Transportation Regulation Number 30 of 2016 article 6 paragraph (2),
the number of officers to tie the vehicle is adjusted to the ship service schedule. Based on
the survey results, the loading service at the Hunimua Ferry Terminal has a duration of 45

minutes. According to Utomo and Susilowati (2017) in their article, lashing one vehicle can
take 3-5 minutes by 1 person. The time for loading and unloading vehicles on board is 20
minutes. The following is the number of officers needed on each ship studied by the author:

Based on the results of the analysis above that the transportation procedures on board at
Hunimua Port are different from what has been regulated in the applicable regulations, so it can
be concluded that the comparison between the current condition and the desired condition, the
comparison can be seen in the table as follows:

CONCLUSION
Based on existing data and analysis results, the following conclusions are drawn:
1. The procedure for loading vehicles on a ferry on the Hunimua - Waipirit route is still not in
accordance with vehicle loading as regulated in the Minister of Transportation Regulation
Number 115 of 2016 concerning Procedures for Transporting Vehicles Aboard Ships that is:
a. Weigh bridges are not available. Vehicles to be carried on board are not equipped with
information on the weight and type of cargo.
b. There are still vehicles on board that are placed crosswise.
c. The loading space is not sterile from the presence of passengers during the voyage.
d. There were oil spills and grease on the ship.
e. Every vehicle on board, be it the front (bow), middle (midship), rear (stern) is not
subject to vehicle binding.

2. The obligation to tie the vehicle on board a ferry on the Hunimua - Waipirit route is still not
in accordance with the vehicle loading procedure that has been regulated in the Minister
of Transportation Regulation Number 30 of 2016 concerning the Obligation to Bind Vehicles
to Crossing Transport Ships. such as the absence of strapping vehicles on the Hunimua -
Waipirit crossing ship because the straps are only stored in the warehouse.
3. The need for officers needed to improve the transportation system on board namely
a. At KMP. The worst it takes 2 officers to tie the vehicle.
b. At KMP. Rokatenda required 5 officers to tie the vehicle.
c. At KMP. Inelika it takes 5 officers to tie the vehicle.

Based on the results of the above conclusions, there are several suggestions or input as
follows:
1. The procedure for loading vehicles on a ship must be in accordance with the procedure for
loading vehicles as stipulated in the Minister of Transportation Regulation Number 115 of
2016.

2. Every ship operating on the Hunimua - Waipirit route is required to prepare sufficient
fastening devices, namely as follows:

b. KMP. Rokatenda 32 binding tools
c. KMP. Inelika 32 binding tools
3. Loading and binding of vehicles on the ship owned by PT. ASDP Ambon Branch Especially
those operating on the Hunimua - Waipirit route, in addition to the lashing tool, it should
also provide a tool called the sponge border distance (barrier between cargo vehicles) to
minimize the occurrence of friction and collisions between vehicles during voyages.
