GAS PIPELINE PROJECT

T 6.1.5 Mobilization

Bidder will start mobilization after contract award.

Bidder have bases in Balkanabat, Hazar, Turkmenabat and Dashoguz with eqiupments and
personnel.

For Turkmenistan onshore gas pipeline project Bidder planning mobilize equipments from above
listed bases.
After the award of the contract, the project and construction managers will organize staff of all
disciplines to study the terms and conditions of the contract to compile the construction execution
plan, to prepare the subcontract packages and to do other preparation works.
Following activities will be conducted during mobilization period:
1. Will be formed project management group;
2. Prepared list of equipments and materials required for project execution;
3. Prepare workforce.
4. Preparation and submission of the necessary letters to Owner for local authorities;
5. Obtaining all necessary approvals.
6. Transportation of the accommodation and office prefabricated units to site.
7. Starting activities for construction base planning, shipping equipments, temporary
accommodation and office facilities, land planning and construction works.
Upon effectiveness of the contract, the construction manager will dispatch relative personnel to
construct the Housing and camp facilities (please see drawing).
Bidder will commence the construction work in accordance with schedule, subject to the approval
of the owner’s engineer.
To implement the work satisfactorily and in compliance with the contract, the construction
department will adopt the following measures:
- Choose competent engineers to establish an effective construction department.
- Organize the staff of the construction department to study the contract documents, to have good
understanding of the commitment, and to be familiar with the requirements of the owner.
- Compile the construction execution plan.
- Survey the worksite carefully to get a complete knowledge of the worksite in the follows aspects:
1) The location of the worksite of the project.
2) Access to the worksite of the project.
3) The accommodation required.
4) The area assigned to the contractor for its use.
5) The difficulties affecting the execution of the ‘work’.
6) Local labors condition.
7) All other matters, risks, contingencies and circumstances, which can in any way
affect the execution of the project.

Bidder mobilization plan will include plans for Engineering, Procurement, Construction
and Commissioning.
Following offices planned for operation during projects:
- Engineering Offices in Kiev (Ukraine) and in Ashgabat (Turkmenistan);
- Procurement office in Dubai and Beijing
- Project coordination and management Office in Ashgabat (Turkmenistan);
- Supply office and base in Balkanabat (Turkmenistan) and
- Site office Yoloyen (Turkmenistan).
