Introduction
• For a learning environment to be safe
and secure, it must be acknowledged
that physical and emotional threats to
students do not come from only the
outside.
• Inside the walls of any school exist bullies
and those who would try to harm their
fellow students.
• Beyond that, every school has students
with special needs- educational, physical,
and spiritual.

UN Convention on the Rights of the Child
• What is the UNCRC? The United Nations
Convention on the Rights of the Child
(UNCRC) is a legally-binding international
agreement setting out the civil, political,
economic, social and cultural rights of
every child, regardless of their race,
religion or abilities.
• The UNCRC consists of 54 articles that
set out children’s rights and how
governments should work together to
make them available to all children.

• These include the right to:
• Life, survival and development
• Protection from violence, abuse or
neglect
• An education that enables children to
fulfil their potential
• Be raised by, or have a relationship
with, their parents
• Express their opinions and be listened
to.

UN Convention on the Rights of the Child
• In 2000, two optional protocols were
added to the UNCRC.
• One asks governments to ensure children
under the age of 18 are not forcibly
recruited into their armed forces.
• The second calls on states to prohibit
child prostitution, child pornography and
the sale of children into slavery. These
have now been ratified by more than 120
states.

UN Convention on the Rights of the Child
• A third optional protocol was added in 2011.
This enables children whose rights have
been violated to complain directly to the UN
Committee on the Rights of the Child.
• Since it was adopted by the United Nations
in November 1989, 196 countries have
signed up to the UNCRC, with only one
country still to ratify (USA)
• The very first declaration on child rights was
written by Save the Children founder,
Eglantyne Jebb, in 1923.

PD 603
• Presidential Decree No. 603, otherwise
known as the Child and Youth Welfare
Code and issued in December 1974,
legally defines special categories of
youths, including youthful offenders, and
directs the Ministry of Social Services and
Development (MSSD) to provide
comprehensive services to assist in youth
development.

• Art. 3. Rights of the Child. – All children
shall be entitled to the rights herein set
forth without distinction as to legitimacy or
illegitimacy, sex, social status, religion,
political antecedents, and other factors.
• A child above fifteen (15) years but below
eighteen (18) years of age shall likewise be
exempt from criminal liability and be
subjected to an intervention program, unless
he/she has acted with discernment, in which
case, such child shall be subjected to the
appropriate proceedings in accordance with
this Act.

Republic Act 10627
• Republic Act 10627, or the Anti-Bullying
Act of 2013 (the “Act”), aims to protect
children enrolled in kindergarten,
elementary, and secondary schools and
learning centers (collectively, “Schools”)
from being bullied.
• It requires Schools to adopt policies to
address the existence of bullying in their
respective institutions.
• Signed by then President Benigno Aquino
III on September 12, 2013.

Republic Act 10627
• The aim of the anti-bullying policy is to
ensure that pupils learn in a supportive,
caring and safe environment without fear
of being bullied.
• Bullying is anti-social behavior and
affects everyone; it is unacceptable.

• Bullying includes the following; unwanted
physical contact, damage to a victim’s
psyche, slanderous statement or
accusation, Cyber-bullying, Social
bullying, Gender-based bullying.
• Bullying may happen at the following;
School grounds; Property immediately
adjacent to School grounds; School-
sponsored or School-related activities,
functions or programs whether on or off
School grounds; School bus stops.

Child Protection Policy
• These protocols include local laws on
child abuse, procedures that are required
by local law, a list of local authorities to
whom child abuse cases are reported, as
well as a list of partner organizations to
contact that can provide the appropriate
support services for victims.
• An obligation to ensure that girls and
boys are free from abuse, neglect and
exploitation, and that all children grow
up safe and protected within families.

Child Protection Policy
• RA 9523 - DSWD Certification to declare a
child legally available for adoption
• RA 10630 - Act Strengthening the
Juvenile Justice System provided for the
estab- lishment of an Intensive Juvenile
Intervention and Support Center for
children (IJISC) under the minimum age
of criminal responsibility in “Bahay Pag-
asa”.

Positive Discipline
• Positive Discipline is a method where
parents clearly communicate what
behaviors are appropriate, which ones
are inappropriate, and what the rewards
for good behavior and the consequences
for bad behavior are.
• Positive Discipline teaches vital skills that
are respectful and encouraging for
children and adults.
