One , two ka four is a phrase which is generally used for a clever, cunning person, one
who does "iski topi uske sar"(To rob Peter to pay Paul) kind of stuff. Since Lakhan is a
person, hence the song.

To begin with I would like to make a small correction here. It's not zihaal-e-masti, rather
it's zihaal-e-miskeen.
Gulzar is the lyricist of the song . He took the first line from Ameer Khusrau’s poem
“Zihale-e-Miskeen Makun Taghaful” which was written in persian and brij bhasha.
mukon (don't)
ba-ranjish (with-enmity),
bahaal (fresh)
hijra (separation)
bechara (poor)
I hope this helps and now you can appreciate the song more. :)

or for a more casual terminology simply say sawwaa (quarter plus) dou (two), this can
also be used for time as in 2:15 or sawwaa <insert number> to signify quarter past that
number.
for 2.5 you say dhaayi (dhaa yee) which means 2 and a half or when talking about time
(as in 2:30) it means half past 2.
for 1.5 you say dedh (day-dh) which means 1 and a half or in case of time (as in 1:30) it
means half past 1.
for all other numbers you say saarhey (saar hey) <insert number> to signify said number
and a half, or half past that number. e.g: saarhey teen would be 3.5 or 3:30 with teen
meaning three.
for one quarter less a number (or a quarter to, when talking about time) you say ponay

Related How should I pronounce the umlaut in elvish names? Eg. Fëanor,
Finwë?
The "umlaut" (it's actually a diaeresis) is a standard element of English orthography that
has fallen out of fashion. Its purpose is to indicate that there is a new syllable when two
vowels are found together, or that a final E does not make the preceding vowel long, but
is a new syllable. But it doesn't actually tell you how to pronounce the vowel!
So normally if you take mat and add an E producing mate, the E lengthens the A. But if
you write it matë, it means that the final ë is actually a new syllable.
In very old books you can occasionally see cooperate written as coöperate to indicate that
it's not pronounced KOOP-er-ate. But English typewriters never had a diaeresis, so
people stopped using it. About the only publications that still use the diaeresis are The
Economist and The New Yorker.
I have always pronounced Fëanor as FAY-a-nor and Manwë as MAN-way. But it's possible
that they aren't consistent.

Related Why are times like 1:30 (डेढ बजे) and 2:30 (ढाई बजे) pronounced
differently in Hindi than others like 3:30 (साढे तीन बजे) or 9:30?
The word meaning “one and a half” in Hindi, डेढ़ ḍeṛh, descends from Sauraseni Prakrit
divaḍḍha, which is eventually from Sanskrit ध dvyardha. dvyardha is a compound
formed from dvi ‘two’ and अध ardha ‘half’, meaning ‘half less than two’, or, in other
words, ‘one and a half’. This is also used for the time of 1:30.
‘Two and a half’ in Hindi, ढाई ḍhāī, descends from a very similar compound in Sanskrit. It
descends from Sauraseni Prakrit aḍḍhāiya, which finally descends from अधतृतीय

‘half less than three’ or ‘two and a half’. As with डेढ़ ḍeṛh, ढाई ḍhāī is also used for the time
of 2:30.
The word used to form all other additions of half other than 1.5 and 2.5 is साढ़े sāṛhe.
sāṛhe also descends from a similar construction. Wiktionary does not provide a
Sauraseni Prakrit ancestor, but it ultimately descends from the Sanskrit साध sārdha.
sārdha is a compound of स sa ‘with’ and अध ardha ‘half’, literally meaning ‘with half (and)’.
So साढ़े तीन sāṛhe tīn literally translates to ‘with half (and) three’, with तीन tīn meaning
three, a descendant of a form of Sanskrit tri ‘three’.
It’s interesting to see how the /r/ before the dental /d̪ ʱ/ (र before the ध) converted the
dental to a retroflex stop /ɖʱ/ or a retroflex flap /ɽʱ/ (converted ध to a ढ/ढ़). Compare this
to the reflex (descendant) of the Sanskrit word अध ardha ‘half’ in Hindi: आधा ādhā. This
change is not surprising. My guess is that the /r/ was assimilated, forming addhā, with a
geminate dental stop, which then become ādhā, with an initial long vowel replacing the
geminate consonant. This kind of a change, one of “initial short vowel + geminate
consonant → initial long vowel + simple consonant” happened a lot in Sauraseni Prakrit.
But the retroflexion that happened in the other words didn’t happen here. Curious.

This piece of information is important for two things. First, the practical aspect, because
it will enable you to find the word in a root-based Arabic dictionary. Secondly, because it
will give you a better feeling of the meanings associated with said root, and thus you will
make more sense of the various meanings of the noun in question.
Second, we should check if the root is expressed in a verb. In our case, the verb is waliya
/ yalî ( وﻟﻲ/ )ﻳﻠﻲ. It has three main meanings:
Third, we should take a look in the dictionary for the various meaning of the word.
• In respect to meaning 3, walî means “one having power over a thing or person

In the context of Islamic Law, it has the particular meaning of the agent of the bride in
concluding the marriage contract. There is an extensive description of this role, here:
Wali (Islamic legal guardian) - Wikipedia .
In monarchical rule, we find the term walî al-‘ahd, meaning the “Crown Prince, next in
the line of succession”.
For Muslims Al-Walî is one of the ‘Beautiful Names’ of Allah. The exact definition of its
meaning is not particularly relevant - the name is taken as such.
In Shi‘ism in particular, we find the word walî in the formula ‘Ali walî Allah. We need not
get into speculation over what it means - suffice it to say that it confers special
distinction on the person of ‘Ali b. Abi Talib.
In Muslim mysticism (Sufism) and in popular religion, walî means “someone close to
God”, or perhaps “a friend of God” (meanings 1–2): someone whom, borrowing a
Christian term, we woul call a “saint”.
Terms such as “governor, major, etc.” do not derive from walî ()وﻟﻲ, but from wâlî ()واﻟﻲ,
the plural of which is wulâ ()وﻻة.
