Profile of the College
Dr. Bhim Rao Ambedkar College is a co-educational constituent college of the University of Delhi, which
was established by the Government of NCT of Delhi in the trans-Yamuna area in 1991 to cater to the
needs of higher education in a school building of Geeta Colony. In 2001, it shifted to the present building
for which the foundation stone was laid by the then Hon’ble Vice-President of India (Hon’ble Sh. K. R.
Narayanan Ji). It is spread over 9 acres including the residential area having 12 staff quarters.

With the student strength of about 2500, it has got about 111 faculty members and about 57 regular
members of the administrative staff besides a few contractual and ad-hoc/deputational staff.

The college offers a number of professional and honours courses like Business Economics, Hindi
Journalism and Mass Communication, Applied Psychology, Social Work, Commerce, Geography and
History in addition to B.A. (Programme) and B.Com. Urdu as an elective subject and B.A. (H) History are
introduced with effect from 2016-17. In the academic session 2017-18 two new courses namely
B.A.(Hons.) Hindi and B.A.(Hons.) Economics have been introduced.

The College is privileged to have WUS Health Centre in its premises to look after the health care needs
of students of Delhi University and its college employees.

The University has selected the College as one of the Regional-cum-Study Centre to facilitate
undergraduate teaching for School of Open Learning (SOL) students and also for girls students of Non-
Collegiate Women’s Education Board (NCWEB, University of Delhi).

The College is one of the Centres of Rajiv Gandhi National Institute of Youth Development, Ministry of
Youth Affairs & Sports, Tamil Nadu which offers one year Post Graduate Diploma in Youth Development
(PGDYD).

The College is one of the 20 Earthquake Strong Ground Motion Stations in Delhi for recording and
monitoring the earthquakes in Delhi under the project jointly handled by Director of Seismology Division
(DST) - DU - IIT (Roorkee).

In 2015-16 the College celebrated its Silver Jubilee. The College organized a number of activities to
prepare students for the future through training beyond class room besides organizing cultural and
sports events and an orientation programme was conducted 20th July 2016 for the newly admitted
students. Similarly, this year college conducted orientation programme for new students on 20th July,
2017.

HAZARD
A potentially damaging physical event, phenomenon or human activity, which may cause the loss of
life or injury, property damage, social and economic disruption or environmental degradation
Hazards can include latent conditions that me represent future threats and can have different
origins: natural (geological, hydro meteorological and biological) and / or induced by human process
(environmental degradation and technological hazards). Hazards can be single, sequential or combined
in their origin and effects.

COVID-19 (Disaster)
COVID-19 is a disease caused by a new strain of coronavirus’s’ stands for corona, ‘VI ‘for virus,
and ‘D’for disease, Formerly, this disease was referred to as ‘2019 novel coronavirus ‘or ‘2019-
nCOV’.

Due to outbreak of COVID -19 our college closed at and in whole world each and every
universities, colleges closed after implementation of lockdown.
In this severe and adverse condition firstly it was difficult to take any decision by our college
regarding classes, practical’s and examination as outbreak of COVID-19 was so sudden and
catastrophic.

Dr. Ramashray Prasad sir has been chosen as nodal officer of disaster management. He has given
SOP (Standard Operating Procedure) regarding COVID-19. He has given several do’s and don’t
regarding COVID-19 in our college. BRAC Taskforce on COVID-19 situation has been made.

After some days passed ‘zoom’ application was introduced and our online classes started. It
became difficult for those students who has no access to internet, smartphones and those who
resides in remote areas like north east region.

Finally, it was decided by our college after several meetings to conduct OBE (open book
examination), for final year students only, and year students were evaluated thorough
assignments and previous year marks.
After completion of that semester, college authority directed to use’ google meet ‘application for
online classes from next semester (august).

All theoretical classes were running nicely and also effective. But it was tough for students to
understand practical subjects like GIS (Geographical Information System) due to lack of
smartphones. laptop, internet accessibility etc.

College conducted time to time seminars, webinars, competitions, regarding various topics.

Now this time all semester students were allowed to give OBE (Open Book Examination).and
mock test was conducted in three phases for the practice of students and to understand total
procedure of uploading answer sheets.

It was taken into consideration that in case if any student was unable to upload answer sheet in
OBE portal then he/she can send through email.

After examinations new session started from January 1st 2021.

Covid19 pandemic and to make recommendations so that the academic activities are
maintained and the administrative responsibilities are taken care of in view of the constantly
emerging circumstances as under:

outbreak of Covid-19 and further monitor e-learning/resources to maintain continuity in
teaching-learning process while coordinating at all the required levels including the
University in view of the University of Delhi Email dated Apr 9, 2020. The Task Force may
co-opt any teacher as the situation demands, after discussing with the undersigned.

This Committee/Convenor will be assisted by Sh. Kanishka Nautiyal who is required to


constantly coordinate at all levels for the smooth functioning of this Committee. He is
directed to put up the status/updates of the e-learning matters (uploaded/share etc.) after
visiting the College website on every 3 rd day to the undersigned through E-mail in
consultation with SNA.

Esteemed Colleagues from the teaching & non-teaching staff and students,

In view of the University of Delhi letter dated 27.03.2020 and e-mail dated 09.04.2020, the
College has constituted a Task Force to deal with the situation arising due to Covid-19. The
Committee after threadbare discussion recommends the following measures in accordance
with the advisory issued by the Ministry of Home Affairs, Ministry of HRD, UGC and
University of Delhi, so that the academic activities can be maintained and the administrative
responsibilities can be taken care of as desired in view of the constantly emerging
circumstances:
1. Teaching colleagues are requested to provide reading literatures (suggested in syllabus as
well as relevant materials from other sources) to the students through college
website/email/WhatsApp. They are also requested to be in touch with the students for
continuation of teaching and clarification of their doubts using e-mail, WhatsApp and phone
calls.
2. Teaching colleagues may use online teaching-learning services in order to maintain
continuity during the lockdown period. Zoom App may be used to take online
classes/teaching learning instructions. Delhi University Computer Centre (DUCC) has
outlined various online platforms and services on the University of Delhi website and
integrated Google Services with our DU domain including two of the major applications viz.
Google Classroom and Google Hangout to provide learning support to the students which can
be accessed with the help of SNA of the College in order to get unlimited time for the online
classes/instructions. However, this shall be discretion and decision of the colleagues as it has
been observed that many students are making the complaints for not getting connected with it
at a given time schedule due to poor internet connectivity or other technical reasons.

3. In addition, Delhi University Library System (DULS) has also provided links to various
online e-resources on the DU website that can be accessed from home by colleagues from the
teaching & non-teaching staff and students.

4. During the lockdown period, the students are unable to go for their field work/internship.
Therefore, written assignments (as per schedule of the semester) may be given to them as a
compensatory arrangement keeping in view the health advisory in their larger interest.

5. The colleagues may complete their pending research paper(s)/article(s) or write new ones
and may send for publication. Besides, they may also participate in various Webinars of their
own choice.
6. In order to maintain the continuity of the College functioning, non-teaching staff shall work
from home as desired by the College Administration.

7. The Task Force wishes the best health the Colleagues from the teaching & nonteaching
staff and students and expects them to actively participate in indoor exercises, yoga &
meditation, quality family time, hobbies, boosting immunity and taking healthy diet as the
outbreak of COVID-19 pandemic continues.
8. In case, the students feel boredom, anxious or depression, especially girls’ students; they
may seek assistance and counselling & guidance from the faculties and the professional
counsellors to strengthen their psycho-social wellbeing as per the schedule (for both boys &
girls separately) already notified and uploaded on the College website.

9. Keeping in view the Office Memorandum of University of Delhi dated 28.03.2020


regarding payment of salary/wages to employees who are working on regular/contractual
basis under the prevailing extraordinary circumstances, the College Administration shall
make necessary arrangement to pay salary/wages for the month of March, 2020 to its teaching
and non-teaching staff. The Office Bearers of the respective unions/associations may facilitate
the College Administration in this regard.
10. The senior colleagues who are aged above 60 years and especially those with the medical
condition susceptible to infections during the CODID-19 times must be looked after by the

BRAC family. The College Administration may issue a separate guidelines/advisory in this
regard.
11. One may be aware that the Government of India has developed a mobile application
“Aarogya Setu” to connect essential health services with the people of India. The App is
aimed at augmenting the initiatives of the Government of India, particularly the Department
of Health, in proactively reaching out to and informing the users of the app regarding risks,
best practices and relevant advisories pertaining to the containment of COVID-19. The
“Arogya Setu” application is available for download at Google Play Store/App Store.
12. The College should make necessary arrangement to sanitize the premises on a regular
basis before and after reopen.

NOTIFICATION
Reference: Additional facilities for students appearing in OBE mode remotely scheduled
to be held from 10.08.2020.
In compliance of the order passed by Hon’ble High Court, Delhi on 07.08.2020 in W.P.(C)
3946/2020, the following arrangements/provisions are to be noted by all concerned as
follows;
1) Students shall be given the complete three hours for answering the question papers.
Additionally, all students are given one hour for scanning the answer sheets and for uploading
the same. Students would have a total period of Four hours to complete the examination
including down load question papers, scan and upload/email the answer sheets.
2) Students under PWD category are also given one additional hour for downloading the
question paper, completing their answers and uploading the answer sheets i.e. a total duration
of Six hours.
Students have the following options for uploading/emailing the answer scripts:
1) Students can scan the answer sheets page by page or question wise and upload the file on
the portal of university within the 7 MB limit;
2) Students can also convert their answer sheets into PDF files either question wise or in
entirety and e-mail the same to the respective college/department/faculty email or only at
central email address at obescript@exam.du.ac.in as defined in following points numbers 3
and 4.
3) Students must write their Roll Number, Unique Paper Code (UPC) and Date of
Examination (dd/mm/yyyy) in the subject of their emails, e.g. Rollno-UPC-Date.
4) In the mail body student must write the following:

All above information has been given based on the reference of order of Hon’ble High Court, Delhi
as above. All earlier notifications issued by university related with OBE mode of examinations to be
conducted remotely related with points 1 to 5 partially or fully are deemed to be amended
accordingly for the record and shall be applicable for OBE mode as to be conducted by university as
one-time measure for academic session 2019-20 as per date sheet notified and applicable for final
semester/term /year and Ex-students.

UGC Guidelines (D.O. 14-8/2020 (CPP-II) Dated 5 th November, 2020) for Re-Opening

Notwithstanding the severity and the scale of the COVID-19 Pandemic, the University of
Delhi (DU) has to the best of its abilities remained committed to the needs and demands of
teaching and learning process. DU has been passionately and adroitly adapting and adjusting
itself to the demands of teaching and learning process. With the advent of the New Year and
the beginning of the new semester however, as well as the slowing down of the spread and
intensity of the pandemic, it is pertinent to explore the possibilities (if any) of transiting into
the blended online-offline mode of teaching and learning. The said explorations are important
particularly in the context of a letter dated November 5, 2020 issued by the University Grants
Commission (UGC) entailing guidelines that the Universities and Colleges could follow in
deliberating and deciding on the same. These guidelines are in the form of necessary steps
that institutions could take and have been divided into several parts (Kindly find attached as
Annexure 1).
The UGC guidelines are comprehensive and well detailed. However, it is pertinent to
highlight a few operative parts hereunder:

i. In Section 3; Sub-sections 3.3 and 3.4 of the guidelines, certain preventive


measures have been given and each College/Department/Centre must follow
it to ensure safety in their premises and these are: Universities and colleges
may plan opening the campuses in phases, with such activities where they can
easily adhere to social distancing, use of face masks and other protective
measures. This may include administrative offices, research laboratories and
libraries etc.
ii. Thereafter, students of all research programmes and post-graduate students’ in
science & technology programmes may join as the number of such students is
comparatively less and norms of physical distancing and preventive measures
can be easily enforced.

iii. Further, final year students may also be allowed to join for academic and
placement purposes, as per the decision of the head of the institution. However,
for (i), (ii) and (iii) above, it should be ensured that not more than 50% of
the total students should be present at any point of time and necessary
guidelines/protocols to prevent the spread of COVID-19 are observed.
iv. For the programmes, other than those mentioned in paras 3.3 (ii) and (iii)
above, online/distance learning shall continue to be the preferred mode of
teaching and shall be encouraged.
v. However, if required, students may visit their respective departments in a small
number for consultation with the faculty members, after seeking prior
appointments to avoid crowding, while maintaining physical distancing norms
and other safety protocols.

vi. Some students may opt not to attend classes and prefer to study online while
staying at home. Institutions may provide online study material and access to
e-resources to such students for teaching-learning.
vii. Institutions should have a plan ready for such international students who could
not join the programme due to international travel restrictions or visa- related
issues. Online teaching-learning arrangements should also be made for them.

Safety concerns are pre requisite and for this it is


important that
i. Institutions should train their staff and students to assist and undertake the work
related to safety and health to prevent an outbreak of the pandemic in their
campuses. Non-resident students should be allowed in campuses only after
thermal scanning, sanitization of their hands, wearing of face masks and
gloves. Symptomatic persons should not be permitted to enter the campus and
should be advised to contact the nearest hospital for clinical assessment.
ii. Regular visits of a counsellor may be arranged so that students can talk with
the counsellor about their anxiety, stress or fear.
iii. To avoid the risk of transmission, the students, faculty and staff should be
screened and symptomatic ones be advised to get clinically assessed before
allowing them entry into the campus.
iv. Isolation facilities for symptomatic persons and quarantine facilities for those
who were in contact with the positively tested persons should be there on
campus or a tie-up may be made in advance with some Government hospital
or approved premises or as advised by the local authorities so that, in case of
necessity, prompt action may be taken. Proper arrangement of safety, health,
food, water etc. should be ensured for those in quarantine and isolation
facilities.

v. For those who have tested positive, isolation facilities should be in place either
on campus itself or as a prior arrangement with some nearby hospital(s) or as
advised by the local authorities.
vi. Universities and colleges should prepare a policy for restricting the outside
experts on campuses, study tours, field works etc., keeping in mind the
COVID-19 situation.
vii. All such programmes and extracurricular activities should be avoided where
physical distancing is not possible.
viii. Clean and hygienic conditions, as per safety and health advisories of the
concerned government departments, are to be maintained at all places,
including hostel kitchens, mess, washrooms, libraries, class rooms etc.
ix. Proper signages, symbols, posters etc. should be prominently displayed at
appropriate places to remind the students, faculty and staff for maintaining
physical distancing. The details of COVID-19 cell established by the
institution be prominently displayed containing the emergency number,
helpline number, email id and contact details of persons to be contacted in
case of any emergency in the institution.
x. Ensure the norms of physical distancing, sanitization and hygienic conditions
for use of common facilities, viz., Auditorium, Conference/ Seminar Halls,
Sports, Gymnasium, Canteen, Parking Area etc.

While the University of Delhi is committed to the concerns of safety, health and wellbeing of
its students, teachers and the other supporting and non-teaching staff, yet in the light of the UGC
guidelines it took on to itself the task of organizing discussions and deliberations about the same.
With that objective, the Office of the Dean Students’ Welfare, University of Delhi organized two
back-to-back sessions with the Principals of the Colleges and the Heads of the Departments on
January 5th and 6th 2021, respectively. Both sessions were chaired by the Hon’ble Vice-
Chancellor whereas Dean of Colleges, Director – South Campus and Registrar were also
available for their valuable guidance.
The discussions in two sessions on January 5th and 6th 2021 reiterated the basic point that any
plan of transition to offline mode must take into account the local conditions and peculiarities
of an institution (College/Department/Center), in allowing it to deal with any eventuality
arising due to the COVID-19. However, keeping the hygiene and safety concerns in utmost
priority it was also felt that the following steps are a must for achieving the desired outcome:

1. Theory classes to be continued in the online mode till further notification.


2. Laboratory/Practical/Skill/Library and similar activities may be allowed between 1st
February 2021 – 31st March 2021 in small numbers/batches by following all hygiene

and safety recommendations of the UGC Guidelines.
3. January 2021 may be used for the preparations and training of the teaching and non-
teaching staff and for conducting mock-drills; the schedule for the same may please
be shared with the DSW Office.
4. The physical entry of the students should be completely voluntary.
5. Attendance of the students for the same should be completely voluntary and not
compulsory.
6. A COVID-19 Task Group should be constituted in every College / Department /
Center with at least one senior faculty member. The said Task Force shall supervise
and implement UGC Guidelines and proper safety measures to prevent the spreading
of COVID-19.
7. Every College / Department / Center shall notify the contact details of all members
of the Task Force on their website and noticeboards.
8. Every College/Department/Center must satisfy themselves with COVID-19
protocols by adopting preventive/safety measures before allowing physical presence
of the students, teachers and the other supporting and non-teaching staff in their
premises.

EVACUATION PLAN

The evacuation team will identify the safer locations, safe evacuation routes, locations of the
equipment like fire extinguishers, fire hydrant points, First-Aid kits etc. in the College and will
mark on the floor maps and will prepare floor wise evacuation plan. Display maps prominently
at the notice board at each of the floor.

Conclusion
Mock-Drill
Mock drills are the way of testing the College Disaster Management Plan. The mock drill
on earthquake, fire, etc. should be conducted once in every six months, and the
deficiencies should be assessed for the purpose of updating of the plan. This section of
the plan should clearly indicate the steps to be followed to conduct the mock drills and
the responsibilities of the teachers, non-teaching staff and students should be delineated.
If required, the College should invite the Fire Service Officers, doctors from Health
Department, trainers from Red Cross Society trained Civil Defence volunteers and
volunteers from NGOs for support in conducting the mock drills. Under Dr, Kanika ‘s
supervision mock drill has been conducted in our college.

Earthquake drill:
1. Practice drop, cover and hold.
2. Once evacuation starts, evacuate classroom in less than 1 minute without pushing and falling.
3. Evacuate College in less than 4 minutes using different exits.
4. Look out for friends.
5. Stay away from weak areas / structures.
6. Perform head counts when reach at assembly area.
7. Help those who need assistance

Fire Drill:
1. Evacuate from classroom.
2. Practice Stop, Drop and Roll in case your clothes catch fire.
3. Cut off electricity from main switch and remove or close down gas connections.
4. Evacuate classroom in less than 1 minute without pushing and falling.
