Subject: Advertisement inviting applications from eligible and interested

candidates for availing free coaching for NEET(UG) & JEE Exam
under PARVAAZ Scheme of Mission Youth, J&K.

ADVERTISEMENT NOTICE
Under PARVAAZ Scheme, Mission Youth, J&uK through Office of CEO, Mission
Youth, J&K invites online applications from eligible and interested 12th pass candidates for
appearing in selection process for avaling free coaching for National Eligibility Cum Entrance
Test (NEET-UG) Exam and Joint Entrance Examination JEE) conducted by National Testing
Agency for admission to undergraduate medical courses and undergraduate engineering
courses respectively.

The no. of seats is tentative and subject to increase/decrease; and includes 10% seats reserved for exceptional cases to be
nominated by the competent authority in the Govt as per scheme guidelines.

ALL CANDIDATES ARE REQUESTED TO GO THROUGH THIS NOTIFICATION CAREFULLY

BEFORE SUBMITTING APPLICATION
The general terms and conditions regarding the selection process, eligibility, educational
qualification, domicile, Coaching Programs etc are as follows:

(1) Selection shall be based on merit arrived at based on marks in 10th and 12th standard.
The details regarding scoring formula can be seen at Point (5) of this notification

(2) Eligibility
a. Qualification Criteria
(1)The candidate should have cleared the 12th examination on or before the
date of issue of this notification
 (2) The candidates will be required to upload scanned copy of relevant Certificates
such as Mark sheets etc. for completion of 12th standard on or before the
date of this notification, failing which the candidature of such candidates
shall be rejected.

b. Family Income
Only the candidates having total gross family income from all sources not
exceeding F8.00 lakh per annum shall be eligible for free coaching under the
scheme.

The candidate must possess Income Certificate (in original) issued by the
Competent Authority/Tehsildar on the format prescribed for the purpose, on or
before the date of document verification, to be declared subsequently. The
Income Certificate should not be older than 6 months. The income
certificate shall be submitted at the time of Document Verification (DV).
Keeping in view the time taken for the issuance of family Income certificate,
Candidates, without Income Certificate or with older Income Certificates, are
advised to immediately apply for fresh Annual EamilyIncome Certificate to the
competent Authority/Tehsildar to ensure that they have the requisite certificate
issued well in time. No alternate to Annual Family Income Certificate shall be
accepted.

C. Domicile
The candidate should be a Domicile of the Union Territory of Jammu & Kashmir.

The candidate must possess Domicile Certificate issued by the Competent

Authority on the format prescribed for the purpose, on or before the date of
date of document verification.

d. Dropper Candidate
The candidate should be a 12th dropper ie. passed 12th standard, desirous of
appearingin NEET-UG/JEE examination in 2023 and should not have taken
admission in any regular undergraduate/diploma course. The candidate shall
have to submit an undertaking on account of same during the online
application stage.

(3)Important Termsand Conditions:

a. The candidate shall be eligible to avail free coaching only once. Students who
have already availed free coaching under any Government scheme are not
eligible under the present scheme and shall submit an undertaking
declaring the same at the time of application for this scheme.
 b. 30% of the total number of seats notified for coaching shall be reserved for
female candidates. In case requisite number of eligible female candidates is not
available, the remaining slots shall be filled by male candidates.

C. The scheme shall only cover Admission and Coaching expenses of the
Coaching Program and shall not cover Boarding/ Lodging expenses. The
students shall self-finance Boarding/Lodging component.

(4) Coaching Programs

The current advertisement shall be for selection to free Coaching Program for National
Eligibility Cum Entrance Test (NEET-UG) Exam and Joint Entrance Exam (VEE) conducted
by National Testing Agency for admission to various undergraduate medical and
engineering courses.

The details ofcoaching program shall be as under:

1. The coaching program shall be designed for dropper candidates and shall be
conducted at institutes empaneled with Mission Youth.
2. The candidates should be ready to move to the location of coaching institute
allotted (Jammu/Srinagar).
3. The coaching program shall be designed to improve required examination-based
skills, clear concepts and make the candidates examination ready.
4. The duration of course shall be 09-12 months.
5. Weekly Practice Tests/Assessment Tests/Mock Test/Test Series etc. shall be part of
the program.
6. The duration and plan of the coaching program shall be based on the syllabus,
difficulty level and scheme of exam.
7. Candidates shall have to ensure a minimum of 90% attendance during the coaching
program.
8. Candidates who remain unauthorized absent as per norms shall be liable to
recovery of coaching fee along with 10% penal interest.
9. Boarding and Lodging shall be managed by the candidates on their own and
shall not constitute as part of the program.

(5) Selection Method

Selection of Candidates under the PARVAAZ scheme for free coaching shall be based on
merit arrived from 10th and 12th class marks as per the formula given below:

 In of tie in score, merit shall be decided in the
case
following order of preference:
1. Candidate with higher 12th
percentage
2 Candidate with higher 10 percentage
3. Candidate with lower gross annual income.

The minimum qualifying score to be obtained by the candidate for consideration

under the program shall be 60
points.
(6) Selection and Allotment Procedure
a. Selection shall only be based on merit
arrived at based on marks in 10th and
standard as 12t
given at point (5) above.
b. Based on the merit and
preliminary scrutiny of documents submitted by
candidate online, the provisional merit list of candidates shall be
issued. Then,
these candidates shall attend
physical counselling for document verification and
for allotment of institute. The
provisionally selected candidates shall have to
attend counselling along with
original documents, domicile certificate and
income certificate.
C. The vacancies
arising due to non-attendance/ withdrawal at counselling shall be
filled from the candidates in the waiting list.
d. Post counselling, the final selection list of the candidates shall be issued.

(7) How to Apply?

The selection procedure and application process shall be as under:

a. For applying under PARVAAZ scheme, the candidate shall go the portal of Mission
Youth (https://missionyouthjk.in/) and click on
Apply for
PARVAAZ Scheme (NEET
UG/JEE Coaching) under the Notification Section.
b. The candidate shall upload the recent passport size picture in jpeg/jpg format
c. Then candidate shall fll up the details in the form. For doing so, the candidate shall
keep scanned copies of the following document handy:
i. Mark Sheet 12th Standard
i. Mark Sheet 10th Standard
i. Photo-ID Proof
iv. Date of Birth Certificate
d. The candidate shall accept the undertaking before submission of form.
e. Application Number shall be issued at the end of application submission.
Candidates are advised to preserve the same for future reference.
f. No editing shall be allowed once form is submitted. So, candidates are advised
to exercise due caution at the time of form filling
CANDIDATE TO ENSURE THAT CLEAR PHOTOGRPAH/PDFs OF THE DOcUMENTS
ARE UPLOADED AT THE TIME OF FORM SUBMISSION
 (8) Saving Clause
In case of any clarification
required/ difficulty faced, necessary clarification shall be issued
by Office of CEO, Mission Youth, J&K after approval from
competent authority. In case of
any dispute, the decision of the CEO, Mission Youth, J&K shall be
final and binding in the
matter
