Electoral political representation of a particular human group in India,where its citizenery with
different castes ,creeds and religious beliefs coexist and together form a nation or state,is a
fundamental component of the democratic political machinery.Nonetheless,despite having had
the existence of a large number of scheduled tribes in Uttar pardseh,for two decadesthat followed
independence, the state was proclaimed by its government as a non tribal state.The recognition of
the scheduled tribes in the state was (still is) always a shoddy political administrative affair. For
several decades since the introduction of the Indian constitution, the Tribal population in the
territory of present day Uttar Pradesh had not been even conferred any reservation in their
political representation.

The state political affair virtually remained cynical towards the tribesmen. Because there was
lack of integrity and political good will in the sincere enumeration of tribal population(as
pointed out in the second chapter),their actual count remained substantially
underestimated ,resulting in its extreme diminutive share (0.57) in total population. And it was
this meager share that had essentially failed to grab the immediate attention of the mainstream
political parties until recent past.
