1. No.13/4/2016-3T(I).- In exercise of the powers conferred by sub-section (1) read with sub-
section (2) of section 65 of the Motor Vehicles Act, 1988 (Central Act 59 of 1988) and with
reference to the Haryana Government, Transport Department, Notification No. 13/4/2016-
3T(I), dated the 3rd May, 2016, the Governor of Haryana hereby makes the following rules
further to amend the Haryana Motor Vehicles Rules, 1993, namely:-
1. These rules may be called the Haryana Motor Vehicles(Amendment) Rules, 2016.
2. In the Haryana Motor Vehicles Rules, 1993(hereinafter called the said rules), in rule 33,
in sub-rule (1), in the second proviso, for the figure "20", the figure "100" shall be
substituted.
3. In the said rules, for rule 33A, the following rule shall be substituted, namely:-
2. 33A. Assignment of preferential registration marks to motor vehicles. Section 65(2) (b)(p).
The following preferential registration marks shall be assigned to the motor vehicles by the
Registering Authority, on first come first served basis, on payment of an additional fee by
the owners of the motor vehicles, as mentioned below:-
0010, 0011, 0022, 0033, 0044, 0055, 0066, 0077,0088, Rs. 75,000 (Seventy

0099, 0100 and 786 Five Thousand)
Any other registration mark for preferential allotment Rs. Rs. 20,000 (Rupees

20,000/-on out-of-turn basis within the running series. Twenty Thousand)

4. Provided that the preferential registration mark shall be assigned to the motor vehicles
owned by the Departments of State Government without payment of the additional fee:
5. Provided further that before disposing of a motor vehicle owned by a State Government
Department bearing preferential registration mark by sale or otherwise, the concerned
Department shall surrender the preferential registration mark to the Transport
Department so that the vehicle can be assigned a new registration mark in running series
before its disposal.
6. Provided further that if a person holding any registration mark i.e. ordinary or preferential
from any previous series (HR), wants to retain such mark in his name or in the name of any
of his family members on purchase of any new/old vehicle in the name of self or any of his
family members, the same may be allowed without charging any additional fee and the
registering authority shall allot a registration mark to that vehicle in running series:
7. Provided further that in case of sale of vehicle having preferential registration mark, the
same is not required to be surrendered by the vehicle owner to the issuing Registering
Authority. The vehicle owner may retain the preferential mark on sale of vehicle or the
same shall go with the vehicle.
