(b) Description of the scope of the privileges that were given to the pilots
A military pilot is given the privileges to act as pilot-in-command or co-pilot on military aircraft(s) engaged in
military and civil air operations.
Air Force Academy Training Plan and Programme include up to 2996 hours of integrated theoretical training
course and up to 300 flight training hours.
A military pilot with instructor privileges is authorised to provide flight instructions to military pilot candidate.
A military pilot with examiner privileges is authorised to conduct skill tests and proficiency checks of military
pilot candidate.

(c) Indication for which requirements of Annex I credit is to be given

(c).1. GENERAL

The Military Accreditation Scheme (MAS) sets out the credits for Military Flight Crews for the purpose of
obtaining Part-FCL licences and ratings. The MAS does not make provision for maintaining a Part-FCL
licence/rating on the basis of military service or military testing. Part-FCL licences/ratings or certificates may
only be maintained by satisfying the Part-FCL revalidation/renewal requirements set out in Section 4 for the
licence/rating or certificate, as applicable.
Applicants seeking to take advantage of these arrangements must comply with the requirements specified in
this part. Applications based on combination of partial compliance with the requirements for alternative routes
will not be accepted.
Credits have been established for military qualifications explicitly referenced in this Part only. No other credits
are available.
The CAA will not assess the eligibility of individual military applicants or grant credits outside the scope of
those set out in this Part.
Individual service personnel requiring advice on the civil requirements to be met taking account of military
credit should seek the advice of the ATO where they intend to do their training/testing.
Applicants qualified for credits under this terms may apply for the theoretical knowledge examination and skill
test for a licence as specified in this Part; or for a licence with lower privileges, if the applicable requirements
are met.
Flight hours in military aircraft as logged in military logbooks are recognised and accepted toward meeting the
licence, class and type rating experience prerequisites of Part-FCL licences, ratings or certificates as
appropriate.
Terms:
• Service and ex-Service personnel of the Montenegro Air Force who have successfully passed the
Elementary Training Course, with a minimum of 50 hours logged as PIC or PICUS on aircraft
category, military pilots awarded with flying category V or IV, with less than 500 hours of flying
experience are termed Military pilots (MP);
• MP awarded with flying category III or upper category, with a minimum of 500 hours logged as PIC or
PICUS on aircraft category, with more than 75 IFR flight hours and with more than 50 hour on type of
aircraft which is to be endorsed into Part-FCL licence are termed Qualify military pilots (QMP);
• QMP who have been awarded an instructor on aircraft category are termed QFI(A/H).
Skill test and proficiency check: The skill test/proficiency check will be conducted by the holder of an
Examiner Certificate issued in accordance with Part-FCL, in:
• an appropriate class or type of military aeroplane, suitably equipped for the purpose, which has an EASA
civilian equivalent class or type, or
• an appropriate class or type of civilian aeroplane following training to the satisfaction of the Head of
Training at an ATO, or
• an appropriate type of civilian aeroplane, provided that the applicant has completed the Part-FCL
requirements for inclusion of the rating for that type in a Part-FCL licence except the type rating skill test.

(c).2. Credit available for MP and QMP for the issuance of LAPL(A/H) or PPL(A/H) licence

(a) Conditions: MP and QMP may apply for the issuance of Part-FCL LAPL(A/H) or PPL(A/H) licence.
Applicants shall have fulfilled the experience requirements and prerequisites for the issuance of a class rating as
set out in Part FCL Subpart H for the aeroplane/helicopter used for the test.
(b) Credit for theoretical knowledge instruction: MP and QMP are credited the requirement to complete a
theoretical knowledge instruction course as set out in FCL.210 prior to attempting the theoretical knowledge

examinations for the LAPL(H) (FCL.120) or PPL(H) (FCL.215), as applicable, except for subject 1 – Air law
and ATC procedures.
(c) Credit for practical training course: MP are credited the requirement to undergo a training course prior to
undertaking the skill test for the issuance of LAPL(A/H) or PPL(A/H), as appropriate. Applicant is given credit
for total flight time provided to meet the requirements of Article FCL.210.A for aeroplanes or FCL.210.H for
helicopters.
(d) Applicant for PPL(A/H) has to:
(a) Attend and finish at least 10 hours of theoretical knowledge instruction course provided by an ATO
according to AMC1 FCL.210.A, for following subject:
a. Subject 1 – Air law and ATC procedures
(b) Pass the LAPL(A/H) or PPL(A/H), as applicable, theoretical examination according to FCL.025, FCL.215
and ARA.FCL.300;
(c) Pass the skill test for LAPL(A/H) or PPL(A/H), as applicable, according to FCL.030 and FCL.235;
(d) Apply for issuance of LAPL(A/H) or PPL(A/H) pilot licence.

(c).3. Credit available for QMP for the issuance of CPL(A/H) or ATPL(A/H) licence

(a) Conditions: QMP may apply for the issuance of Part-FCL CPL(A/H) or ATPL(A/H) licence. QMP shall meet
all of the requirements for the issuance of a Part-FCL CPL(A/H) or ATPL(A/H) licence for category of aircraft.
QMP shall have fulfilled the experience requirements and prerequisites for the issuance of a class rating as set
out in Part FCL Subpart H for the aeroplane/helicopter used for the test.
(b) Credit for theoretical knowledge instruction: QMP are credited the requirement to complete a theoretical
knowledge instruction course as set out in FCL.315 and Appendix 3, paragraphs A-E, as applicable, prior to
attempting the theoretical knowledge examinations for the ATPL(A/H) or CPL(A/H), as applicable, except for:
a. subject 010 – Air law, and
b. Subject 022 – Instrumentations: (please note yellow field on the table in the Appendix 1 of this Credit
report) – QMPs or MPs have to give a evidence of finished yellow module during his training during
military service.
c. Subject 032 - Performance (aeroplane) for aeroplane – module: Aeroplanes Certified Under CS 25
only; or
d. Subject 034 – Performance (helicopter) for helicopter, module: Performance class 1 - Helicopters
certified under CS 29 only.
An applicant who passes the examinations at ATPL(A/H) level is reminded that the calendar validity periods for
examinations set out in Part-FCL apply. Unless an IR(A/H) or ATPL(A/H) is gained within the calendar
validity of the pass result, the theoretical knowledge examinations must be passed again to qualify for the
IR(A/H) or ATPL(A/H) .
(c) Credit for practical training course: QMP with a minimum of 70 hours logged as PIC or PICUS are fully
credited the requirement to undergo a training course prior to undertaking the skill test for the issuance of a
CPL(A/H).
(d) Applicant for issuance of CPL(A/H) or ATPL(A/H) has to:
(a) Attend and finish at least 30 hours of theoretical knowledge instruction course provided by an ATO
according to AMC1 FCL.310; 515(b); 615(b), for following subjects:
a. Subject 010 – Air law; and
b. Subject 022 – Instrumentation - (note: in case that QMP can not give an evidence of finished yellow
module during his/her training during military services);
c. Subject 032 – Performance (aeroplane) – module Aeroplanes Certificated Under CS 25 only; or
d. Subject 034 – Performance (helicopter) – module Performance class 1 - Helicopters certified under
CS 29 only.
(b) Pass the ATPL(A/H) or CPL(A/H) theoretical examination according to FCL.025, FCL.310, Appendix
III(D)(7) of Part-FCL for aeroplanes and Appendix III(J)(7) of Part-FCL for helicopters, and
ARA.FCL.300;
(c) Pass the skill test for CPL(A/H) or ATPL(A/H), as applicable, according to FCL.030, FCL.320, Appendix
III(D)(9) of Part-FCL for aeroplanes or Appendix III(J)(9) of Part-FCL for helicopters, and Appendix
IV(A) and (B) of Part-FCL for aeroplanes or Appendix IV(A) and (C) of Part-FC for helicopters;
(d) Apply for issuance of CPL(A/H) or ATPL(A/H), as applicable; pilot licence.

(c).4. Credit available for QMP who hold or have held an Operational Category to operate military multi-pilot
aircraft for an ATPL(A/H) and IR(A/H)

(a) Conditions: QMP may apply for the issuance of IR(A/H) rating. A QMP who hold or have held an Operational
Category with a Military Instrument Rating (A/H) to operate military multi-pilot aircraft shall meet all the
requirements for the issuance of a Part-FCL ATPL(A/H) and IR(A/H) for aircraft category. QMP shall have
fulfilled the experience requirements and prerequisites for the issuance of a class rating as set out in Part FCL
Subpart H for the aeroplane/helicopter used for the test.
(b) Credit for theoretical knowledge instruction: QMP are credited the requirement to complete a theoretical
knowledge instruction course as set out in FCL.515 and Appendix 3, paragraph F, and FCL.615, prior to the
theoretical knowledge examinations for the ATPL(A/H) with IR.
(c) Credit for practical training course: QMP who hold or have held an Operational Category with a Military
Instrument Rating (A/H) to operate military multi-pilot aircraft, and who have satisfied the experience
requirements for the issuance of an ATPL for aircraft as set out in Subpart F and for an IR as set out in Subpart
G of Annex 1 to the Regulation, are given full credit as regards the MCC and as regards the requirement to
undergo a training course prior to undertaking the skill test(s) for the issuance of an ATPL(A/H) with IR(A/H).
The skill test will be conducted by the holder of a Type Rating Examiner (TRE) certificate issued under Part-
FCL
(d) Applicant has to:
(a) Attend and finish at least 10 hours of theoretical knowledge instruction course provided by an ATO
according to AMC1 FCL.310; 515(b); 615(b), for following subjects:
a. Subject 010 – Air law.
(b) Pass the ATPL(A/H) theoretical examination according to FCL.025, FCL.615 IR and Appendix VI(A)(7)
Part-FCL.
(c) Pass the skill test for ATPL(A/H) according to FCL.030, FCL.520 IR, Appendix III(A)(9) of Part-FCL for
aeroplanes or Appendix III(J)(9) of Part-FCL for helicopters, and Appendix IV(A) and (B) of Part-FCL for
aeroplanes or Appendix IV(A) and (C) of Part-FC for helicopters;
(d) Apply for issuance of ATPL(A/H) pilot licence.

(c).5. Credit available for QMP for the issuance of IR(A/H) rating

(a) Conditions: QMP can apply for the issue of IR(A/H) rating. QMP shall meet all of the requirements for the
issuance of a IR(A/H) rating for category of aircraft. QMP shall have fulfilled the experience requirements and
prerequisites for the issuance of a class rating as set out in Part FCL Subpart H for the aeroplane/helicopter used
for the test.
(b) Credit for theoretical knowledge instruction: QMP who hold or have held a Military IR(A/H) are credited the
requirement to complete a theoretical knowledge instruction course as set out in FCL.315 and Appendix 3,
paragraphs A-C and FCL 615, as applicable, prior to attempting the theoretical knowledge examinations for the
ATPL(A/H) or CPL(A/H) and IR(A/H), as applicable.
An applicant who passes the examinations at IR(A/H) or ATPL(A/H) level is reminded that the calendar
validity periods for examination passes set out in Part-FCL apply. Unless an IR(A/H) or ATPL(A/H) are gained
within the calendar validity of the pass results, the theoretical knowledge examinations must be passed again to
qualify for the IR(A/H) or ATPL(A/H).
(c) Credit for practical training course: QMP who hold or have held a Military IR(A/H) shall complete
additional training to the satisfaction of the Head of Training of an ATO prior to taking an IR(A/H) skill test for
the addition of an IR(A/H) rating to a Part-FCL licence. This additional training shall comprise the procedural
instrument flying elements of the approved IR course.
(d) Applicant for IR(A/H) has to:
(e) Attend and finish at least 10 hours of theoretical knowledge instruction course provided by an ATO
according to AMC1 FCL.310; 515(b); 615(b), for following subjects:
a. Subject 010 – Air law.
(f) Pass the IR(A/H) theoretical examination according to FCL.025, FCL.615 IR and Appendix VI(A)(7) Part-
FCL.
(g) Pass the skill test for IR(A/H) according to FCL.030, FCL.620 IR, Appendix VI(A)(9) of Part-FCL for
aeroplanes or Appendix VI (B)(9) of Part-FCL for helicopters, and Appendix 7 of Part-FCL;
(h) Apply for issuance of IR(A/H) pilot licence.

(c).6. Credit available for a QFI for the issuance of FI(A/H) certificate

(a) Conditions: QFI(A/H) may apply for the issuance of FI(A/H) certificate, if they have at least Part-FCL
CPL(A/H) licence. QFI(A/H) shall meet all the requirements for the addition of a Part-FCL FI certificate to a
Part-FCL licence for aircraft category. A QFI(A/H) shall have fulfilled the experience requirements and
prerequisites for the issuance of a class rating as set out in Part FCL Subpart H for the aeroplane/helicopter used
for the test.
(b) Credit for theoretical knowledge instruction: QFI(A/H) are credited with the 25 hour teaching and learning
training course requirement, as set out in FCL.930 of the relevant instructor certificate, toward the issuance of
any Part-FCL instructor certificate.
(c) Credit for practical training course: QFI who are compliant with the prerequisite requirements for the
application for a restricted FI(A) certificate are required to complete training at the discretion of the Head of
Training at an ATO approved to conduct FI(A) courses.
QFI applicants must pass an assessment of competence for the issuance of a restricted FI(A/H) certificate on a
class of single pilot single-engine aircraft category for which the QFI hold a valid class or type rating in their
Part-FCL licence.
QFI applicants for an FI(A) certificate who hold a night or aerobatic rating on their Part-FCL licence may have
the instruction privilege added to their flight instructor rating by:
a. demonstrating the ability to instruct for that rating during the assessment of competence, or
b. if unable to satisfy the abovementioned requirement at issuance of the FI rating, meet the relevant
requirements of Part-FCL.
(d) Applicants for FI(A/H) have to:
(a) Fulfil the requirements for issuance of restricted FI(A/H)
(b) Apply for issuance of FI(A/H) restricted certificate.

(c).7. Transfer of a Military Aeroplane Class/Type rating to a Part-FCL Licence

(a) Conditions: QMP(A/H) who are qualified on one of the Military Class/Types listed below, who are seeking to
obtain the Class/Type rating for a Part-FCL licence shall meet all the requirements for the issuance of the Part-
FCL Class/Type rating for Aeroplanes, except for the credits stated.
(b) Class/Type rating Course Credits: QMP(A/H) who are compliant with the prerequisite requirements for the
application for the Class/Type rating are required to complete additional training to comply with the standard
required for the skill test, as determined by the Head of Training at an ATO approved to conduct the applicable
Class/Type rating course.
(c) QMP(A/H) applicants must pass the Class/Type Rating theoretical knowledge examination and Skill Test for
the issuance of the applicable Class/Type rating.
(d) The skill test will be conducted by the holder of the appropriate Flight Examiner Certificate issued under Part-
FCL.

(d) Indication of limitations that need to be included on the Part-FCL licences and
indication of any requirements pilots have to comply with in order to remove those
limitations
Skill test can be conducted on the relevant class or type of military aircraft for which the applicant is military
qualified, if the aircraft is equipped with an appropriate minimum for that purpose and there is equivalent class
or type of aircraft that has EASA Type Certificate.
In case that skill test is conducted on military registered aircraft, or class or type rated military aircraft, the
Civil Aviation Agency will endorse a limitation into pilot licence: „Valid only on Montenegro military
registered aircrafts“ annotated into Part XIII of the licence.
Limitation will be removed after conducting the skill test on civil registered aircrafts.
