FOR THE REHABILITATION OF TIN CAN ISLAND PORT

INTRODUCTION JEL POLICY STATEMENT INTENT JEL believes that effective safety and health is a line management responsibility, from the main board level through the management chain and on to its contractors it appoints. Thus Safety and Health is driven and promoted from the highest level throughout the group. JEL shall strive so far as reasonably practicable to exceed statutory duty in ensuring the safety and health of its employees and all other persons who may be affected by its operation under its control. JELs arrangement for safety and health are Planned, Organised, Controlled, Monitored and Reviewed in line with current management legislation and best working practice and shall be reviewed at least once a year. The following principals shall be applied: JEL line management shall provide suitable and sufficient resources necessary to manage risk and ensure the implementation and enforcement of policy and procedure. JEL shall provide and maintain a safe place of work that so far as reasonably practicable is without risk to health, manage risk, provide and maintain safe systems of work, promote best working practices through continuous improvement. Appoint competent employees and contractors, provide them information, instruction and training necessary to permit persons under the control of JEL to fulfill their responsibility. To examine the effectiveness of our policy and arrangements in force through communication and consultation with our employees and contractors achieved through the Consultation for the Improvement of Safety meetings. Investigate the cause of accidents and incidents, develop reactive assessment and learn by mistakes. To monitor and audit places of work through line and non-line management The Health and Safety Department shall provide professional advice, support and information to facilitate line management to execute their responsibility.

JEL POLICY STATEMENT ON ALCOHOL AND NON-PRESCRIBED DRUG Introduction JEL has as a statutory and civil duty to ensure the health and safety and welfare of its employees and the safety and health of persons not in its employment, while at places of work. To comply with this duty JEL manages safety and health through managing risk and maintaining that risk is at its lowest practicable level throughout all of its workplaces. Alcohol and Non Prescribed Drugs Policy Alcohol and Non Prescribed Drugs (non-prescribed meaning: drugs that are not prescribed for an illness by a medical practitioner) inhibit the judgment and reactions necessary to suitably control risk. If any member of staff has been prescribed drugs that may impact on their ability to do their work they should inform their line manager or personal department. Such information will be treated in the strictest confidence. Any member of staff who is concerned that he/she may have a dependence on alcohol or drugs is encouraged to seek help and advice from his doctor/General Practitioner. JEL will strive to assist any member of staff who volunteers information suspecting he/she is dependent on alcohol or drugs; investigate and assess any possible work related causation of the problem and obtain confidential counseling. Any person, employed or not at any JEL workplace, who is deemed to be under the influence of alcohol or non-prescribed drugs shall be escorted from that place of work for the safety of themselves and others. Thereafter following an investigation, this person may undergo a test by an independent medical practitioner appointed by JEL and if found positive shall endure disciplinary procedures which may lead to dismissal (if he/she is a JEL employee) or removal from JEL approved contractor database (if he/she is a JEL contractor). Recommendation on disciplinary measures shall be made to Contractor if such a person is an employee of JEL contractor. JEL expects its contractors to take safety issues as paramount as itself.

PROJECT OVERVIEW The project is a rehabilitation work projected to last for a twenty-four month period and was officially flagged off on 2nd February, 2009. The scope of work involves the repair of perforated sheet piles, removal of failed sections of concrete pavement, replacement of filtered sand-filling and concrete resurfacing. The operations highlighted above require the lifting of heavy loads, under-water welding, concrete breaking, slab casting and fitting of other steal accessories. All these culminate into the use of cranes and badges, under-water welding equipments, compressors and jackhammers, batching plants and heavy-duty trucks. In consideration of the above operations and respective machineries to be used, arrangements have been made to ensure only competent and experienced operators are deployed. Also further safety orientation and training will be given to operators to ensure the safety of the operators, the machineries, co-workers, third parties and site visitors. While we are hoping to keep to keep accidents rate to the lowest possible and avert major accidents, JEL has taken up an insurance policy with OASIS INSURANCE to allow for adequate compensation in event of unavoidable occurrences.

HEALTH AND SAFETY REQUIREMENT First Aid In place of providing a First Aid Service within the work site, JEL have taken advantage of the proximity of the NPA Clinic to the work site. Our Health and Safety Department has concluded arrangement with the NPA clinic sited in the port to provide medical emergency services on pay-peruse basis for the first six month from the commencement of physical work after which a monthly billing method will be adopted through out the life of the project. The arrangement covers for JEL staffs, Staffs of the Consultant (Yolas Consulting), Site visitors (formal visits only) and Staffs of SubContractors. It has also been concluded with the Clinic management that medical emergencies occurring after the official closing hour of the clinic or during JEL night shift will be will be referred to a government-owned specialist hospital with special arrangement between the clinic and the hospital. Cases requiring specialist attention are to be referred under the same arrangement as the clinic is only equipped for general medical emergencies. Personal Protective Equipment All workers will be provided with a helmet (orange colour), safety boot and reflective jacket (orange colour) and this is the minimum acceptable on site. Workers must always wear their personal protective equipment while on site, whether working or not. Workers are also to use operation-specific protective equipment as required by such operations. Hand gloves, protective goggles, ear plugs, and life vest will be made available on site. Clients staff, site supervisors and site visitors are expected to where a minimum of a helmet (white), a pair of safety boot, and a reflective jacket (bright green) which will be provided by JEL to Clients staff that are appointed on this project. ANYONE whose protective dressing falls below the required minimum is to be considered an INTRUDER and would BE ESCORTED out of the site for proper dressing. NO ONE is allowed to go 5m to the edge of the quay wall or on the finger jetties without a life jacket properly worn. Hazard Warnings and Traffic Control To arrest recognizable hazards, the use of signage: caution boards, traffic cones and bars, hazard tape demarcations and other forms of danger alert will be adopted as necessary. 6

Adequately kitted and trained flagmen will be appointed to manage traffic at all places where such services will be required. This is very mandatory considering heavy duty trucks and heavy machineries are always at work within the port and all it linking road networks. A speed limit of 15km per hour has been adopted for all JEL trucks and mobile machineries within the port and a maximum of 60km per hour for transits outside the port. Fire Fighting And Other Emergencies Anticipated fire types in case of fire accidents are electrical fire and chemical fire considering the nature of works to be done on the project. As a result, Hallon or CO2 (all purpose) fire extinguishers will be made available at fire points that will be appointed in the site yard. It is also a standing rule that no hot work would be done without a fire extinguisher standing by. Fire-fighting is an integral part of JELs induction which will be administered to all staffs. However, arrangements are to be made with the NPA fire service for professional back-up. Special Working Conditions/Duty Time Limitation Night Work To meet set targets and deadlines and to prevent excessive inhibition of port activities by our construction works, JEL or its appointed contractors might resolve to operate a night shift. Hereafter are JELs laid out rules for operating a night shift. It is compulsory for JELs appointed contractors to adhere to the same.
Night Work Code of Practice

The following code of practice must be satisfied at any JEL work site where work will be done at night:
Lighting

Proper and adequate lighting must be provided on site and for each operation. In the event that failure is experienced with the lighting system, affecting operations, concerned workers must tool-down immediately and movement be restricted until the problem is resolved and lighting restored by appointed individuals. All workers must be provided with serviceable portable lighting equipment or flash light.

Proper Resting/ Duty Time Limitation

Any worker that is to take a night shift must have closed the previous shift at least 9hours before the night shift and can not resume work lesser than 9hours after the night shift. No night shift should under any circumstances exceed 9 hours 8 hours appropriate. Workers closing a previous shift to allow for proper resting in preparation for a night shift must not be seen loitering around the work site or site office. They are to go home immediately for proper rest. Such loitering attracts disciplinary actions that may result in a sack.
Fatigue

Fatigue affects productivity, responsiveness and right judgment all of which are vital to safe working practices in construction environments. Site workers are encouraged to report fatigue even when it is not because of their work duty to JEL for the safety of themselves and other workers. All fatigue claims are to be reported individually to the Site Manager who is to examine the situation and judge as deemed fit considering safety first and then the task to be achieved. A maximum of two fatigue claims are allowed for a worker in a month when such claims are not as a result of work duty. However, this is in no way an avenue for workers to avert duty. Improper use of fatigue claims, especially when not as a result of work duty will be recorded against workers and may attract disciplinary actions. Dozing or sleeping on site is highly prohibited. JEL takes it as an indication of abuse of duty time limitation and as such attracts serious disciplinary action, which may lead to a sack. All workers are expected to properly use the advantage of duty time limitation to be properly rested before they resume for subsequent shifts. Fatigued workers should approach the site manager to let their condition known, especially if it is caused by the work or duty time. The site manager has the sole responsibility of examining the position of such worker and granting them leave of absence/or a short rest in the workers rest room, or as deemed fit. This also apply to day shifts. Workers are encouraged to report fatigue even when it is not due to their work duty to JEL. DOZING OR SLEEPING ON SITE PUTS WORKERS AND
OTHERS CONCERNED INTO RISK. Night Traveling

Night shift workers must report at work post not later than 9pm and can not leave the site yard until 5am in the morning. Arriving later or leaving earlier amounts to traveling at unsafe hours and may attract immediate sack. Site Induction/Training All workers on JEL work sites are inducted. Method Statement Permits To Work Restricted Areas Traffic Management Housekeeping Storage of Materials Disciplinary Procedures Car Parking Safety Representatives Personal Protective Equipments Periodic Safety And Maintenance Checks All machine operators are to carry out a daily safety check on their equipment prior to approaching the site manager for permission to work, presenting a duly signed Safety Check Record Sheet (Section 10,Appendix 4) of the machines to be used. Any potential breach of safety observed must be reported to the plant manager immediately who will give directives on and ensure rectification before machine is put to use. A weekly safety/maintenance check is to be carried out by company mechanic or approved technician under the supervision of the plant manager. Observations on such checks are to be documented and relayed to the site manager and the safety manager and appropriate rectification carried out before subsequent use. JEL contractors are expected to follow this arrangement. A monthly maintenance exercise is to be carried out at the end of each month on all plants and machineries to ensure safety and serviceability and prevent loss of time and resources to equipment malfunction.

Accident Reporting And Investigation If accidents go un-notified or provide little relevant information, JEL are unable to investigate, to seek and implement reactive measures to prevent recurrence. To seek information after the event of an accident is both extremely costly, time consuming and of little help as witness cannot often be found or have naturally forgotten pertinent information; Furthermore; if JEL does not have evidence to support and defend its actions then the company are unable to prevent legal action and which may lead to prosecutions. JEL has a policy that states that it shall continuously improve and learn by its mistakes. So its Accident Reporting and Investigation Procedure has been designed to ensure that there is a streamlined process in place that provides Line and Non Line Management with a facility to report accidents (no matter how minor) to the JEL Health and Safety Department who is to investigate and develop reactive measures which are then notified to appropriate Enforcing Authority. 9

Appointment of Competent Contractors and Employees The selection and appointment of competent Contractors is paramount for the continuous reduction of accidents throughout the JEL Group. The JEL Group firmly believes that Contractors and their Sub-contractors whom are able to demonstrate competency through effective policy and arrangements, experience, time served in the work they conduct, are able to demonstrate technical knowledge and provide proof of training through reputable training providers that are fundamental to a safe working environment and safe systems of work. This procedure has been developed to enable the line management of JEL to fulfil their Statutory Duty and Duty of Care so far as is reasonably practicable. The procedure provides line management with a facility to view the JEL intranet for approved contractors with information on how that contractor preformed on other JEL projects, a questionnaire system that requests precise answers and proof of information that allows a trained and competent person to assess a contractor wishing to get onto the Approved Contractor Data Base JELs procedure for accepting contractors is designed to achieve the following objectives:

To ensure that the JEL Group through a structured process evaluates the competency of Contractors prior to appointment. To facilitate a system that contractors have a facility to check the competency of Sub-contractors they in turn appoint To enable those with the responsibility to select and make appointment of competent contractors from an approved and maintained database. To provide a system that enables JEL, its contractors and sub-contractors to communicate to achieve continuous improvement for the provision of safe working environments Consultation for the Improvement of Safety JEL have developed a consultation procedure that enables the JEL Group to consult with its employees and its contractors safety representatives on Safety, Health and Environmental issues. Levels one to three enables JEL Group employees, to highlight areas for improvement and also to pass on any safety, health, welfare and environmental issues they may have, through a safety representative. Level four ensures JEL site management may consult with its contractors nominated safety representatives

JELs Consultation for the Improvement of Safety Procedure is designed to achieve the following objectives: To supply the JEL Group a facility to pass on information to its employees and contractors, to provide and facilitate a system that employees may inform the JEL Group of any concerns they may have. To be at the forefront of safety health and environmental best practices from the Main Board level and drive issues initiatives down throughout the JEL Group. To implement the JEL Policy Statement for the achievement of the highest practicable level of safety, health and environment through continuous improvement. To enable JEL Group employees to provide information on implementation problems of the JEL Group Policy and Arrangements in force. To provide a system that permits JEL Groups contractors safety representatives to direct safety, health and environmental concerns they may have and a means of disseminating information throughout the CIS continuous improvement programme.
