RepusLic oF THE PHILiPpINES (en) Department of Human Settlements and Urban Development Kagawaran ng Ponanahanang Pantao ot Pegpapouniad ng Kalunsuran MEMORANDUM CIRCULAR NO. 2 0 2 3- 0 03 Series of 2023 (January 3!___, 2023) TO : ALL CONCERNED FROM : THE SECRETARY SUBJECT : PRESCRIBING THE UNIFORM PROCEDURE AND USE OF STANDARD APPLICATION FORM IN AVAILING OF THE THE INCENTIVIZED COMPLIANCE TO THE BALANCED HOUSING DEVELOPMENT PROGRAM Pursuant to Sections 4.4 of Board Resolution No. 965, Series of 2017 as amended by Department Order No. 04, Series of 2021 authorizing the developers’ incentivized compliance mode to the Balanced Housing Development Program (Balanced Housing), in relation to Section 7 of Memorandum Circular No. 6, Series of 2020 which prescribes the procedure for the establishment of an escrow account where the developers’ incentivized compliance may be initially delivered and deposited, the following Guidelines is hereby issued. Section 1. Use of Uniform Application Form. Developers complying with the Balanced Housing through the incentivized mode shall submit a completely filled-out notarized Application Form (Annex A) to the Regional Office (RO) where the main project is located, together with all the documentary requirements provided therein. Section 2. Initial Evaluation and Indorsement. Upon determination of the completeness of the developer's required documentary submission, the RO shall proceed to compute the total project cost and the required incentivized compliance based on the submitted documents and in accordance with existing rules and regulations. Section 3. Additional Documentary Requirements. The Regional Office concerned, or the Housing and Real Estate Development Regulation Bureau (HREDRB) upon indorsement thereto in accordance with the succeeding section, may require the submission of incidental or additional documents that may be necessary for the computation of the total project cost and the required incentivized compliance. Indorsement to the HREDRB for Review and Recommendation to the Secretary. Upon initial evaluation and computation, the RO shall submit to HREDRB its computation of the total project cost and the developer's required incentivized compliance, together with the documents as may be required and enumerated in Annex A hereof, as well as other documents that the RO may have additionally required. Within the prescribed period for the review thereof, HREDRB shall submit its final computation and/or recommendation to the Office of the Secretary for final approval.
