Smit Lamnalco (SL) COVID-19 Management @ Offshore Coral FLNG Project.


The content of this OPI applies to all company employees, contractors and subcontractors
operating in CORAL FLNG offshore area, SL premises and as reference to (Floatel, installation
vessel, Tugs, TPM fleet etc.), as well as Coral FLNG operational sites namely: FLNG/ SL Pemba
logistic Base, Pemba office etc during COVID-19 pandemic.

Pre-Departure (Home Country)


a) Pre travel COVID-19 PCR test with negative result or a covid-19 vaccination card (Please see
annex VI approved vaccines);

c) 48 hours before departure, perform an accurate self-assessment of his status, in case any
of the symptoms arises, the health department needs to be immediately notified and the
trip postponed.
d) Shall have a valid Fit to work medical certificates.

Note: Personnel who do not possess a negative PCR test carried out within 72 hours
before departure or a covid-19 vaccination are not permitted to travel.

Quarantine and testing protocol onshore site for fully vaccinated individuals
before Offshore embarkment
Note:
The protocol above is only for fully vaccinated Individuals.
Non-vaccinated personnel shall continue complying with 10 days quarantine + RT PCR
test requirement prior to travelling to offshore operational site.

*Day 1: is considered the day the worker arrives to the quarantine site onshore (before
2 p.m.), this the day of the start of quarantine. Day 1 shall be officially communicated
to company´s health dep in Pemba / Maputo for the purpose of quarantine follow up
and COVID-19 PCR testing.

NOTE: Due the characteristics of current Covid-19 variant, which is highly


transmissible and contagious, the above protocol is only for asymptomatic. If
the on-signers present one or more of the following symptoms (fever, runny
nose, headache, cough, sore throat etc) the embarkation will be denied. And
he/she will have to continue in quarantine with a daily monitoring of the
symptoms until, he/ she becomes asymptomatic for the last 3 consecutive days.
Then a PCR test will be arranged, and if the result is negative, he/ she will be
given a green light to embark to offshore.

Deviation for unvaccinated employees/ contractors/ visitors


Non-vaccinated personnel shall continue complying with 10 days quarantine + RT PCR test
requirement prior to travelling to offshore operational site
Process related to Crew change.
SL employee involved in the Coral FLNG activities onboard FLNG and on operational sites,
must follow the same measures implemented by the Client.

1.) SL to arrange a quarantine facility for their workers. (Please see annex I for quarantine
facilities recommendation) .

Annex I: Quarantine
Person who is in quarantine:
 Must stay isolated without contact with others.
 Is requested to monitor his health on daily basis through a dedicated form
that should be carefully filled and return to the medical service.
 Cannot attend his work setting with vulnerable people.

Coral FLNG health department oversees the management of the quarantine


and COVID-19 PCR testing of all personnel involved in offshore activities.
The follow up of quarantine / quarantine management consists of:
 Verification and assurance that the quarantine is taking place appropriately.
 Provision of medical protocols for quarantine and daily medical monitoring & screening for
employees in quarantine.
 During the daily medical monitoring & screening for all employees, company health
personnel shall use the form provided by Mozambican health Authorities (annex 1).
 Medical support for other diseases that may develop during quarantine.
 Management of all other ancillary service providers accessing the location (Cleaning,
Catering) in order to avoid exposure and contamination.

Quarantine recommendations / advises by the Client


To reduce the potential risk of contagion during the permanence into the quarantine facilities,
below some measures to be considered and followed:
 Arrangement of personnel in single bedrooms;
 Employees shall spend most of the time inside the bedroom with limited time to be spent
outside (during cleanings or for some rest).
 Resident shall change the air of the bedroom every 2 hours (leaving open the window).
 Masks shall be mandatory worn anytime each person leaves his room to go outside even
for the limited time and to keep a social distance min 2 meters.
 quarantine residents shall be mandatory equipped with sanitizer soap on daily basis.
 Cleaning personnel shall enter only once the bedroom’s resident has left the room. All
cleaning personnel shall mandatory wear mask and gloves.
 Cleanings of rooms shall be carried out once a day with sanitizer or proper disinfectant.
 To avoid restaurant, food has to be delivered to each bedroom by catering personnel and
will be consumed inside the room. Delivery and take away of dishes and waste food will
be done once the resident will be outside allowing Catering personnel not to have any
contact with quarantined people.
 Do not go to the gym, pools, etc.
 Do not see visitors, avoid contact with other guests or staff.

Managing mental health and stress during quarantine


Being in isolation can be stressful and boring. Suggestions for Employee include:
 Keep in touch with family members and friends via telephone, email or social media.
 Learn about coronavirus and talk with others.
 Where possible, keep up normal daily routines, such as eating and exercise.
 Arrange to work from home.
 Ask your colleagues to supply assignments or homework by post or email.
 Quarantined shall advise Company doctor if feels stresses.
 Take some time out of the room on daily basis while avoiding contact with others (timing
is determined by the logistic situation)

End of quarantine
Quarantine will be considered successfully ended after the presentation of the a PCR
Covid -19 negative test (on the day 3 or day 10 depending on the vaccination status)
and absence of symptoms since the first test performed.
Only after that the company Health department gives a greenlight for the transit
Pemba/onshore basis to Offshore.
Transmit all documentation to offshore Health service for the final approval and
insertion of Employee in the boarding list.

2.) Before any employee starts the quarantine in Pemba, SL representative shall
communicate the name of the employee, location of quarantine, collect all documentation
and transmit it to Coral S.A. Health Manager and to Coral S.A Medical Service in Pemba /
Maputo.

SL employee shall provide:


a) a fully vaccinated or status negative pre-departure RT PCR test.
b) a pre-departure questionnaire duly filled;
c) an updated fitness to work certificate for offshore

The above documents shall be sent to FLNG Coral´s health department before the onset
of quarantine period in Pemba.

SL shall provide the quarantine location for its employees and management of
covid-19 suspected case/ positive cases arising during quarantine.

The Coral S.A. medical service in Pemba insert the contractor employee in the list of
quarantined people and activate the service (as mentioned below) to carry out the
medical follow-up. Any and all other medical services shall be provided by the contractor
in accordance with relevant contract with company.
Transit from the Quarantine site to the charter plane/Helicopte r (if applicable)

To minimize to the maximum extent the risk of contracting a viral agent prior to board to the
FLNG, Installation vessel, etc, the transit between the quarantine facility and the Pemba
heliport shall be done with segregation of the in-coming crew from the outside.

SL is responsible for their employee’s transit between the quarantine facility and
the Pemba heliport. The travel shall be done with segregation of the crew from the outside
population.

1.) Dedicated ground transportation for the rig-bound crew. Car/Bus disinfected prior to use,
including but not limited to hand placement points. Driver always using a face mask
during the service. Air-circulation from outside (not recirculating).
2.) Use of face masks for the rig-bound crew mandatory whenever indoor or whenever
outdoor with less than 2m of social distancing. However, it is recommended, if possible,
to use a mask always while transiting.
3.) The transit in the Client’s facilities for the Helicopter Safety Briefing shall be arranged and
performed maintaining the segregation and isolation of the crew from the rest of the
personnel/population to minimize the risk of transmission.
4.) Security, Immigration and boarding at the Pemba Airport shall follow the requirements
set forth by the Airport Authority, and, in general, the requirements of prudency.

Preventive anti Covid Measures on board Offshore vessel.

Considering the small, but not impossible, chance of the virus arriving onboard, despite
all the preventive actions set in place, the following measures shall be applied:

1.) All staff on board will receive a COVID familiarization / awareness as part of the induction
Onboard process. Health Induction shall include COVID 19 risk management, precautions,
and rules to reduce the risk of transmission.
2.) Recommended face masks while moving inside the common areas of the
Accommodations. Not compulsory.
3.) If not wearing mask, coughing on the elbow or paying attention to minimize the
4.) risk of spreading particles to other people.
5.) Try as much as possible to avoid touching eyes/nose/mouth.
6.) Frequent handwashing and hand-sanitizing, especially before removing/wearing masks or
other covid PPE.
7.) Avoid sharing tools and equipment when possible. If not, clean/disinfect as frequently as
possible.
8.) Avoid sharing PPEs between workers (Hard hat, Respiratory Equipment, Gloves, Goggles,
etc.)
9.) Clean and disinfect surfaces that are frequently touched.

Management of Covid 19 Suspected / Confirmed case onboard .

Any person showing Covid symptoms or upon feeling unwell shall immediately contact SL shore
personnel and Coral FLNG doctor/site medic for assistance and screening.

If the doctor estimates that symptoms are not related to Covid and Antigen Rapid Test
come out NEGATIVE, then the worker could go back to his routine duties on board.
If the doctor estimates that the suspected person needs to be under close monitoring, or
Antigen Rapid Test come out POSITIVE then the concerned person will be considered as
“Suspect case”.

Note: Any person with a RT-PCR test result as “indeterminate” or “retesting” also if
completely asymptomatic and having negative Antigen tests is considered as “Suspect case”.
Immediately, He/She shall be isolated at the dedicated quarantine area and an additional
RT-PCR test will be carried out. The concerned person remains isolated waiting for RTPCR
test results.
Meanwhile a list of all persons who have been in close contact with the Suspect case (Coworkers
- room mates – etc.), shall be established and concerned person called for Antigen
Covid rapid test and RT-PCR test. A PCR test on day 3 if positive case is confirmed.
If the result of the confirmation PCR-RT test comes out NEGATIVE, then the person
can be regarded to be NEGATIVE.
If RT-PCR results turns out positive, then the situation should be considered as a
Confirmed Covid Case onboard and It is highly recommended to evacuate contaminated persons
as soon as possible, rather to quarantine them onboard.
COVID-19 Isolation Room onboard.

Onboard the vessel, without prejudice to the Client’s covid-19 management flowchart as per
Attachment IV, a suspected COVID-19 case should be kept no longer than 24 hours.

Isolation, and isolation room practices, typically include the following:


a) Ideally the isolation room should be a single room.
b) The configuration of a bedroom with built-in bathroom is preferred.
c) The remains of the suspected case´s meal, tray, dishes and silverware shall be properly
handled.
d) The isolation room/area will be clearly identified by appropriate signage.
e) A supply of hand sanitizer will be made available at the isolation room entrance.
f) On board personnel shall be instructed to remain to avoid contact with the person in
the isolation room.
g) Entry by persons other than the Suspected case and care staff is prohibited. If it
cannot be avoided, personnel entering isolation room will wear as minimum the
following PPE: Disposable head covers (caps), disposable masks, safety goggles
(not just glasses), disposable long sleeves gown or coveralls, disposable gloves,
disposable shoe-covers. The PPE must be worn before entering the isolation room
and remove upon exit near the door. Goggles are to be washed with the disinfectant
after each visit to the isolation room.
h) Personnel entering the isolation room are required to disinfect hands before
entering and leaving the isolation room.
i) The doors to the isolation room are to be kept closed.
j) Where possible, personnel entering the isolation and the Suspected Case shall
remain at a distance of at least 1 meter from each other.
k) If the Suspected Case needs to leave the isolation room, his or her movements will
always be confined to the minimum area necessary, and always wearing a surgical
mask
l) Metallic waste bin with cover and plastic bag inside will be allocated in the room.
All waste generated in the isolation room is to be treated as biohazardous.
m) Plates, cups, cutlery, laundry if not single use will be washed and kept separately.
n) Suspected case shall consume his/her meals in the isolation room.
o) Once the suspected case has left isolation room, it shall, including all the surfaces,
be washed using disinfectant solution and the cleaning personnel will wear the PPE
as described above.

Disembarkation of Covid Suspected and Confirmed Cases

It will, where feasible, required to disembark COVID Suspected Cases or COVID Confirmed
Case. In this regard, Medivac process as described in ERB MERP shall be activated. SL
MERP shall be linked to Client’s (Coral FLNG) MERP through a bridging document. Coral FLNG has
in place the necessary arrangements with the helicopter provider in order to do so without
undue delay and in safe condition through a non-contact helicopter flight or the vessel to be
directed back to shore as soon as possible.

Management of Covid 19 Positive Cases onshore after arrive from Offshore:

Positive case asymptomatic:


o Diagnosis: confirmed by positive molecular (RT-PCR) test.
o Isolation for 7 days + single molecular (RT-PCR) test or equivalent RDT at the end of isolation.
o if the test comes negative worker is cleared to restart the work activities.
o if test comes positive, continue in isolation for another 7 days and repeat the test

Positive case symptomatic (mild):


o Diagnosis: confirmed by positive molecular (RT-PCR) test.
o Isolation for 7 days (of which the last 3 must be in complete absence of symptoms) + single
molecular (RT-PCR) test or equivalent RDT at the end of isolation.
o symptomatic treatment
o if the test comes negative the worker is cleared to return to work,
o if test comes positive, continue in isolation for another 7 days and repeat the test

Symptomatic (severe):
o Contact Medical Doctor for hospitalization
o Renewal of Fitness to Work / Offshore Medical Certificate UKOG
