GUIDELINES & PROTOCOLS -COVID-19

FOR PLANT OPERATION


Social distancing measures  Staggered use of canteen facility by various departments for
lunch and dinner so that total occupancy shan’t be more
than 30% of total capacity.
 Chairs and dining tables must be positioned in such a way
that minimum social distancing of 1m is available.
 Enforcement of social distancing in canteen, time office,
security gate by marking safe distance on floor.
 Restrict shift opening hours in conjunction with shift closing
hours
 Maximum occupants allowed in Preheater lift is 3-4 at a time.
 Avoid hand to hand document transfer and use online
platforms, networking, shared folders, etc. for
documentation.
 Avoid face to face meetings and use video conferencing
telephonic conversation.
 Total attendance in offices can be increased to 50% to 100%
on government advises or once they ease the restrictions.
PPEs  Use of PPEs like, face mask and hand gloves is must in
plant, offices, canteen, etc.
 Handkerchief or scarf is not considered as alternative for
face mask
 Security shall use face mask, hand gloves and face shield.
 Employee engaged in sanitization shall use cartridge
respirator and protective coverall, goggles, nitrile/latex
gloves.
 Don’t exchange PPEs like safety belt helmet, shoes, mask,
goggles, gloves, etc. with other staff’s.
Thermal scanning  Thermal scanning of all employees, visitor, contractors, etc.
twice in a day i.e. when arrives and leaves the security gate.

Daily  Daily sanitization of 4 hours (11 AM to 2 PM) throughout the


sanitization/disinfection plant by dedicated cleaning staff.
activity  Cleaning of toilets, restrooms, canteen, offices, etc. with
alcohol based (75%) disinfectant solution in frequent
intervals

Emergency response  A response team lead by HR Head/ Technical Head and
management representative from each department including first aider.
 First aiders shall be trained in dealing with positive cases.
 Reporting COVID-19 suspected cases to health authorities
through HR.
 Identify the primary and secondary contacts within 24 hours
once a positive case is reported.
 Primary contacts medical examination shall be done within
24 hours or as early as possible.

 Primary contact shall be kept in quarantine until his test
results get negative.
 It is necessary to do disinfection in entire plant/camp once a
positive case is reported within it.
 Suspected primary contact must be quarantined for 14 days
from the day of contact even he/she is tested negative.
 After shifting COVID suspect to isolation center, transporting
vehicle shall be thoroughly sanitized and driver shall use all
mandatory PPEs during the course.
Awareness and information  Use TV in office entrance and canteen to display COVID
communication awareness videos and posters
 Display the COVID-19 information in notice boards
 COVID-19 advisory signs and posters across the plant
 Posters must be from UAE health ministry, WHO, etc.
 Notices, circulars, government advisories must be displayed
on notice boards.
 Departmental SOPs on COVID must be displayed in a
prominent place and discussed in
Management of contractors  All contractor employees’/service providers/visitors must

 Avoid the engagement of contract manpower as far as
possible
 Contractor has to ensure that employees regularly working in
JKCWF are not working elsewhere on holidays or after duty
hours.
 Visitors/contractors/suppliers are only allowed to visit the
area where they are assigned for. That means roaming
inside the plant is strictly prohibited.
 Visitors/Suppliers/contractors shall not send any person who
has been identified or suspected as primary contacts of
COVID (+) patient.
 Visitors/Suppliers/contractors shall use mask gloves in
addition to helmet, shoes and coverall or high visibility vest.
 Visitors/Suppliers/contractors is responsible for providing
PPE to their employees.
 Visitors/Suppliers/contractors shall avoid meeting with
company staff as much as possible and any face to face
meeting shall not be more than 15 minutes as well as by
maintaining physical distancing of 2m at least. It is
necessary to maintain hand hygiene and respiratory hygiene
during this meeting.
 Visitors/Suppliers/contractors shall use their own tools and
equipment if there is any sharing happens those equipment
or materials must be sanitized thoroughly.
 Visitors/Suppliers/contractors must take permission from
department and HR to visit canteen, mosque, Admin office,
or any other critical places inside plant like CCR, Chemical
lab, Electrical or Mechanical workshop, etc.
 Visitors/Suppliers/contractors are also responsible to abide
the requirements set by local or federal health department
during their work in JKCWF.

 Shaking hands, hugging, kissing as a part of greeting others
is also restricted.

Use of prayer room  Not more than 5 peoples permitted in mosque/prayer room.
 Maintain social distancing of 2m strictly.
 People with any illness/sickness shall not come to prayer
room.
 Mass gathering is restricted near prayer room and in ablution
area
High risk employees  Special care should be given to employees with chronic
health issues like hypertension, cardio vascular diseases,
diabetic, kidney etc.
 High risk employees shall be engaged in remote working.
Medical aid  First aid must be available in plant as well as at security gate
 First aider shall use face mask, face shield, coverall, nitrile or
latex, or vinyl gloves when dealing with COVID suspected
employee
 First aider shall ensure that other employees are not getting
in contact with COVID suspect when shifting him to isolation
center.
Isolation facility  An isolation room shall be available in or beside plant
premises to temporarily accommodate COVID suspected
employees.
 Employees in isolation/quarantine shall avoid face to face
interaction with others.
Waste disposal  Single use PPEs like face mask and gloves must be
disposed in black colour waste bin.
Transportation  Total passengers should not be more than 30% of the total
seat capacity in all transporting vehicles used for employee
transportation.
 All employees must wear mask and gloves while on
company transportation.
 As far as reasonably practicable personal transportation
shall be used.
 Sharing transportation (with colleagues) is not recommended
during this period as it increases the risk of spreading
infection.
Other Safety Measures  Employees or their family members showing symptoms
should immediately inform HR department or their
supervisor/line manager and avoid coming to work.
 HR to be informed as soon as any of the employee
working inside the plant area show symptoms and isolate
the suspects until HR Rep. arrives.
 Employees shall avoid unnecessary movements and
meetings inside plant area.
 Driver of delivery truck should not leave driver cabin
during offloading without wearing personal protective
equipment.
 Chewing Gutka/tobacco and spitting inside plant area is
strictly prohibited for safety and wellbeing of employees
working in the plant.

 Employees with pre-existing diseases and aged (50+
years) are at greater risk and should be given relaxation
on duty conditions and put on safer place for duty.
 Considering work handover while shift change, there
should not be any overlap or gathering or hand to hand
exchanges.
 Physical distancing is strictly applicable while using
passenger lift.
Special precautions for  Employees working in specified fields shall continue their
keeping 24X7 operation duty in isolated manner.
(CCR, Earth moving  If they are identified or listed as the primary contacts of
equipment, Laboratory) COVID (+) case they shall,
a. Remain in quarantine but can be called on duty upon the
request of department when his service is inevitable.
b. Stay in a remote accommodation and provided with
health care, financial, social psychological care, and
basic needs like food, water, etc.
c. Be transported through separate vehicle and which is to
be sanitized after each use.
d. Restricted movement to other locations in plant i.e. they
should be confined in their workplace.
e. After every shift the CCR room, Heavy equipment cabin,
other common workspaces in laboratory, utensils like key
boards, PCs, etc. to be sanitized with disinfectant
solution or wipes.
f. Don’t visit pantry, canteen or other public places in
workplace till the quarantine period ends.
g. Instead of using punching machine for attendance they
can record their entry and exit time at security gate.
h. HR & HSE shall do regular tracking of their health status
during these period.
 Report any illness or abnormalities to HR- Admin or HSE
immediately and stay away from other workforce.
 Staffs in the specified field shall avoid meeting with other
colleagues and must use individual transportation as well.
 Aforesaid staffs are not allowed to have food inside their
workplace, they shall use the dining space provided and only
two persons are allowed to use the dining space at a time.
 Always maintain the physical distancing of 2m in dining area.
It is necessary to clean the table after every turn.
 Employee shall bring their own food and it shouldn’t be
shared with others.
 Use individual water bottles and office utensils.
 Avoid the paper work and maintain everything in soft copy.
 Washing of hands with soap or sanitizer after handling any
hard copy documents.
 Mandatory use of PPEs like mask, gloves inside CCR, Lab,
equipment cabin, etc.
 Ensure no shift overlapping and no direct handover-takeover
during shift end.
 Disciplinary action shall be taken against the noncompliance
of safety measures implemented for combating COVID-19.

Employees returning to  Shall follow the requirements of Federal Authority for Identity
UAE from home country and Citizenship (ICA).
 Employee shall fulfill the instructions of National Emergency
Crisis and Disaster Management Authority (NCEMA),
Ministry of Health and Prevention, General Directorate of
Residency and Foreigners Affaires- Dubai.
 Employees shall be quarantined for 7 days from the date of
their arrival and they shall go for a secondary COVID test.
 If the test results are negative employee shall resume duty
on 8th day from the date of their arrival.
 If the result is positive they shall undergo isolation following
the guidelines of Health Authority.
