Millay, Superintendent ' THE SCHOOL BOARD OF MARTIN COUNTY, FLORIDA 1039 SE Federal Highway « Stuart, Florida 34994 « Telephone (772) 219-1200 Ext 30222 February 21, 2023 Board Members, | wish to share some highlights and information regarding our work to continuously improve since my arrival in 2020. Amidst many challenges we have continued to positively push forward to serve the needs of our staff, community, families and, most importantly, our students. Iam very grateful for the ‘opportunity to work for the School Board collectively and individually. | truly enjoy living here and being a part of this community. We still have a lot of room to improve in the coming years in many areas, however | am very proud of the work we have been making to show progress. Additionally, we have added many strong hires on our administrative team, and we will continue to emphasize transparency, positivity, and a focus on continuous improvement. Listed below are some highlights/accomplishments: ‘* Navigated Covid and numerous related items (ex. family concerns, community needs, transportation, workforce shortages) carefully and successfully within our control while keeping a forward moving instructional focus. ‘© Maintain regular meetings quarterly with PTA District Council Members to listen to any concerns and share ideas with, ‘* Maintain comprehensive tutoring in all schools and summer school programs for any needed remediation and learning loss. ‘© Worked very closely with facilities and maintenance departments to implement and monitor all of our construction and improvement projects and opened JBE in January with PCE opening in March. ‘© Maintain consistent Dashboard processes for sharing information with Superintendent from direct reports and their key staff with weekly Board reports. © Work collaboratively with the Board to ensure ESSER and ARP funds are utilized wisely and efficiently within our local ability to control. * Decision Ed Dashboard developed and rolling out. © Worked very closely with our Finance Department and Board to ensure we are staying within ‘our budgets and planning for the future. © Met with all principals with a core district leadership team at the beginning of year to review data, areas for improvement, plan to move lower 25th percentile, and specific deliberate practices. The same team met with each midway through the year which helped inform a more thorough, specific review process by priicipal supervisor. This will continue and be modified. ‘* Consistently implemented the Leadership and Relationship Development Series across the district encompassing Maxwell, Covey, Strengthfinders and Lean Six Sigma. Working to implement improved processes via Six Sigma process throughout all departments to improve. ‘+ Increased visibility by attending community events (Chamber, Ed. Foundation, United Way, Children's Services Council Meetings and program visits). Improving Superintendent and Board member relations via communications and updates. Attended various school functions and after-school events (musicals, sports, special events). Participation and involvement in community events and community leader relationships (ex. city and county admin/commissioners, tax office, etc.) ‘* Speaking engagements and listening sessions with many small and larger groups such as ‘retirees, realtor groups, chambers, partner agencies, business owners, economic development groups, aviation/marine industry, and parents. February 21, 2023 Page 2 0f 3 Improved our CTE programs via meaningful program additions that are linked to needs of the local community and state (ex. HVAC, Medical, Aviation-Welding). Continued opening day Convocation and graduation events, Gave additional support on an as-needed basis to schools and leaders that need assistance/improvement or mentoring. Learning Walks used as a tool to monitor and improve instructional programs. This has helped improve consistency in monitoring progress and understanding needs that exist. Encouraging notes are also left as a part of this process. Teamed with FLDOE for PSE and PWE. Success Plan was updated and there was follow-up as planned and progress made.in each of the 4 Pillars of Success. Increased focus on financial stability and making changes as needed along the way to be more effective and efficient with resources. Capital plan has been updated and is very transparent. Implemented district-wide K-12 ELA instructional materials with consistency and follow-up. Plans to improve for the coming year are underway with detailed attention planned for each school to improve proficiency rates and unit test score analysis. Math adoption process is underway as well as plan for full implementation. Continued to utilize attrition to look at every position that we have for future need and adding the zero-based budget approach for most departments. We also consider the value or need of our district/students when considering contract renewals, services, and job descriptions. Worked diligently with Board and Union reps to complete current contract negotiations. Secured a partnership with a private donor to fund an additional graduation coach next year at each high school with particular focus on our minority populations. Letter written for two additional years for support. Recognizing success and highlighting and improving our social media presence (FB, new website, new app, Martin Minutes with Millay}-4ots of positive feedback from community and parents, Used data to inform decision making and emphasizing that process more and more, Weekly updates, meetings, and phone calls. Updated Salary Book and Staffing Allocation Plan. Kept safety as a critical focus and priority. Additional focus this year has been on our reunification plans and processes. Preparing Items for the upcoming millage to meet the needs of our district and students. Social Studies adoption on time and in process. Kept bus fleet going through challenging times. Ultimately, implemented a plan to hire more drivers. Redevelopment and update to our Aspiring Principals Academy. Enhanced and redefined instructional Rigor Walks during school site visits. Redesigned and enhanced our allocation process with school principals and moved timeline up by one month to give Martin County an advantage over other districts to align with our district Job fair on March 25. Increased communication and collaboration across all departments to include weekly Dashboard meetings with Assistant Superintendents. Moved to fully automated/online Controlled Open Enrollment and School Choice process, Implementation of math instructional materials K-12 with PD and support. Implementation of Accelerated Reader program and challenges with support and training. ‘Support for ELLs via Ellevation program and professional development and coaching in classrooms. February 21, 2023 Page 3 of 3 ‘Student scheduling process standardized and updated for secondary schools. Revised progression pathways Continued expansion of our 18-22 year old ESE Transition programs ~ Project Search, Martin S.A.LLS, Work Based Learning. Increased grad specialists by three through grant funding ~ monitoring data and supports for students. Increased preschool program enrollment by three classrooms for this school year. Collaborated with the Early Learning Coalition to implement the Heggerty curriculum across all \VPK providers in the county. This will increase kindergarten readiness and early literacy skills for incoming kindergarten students. Implementation and monitoring of the ESSER/ARP grants. Technology set up and implemented at new JBE. Business continuity/disaster recovery ~ moving from physical services to server virtualization. ‘Student registration from now online through FOCUS. Collaborated with the YMCA to create and implement a Professional Learning Community ‘among preschool directors in Martin County.
