0654 HUMAN RESOURCE ADVISER Kind of Works Responsible professional work in the field of Human Resource Management. Distinguishing Features of Work ‘An incumbent in this office is responsible for condueting progressively more complex assignments in the review, evaluation, research, development and implementation of human resource management policies, procedures, systems, and programmes. Work involves ‘conducting research activities as an input into policy formulation, assisting in the provision of ‘human resource consultancy services in the various human resource disciplines, conducting audits; and advising Ministries and Departments on the application and interpretation of Human Resource Policy and Procedures, Work also involves representing the Department at meetings and on committees. Work is performed with initiative and judgment within the framework of ‘existing poliey and procedures and is reviewed through discussions and reports for adherence to policy, thoroughness of analyses and effectiveness, Examples of Work Advises on the interpretation and application of existing Human Resource policies, procedures, systems and related legislation, Conducts research surveys and studies in the field of Human Resource Management and prepares analytical reports and briefing papers in order to facilitate information decision making policy formulation. Conducts appraisals of existing Human Resource policies, procedures and systems and makes recommendation for the development of policies and systems. Provides advice to Ministries/Departments with respect to the application of Human Resource policies, procedures, systems and resolution of contentious policy issues. Review, analyses, monitors and evaluates compensation policy and practices for occupational groups in the Public Service and assists inthe development and formulation of proposals for new pay structure or rats. Reviews, analyses and evaluates proposals/requests from Ministres/Departments on the classification of offices, revision of Terms and Conditions of Employment, changes in ‘organizational structures and staff development issues and makes appropriate recommendations. Participates in the administration of contact employment by reviewing and evaluating proposals from Ministiies/Departments and recommending salary and other Terms and Conditions of employment, 2 Plans and performs human resource audits to evaluate and advise on the performance of Human Resource Units. Assists in the development of audi/survey questionnaires, organizing and structuring questions and designing questionnaire layout Conducts organization and management surveys and studies of organization structure in the Public Service and makes recommendations for the determination of personnel requirements and job designs, Assists in the development of audi/survey questionnaires, organizing and structuring questions and designing questionnaire layout. Participates in Training programmes to develop and improve managerial skills and techniques in the Public Service by conducting investigations to determine the training and development needs and by serving asa course facilitator or lecturing ina specific area of competence. Reviews and analyses proposals ftom recognized bargaining associations for the reclassification ‘of offices tothe evision of salary and Terms and Conditions of employment Documents information and contributes to the development of an appropriate informition system to meet the demands ofthe consultancy services provided by the Division Represents the Division at meetings and committees. Performs related work as may be required by the job functions. Required Knowledge, Skills and Abilities Knowledge of the principles, practices and techniques of human resource management. Knowledge of the structure of the Public Service and of the laws and regulations governing the Human Resource functions and systems ofthe Public Service and Statutory Authorities. Knowledge ofthe techniques of Project Management and Strategie Planning. Knowledge of basic computer application systems. Ability to prepare and deliver lectures on subjects within a specific Human Resource “Management area and to analyse divergent points of view in leading discussions and answering questions, Ability to design, evaluate and monitor human resource management projects. Ability to maintain high ethical levels in intemal and external relations. Ability to develop a collaborative relationship with cients and counterparts in the central human resource agency. Ability to work under the pressure of deadlines. Ability to conduct interviews effectively and to collect, collete and critically analyse information Ability to communicate effectively both orally and in writing Good analytical and problem-solving skills Ability to establish and maintain effective working relationships with counterparts inthe central ‘agency, cen, other levels of Government and representative associations/rade unions, ‘Minimum Experience and Traini Expetience (18 months to 4 years) in the development, application and administration of Human Resource polices, rules and regulations in the Public Service, including experience in advising ‘administrators in the application and intexpretation thereof and training as evidenced by a recognized degree in Management Studies or one of the Social Sciences supplemented by taining in a specific area of Human Resource Management, or any equivalent combination of experience and training.
