Discussion of this item in TC44 on Sept., 1998

Dr. Kotecki’s letter
to ISO Standards Dept. - 1

Two somewhat different systems of national and/or

regional standards for classifying welding filler
metals have evolved in the world market.

If one or the other of these two systems were to

become the only international standard, there would
be tremendous upheaval (a revolution) in the many
fabrication codes and standards that are supported
by the filler metal classification standards of the
other system.
Dr. Kotecki’s letter
to ISO Standards Dept. - 2
A dictionary definition of cohabitation is “living
together without marriage”. Although originally
meant in a social context, it seems applicable to a
standardization context as well.
The idea is that two paths through a standard be
allowed. Specifically, one path would use the
system preferred by the countries of the
European Market, and one path would use the
system preferred by the countries of the Pacific
Rim.
Answer from ISO Standards Dept.
• No ISO policy exists on the concept of
“cohabitation standards”.
• The arguments developed by Dr. Kotecki
show that in case like the classification of
welding filler metals, such an approach is
quite acceptable.
• Consequently, we would agree with the
conclusion of ISO/TC44/SC3 that a decision
be taken on case by case basis.
Resolution 179/1999
in ISO/TC44/SC3 on Jan., 1999

ISO/TC44/SC3 confirms that it will adopt the

principle of cohabitation (standards with
sets of alternative requirements) for the
drafting of international welding consumable
standards where single requirement
approaches cannot reach consensus.

(Tubular cored electrodes for non alloy and fine grain steels)
1 Scope
This standard specifies requirements for classification of tubular cored electrodes for metal arc
welding with or without a gas shield of non alloy and fine grain steels in the as-welded condition or
in the post weld heat treated condition with a minimum yield strength of up to 500 N/mm2 or a
minimum tensile strength of up to 570 N/mm2. One tubular cored electrode can be tested and
classified with different shielding gases, if any.

This document is a combined specification providing for classification utilizing a system based upon
the yield strength and the average impact energy of 47 J of all-weld metal, or utilizing a system
based upon the tensile strength and the average impact energy of 27 J of all-weld metal.

1) Paragraphs and tables which carry the suffix letter “A” are applicable only to tubular cored
electrodes classified to the system based upon the yield strength and the average impact energy of
47 J of all-weld metal under this standard.

2) Paragraphs and tables which carry the suffix letter “B” are applicable only to tubular cored
electrodes classified to the system based upon the tensile strength and the average impact energy
of 27 J of all-weld metal under this standard.

3) Paragraphs and tables which do not have either the suffix letter “A” or the suffix letter “B” are
applicable to all tubular cored electrodes classified under this standard.

It is recognized that the operating characteristics of tubular cored electrodes can be modified by the
use of pulsed current, but for the purposes of this standard, pulsed current is not permitted for
determining the electrode classification.

*1) For all alloys except for alloy 4011, Be content should be limited to 0,0008%.
*2) For alloy 1100, AWS A5.10.1992 requires Si+Fe ≦0,95%, but JIS Z3232.1986 requires Si+Fe ≦1,0%.
*3) Alloy 4011 has 0,04-0,07% Be content and should be used only as rods not as electrodes.

Future program of alignment
with AWS to ISO in USA
• During the October 2002 meeting of the AWS Board of Directors, a
policy of adopting suitable ISO Standards was approved.
It was published in the December 2002 Welding Journal.
• Implementation can be :
– As published
– With normative and/or informative annex(es)
• AWS Standard number shall remain along with the ISO Standard
number, if at all possible.
• Approval of the Standard shall follow the normal Technical
Committee approval route.
• Do not expect an overnight change.
Future program of alignment
with JIS to ISO in Japan
• First step: Testing method
- JIS Z 3200 (Technical delivery conditions --- ISO/FDIS 544)
- JIS Z 3111 (Tensile and impact test method --- ISO 15792-1)
- JIS Z 3181 (Fillet weld test method --- ISO 15792-3)
- JIS Z 3253 (Shielding gas --- ISO 14175)
(Established on Jan. 20, 2003)
- JIS Z XXXX (Welding positions --- ISO 6947) etc.

• Second step: Welding filler metals for stainless steels

- JIS 3221 (covered electrodes --- ISO 3581)
- JIS 3321 (Solid electrodes & rods --- ISO 14343)
- JIS 3323 (Tubular cored electrodes & rods --- ISO/FDIS 17633)
