FROM THE WORKSHOP COMMMITTEE
The Minnesota Department of Transportation welcomes you to the 2013 Survey Technical
Workshop. This event marks the 16th consecutive year that the Office of Land Management
is the sponsor of this workshop. We want to acknowledge the contributions of our public
and private sector partners who have helped to make this workshop a success year after
year.

This workshop allows all interested parties the opportunity to review current practices,
examine prospective trends, consider technical improvements and build relationships within
the surveying community.

The workshop committee is comprised of county, private sector and MnDOT employees and
has worked hard to compile session topics that are pertinent and interesting to those
involved in survey operations throughout the State of Minnesota. The committee diligently
reviewed last year’s evaluation forms and made every attempt to improve the workshop
based on the comments and suggestions made by the attendees. This being said, please
remember to fill out the evaluation form in the packet of information you received at the time
of registration. They are closely reviewed and helpful when planning future workshops.
Please feel free to contact anyone on the workshop committee with comments or
suggestions regarding the workshop. The names of the committee members are at the
beginning of this booklet.

The workshop sessions have been arranged in both plenary and concurrent formats and
include some repeated sessions. Please take a few minutes to review the schedule,
session descriptions, speaker biographies and vendor summaries in this booklet as they will
assist you in determining what sessions you may like to attend to maximize your learning
experience.

We encourage all attendees to have the barcode on their name tag scanned before entering
each session of the workshop. This is a way that we can track the attendance of everyone
at the workshop thus helping us gather valuable data regarding the sessions that
participants found to be of interest. It is also a way for us to develop a database of training
records in the event a participant desires such information for future needs. Therefore, we
strongly encourage all attendees to follow this practice this year. More will be explained at
the opening remarks.

If during the workshop you want to take some time to speak more privately with a vendor in
the display area in the Minnesota Rooms, please do so. While we encourage attendance at
all the sessions we realize this may be a time for you to ask questions of the vendors.

For those of you submitting for Professional Development Hours with the Board of
Architecture, Engineering, Land Surveying, Landscaping Architecture, Geoscience and
Interior Design, please select those sessions that will meet your personal training needs and
satisfy your defined licensing standard requirements. Workshop participants are responsible
for submitting for Professional Development Hours with the board.
Lastly, we would like to thank the presenters for generously sharing their time and
knowledge and for providing us all the opportunity to learn and ultimately improve the
services we provide. Also, special thanks go to you, the participant. This workshop would
not exist without your continued support and enthusiasm. We encourage your participation

Session Descriptions and Speaker Biographies

WELCOME AND OPENING REMARKS


Bryan J. Dodds – Director, MnDOT Office of Land Management
Mr. Dodds was appointed as the Director of MnDOT’s Office of Land Management in
September. He graduated from the University of Minnesota with a degree in Civil
Engineering and is a licensed engineer in Minnesota. He has worked for the Minnesota
Department of Transportation since 1999 where he worked as a Graduate Engineer
Trainee; Project Manager in Metro District's Office of State Aid working on Cooperative
Agreement and Federal Aid projects; Project Manager on the design and construction of the
Northstar Corridor Rail Project; and most recently the Director of the Metro District Transit
Section responsible for managing MnDOT's role in planning, designing, constructing and
operating major transit projects in the Metro area.

Richard Morey – Assistant Director, MnDOT Office of Land Management


Richard Morey is a 32 year veteran of the MnDOT surveying community. He has served in
Districts 9 and 5 which have since been combined to make the Metro District, as well as in
the Central Office. Starting as a Highway Technician on a construction survey crew, Mr.
Morey has progressed through the positions of Survey Crew Chief to District Surveyor, to
his current position as Assistant Director in charge of the Office of Land Management
Surveying and Mapping Section.

Mr. Morey has been the liaison to the Survey Field Users Group, Chair of the MnDOT
Statewide Surveys Group's Policy and Practices Committee, Co-chair of the Contractor
Staking Committee and is currently Chair of the Personnel and Training Committee. He is
also a member of the Minnesota Society of Professional Surveyors, where he is chair of the
Legislative Committee, also having served on the Education and Public Affairs Committees.

Mr. Morey has served as an instructor at the MnDOT Survey School. He has also been on
the planning committee for past Survey Technical Workshops as well as a past presenter.
Additionally, Mr. Morey has conducted a workshop on surveying for the Minnesota GIS/LIS
Consortium and presented at MSPS Conferences. He holds a Master of Geographic
Information Science from the University of Minnesota.

At the 58th MSPS Annual Meeting, Mr. Morey received “The Surveyor of the Year 2009”
award. He was recognized for his efforts in, and for, the surveying profession.
OPENING SESSION
FLYING UNDER THE RADAR – EXPLORING POTENTIAL UAS
APPICATIONS FOR MINNESOTA
Presented by Dustin Harr, Derrick Hongerholt and Pete Jenkins
This session will introduce the audience to how MnDOT’s Photogrammetric Unit became
interested in purchasing and operating a UAS (Unmanned Aerial System). There will be an
explanation on how this tool will be used and what products and services the Photo Unit
plans to deliver. The major portion of the session will feature representatives from two of
the companies that performed a proof of concept demonstration at Camp Ripley early last
fall. They will be covering the state of the industry, what they see for the future and how
they plan to position themselves for that future.

Dustin Harr – Frontier Precision, Inc.


Mr. Harr has been with the Frontier Precision team since 2000. He came to the Minneapolis
location from South Dakota where he attended the Southeast Technical Civil Engineering
program. Mr. Harr wanted to come on board with Frontier for several reasons, but since he
always has the thirst for new technology, this is a great way to use his background and work
with the latest and greatest. Mr. Harr covers the southern part of Minnesota and the
Minneapolis area for our Survey products, Laser Scanning and Imaging applications. He
has completed the Trimble Survey Certified Trainer program for the Spatial Imaging
products, and continues to keep up on the latest in software and industry trends.

Derrick Hongerholt – UTC Aerospace Systems


Mr. Hongerholt is a native of Southeastern Minnesota with 15 years of experience in the
Aerospace Industry working in positions ranging from engineering, R&D and business
development. He holds an undergraduate degree in Composite Materials Engineering from
Winona State University, graduate degrees in Engineering Science and Mechanics from
The Pennsylvania State University and a graduate degree in Business from The University
of St. Thomas.

Peter Jenkins – Minnesota Department of Transportation


Mr. Jenkins is an Administrative Land Surveyor and heads the Photogrammetric Unit in the
Office of Land Management at the Minnesota Department of Transportation in St. Paul. He
holds a BSSE Degree from Ferris State University and a MS Degree from the University of
Minnesota. After 13 years in the private sector Mr. Jenkins went to work for MnDOT in
District 7, Mankato, serving as the District Surveyor and then as the Land Management
Engineer. He holds licenses in Minnesota and Wisconsin and is a Certified Federal
Surveyor.

2012 DULUTH FLOOD


Presented by John Hinzmann
In 2012 Duluth Minnesota was inundated with rain that was later determined to be a 500
year storm event. During this session there will be photos of the devastation caused by the
rain and a look at the opportunities to work on the repair process. Specific areas on the
Highway 23 corridor will be discussed as well as how the survey work was performed.
John Hinzmann – Minnesota Department of Transportation
Mr. Hinzmann has more than 35 years of experience with a wide variety of surveying and
civil projects. His engineering work includes road design, storm water drainage, sanitary
sewer design, water main design, gas main design, feasibility studies, site planning, cost
estimating, construction supervision, environmental assessment worksheets, structural
design and municipal engineering. His surveying experience includes land surveying,
topographic surveys, subdivision platting, independent re-surveys, cadastral surveying and
judicial surveys.

BENTLEY POINTOOLS – MAKING POINT CLOUDS A


FUNDAMENTAL DATA TYPE
Presented by Ray Filipiak
Even though point clouds are cheaper and easier to collect, their adoption is not yet as
broad as it could be. One of the factors has been the limitations in the software that handles
them. Bentley’s innovative point cloud solution makes point clouds a fundamental data
type. This presentation will cover how very large point clouds can be managed and
distributed in a controlled and secure manner. Also presented will be new tools to edit and
pre-process point clouds plus enhance the rendering and visualization of the point cloud in
3D.

Ray Filipiak – Bentley Systems Inc.


Mr. Filipiak worked in the civil industry for 25 years for the Illinois Department of
Transportation as a Construction Inspector/Surveyor, Transportation Corridor Planner,
Roadway Designer and as a statewide MicroStation/GeoPak support person. He moved to
the Atlanta, GA area in 1995 to work for C&G Survey Software. After a brief two year stay,
Mr. Filipiak joined Bentley Systems as a Civil Applications Engineer in 1997. He has been
involved with the Bentley Civil and Platform products for the past 27 years either as a user
or in technical sales and support. Mr. Filipiak has been with Bentley for the past 16 years
and currently serves as a Senior Civil Applications Engineer in the Transportation and Local
Infrastructure group.

CASE STUDY OF PROJECTS – LAFAYETTE BRIDGE AND 694 &


SNELLING
Presented By Michael Fischer and Mike Sjodin
During this session, Mr. Fischer will give an overview of the Lafayette Bridge Project and
how the road alignments will change when the project is complete. Staking was done using
some unique features of the project including geofoam and the anti-ice system. Cofferdam
staking will be discussed and how that was accomplished as well as some unusual safety
issues that were encountered on the site.

Also, included in this session, Mr. Sjodin will give an overview of the 694/Snelling/Hwy 10
interchange. There will be an explanation of how survey notes were used and how the job
was staked. In addition, there will be photos of the survey crew in action and a discussion
of some of the challenges and additions to the scope of work that came up during the
project.
Michael Fischer – Minnesota Department of Transportation
Mr. Fischer has been surveying since 2005 in both the private and public sector. His career
with MnDOT began in early 2009 and he was recently promoted to a Crew Chief of a
Location Survey Crew out of the Oakdale Surveys Office. In the private sector, Mr. Fischer
held positions as an LSIT, Crew Chief and field crew member. He successfully passed the
Fundamentals of Land Surveying exam in 2007 and became certified as a Land Surveyor in
Training. Mr. Fischer has a Bachelor of Science Degree from the University of Wisconsin –
Stout, an Associate in Science Degree from Saint Paul College and an Associate of Applied
Science Degree from the Community College of the Air Force. He is currently working on a
Masters of Business Administration Degree from Metropolitan State University in Saint
Paul. Mr. Fischer proudly served our country on active duty with the U.S. Air Force and
part-time with the Wisconsin Army National Guard.

Mike Sjodin – Minnesota Department of Transportation


Mr. Sjodin graduated from the University of Wisconsin River Falls with a Bachelor’s Degree
in Geography with a minor in GIS/Cartography. During his first couple years of college he
worked for C.S. McCrossan Inc. as a laborer in the summer. Mr. Sjodin started working for
the State of Minnesota in 2000 as a student worker for the Geodetic Office where he spent
the summers traveling the state performing leveling work on GPS crews. He was hired as a
full-time employee with East Metro Surveys in 2002 as a TGS and later got promoted to TS
Crew Chief. Mr. Sjodin has worked on several projects including Unweave the Weave,
Hwy. 280 & Larpenteur Ave. and the 494 unbonded overlay project to name a few. He is
currently working on 694/Snelling/Hwy 10 project.

CHANGES FOR THE OVERLAY TOOLS IN SS3


Presented by Jon Mohrmann
During this presentation there will be a discussion in the changes to the interface from
earlier versions of these tools. The attendee will get an overview of how to use the Overlay
tools in SS3.

Jon Mohrmann – Minnesota Department of Transportation


As a 29 year MnDOT employee, Mr. Mohrmann has experience in inspection, hydraulics,
survey, design and CADD support. He currently works in the Computer Aided Engineering
Services (CAES) unit and Supports Bentley Civil software. Some of Mr. Mohrmann’s
support responsibilities are Road, Survey, Site, Drainage, Corridor Modeling and Machine
Control.

CONTROL SYSTEMS, DATUMS AND STANDARDS


Presented by David Zenk
During this session the instructor will discuss the basics of datums, projections and
adjustments and how they combine to make a coordinate system. There will be a
demonstration of how to convert between coordinate systems and a list of resources will be
provided for more detailed information on the session topics.

David Zenk – National Geodetic Survey


Mr. Zenk is a Geodesist with the National Geodetic Survey, serving as Geodetic Advisor in
Minnesota. He holds Bachelor of Science Degrees in Civil Engineering and Mechanical
Engineering from the University of Minnesota and a Master’s Degree in Land Surveying
from Oregon State University. He has served as adjunct faculty at the University of
Minnesota Geography Department and at Saint Cloud State University Geography
Department. He is a past Chair of the Minnesota GIS/LIS Consortium. He is currently
serving as Editor of the MSPS “Minnesota Surveyor” magazine. He is licensed as a
Registered Land Surveyor and Professional Engineer in the State of Minnesota.

DATA ACQUISITION AND THE NEW SURVEY TOOLS IN SS3


Presented by Ray Filipiak (Biographical Ref. - BENTLEY POINTOOLS - MAKING POINT
CLOUDS A FUNDAMENTAL DATA TYPE)
This presentation will cover the new look and name for the Data Acquisition tools in SS3.
There will be a review of the way SS3 displays the tools as tasks, where the settings are
now located, new and enhanced editing commands, additional enhancements and how the
new SS3 common Terrain Model is used to create the surfaces.

DESCARTES POINT CLOUD TOOLS


Presented by Ray Filipiak (Biographical Ref. - BENTLEY POINTOOLS - MAKING POINT
CLOUDS A FUNDAMENTAL DATA TYPE)
Point Cloud data is becoming increasingly valuable for all projects. Bentley is committed to
supporting point clouds for all project phases and as part of that commitment, this
presentation will review the new DesCartes tools for editing the point cloud data and how to
extract information to create a more comprehensive surface that can be utilized further on in
the design process.

DESIGN AND CONSTRUCTION SURVEYING FOR ADA


PROJECTS
In this session, there will be a discussion of the application of sound surveying practices to
meet the critical needs for ADA design and construction. We’ve found the balance over the
past couple of years between over surveying the world and what we really need for
pedestrian ramps and sidewalks.

Todd Grugel – Minnesota Department of Transportation


Mr. Grugel is a graduate from North Dakota State University has been a MnDOT employee
since 1997 where he started in the Bridge Office. He has worked in MnDOT’s District 4 and
on the TH 212 and I-35W Saint Anthony Falls Bridge Design Build Projects. He previously
was the SW Metro Resident Construction Engineer. Mr. Grugel currently works in the
Operations Division as MnDOT’s ADA (Americans With Disabilities Act) Program Engineer.

DNR TOPIC: LOON AND PELICAN TRACKING PROJECT


Presented by Carrol Henderson
This will be a presentation on the research currently underway on Minnesota loons involving
satellite transmitters, geolocators and citizen volunteers. The Nongame Wildlife Program is
also studying American White Pelicans to determine if they have also been affected by this
contamination in the Gulf of Mexico. That research has involved collection and analysis of
eggs and other tissues as well as satellite tracking of their migratory movements. This
project is funded by a grant from the Environment and Natural Resources Trust Fund and by
the Nongame Wildlife Program. Cooperators include the US Geological Survey, University
of Minnesota, University of North Dakota, University of Connecticut and the Wisconsin
Department of Natural Resources.

Carrol Henderson – Minnesota Department of Natural Resources


Mr. Henderson has been supervisor of the Minnesota Department of Natural Resources
Nongame Wildlife Program since 1977. He has a Bachelor of Science Degree in Zoology
from Iowa State University (1968) and a Master of Forest Resources Degree in Ecology
from the University of Georgia (1970).

In 1977 he was hired to create and develop Minnesota’s new Nongame Wildlife Program for
the Department of Natural Resources. He has continued in that role to the present and has
developed a comprehensive program for the development and protection of Minnesota’s
nongame and endangered wildlife species. During the past 36 years Mr. Henderson has
developed a statewide program for the conservation of nongame wildlife that has received
both national and international recognition. He has helped plan and carry out restoration of
peregrine falcons, bald eagles, eastern bluebirds, river otters and trumpeter swans in
Minnesota.

Mr. Henderson is the author of eleven books including Woodworking for Wildlife,
Landscaping for Wildlife, Wild About Birds: the DNR Bird Feeding Guide, and the Field
Guide to the Wildlife of Costa Rica. He is co-author of The Traveler’s Guide to Wildlife in
Minnesota and Lakescaping for Wildlife and Water Quality. Recent books include Oology
and Ralph's Talking Eggs, Birds in Flight: The Art and Science of How Birds Fly, a complete
revision of Woodworking for Wildlife, and three new field guides on the wildlife of Costa
Rica.

FIELD STAKE-OUT DIRECTLY IN MICROSTATION DGN WITH


CARLSON SURVPC

Carlson SurvPC is a complete data collection system for Real Time Kinematic (RTK) GNSS
and Total Stations with in-field CAD and coordinate geometry. Because SurvPC is designed
for ruggedized PC tablets using Windows 7/XP, it can work in environments that Windows
Mobile handheld device simply can’t run. With ruggedized Windows-based tablet devices
becoming more popular, surveyors can directly access MicroStation DGN files as a data
platform directly in the field. SurvPC will recognize the "levels" and cell structure of elements
in the DGN. Additionally, any “as-built” points and any subsequent field-to-finish lines can
also be stored directly to the DGN file. Although SurvPC continues to support traditional
point and surface model stake-out as provided by design, learn how one of Carlson’s
newest product offerings permits the use MicroStation DGN files directly in the field.

Ladd Nelson – Carlson Software, Inc.


Mr. Nelson is currently the Director of Midwest Sales for Carlson Software—a leading
provider of land surveying, engineering and construction-related hardware and software
technology products. His past work experience has included land surveying responsibilities
and this knowledge, coupled with his interest in computers and Civil Engineering Degree
from the University of Wisconsin-Platteville gave him the opportunity to pursue a career in
software development for land surveyors and civil engineers. For over twenty years, Mr.
Nelson has been providing his clients with technical support and on-site training and in
2007, added sales service to his repertoire when he joined Carlson Software. Beginning in
2011, he was also elected to serve as the Chairman of the Board of Directors of the
IntelliCAD Technology Consortium, a non-profit organization that develops software
technology code products for the CAD markets and continues to serve this role to this day.

HASTINGS BRIDGE CONSTRUCTION: GEOMETRY CONTROL


AND RISK ANALYSIS

During this presentation, Mr. Konda will discuss the geometry control activities associated
with the erection, transport, lift and post-tensioning of the main span tied arch. Tolerances,
temperature effects and construction surveying limitations will be included in the discussion.

Mr. Kordosky will provide an overview of the project and some of the challenges of
delivering a design/build project with regards to risk and exposure to the owner.

Travis Konda – HNTB Corporation


Mr. Konda has served as the Construction and Geometry Control Engineer for MnDOT on
the TH 61 Hastings Bridge focusing on the erection and construction of the main span tied
arch. He has 7½ years of experience designing bridges and performing construction
oversight with HNTB Corporation. Mr. Konda holds engineering degrees from South Dakota
State University and Iowa State University.

Steve Kordosky – Minnesota Department of Transportation


Mr. Kordosky has been with MnDOT for 29 years, spending most of that time in
construction. He has worked as an inspector, project engineer and resident engineer. Mr.
Kordosky assumed the role of Hastings Bridge Project Manager is 2008, working on the
Environmental Assessment, Project Layout and Municipal Consent. He followed the project
from development into construction in 2010 and is now transitioning back to a Resident
Engineer in Metro’s Mendota Office.

HIGHWAY RELOCATION IN MINE AREAS

This session will give an overview of the relocation of Trunk Highway (T.H.) 53 between
Virginia and Eveleth for a mine expansion. In 1960, the State of Minnesota entered into an
agreement to relocate T.H. 53 when the area was needed for mining. The State must
relocate the road by 2017. This session will discuss the difficulties of finding a new route
and the valuation of mineral rights.

Ms. Dwyer, PE, PTOE, has been the District 1 (Duluth) Land Management Engineer for 7
years. She is also a Project Manager for the Hwy 53 Relocation project. Ms. Dwyer has
been with MnDOT for 30 years and has worked in Traffic, Maintenance, Project
Management and Land Management.
IMPACT OF NAD83(2011) AND GEOID12A IN MINNESOTA

The NGS has provided a series of geodetic adjustments of the North American Datum
(NAD83) over the past 85 years. These have been supplemented with a series of geoid
models as part of the national height modernization technique. Each new adjustment is an
improvement over the previous adjustment. Many surveyors have wondered how the
various adjustments relate to each other. The session will show a series of maps to bring
utter clarity to abject confusion.

LAND RECORD RESEARCH

Researching land records for information is the basis for recreating land descriptions and is
a core element in the practice of land surveying. This session will discuss not only basic
research techniques but also where to search for the records and why the search is
important.

Lisa Hanni – Goodhue County


Ms. Hanni has a Master’s Degree in Public Administration and has worked in the Land
Surveying and GIS disciplines since 1985. She is a licensed Land Surveyor in the State of
Minnesota and currently chairs the State licensing board of Architects, Engineers, Land
Surveyors, Landscape Architects, Geologists and Interior Designers. Ms. Hanni is active in
writing and reviewing State and National surveying exams and legislative policies.

Ms. Hanni has worked for private surveying firms in Maryland, Illinois and Minnesota, and
has been in county government since 1992. In 1998 she became the Goodhue County
Surveyor, and in 2002 was appointed the Land Use Management Director for the County.
As Director, Ms. Hanni oversees the building, zoning, planning, and environmental health
offices and is involved in the writing and enforcing of ordinances. She is also the Goodhue
County Recorder and the Dodge County Surveyor.

Steven Jobe– Wright County


Mr. Jobe is a Licensed Land Surveyor in the State of Minnesota. He has over 22 years of
surveying experience in state and local governments, including 15 years at MnDOT and 7
years at Wright County. Mr. Jobe is the Wright County Surveyor, where he manages the
surveying, parcel mapping, and GIS operations for the county. He has a Bachelor of
Science Degree in Mathematics. He is currently serving on the Industrial Advisory
Committee for the Land Surveying and Mapping Sciences Degree Program at St. Cloud
State University. Mr. Jobe served as the President of the Minnesota Society of Professional
Surveyors in 2005 and has been an active member of several committees over the years.
He is a member of the Minnesota Association of County Surveyors and is currently serving
as a Director.

MACHINE CONTROL GRADING AND CONSTRUCTION STAKING

MAKE TRACKS TO THE RAIL MAPS

During this presentation you will learn about a project to preserve approximately 4,300
railroad maps MnDOT received from the Department of Public Service (successor to the
Railroad & Warehouse Commission), convert them into digital format to allow on-line access
and how to access the digital images on line.

George Thibault – Minnesota Department of Transportation


Mr. Thibault has worked for MnDOT for 60 years in a variety of jobs. He retired in 1997 but
has been working three days a week since then, working in the Transportation Data
Analysis, Land Management and Freight and Commercial Vehicle Operations Offices. In
his career with MnDOT he has worked on location surveys, construction surveys and
construction inspections in MnDOT Districts 2, 4 and 7. Mr. Thibault was a squad leader in
the Land Surveys Office and Right of Way Office. He was a project manager in the Freight,
Rail and Waterways Office. Over the years Mr. Thibault has been on many committees
related to automation and Information Management for MnDOT. He previously worked on a
project to preserve approximately 4,300 railroad maps and convert them into digital format
to allow on-line access – which is what this presentation is about. Mr. Thibault is currently
developing active rail line and crossing data layers for use in GIS base map for the Office of
Freight and Commercial Vehicle Operations.

MARYLAND AVENUE BRIDGE DESIGN/BUILD PROJECT/


ENGINEERING AND CONSTRUCTION SURVEY
Presented by David Herzog and Eric Lindgren
The old Maryland Avenue Bridge over I-35E in St. Paul was built in 1958 and in dire need of
replacement. Federal funding was received to replace the bridge that required the
utilization of Self Propelled Modular Transporters (SPMT), meaning the bridge spans and
abutments would be constructed separately and then bridge superstructure would be moved
to its final location. The plan was to reduce the number of full mainline closures and the
number of days the bridge was out.

During the presentation Mr. Herzog, PE, Design/Build Project Manager for MnDOT, will
cover the background, engineering and construction for the project. Mr. Lindgren, PLS,
Survey Group Leader for Rani Engineering, will detail the construction survey efforts
required to ensure that the bridge spans fit correctly on the day of the move.

David Herzog – Minnesota Department of Transportation


Mr. Herzog is the Project Manager for the MnPass project for MnDOT. He graduated from
North Dakota State University with a Bachelor’s Degree in Civil Engineering in May of 2000.
Upon graduating, Mr. Herzog worked for Howard Green until 2002, when he began working
for MnDOT. Mr. Herzog participated in the graduate rotation program until 2004 and then
started as Project Engineer in the Eden Prairie Construction Office. In 2010, he started as
the Resident Engineer in Mendota Heights Construction Office for MnDOT.

Eric Lindgren – Rani Engineering


Mr. Lindgren began surveying in 2002 and has led Rani Engineering's Survey Group since
2007. He is a Licensed Land Surveyor in Minnesota and North Dakota. He has been a
survey manager since starting at Rani Engineering and has worked on high
profile projects including the Central Corridor LRT, staking for the I-35W St. Anthony Falls
Bridge, and currently the Southwest LRT. Eric received a Bachelor's Degree in Land
Surveying from St. Cloud State in 2006 and is an active member of MSPS and other

NAVIGATING WEB-BASED RIGHT OF WAY INFORMATION AT


MnDOT

Right of Way Mapping & Monitoring (RWMM) and other MnDOT internet based applications
provide public access to a statewide collection of right of way maps and related information.
This session will cover unique features about the data and their organization so that
surveyors will be able to optimize the available resources. It will also include a brief review
of the tools and methods necessary to find, download, and use right of way maps, right of
way plats, railroad maps, Commissioner’s orders, survey records, highway construction
plans, and other MnDOT records.

Jay Krafthefer – Minnesota Department of Transportation


Mr. Krafthefer is a licensed professional land surveyor with the Minnesota Department of
Transportation. He supervises the Land Information System and R/W Mapping Unit
located in the Office of Land Management at the Transportation Building in St. Paul. Mr.
Krafthefer is responsible for statewide coordination with district and Central Office groups to
finalize the development, maintenance, and delivery of MnDOT’s right of way maps.

Mr. Thies has been the District Safety Administrator with the MnDOT Metro District for the
past nine years, where he is responsible for safety and health issues relating to highway
construction and maintenance. He has 26 years of experience in the safety and risk
management field, working for a number of Fortune 500 companies prior to working in the
public sector. In addition to his duties with MnDOT, Mr. Thies has run a parallel career in
the fire service serving as a firefighter/EMT with the Eden Prairie Fire Department for 20
years. He is a faculty instructor with Minnesota State Colleges and Universities where he
teaches fire, rescue, EMS and safety courses. Mr. Thies has served on a number of boards
and commissions such as the Vice-Chairman of the MN Emergency Response Commission,
a position he was appointed to by the Governor.

STAKING PROCEDURES

STRINGLESS PAVING – DATA DRIVES SUCCESS (PART 1 & 2)

Stringless paving by machine control holds the promise of cost savings and better results.
Where success has occurred, the key factor has been design—accurate, optimized data
preparation. Examples discussed include rehabbed concrete highways in Missouri and

THE DIFFERENCE BETWEEN GIS AND SURVEY DATA

Geographic data layers are an integral part of every survey. Cadastral data, aerial
photography, and other topographic information are also common datasets in any
Geographic Information Systems (GIS). When datasets are used inappropriately or

consequences. This session gives examples of how successful and unsuccessful uses
have impacted decisions.

THE EVOLUTION OF MnDOT LEGAL DESCRIPTIONS

We all know that the legal descriptions are lengthy and confusing. This session is going to
take a step back in time to show where they came from as well as the early years of
Minnesota and MnDOT. Then fast forward to the late 60’s to early 70’s when the
Department of Transportation sought out a simpler, more accurate method to acquire land
and the unique group of individuals that made the transition from descriptions to reference
plats possible.

Dawna Butcher – Minnesota Department of Transportation


Ms. Butcher is a licensed Land Surveyor working for Minnesota Department of
Transportation. Her time is split between the Legal Descriptions and Final Mapping Units at
Central Office in St. Paul. Prior to be being hired into the Graduate Trainee Program in
2009 with MnDOT, she worked several years for a private surveying business in Aitkin,
Minnesota. During her time in the Graduate Trainee program, she spent 6 months with
MnGEO assisting with the GLO field note project. She graduated from Lake Superior
College with an Associate Degree in Civil Engineering Technology and from St. Cloud State
University with a Bachelor’s Degree in Land Surveying and Mapping.

Larry Sodergren – Minnesota Department of Transportation


Mr. Sodergren works in the Central Office of MnDOT's Office of Land Management. He is
currently the supervisor of the Legal Descriptions/Commissioner’s Orders Unit where he has
worked for the past twenty-four years. Prior to this, he worked seven years for the
Minnesota Department of Natural Resources (DNR) in the State Park System. Mr.
Sodergren is registered as a Professional Land Surveyor in the State of Minnesota. He has
a Bachelor of Science Degree from the University of Minnesota, an Associate of Arts
Degree from Century Community College and completed Land Survey courses from St.
Cloud State. Mr. Sodergren is a member of the Minnesota Society of Professional

TREE AND VEGETATION IDENTIFICATION

The Tree Identification session will be an introduction to recognizing common tree and
vegetation species in Minnesota and will also include some information on hazardous plants
that might be encountered on roadsides.

As an urban forester at the University of Minnesota, Mr. Hanson taught plan identification
skills to any group that would listen including a classroom full of dendrology students. Now,
as a vegetation management specialist with MnDOT, he hones his plant identification skills
almost daily on plants from every corner of Minnesota.

Tina Markeson – Minnesota Department of Transportation


Ms. Markeson is a Roadside Vegetation Manager with the Minnesota Department of
Transportation in the Office of Environmental Stewardship. She has been working for
MnDOT since 2000. Ms. Markeson is a graduate of the University of Minnesota with a
Bachelor of Science in Urban Forestry with a Forest Management minor.

Mr. Haskamp is a Trimble Certified Trainer and Technical Support Specialist for Frontier
Precision, Inc. He started his career in the Surveying and Engineering profession in 2002
when he received his Land Surveying/Civil Engineering Technology degree from St. Cloud
Technical and Community College. While attending St. Cloud State University, Mr.
Haskamp started his survey fieldwork for a private surveying firm in Central Minnesota
performing various types of surveys including boundary surveys, title surveys, utility and
road staking. Eventually he moved into the office taking up drafting and design role
performing survey drafting, plat, road, and sewer design. In 2007 Mr. Haskamp took another
position as a Survey Crew Chief with a high accuracy 3D utility mapping firm. This position
took him throughout the Midwest performing control and GPS location surveys. During his
tenure he became proficient in MicroStation and GeoPak. Mr. Haskamp joined Frontier
Precision, Inc. in 2008 as a Technical Support Specialist and is currently their lead Certified
Trainer for GNSS, robotic total stations and 3D laser scanning.

Steve Richter – Frontier Precision, Inc.


Mr. Richter is the Vice President of Sales for Frontier Precision, Inc. A charter member of
the Trimble MGIS Hall of Fame and Trimble Certified Trainer, Mr. Richter started his career
in the Surveying profession back in 1989, working with CAD products and services while he
attended college. Getting into GPS technology in 1991, he has spent the last 19+ years
specializing in that discipline. With the past 11 years focusing on training and support, Mr.
Richter has been able to provide certified training to Engineering, Surveying and MGIS

how they negatively impact the quality of our GNSS positions, how to better interpret the
real-time quality control data we see while using RTK GNSS and other tools that can be
used to avoid these negative environmental factors. We will also discuss the RTK
algorithms used to determine your solutions and how these factors are considered in that
solution. The result will be more error free measurements and higher quality GNSS data.

This session gives an overall coverage of the MnDOT Right of Way(R/W) Plat Standards
and Details (a.k.a MnDOT Platting Manual) for developing a MnDOT R/W Plat. This
session will cover state statutes relevant to MnDOT R/W Plats, the intent of the MnDOT
R/W Plats, MnDOT surveying and right of way policies and practices and how the
information is portrayed on the plat including examples. Amended MnDOT R/W Plats,
MnDOT Monumentation Plats and Land Surveyor’s Certificate of Correction to Plat will also
be discussed.

Matthew Aguirre – Minnesota Department of Transportation


Mr. Aguirre is a 2006 graduate of St. Cloud State University. He worked as an LSIT for
Taylor Land Surveyors Inc. in Monticello until January 2008 when he was hired into
MnDOT’s Graduate Engineer/Land Surveyor Program. He has worked in several different
MnDOT District Offices. In January of 2010, Mr. Aguirre was hired as an LSIT in MnDOT
Office of Land Management Platting Unit in Central Office. He passed the Professional
Land Surveyor Exam in October 2010 and is currently working as a Land Surveyor, Senior
in the Office of Land Management Platting Unit.

Elliott Ruhland – Minnesota Department of Transportation


Mr. Ruhland is a Principal Land Surveyor and Supervisor of the Platting Unit in the
Surveying and Mapping Section of MnDOT’s Office of Land Management. He is a licensed
Minnesota Land Surveyor and a licensed Civil Engineer. Mr. Ruhland received his Bachelor
of Science Degree in Civil Engineering from Virginia Military Institute in 1977 and a Master
of Science Degree in Civil Engineering from Iowa State University in 1980. He also
acquired additional land surveying classes from St. Cloud University and Inver Hills
Community College. Mr. Ruhland began practicing civil engineering in 1980 and since 1990
has been working for MnDOT in various right of way and land surveying positions. He is a
member of the Capitol Area Land Surveyors Association (CALSA) and the Minnesota
Society of Professional Surveyors (MSPS).

USE OF SURVEY DATA IN THE RIGHT OF WAY PROCESS

In this session, there will be an explanation of how the field collection of data points is
utilized in the Right of Way section. There will be emphasis on important issues in property
ownership that results in monetary compensation in the right of way acquisition process, as
well as damages to physical features that are present near a highway project.

Mark Trogstad-Isaacson – Minnesota Department of Transportation


Mr. Trogstad-Isaacson has worked for MnDOT for 23 years in Rochester (District 6)
primarily working in the area of right of way. He is presently the Rochester District Right of
Way Engineer working on right of way acquisition for MnDOT in Southeastern Minnesota.
Mr. Trogstad-Isaacson is the Viewing Engineer on numerous eminent domain hearings
where he regularly provides engineering testimony to the court appointed commissioners
and jury members in everyday, easy to understand language. He is active on many
statewide task forces, studies and committees and is a 1988 graduate from the University of
Minnesota where he earned a Bachelor of Civil Engineering Degree.

WISCONSIN HEIGHT MODERNIZATION PROGRAM (WI-HMP)

This presentation will provide an in-depth overview of the development, implementation, and
status of the Wisconsin Height Modernization Program. An emphasis will be Wisconsin
geodetic control network related-activities which have occurred in the past 12 months, and
activities which will occur in the coming months that may impact people who perform work in
both Minnesota and Wisconsin. Specific topics of discussion will include the Wisconsin
statewide Orthometric Height Adjustment of May 2012 and the concept of sharing CORS base
stations in the Minnesota and Wisconsin Real-Time Networks.

Diane Arendt – Wisconsin Department of Transportation


Ms. Arendt is employed by the Wisconsin Department of Transportation, Surveying and
Mapping Section within the Bureau of Technical Services. She works exclusively on the
Wisconsin Height Modernization Program in the Geodetic Surveys Unit. Ms. Arendt holds
Associate Degrees in Business Administration and Civil Engineering and is a registered
Land Surveyor in the state of Wisconsin. She is the WisDOT representative for the
Wisconsin County Surveyors Association and the chair of the Great Lakes Region Height
Modernization Consortium.

Elliot Smith – Wisconsin Department of Transportation


Mr. Smith is employed as a Geodetic Specialist with the Wisconsin Department of
Transportation, Bureau of Technical Services, Geodetic Surveys Unit and works exclusively on
the Wisconsin Height Modernization Program. He is the Network Administrator for the
WISCORS Network and serves as the Program Manager by coordinating all efforts related
to both the passive and active networks, including development, construction, preservation
and maintenance activities. Mr. Smith has a Bachelor of Science Degree in Geography from
UW-Eau Claire, and has worked on the Wisconsin Height Modernization Program since
2004, making him the most senior member of the WI-HMP staff.

HISTORICAL SURVEYS
At this display you will have an opportunity to view some antique survey equipment,
literature and relics. It is a great way to learn about the past and gain an understanding of
what it was like to be a surveyor in the “old days.”

The Historical Surveys collection came about when David Claypool and Lisa Hanni became
very interested in the tools used by the original surveyors. It is because of these tools that
Deputy Government Surveyors were able to accomplish the Original Public Land Survey.
For their day the tools were the best equipment available to them. Together with Fred
Johnson, they have put together a hands-on traveling educational display which is shown at
various venues throughout the year. Several people have donated equipment and artifacts
that have enhanced the collection. In addition to the tools examples of how land was
obtained is also part of the display.

WISCONSIN HEIGHT MODERNIZATION PROGRAM
Height modernization is the establishment of accurate, reliable heights using global
positioning satellite technology with traditional leveling. The Wisconsin Department of
Transportation is administering this program for the National Geodetic Survey. Reliable
