From the Committee attend the Right of Way Professional’s Workshop, to be held October
2 – 4, 2013 at Cragun’s Conference Center in Brainerd, Minnesota.
Audience
This will be the 21th Annual Right of Way Professional’s Workshop and
Date, Time, Location the Department is pleased to once again sponsor the event. What
began as an information sharing event in 1993 for MnDOT employees
Continuing Education has grown into an event that has proven to be of value to both public and
private sector right of way professionals throughout the State of
USPAP Update Minnesota. Over the years, the Department has been appreciative of

year’s workshop will focus on the importance of these partnerships.
Registration & Cost
Workshop sessions were arranged in both plenary and concurrent
formats and will include topics of interest to practitioners engaged in the

(Non-MnDOT attendees) acquisition of right of way for transportation improvement projects. Most
of the workshop sessions will be repeated throughout the workshop.

Registration begins at 9:00 a.m. on Wednesday, October 2, 2013. The workshop then
commences at 10:30 a.m. The next two days will include educational sessions and exhibits.
The workshop concludes on Friday, October 4 at approximately 12:30 p.m. Please visit

Continuing Education
CONTINUING EDUCATION CREDITS
Applications will be submitted to the Minnesota Department of Commerce for approval of 15
Appraiser and 15 Real Estate Continuing Education Credits but at this time credit approval has
not been granted. Applications will also be submitted to the Minnesota Board of Continuing
Legal Education for 15 continuing legal education credits. In addition, an application will be
submitted to the Minnesota State Bar Association for approval of 15 Real Property credits at the
advanced level. It is our goal to secure 15 credit approvals for attendee’s respective license
requirements, but please understand that we cannot guarantee that 15 credits will be approved.
This website will be updated when credits are approved but that will not be until August at the
earliest.

Please Note: Like the 2012 event, in order to earn real estate and appraiser credits, full
attendance at the workshop is required. You are required to attend a different class during each
hour of the workshop. Attendees will not be able to qualify for a portion of the credits offered.
Real estate and appraiser credits will be earned on an “all or nothing” basis.

Each attendee will be asked to have their name tag barcodes scanned upon entering each
session. This is necessary in order for the Minnesota Department of Transportation to be in
compliance with the Minnesota Department of Commerce rules and guidelines in qualifying for
continuing education credits for this event. This process was originally adopted to eliminate the
“sign-in” process that was used in previous years. For real estate and appraiser continuing
education purposes, failure to have the barcode scanned will result in a forfeiture of all
continuing education credits for this event! We encourage you to read the detailed information
regarding appraiser, real estate and legal credits on the continuing education insert that you
received in your packet at registration. Please remember, MnDOT is merely offering you an
opportunity to earn continuing education credits. It is your responsibility to be in compliance
with your respective license requirements.

Participants licensed through the Board of Architecture, Engineering, Land Surveying,


Landscape Architecture, Geosciences and Interior Design should review the program to
determine suitability of select sessions for meeting board defined professional development
standards. It is the responsibility of the attendee to select training sessions that will meet
personal training needs and satisfy defined licensing standards requirements. Training
signature sheets will remain on file, should they be required for verification purposes. Workshop
participants are responsible, however, for submitting for Professional Development Hours with
AELSLAGID.

Certificates
To receive a certificate of attendance from the Minnesota Department of Transportation,
workshop participants are required to have attended the full 2 ½ days of sessions. A certificate
of attendance will be distributed following the last session to keep for your records.

USPAP 7½-Hour National Update Course

Those planning on attending the 2013 Right of Way Professional's Workshop are being afforded
the unique opportunity to satisfy the national USPAP training requirement. The 2012-2013
National Uniform Standards of Professional Appraisal Practice (USPAP) Update Course is
being offered by Kaplan Professional Schools at the Cragun’s Conference Center immediately
prior to the workshop. This is the national USPAP training required of every real property
appraiser during each license period.

To accommodate attendees of the Right of Way Professional's Workshop, this one-day course
is being split and offered in two parts, consisting of Part I on Tuesday, October 1 from 11:00
a.m. – 4:30 p.m. and finishing with Part II on Wednesday, October 2, from 8:00 a.m. – 10:00
a.m.

Please note that enrollment is open to anyone, not only those planning to attend MnDOT’s Right
of Way Professional's Workshop, and is also on a first come first serve basis. You are therefore
encouraged to enroll early. A MINIMUM ENROLLMENT OF 20 STUDENTS MUST BE
REGISTERED BY SEPTEMBER 15th OR THE COURSE WILL BE CANCELED BY KAPLAN

USPAP Course Description:


The most recent edition of USPAP is effective January 1, 2012 until December 31, 2013. While
each new edition of USPAP is intended to modify existing content to stay current with the
changes in appraisal practice, appraisers are often left with questions and uncertainties as to
how the changes affect their daily operations. Not only will this course clear the air on the more
confusing subjects within USPAP, but the experienced AQB-Certified USPAP Instructor will be
able to answer those tough USPAP questions. The course will include a brief review of USPAP
overall but will focus on the significant changes to USPAP requirements that were adopted in
the current edition. In addition, the course uses real world examples and case studies that
challenge the student to interpret the principles of USPAP and how to apply them to daily
practice.

Each student receives a copy of the current edition of USPAP. There is an additional $59 fee
for the AQB-mandated course materials and national certification. There is no exam.
Topics Include:
Explanation of the changes, deletions and additions to the 2012-2013 edition of USPAP
Explanation and examples of when USPAP applies
Obligations of Ethics
Common USPAP violations and hot topics
Several ‘real world’ scenarios are presented to challenge students to interpret and
apply USPAP to situations encountered in their daily practice

The registration fee appearing on the appropriate form below will assist in covering workshop
costs. This fee is non-negotiable. PLEASE NOTE: The registration fee indicated on the
