Probable Cause Summary:
On 02/20/2023 at approximately 1109 hours, this agency received a 911 call reporting an erratic operator traveling east on
Route 184. The caller said that the operator went through a red stop light and at one point was operating his vehicle in the
opposite lane of travel. The caller described the vehicle as a red colored Toyota convertible with a black top. Dispatch
advised all units of the erratic operator along with its description and direction of travel
‘At approximately 1112 hours this agency received a 911 call from a male subject reporting that a vehicle struck a police
officer. Dispatch advised all units along with the Fire Department and Ambulance Services
When this agency arrived on scene and after completing patient assessment, Lifestar along with the Connecticut State
Police Accident Reconstruction was requested.
During this investigation it was found that the accused was operating east on Route 184 at a high rate of speed passing
vehicles ina no passing zone and going through a red traffic light. The accused continued to operate his vehicle east passing
Taugwonk Rd. on Route 184 just prior to a construction site where the victim, a Stonington Police Officer, was directing
traffic. The victim had his police cruiser stationary facing west in the east bound lane. The victim was directing traffic as the
accused approached the victim’s location. The accused while falling to stop, struck the police cruiser head on. The victim
was then struck by his own police cruiser.
A registration/license check was performed and it was discovered that the accused had a suspended license.
‘The accused was charged with the above violations and was later issued a misdemeanor summons for the above viol:
and was released on a 10,000 non-surety bond with a court date of 03/01/2023.
‘The Connecticut State Police Accident Reconstruction Team along with Connecticut State Police Eastern District Major
Crime hay’been assigned to continue he investigation ofthis case to its conclusion.
