Our connection with Fr. Everett C. Corvera originated when our relative Marwen G. Oclarit
share to us that he has a priest friend that has a connection with big projects in the different
agencies in Cagayan de Oro City as well as in Manila. Due to our eagerness to acquire projects,
because that time majority of our General Building projects was about to complete, we reach out
Fr. Everette and had a conversation with him regarding Php 57, 531,312.36 general building
contract in the Philippine Army. After several conversation Fr. Everette offered the project, with
a commitment condition of Two Million Pesos Only (Php 2,000,000.00) as partial payment for
the 10% of the contract amount “SOP.” Unfortunately, the project was not awarded to us, in fact
we already incurred expenses in the preparation of the bidding process. The reason behind the
failure was the lack of ISO certification in the amenities package of the project. We were caught
unprepared because we thought that this has already been negotiated earlier as represented by Fr.
Corvera and that we believed that we are eligible for this project. Also, we observed that there
were several bidders who also offered discounted price and it appears to us that the process was a
competitive bidding rather than a negotiated one, contrary to what Fr. Corvera is saying. Due to
trust and confidence and his persuasive representation, we gave in to Fr. Corvera’s 2 million-
demand as mentioned above. This resulted, however, to breach of trust and confidence and
business losses on our end.
